A series for the GDP deflator in index form is produced by the Treasury from data provided by the Office for National Statistics (ONS) and the Office for Budget Responsibility (OBR). GDP deflator outturn are based on the ONS Quarterly National Accounts release (at the end of each quarter). However, a more recent version of ONS GDP outturn may be used depending on when the OBR updates its GDP deflator forecasts (usually at Budget and Spring Statement).

Forecasts covering periods 2021-22 to 2026-27 (2021 to 2026) are from the OBR as at the Budget and Spending Review 27 October 2021.
GDP deflators for financial years 1955-56 to 2020-21 have been taken directly from ONS series L8GG. GDP deflators for calendar years 1955 to 2020 have been taken from ONS series MNF2. Non-seasonally adjusted money GDP for calendar and financial years are taken from ONS series BKTL. For financial years only, seasonally adjusted money GDP series YBHA has also been included.
The next GDP deflator update will be shortly after the Spring 2022 forecast of 23 March.
Public Expenditure Statistical Analyses (PESA) is the yearly publication of information on government spending. It brings together recent outturn data, estimates for the latest year, and spending plans for the rest of the current spending review period.
PESA is based on data from departmental budgets and total expenditure on services (TES). The budgeting framework deals with spending within central government department budgets, which is how the government plans and controls spending. TES represents the spending required to deliver services – what is known as the capital expenditure of the public sector.

The Government of the Republic of Zambia (GRZ) has an ambitious long-term vision for the nation and its people, operationalized through the national development plans. A rapid increase in public spending financed through borrowing, due to lack of a concomitant increase in public revenue, meant a ballooning of nondiscretionary spending in lieu of discretionary spending. Overall poverty is estimated to have consistently increased since 2015 and, in fact, has rapidly increased in 2020 driven by the Coronavirus disease 2019 (COVID-19) pandemic. Natural disasters and market fluctuations have been a common feature of the Zambian context even before COVID-19, with natural disasters becoming more prominent in rural areas and disproportionately affecting poorer households. Human capital has shown significant improvements in terms of health outcomes and education access, but without similar gains in quality of education, Zambia lags behind regional peers, and the poor are worst off. COVID-19’s negative effects will not only affect those that are directly impacted, but will be felt across the population and, in many cases, across generations, eroding decades of progress in human capital. Jobs and economic inclusion (JEI) programs are being implemented across seven ministries, with little coordination and minimal coverage.
