Employment coaching involves trained staff working collaboratively with participants to help them set individualized goals directly or indirectly related to employment and providing motivation, support, and feedback as participants work toward those goals. Unlike most traditional case managers, coaches work in partnership with participants and do not tell the participants what goals they should pursue or what action steps to take in pursuing them. Recently, there has been growing interest among policymakers, practitioners, researchers, and others in using employment coaching to assist Temporary Assistance for Needy Families (TANF) recipients and other adults with low incomes. To learn more about the potential of employment coaching, the Administration for Children and Families (ACF) funded an experimental impact study of four employment coaching programs conducted as part of the Evaluation of Employment Coaching for TANF and Related Populations. The impact study evaluated the effectiveness of each program on study participants' self-regulation skills, employment, earnings, and other measures of personal and family well-being during the 21 months after participants enrolled in the study. Data and documentation for the longer term follow-up, 48 to 67 months after study enrollment, are forthcoming. The four employment coaching programs included in the evaluation are: Family Development and Self-Sufficiency (FaDSS), which serves TANF recipients and their family members in Iowa. Participation in FaDSS is voluntary and most coaching sessions occur in the participant's home. Goal4 It!TM, which provides employment coaching to TANF recipients in Jefferson County, Colorado in lieu of traditional case management. Receipt of TANF benefits is conditional on participation in either Goal4 It! or traditional case management. LIFT, which is a voluntary coaching program operated in four U.S. cities. Most coaching is conducted by unpaid student interns from Master of Social Work programs. MyGoals for Employment Success (MyGoals), which is a voluntary coaching program that served recipients of public housing assistance in Baltimore, Maryland, and Houston, Texas. The impact study addressed the following primary research questions: Do the coaching programs improve the outcomes of adults with low incomes? Specifically: Do the coaching programs affect participants' intermediate outcomes related to self-regulation and other skills associated with labor market success? Do the coaching programs affect participants' employment and economic security outcomes? How do the impacts of the coaching programs change over time? Are the coaching programs more effective for some groups of participants than others? Between February 2017 and November 2019, about 4,300 adults who were eligible for one of the four employment coaching programs and who consented to participate in the evaluation were randomly assigned either to (1) a program group that had access to employment coaching, or (2) a control group that did not have access to employment coaching but could receive other services available in the community. The effectiveness of each employment coaching program was assessed based on differences in average outcomes between program and control group members. Impacts were estimated during two follow-up periods: at 9 to 12 months after study enrollment (depending on the program; Moore et al. 2023) and at 21 months after study enrollment (Moore et al. forthcoming). To estimate the impacts of employment coaching, the study used data from: (1) a baseline survey or form administered to study participants at the time of study enrollment, (2) follow-up surveys administered to study participants approximately 9 to 12 months after study enrollment, and again approximately 21 months after study enrollment, (3) administrative employment and Unemployment Insurance records from the National Directory of New Hires (NDNH), and (4) administrative records from state and local agencies on participation in public assistance programs. This data collection provides selected economic, social, demographic, and political information for 48 states of the United States during the 1950s and 1960s. Variables describe population characteristics, such as the number of adults aged 65 and over, the number of dentists and physicians, the number of patients in mental hospitals, the death rates of white and non-white infants under one year of age per 1,000 live births, respectively, the number of recipients of public assistance such as Aid to Families with Dependent Children (AFDC), elementary and secondary school enrollment, enrollment in vocational programs, the total number of students in higher education, the number of those conferred with M.A. and Ph.D. degrees, and the number of workers in research experiment stations. Other variables provide economic information, such as personal income per capita, average monthly payment per recipient of some public assistance programs, average salary per month for full-time state and local employees, state and local government revenues and expenditures, and various intergovernmental revenues from the federal government for certain services. The Current Population Survey Food Security Supplement (CPS-FSS) is the source of national and State-level statistics on food insecurity used in USDA's annual reports on household food security. The CPS is a monthly labor force survey of about 50,000 households conducted by the Census Bureau for the Bureau of Labor Statistics. Once each year, after answering the labor force questions, the same households are asked a series of questions (the Food Security Supplement) about food security, food expenditures, and use of food and nutrition assistance programs. Food security data have been collected by the CPS-FSS each year since 1995. Four data sets that complement those available from the Census Bureau are available for download on the ERS website. These are available as ASCII uncompressed or zipped files. The purpose and appropriate use of these additional data files are described below: 1) CPS 1995 Revised Food Security Status data--This file provides household food security scores and food security status categories that are consistent with procedures and variable naming conventions introduced in 1996. The food security scale includes questions about households and their ability to purchase enough food and balanced meals, questions about adult meals and their size, frequency skipped, weight lost, days gone without eating, questions about children meals, including diversity, balanced meals, size of meals, skipped meals and hunger. Questions are also asked about the use of public assistance and supplemental food assistance. The food security scale is 18 items that measure insecurity. A score of 0-2 means a house is food secure, from 3-7 indicates low food security, and 8-18 means very low food security. The scale and the data also report the frequency with which each item is experienced. Data are available as .dat files which may be processed in statistical software or through the United State Census Bureau's DataFerret http://dataferrett.census.gov/. Public use data set on new legal immigrants to the U.S. that can address scientific and policy questions about migration behavior and the impacts of migration. A survey pilot project, the NIS-P, was carried out in 1996 to inform the fielding and design of the full NIS. Baseline interviews were ultimately conducted with 1,127 adult immigrants. Sample members were interviewed at baseline, 6 months, and 12 months, with half of the sample also interviewed at three months. The first full cohort, NIS-2003, is based on a nationally representative sample of the electronic administrative records compiled for new immigrants by the US government. NIS-2003 sampled immigrants in the period May-November 2003. The geographic sampling design takes advantage of the natural clustering of immigrants. It includes all top 85 Metropolitan Statistical Areas (MSAs) and all top 38 counties, plus a random sample of other MSAs and counties. Interviews were conducted in respondents'' preferred languages. The baseline was multi-modal: 60% of adult interviews were administered by telephone; 40% were in-person. The baseline round was in the field from June 2003 to June 2004, and includes in the Adult Sample 8,573 respondents, 4,336 spouses, and 1,072 children aged 8-12. A follow-up was planned for 2007. Several modules of the NIS were designed to replicate sections of the continuing surveys of the US population that provide a natural comparison group. This is a special extract of the 2000 Census 5-Percent Public Use Microdata Samples (PUMS) created by the National Archive of Computerized Data on Aging (NACDA). The file combines the individual 5-percent state files for all 50 states, the District of Columbia, and Puerto Rico as released by the United States Census Bureau into a single analysis file. The file contains information on all households that contain at least one person aged 65 years or more in residence as of the 2000 Census enumeration. The file contains individual records on all persons aged 65 and older living in households as well as individual records for all other members residing in each of these households. Consequently, this file can be used to examine both the characteristics of the elderly in the United States as well as the characteristics of individuals who co-reside with persons aged 65 and older as of the year 2000. All household variables from the household-specific "Household record" of the 2000 PUMS are appended to the end of each individual level record. This file is not a special product of the Census Bureau and is not a resample of the PUMS data specific to the elderly population. Of these five types, three are categorized as General Purpose governments: County, municipal, and township governments are readily recognized and generally present no serious problem of classification. Numerous single-function and multiple-function districts, authorities, commissions, boards, and other entities, which have varying degrees of autonomy, exist in the United States. The percentage of people in the United States with health insurance has increased over the past decade with a noticeably sharp increase in 2014 when the Affordable Care Act (ACA) was enacted. As of 2023, around ** percent of people in the United States had some form of health insurance, compared to around ** percent in 2010. Despite the increases in the percentage of insured people in the U.S., there were still over ** million people in the United States without health insurance as of 2023. Insurance coverage Health insurance in the United States consists of different private and public insurance programs such as those provided by private employers or those provided publicly through Medicare and Medicaid. Almost half of the insured population in the United States were insured privately through an employer as of 2021, while **** percent of people were insured through Medicaid, and **** percent through Medicare . The Affordable Care Act The Affordable Care Act (ACA), enacted in 2014, has significantly reduced the number of uninsured people in the United States. In 2014, the percentage of U.S. individuals with health insurance increased to almost ** percent. Furthermore, the percentage of people without health insurance reached an all time low in 2022. Public opinion on healthcare reform in the United States remains an ongoing political issue with public opinion consistently divided.
In 2023, approximately ******** percent of the Hispanic population in the United States did not have health insurance, a historical low since 2010. In 2023, the national average was *** percent. White Americans had a below-average rate of just *** percent, whereas *** percent of Black Americans had no health insurance.Impact of the Affordable Care ActThe Affordable Care Act (ACA), also known as Obamacare, was enacted in March 2010, which expanded the Medicaid program, made affordable health insurance available to more people and aimed to lower health care costs by supporting innovative medical care delivery methods. Though it was enacted in 2010, the full effects of it weren’t seen until 2013, when government-run insurance marketplaces such as HealthCare.gov were opened. The number of Americans without health insurance fell significantly between 2010 and 2015, but began to rise again after 2016. What caused the change?The Tax Cuts and Jobs Act of 2017 has played a role in decreasing the number of Americans with health insurance, because the individual mandate was repealed. The aim of the individual mandate (part of the ACA) was to ensure that all Americans had health coverage and thus spread the costs over the young, old, sick and healthy by imposing a large tax fine on those without coverage.
