Data Processing Notes: These 2020 Census boundaries come from the US Census TIGER geodatabases. These are Census boundaries with water and/or coastlines erased for cartographic and mapping purposes. For Census tracts and block groups, the water cutouts are derived from a subset of the 2020 Areal Hydrography boundaries offered by TIGER. Water bodies and rivers which are 50 million square meters or larger (mid to large sized water bodies) are erased from the tract and block group boundaries, as well as additional important features. For state and county boundaries, the water and coastlines are derived from the coastlines of the 2020 500k TIGER Cartographic Boundary Shapefiles. These are erased to more accurately portray the coastlines and Great Lakes. The original AWATER and ALAND fields are unchanged and available as attributes within the data table (units are square meters).  The layer contains all US states, Washington D.C., and Puerto Rico. Census tracts with no population that occur in areas of water, such as oceans, are removed from this data service (Census Tracts beginning with 99). Block groups that fall within the same criteria (Block Group denoted as 0 with no area land) have also been removed.Percentages and derived counts, are calculated values (that can be identified by the "_calc_" stub in the field name). Field alias names were created based on the Table Shells file available from the Data Table Guide for the Demographic Profile and Demographic and Housing Characteristics. Not all lines of all tables listed above are included in this layer. Duplicative counts were dropped. For example, P0030001 was dropped, as it is duplicative of P0010001.To protect the privacy and confidentiality of respondents, their data has been protected using differential privacy techniques by the U.S. Census Bureau.

Blocks are typically bounded by streets, roads or creeks. In cities, a census block may correspond to a city block, but in rural areas where there are fewer roads, blocks may be limited by other features. Net change in housing units arising from new buildings, demolitions, or alterations for NYC Census Blocks since 2010. The NYC Department of City Planning's (DCP) Housing Database provide the 2010 census count of housing units, the net change in Class A housing units since the census, and the count of units pending completion for commonly used political and statistical boundaries. These tables are aggregated from the DCP Housing Database, which is derived from Department of Buildings (DOB)-approved housing construction and demolition jobs filed or completed in NYC since January 1, 2010. Net housing unit change is calculated as the sum of all three construction job types that add or remove residential units: new buildings, major alterations, and demolitions, and can be used to determine the change in legal housing units across time and space. Public Use Microdata Areas (PUMAs) are decennial census areas that permit the tabulation and dissemination of Public Use Microdata Sample (PUMS) data, American Community Survey (ACS) data, and data from other censuses and surveys. For the 2020 Census, the State Data Centers (SDCs) in each state, the District of Columbia, and the Commonwealth of Puerto Rico had the opportunity to delineate PUMAS within their state or statistically equivalent entity. All PUMAs must nest within states and have a minimum population threshold of 100,000 persons. 2020 PUMAs consist of census tracts and cover the entirety of the United States, Puerto Rico and Guam. American Samoa, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands do not contain any 2020 PUMAs because the population is less than the minimum population requirement. Each PUMA is identified by a five-character numeric census code that may contain leading zeros and a descriptive name.

This data layer is an element of the Oregon GIS Framework. The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2020 Census Participant Statistical Areas Program. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some States and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census and beyond, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.

Context

The Monthly State Retail Sales (MSRS) is the Census Bureau's new experimental data product featuring modeled state-level retail sales. This is a blended data product using Monthly Retail Trade Survey data, administrative data, and third-party data. Year-over-year percentage changes are available for Total Retail Sales excluding Non-store Retailers as well as 11 retail North American Industry Classification System (NAICS) retail subsectors. These data are provided by state and NAICS codes beginning with January 2019.

The Home Owners’ Loan Corporation (HOLC) was a U.S. federal agency that graded mortgage investment risk of neighborhoods across the U.S. between 1935 and 1940. HOLC residential security maps standardized neighborhood risk appraisal methods that included race and ethnicity, pioneering the institutional logic of residential “redlining.” The Mapping Inequality Project digitized the HOLC mortgage security risk maps from the 1930s. We overlaid the HOLC maps with 2010 and 2020 census tracts for 142 cities across the U.S. using ArcGIS and determined the proportion of HOLC residential security grades contained within the boundaries. We assigned a numerical value to each HOLC risk category as follows: 1 for “A” grade, 2 for “B” grade, 3 for “C” grade, and 4 for “D” grade. We calculated a historic redlining score from the summed proportion of HOLC residential security grades multiplied by a weighting factor based on area within each census tract. A higher score means greater redlining of the census tract. Continuous historic redlining score, assessing the degree of “redlining,” as well as 4 equal interval divisions of redlining, can be linked to existing data sources by census tract identifier allowing for one form of structural racism in the housing market to be assessed with a variety of outcomes. The 2010 files are set to census 2010 tract boundaries. The 2020 files use the new census 2020 tract boundaries, reflecting the increase in the number of tracts from 12,888 in 2010, to 13,488 in 2020. Use the 2010 HRI with decennial census 2010 or ACS 2010-2019 data. As of publication (10/15/2020) decennial census 2020 data for the P1 (population) and H1 (housing) files are available from census. Updated (8/9/2023) - The Historic Redlining Score has been renamed the Historic Redlining Indicator or HRI. The HRI has also been calculated for Census 2000 boundaries.
