This file contains population estimates by age and sex and single year for census tracts in New York State, from 1990-2016.Iterative proportional fitting was used to develop populations that are consistent with official Census Bureau tract-level populations from 1990, 2000, and 2010 and single-year county-level population estimates published by the SEER program of the National Cancer Institute (https://seer.cancer.gov/popdata/). The Longitudinal Tract Database (LTDB) (https://s4.ad.brown.edu/projects/diversity/researcher/bridging.htm) was used to report populations using 2010 census tract boundaries.In effect, the approach assumes that population growth or reduction at the tract level mirrors what is happening at the county level. This is an improvement over linear or geometric interpolation between census years, but is still far from perfect. Census tracts can undergo rapid year-to-year population change, such as when new housing is constructed or, less frequently, demolished. An extreme example is census tract 1.04 in Westchester County, New York, which had a population of 0 in all 3 census years, as it was located entirely within an industrial area. Since 2010, multiple large high-rise condominiums have been constructed here, so that the population in 2018 is probably now in the thousands, though any estimation or projection method tied to the 2010 census will still count 0 people here. It is conceivable that address files from the United States Postal Service or other sources could be used to capture these kinds of changes; I am unaware of any attempts to do this.The file contains data for 4893 census tracts. It has been restricted to census tracts with nonzero populations in at least one of the census years. There are other census tracts consisting entirely of water, parkland, or non-residential areas as in the example above, which have been omitted.These data are used for the calculation of small-area cancer rates in New York State.

The 2015 TIGER Geodatabases are extracts of selected nation based and state based geographic and cartographic information from the U.S. Census Bureau's Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) database. The geodatabases include feature class layers of information for the fifty states, the District of Columbia, Puerto Rico, and the Island areas (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the United States Virgin Islands). The geodatabases do not contain any sensitive data. The 2015 TIGER Geodatabases are designed for use with Esriâ s ArcGIS.
The 2015 State Geodatabase for New York contains multiple layers. These layers are the Block, Block Group, Census Designated Place, Census Tract,
County Subdivision and Incorporated Place layers.
Block Groups (BGs) are clusters of blocks within the same census tract. Each census tract contains at least one BG, and BGs are uniquely numbered
within census tracts. BGs have a valid code range of 0 through 9. BGs have the same first digit of their 4-digit census block number from the same
decennial census. For example, tabulation blocks numbered 3001, 3002, 3003,.., 3999 within census tract 1210.02 are also within BG 3 within that
census tract. BGs coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and
Great Lakes water areas. Block groups generally contain between 600 and 3,000 people. A BG usually covers a contiguous area but never crosses
county or census tract boundaries. They may, however, cross the boundaries of other geographic entities like county subdivisions, places, urban
areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas.
The BG boundaries in this release are those that were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the
2010 Census.

An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD),
which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state,
but may extend across county and county subdivision boundaries. An incorporated place usually is a city, town, village, or borough, but can have
other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated
to provide data for settled concentrations of population that are identifiable by name, but are not legally incorporated under the laws of the state
in which they are located. The boundaries for CDPs often are defined in partnership with state, local, and/or tribal officials and usually coincide
with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial
census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily
have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population.
The boundaries of most incorporated places in this shapefile are as of January 1, 2013, as reported through the Census Bureau's Boundary and
Annexation Survey (BAS). Limited updates that occurred after January 1, 2013, such as newly incorporated places, are also included. The boundaries
of all CDPs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2010 Census.
The primary legal divisions of most states are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no
counties, the equivalent entities are the organized boroughs, city and boroughs, municipalities, and for the unorganized area, census areas. The
latter are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. In four states (Maryland, Missouri,
Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and thus constitute primary
divisions of their states. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data
presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data
presentation. The Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: Municipios in Puerto
Rico, Districts and Islands in American Samoa, Municipalities in the Commonwealth of the Northern Mariana Islands, and Islands in the U.S. Virgin
Islands. The entire area of the United States, Puerto Rico, and the Island Areas is covered by counties or equivalent entities.
The boundaries for counties and equivalent entities are mostly as of January 1, 2013, primarily as reported through the Census Bureau's Boundary and
Annexation Survey (BAS). However, some changes made after January 2013, including the addition and deletion of counties, are included.
County subdivisions are the primary divisions of counties and their equivalent entities for the reporting of Census Bureau data. They include
legally-recognized minor civil divisions (MCDs) and statistical census county divisions (CCDs), and unorganized territories. For the 2010 Census,
the MCDs are the primary governmental and/or administrative divisions of counties in 29 States and Puerto Rico; Tennessee changed from having CCDs

Population Numbers By New York City Neighborhood Tabulation Areas
The data was collected from Census Bureaus' Decennial data dissemination (SF1). Neighborhood Tabulation Areas (NTAs), are aggregations of census tracts that are subsets of New York City's 55 Public Use Microdata Areas (PUMAs). Primarily due to these constraints, NTA boundaries and their associated names may not definitively represent neighborhoods. This report shows change in population from 2000 to 2010 for each NTA. Listing of SONYMA target areas by US Census Bureau Census Tract or Block Numbering Area (BNA). The State of New York Mortgage Agency (SONYMA) targets specific areas designated as ‘areas of chronic economic distress’ for its homeownership lending programs. Each state designates ‘areas of chronic economic distress’ with the approval of the US Secretary of Housing and Urban Development (HUD). SONYMA identifies its target areas using US Census Bureau census tracts and block numbering areas. Both census tracts and block numbering areas subdivide individual counties. SONYMA also relates each of its single-family mortgages to a specific census tract or block numbering area. New York State identifies ‘areas of chronic economic distress’ using census tract numbers. 26 US Code § 143 (current through Pub. L. 114-38) defines the criteria that the Secretary of Housing and Urban Development uses in approving designations of ‘areas of chronic economic distress’ as: i) the condition of the housing stock, including the age of the housing and the number of abandoned and substandard residential units, (ii) the need of area residents for owner-financing under this section, as indicated by low per capita income, a high percentage of families in poverty, a high number of welfare recipients, and high unemployment rates, (iii) the potential for use of owner-financing under this section to improve housing conditions in the area, and (iv) the existence of a housing assistance plan which provides a displacement program and a public improvements and services program. The US Census Bureau’s decennial census last took place in 2010 and will take place again in 2020. While the state designates ‘areas of chronic economic distress,’ the US Department of Housing and Urban Development must approve the designation. The designation takes place after the decennial census.

For example, tabulation blocks numbered 5001, 5002, 5005,.., 5999 within census tract 1210.02 are also within BG 5 within that census tract. BGs coded 0 are intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. Listing of SONYMA target areas by US Census Bureau Census Tract or Block Numbering Area (BNA). The State of New York Mortgage Agency (SONYMA) targets specific areas designated as ‘areas of chronic economic distress’ for its homeownership lending programs. Each state designates ‘areas of chronic economic distress’ with the approval of the US Secretary of Housing and Urban Development (HUD). SONYMA identifies its target areas using US Census Bureau census tracts and block numbering areas. Both census tracts and block numbering areas subdivide individual counties. SONYMA also relates each of its single-family mortgages to a specific census tract or block numbering area. New York State identifies ‘areas of chronic economic distress’ using census tract numbers. 26 US Code § 143 (current through Pub. L. 114-38) defines the criteria that the Secretary of Housing and Urban Development uses in approving designations of ‘areas of chronic economic distress’ as: i) the condition of the housing stock, including the age of the housing and the number of abandoned and substandard residential units, (ii) the need of area residents for owner-financing under this section, as indicated by low per capita income, a high percentage of families in poverty, a high number of welfare recipients, and high unemployment rates, (iii) the potential for use of owner-financing under this section to improve housing conditions in the area, and (iv) the existence of a housing assistance plan which provides a displacement program and a public improvements and services program. The US Census Bureau’s decennial census last took place in 2010 and will take place again in 2020. While the state designates ‘areas of chronic economic distress,’ the US Department of Housing and Urban Development must approve the designation. On some blocks, competition for real estate is strong and expressed by pricing and investment levels that are above city averages. On other blocks, private demand is much lower and expressed by above average levels of disinvestment and physical distress. Still other blocks are in the middle – both in terms of condition of housing and prevailing prices. These block-by-block differences are obvious to most residents and shape their options, preferences, and actions as property owners and renters. Importantly, these differences shape the opportunities and challenges that exist in each neighborhood, the types of policy and investment tools to utilize in response to specific needs, and the level and range of available resources, both public and private, to meet those needs. The City of Rochester has long recognized that a one-size-fits-all approach to housing and neighborhood strategy is inadequate in such a diverse market environment and that is no less true today. This section of the Citywide Housing Market Study introduces the typology and its components. In later sections, the typology is used as a tool for describing and understanding demographic and economic patterns within the city, the implications of existing market patterns on strategy development, and how existing or potential policy and investment tools relate to market conditions.Overview of Housing Market Typology PurposeThe Housing Market Typology in this study is a tool for understanding recent market conditions and variations within Rochester and informing housing and neighborhood strategy development. As with any typology, it is meant to simplify complex information into a limited number of meaningful categories to guide action. Local context and knowledge remain critical to understanding market conditions and should always be used alongside the typology to maximize its usefulness.Geographic Unit of Analysis The Block Group – a geographic unit determined by the U.S. Census Bureau – is the unit of analysis for this typology, which utilizes parcel-level data. There are over 200 Block Groups in Rochester, most of which cover a small cluster of city blocks and are home to between 600 and 3,000 residents.
