This dataset contains data from the P.L. 94-171 2020 Census Redistricting Program. The 2020 Census Redistricting Data Program provides states the opportunity to delineate voting districts and to suggest census block boundaries for use in the 2020 Census redistricting data tabulations (Public Law 94-171 Redistricting Data File). In addition, the Redistricting Data Program will periodically collect state legislative and congressional district boundaries if they are changed by the states. The program is also responsible for the effective delivery of the 2020 Census P.L. 94-171 Redistricting Data statutorily required by one year from Census Day. The program ensures continued dialogue with the states in regard to 2020 Census planning, thereby allowing states ample time for their planning, response, and participation. The U.S. Census Bureau will deliver the Public Law 94-171 redistricting data to all states by Sept. 30, 2021. COVID-19-related delays and prioritizing the delivery of the apportionment results delayed the Census Bureau’s original plan to deliver the redistricting data to the states by April 1, 2021.

PLEASE NOTE: 2020 Decennial Census data has had noise injected into it because of the Census's new Disclosure Avoidance System (DAS). This can mean that population counts and characteristics, especially when they are particularly small, may not exactly correspond to the data as collected. As such, caution should be exercised when examining areas with small counts. 2020 Census data for the city of Boston, Boston neighborhoods, census tracts, block groups, and voting districts. In the 2020 Census, the U.S. Census Bureau divided Boston into 207 census tracts (~4,000 residents) made up of 581 smaller block groups. The Boston Planning and Development Agency uses the 2020 tracts to approximate Boston neighborhoods. The 2020 Census Redistricting data also identify Boston’s voting districts.

2020 Census P.L. 94-171 is the first detailed data release from the 2020 Decennial Census of Population and Housing. The web layer is based on an extract for Table P1 – Race at the block level geography of Broward County, Florida. The data extract was then joined to the 2020 Census TIGER/Line Shapefiles.

A census tract is a geographic area defined by the U.S. Census Bureau for the purpose of collecting and analyzing demographic data. Typically, a census tract contains a population of about 1,200 to 8,000 people and is designed to reflect homogenous social and economic characteristics. Tracts are used in various statistical analyses and are updated every ten years with the decennial census, allowing for a detailed understanding of population trends, housing, and economic conditions within specific communities. These files do not include demographic data, but they contain geographic entity codes that can be linked to the Census Bureau’s demographic data, available on https://data.census.gov. The Bureau of the Census has released Census 2000 Summary File 1 (SF1) 100-Percent data. The file includes the following population items: sex, age, race, Hispanic or Latino origin, household relationship, and household and family characteristics. Housing items include occupancy status and tenure (whether the unit is owner or renter occupied). SF1 does not include information on incomes, poverty status, overcrowded housing or age of housing. These topics will be covered in Summary File 3. Data are available for states, counties, county subdivisions, places, census tracts, block groups, and, where applicable, American Indian and Alaskan Native Areas and Hawaiian Home Lands. The SF1 data are available on the Bureau's web site and may be retrieved from American FactFinder as tables, lists, or maps. Users may also download a set of compressed ASCII files for each state via the Bureau's FTP server. There are over 8000 data items available for each geographic area. The full listing of these data items is available here as a downloadable compressed data base file named TABLES.ZIP. The uncompressed is in FoxPro data base file (dbf) format and may be imported to ACCESS, EXCEL, and other software formats. While all of this information is useful, the Office of Community Planning and Development has downloaded selected information for all states and areas and is making this information available on the CPD web pages. The tables and data items selected are those items used in the CDBG and HOME allocation formulas plus topics most pertinent to the Comprehensive Housing Affordability Strategy (CHAS), the Consolidated Plan, and similar overall economic and community development plans. The information is contained in five compressed (zipped) dbf tables for each state. When uncompressed the tables are ready for use with FoxPro and they can be imported into ACCESS, EXCEL, and other spreadsheet, GIS and database software. The data are at the block group summary level. The first two characters of the file name are the state abbreviation. The next two letters are BG for block group. Each record is labeled with the code and name of the city and county in which it is located so that the data can be summarized to higher-level geography. The last part of the file name describes the contents . The GEO file contains standard Census Bureau geographic identifiers for each block group, such as the metropolitan area code and congressional district code. The only data included in this table is total population and total housing units. POP1 and POP2 contain selected population variables and selected housing items are in the HU file. The MA05 table data is only for use by State CDBG grantees for the reporting of the racial composition of beneficiaries of Area Benefit activities. The complete package for a state consists of the dictionary file named TABLES, and the five data files for the state. The logical record number (LOGRECNO) links the records across tables.
Census block groups are created by the U.S. Census Bureau as statistical geographic subdivisions of a census tract defined for the tabulation and presentation of data from the decennial census and the American Community Survey. Block groups generally contain between 600 and 3,000 people. Census block groups are split or merged every 10 years, depending on population change, with local feedback through the Participant Statistical Areas Program (PSAP).
USE geoid TO JOIN DATA DOWNLOADED FROM DATA.CENSUS.GOV The TIGER/Line Shapefiles are extracts of selected geographic and cartographic information from the Census Bureau's Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System (MTS). The TIGER/Line Shapefiles contain a standard geographic identifier (GEOID) for each entity that links to the GEOID in the data from censuses and surveys. The TIGER/Line Shapefiles do not include demographic data from surveys and censuses (e.g., Decennial Census, Economic Census, American Community Survey, and the Population Estimates Program). Other, non-census, data often have this standard geographic identifier as well. Data from many of the Census Bureau’s surveys and censuses, including the geographic codes needed to join to the TIGER/Line Shapefiles, are available at the Census Bureau’s public data dissemination website (https://data.census.gov/). Block Groups (BGs) are statistical divisions of census tracts, are generally defined to contain between 600 and 3,000 people, and are used to present data and control block numbering. A block group consists of clusters of blocks within the same census tract that have the same first digit of their four-digit census block number. For example, blocks 3001, 3002, 3003, . . . , 3999 in census tract 1210.02 belong to BG 3 in that census tract. Most BGs were delineated by local participants in the Census Bureau’s Participant Statistical Areas Program (PSAP). The Census Bureau delineated BGs only where a local or tribal government declined to participate in PSAP, and a regional organization or the State Data Center was not available to participate. A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within the census tract. Within the standard census geographic hierarchy, BGs never cross state, county, or census tract boundaries, but may cross the boundaries of any other geographic entity. Tribal census tracts and tribal BGs are separate and unique geographic areas defined within federally recognized American Indian reservations and can cross state and county boundaries (see “Tribal Census Tract” and “Tribal Block Group”). The tribal census tracts and tribal block groups may be completely different from the standard county-based census tracts and block groups defined for the same area. Combined Statistical Areas (CSAs) are defined by the Office of Management and Budget (OMB) and consist of two or more adjacent Core Based Statistical Areas (CBSAs) that have significant employment interchanges. The CBSAs that combine to create a CSA retain separate identities within the larger CSA. Because CSAs represent groupings of CBSAs, they should not be ranked or compared with individual CBSAs. The CSA boundaries are those defined by OMB based on the 2020 Census and published in 2023.

The Census Designated Places 2020 (CDP 2020) boundary usually is defined by the Census Bureau in cooperation with state, local or tribal officials. The boundaries are updated prior to each decennial census. These boundaries, which usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity boundary, have no legal status, nor do these places have officials elected to serve traditional municipal functions. CDP boundaries may change from one decennial census to the next with changes in the settlement pattern; a CDP with the same name as in an earlier census does not necessarily have the same boundary. CDPs must be contained within a single state and may not extend into an incorporated place. There are no population size requirements for CDPs. incorporatedCDP data is download from Census Bureau's TIGER 2020 website (https://www2.census.gov/geo/tiger/TIGER2020/PLACE/) and extracted for Los Angeles County. This data includes LA County 88 incorporated cities and 54 CDPs.
2020 Census P.L. 94-171 is the first detailed data release from the 2020 Decennial Census of Population and Housing. The web layer is based on an extract for Table P2 – Hispanic or Latino, and Not Hispanic or Latino by Race at the block level geography of Broward County, Florida. The data extract was then joined to the 2020 Census TIGER/Line Shapefiles.

The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2020 Census Participant Statistical Areas Program. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some States and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2020 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2010 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area.
The Census Bureau does not recognize or release data for Boston neighborhoods. However, Census block groups can be aggregated to approximate Boston neighborhood boundaries to allow for reporting and visualization of Census data at the neighborhood level. Census block groups are created by the U.S. Census Bureau as statistical geographic subdivisions of a census tract defined for the tabulation and presentation of data from the decennial census and the American Community Survey. The 2020 Census block group boundary files for Boston can be found here. These block group-approximated neighborhood boundaries are used for work with Census data. It should be noted:The 2020 redistricting release is not as detailed in terms of data compared to ACS estimates; data include total population, population by race and ethnicity, and "voting age" population (i.e., adults) by race and ethnicity, adults are subtracted from the total population to show children (ages 0-17); total number of housing units, occupied housing units, and vacant housing units. Percent and change measures are calculated over four different Censuses.These data are expressed in terms of 2020 geographies such as the new 2020 Census tracts. This means that that historical data for geographies like cities have been estimated to the 2020 boundaries. For example, the city of Atlanta, which has made multiple annexations since 1990, has a higher estimated 1990 population of 400,452 (2020 boundaries) than the 394,017 reported in the 1990 Census (1990 boundaries).Due to changes in block geographies and annexations, 2010 population totals for custom geographies such as City of Atlanta NSAs may differ slightly from the numbers we have published in the past.The procedure to re-estimate historical data to 2020 blocks often results in fractional population (e.g., 1.25 instead of 1 or 2). Counts have been rounded to the nearest whole, but to be more precise, all aggregation, percent, and change measures were performed pre-rounding. Some change measures may appear curious as a result. For example, 100.4 - 20.8 = 79.6 which rounds to 80. But if rounded first, 100.4 rounds down to 100, 20.8 rounds up to 21; 100 - 21 = 79.Asian and Pacific Islander categories are combined to maximize compatibility with the 1990 release, which reported the two groups as a single category. Caution should be exercised with 1990 race data because the Census Bureau changed to the current system (which allows people to identify as biracial or multiracial) starting only in 2000.The "other" race category includes American Indian and Alaska Natives, people identifying with "some other race" and (for 2000 forward), people who identify as biracial or multiracial.For more information regarding Decennial Census source data, visit 2020 Census website

This dataset contains data from the P.L. 94-171 2020 Census Redistricting Program. The 2020 Census Redistricting Data Program provides states the opportunity to delineate voting districts and to suggest census block boundaries for use in the 2020 Census redistricting data tabulations (Public Law 94-171 Redistricting Data File). In addition, the Redistricting Data Program will periodically collect state legislative and congressional district boundaries if they are changed by the states. The program is also responsible for the effective delivery of the 2020 Census P.L. 94-171 Redistricting Data statutorily required by one year from Census Day. The program ensures continued dialogue with the states in regard to 2020 Census planning, thereby allowing states ample time for their planning, response, and participation. The U.S. Census Bureau will deliver the Public Law 94-171 redistricting data to all states by Sept. 30, 2021. COVID-19-related delays and prioritizing the delivery of the apportionment results delayed the Census Bureau’s original plan to deliver the redistricting data to the states by April 1, 2021.

PLEASE NOTE: 2020 Decennial Census data has had noise injected into it because of the Census's new Disclosure Avoidance System (DAS). This can mean that population counts and characteristics, especially when they are particularly small, may not exactly correspond to the data as collected. As such, caution should be exercised when examining areas with small counts.
