IntroductionThis metadata is broken up into different sections that provide both a high-level summary of the Housing Element and more detailed information about the data itself with links to other resources. The following is an excerpt from the Executive Summary from the Housing Element 2021 – 2029 document:The County of Los Angeles is required to ensure the availability of residential sites, at adequate densities and appropriate development standards, in the unincorporated Los Angeles County to accommodate its share of the regional housing need--also known as the Regional Housing Needs Allocation (RHNA). Unincorporated Los Angeles County has been assigned a RHNA of 90,052 units for the 2021-2029 Housing Element planning period, which is subdivided by level of affordability as follows:Extremely Low / Very Low (<50% AMI) - 25,648Lower (50 - 80% AMI) - 13,691Moderate (80 - 120% AMI) - 14,180Above Moderate (>120% AMI) - 36,533Total - 90,052NOTES - Pursuant to State law, the projected need of extremely low income households can be estimated at 50% of the very low income RHNA. This accounts for approximately 38 percent of the RHNA. Affordable Rental Housing in Loudoun County Affordable housing communities are eligible to renters based on Area Median Income (AMI) as defined by the U.S. Department of Housing and Urban Development (HUD). AMI is updated annually in April by HUD. Please refer to the most recent AMI levels here to learn if you are eligible.The Unmet Housing Needs Units (UHNU) Program offers a limited number of apartments available to eligible households with a gross income no more than 30% of the Area Median Income. Following a joint County-City resolution of the RHNA transfer to the city, 247 Very Low Income units and 503 Above Moderate units were taken on by Whittier. 10/23/24 - Modifications were made to this layer during the updates to the South Bay and Westside Area Plans following outreach in these communities. In the Westside Planning area, 29 parcels were removed and no change in zoning / land use policy was proposed; 9 Mixed Use sites were added. This tool allows users to identify the Inclusionary Zoning Market Area for IZ Ordinance-applicable projects. Market AreasPolicy requirements will be applied based on the location of new planned housing development, with the Ordinance defining three market areas. The boundaries of the Ordinance and its tiered areas are established on the map entitled “Inclusionary Zoning: Overlay District and Markets.”• The Core Market represents locations where the majority of new market-rate development is occurring today, rents are highest, and where the majority of new market rate development is anticipated.• The Strong Market represents areas that have potential to support new market-rate development today and in the immediate future. The map below shows what areas of the city can support affordable housing development.• Large Scale Developments outside of the Core Market or Strong Market: For buildings with 75 units or more, 5% of the units must be affordable to 50% AMI or below.
The Department of Housing (DOH) collects data on the number of households that have remained sheltered or stable and/or have received support with their basic needs through federal and state funded programs. HUD categorizes these programs as: Housing Development and Minor Home Repair Public Facilities, Micro-Enterprise and Economic Development, General Public Services, Fair Housing, Core Service Agencies and Shelters. The State categorizes these programs generally as serving persons experiencing or at risk of experiencing homelessness. Subgrantees that administer these programs use the online service platform, City Data Services, to report quarterly updates including the number and general demographic of clients served by each program. At the end of the year, the data is aggregated into an annual report that is submitted to HUD in the form of a Consolidated Annual Performance and Evaluation Report (CAPER) through their online portal, IDIS, and through other reporting tools for the State. These annual reports allow DOH to gain a full scope of clients served, identify specific program outcomes and highlights other work engaged in during a specific program year. Additionally, the data in this report is then disaggregated to show 2) The demographics (race/ethnicity) of those benefitting from the program, which can be compared to the overall County demographics. The granularity of the data makes the racial, spatial, income, and gender disparities that too often negatively impact households’ housing status apparent. Since these data show services provision at the individual level, publication of these measures will inform the community of the scale, cost, and trade-offs of addressing housing related challenges in the Bay area.
In addition to the distribution of need, these data show how DOH and its subgrantees have directed a variety of resources to support multiple individuals across San Mateo County in 2024. In recent years, DOH has seen a continued decrease in federal funding that is made available to local jurisdictions and governments. To stabilize this decline, DOH has leveraged state Permanent Local Housing Allocation (PLHA) funds to meet community needs and is being reported in this data. The data reflects that approximately 40% of the individuals that were served in 2024 will be at or below 30% of the Area Median Income (AMI). Further highlighting the need for services among low and extremely low-income individuals in the County. Additionally, the Hispanic population in County accounts for 25% of the total population, but the 2023 data shows that over 50% of individuals served identified as Hispanic. This data is representative of individuals who identify with one Race, as well as also identifing as Hispanic. Providing specific counts will enable San Mateo County community members to better understand the decision-making process and equity impacts of DOH, stimulating equity, accountability, and engagement. GEAHI II will develop a 16 unit affordable housing project for very low income and moderate income senior households, in central Bakersfield. The proposed 0.50 acre project site is located near the northeast corner of 4th and R Street. The site sits adjacent to the proposed Bakersfield Senior Center Mixed-Use Project. GEAHI II proposes to develop 16 one-bedroom unites on the property. The property will include an outdoor space and a laundry facility. 7 of the 16 households will be reserved for households making 50% AMI, while the remainder will be restricted to households making 120% AMI. Currently, the site is a vacant parcel of land that, when completed, will efficiently reuse existing infill space and provide much needed affordable housing for seniors in the community.
