    In the United States, the federal government manages lands in significant parts of the country. These lands include 193 million acres managed by the US Forest Service in the nation's 154 National Forests and 20 National Grasslands, Bureau of Land Management lands that cover 247 million acres in Alaska and the Western United States, 150 million acres managed for wildlife conservation by the US Fish and Wildlife Service, 84 million acres of National Parks and other lands managed by the National Park Service and over 30 million acres managed by the Department of Defense. The spatial data in PAD-US represents public lands held in trust by thousands of national, state and regional/local governments, as well as non-profit conservation organizations.GAP 1 and 2 areas are primarily managed for biodiversity, GAP 3 are managed for multiple uses including conservation and extraction, GAP 4 no known mandate for biodiversity protection. Provides a general overview of protection status including management designations. PAD-US is published by the U.S. Geological Survey (USGS) Science Analytics and Synthesis (SAS), Gap Analysis Project (GAP). GAP produces data and tools that help meet critical national challenges such as biodiversity conservation, recreation, public health, climate change adaptation, and infrastructure investment. The SSURGO dataset is a compilation of soils information collected over the last century by the Natural Resources Conservation Service (NRCS). Map units delineate the extent of different soils. Data for each map unit contains descriptions of the soil’s components, productivity, unique properties, and suitability interpretations.Each soil type has a unique combination of physical, chemical, nutrient and moisture properties. Soil type has ramifications for engineering and construction activities, natural hazards such as landslides, agricultural productivity, the distribution of native plant and animal life and hydrologic and other physical processes. Soil types in the context of climate and terrain can be used as a general indicator of engineering constraints, agriculture suitability, biological productivity and the natural distribution of plants and animals.Dataset SummaryThe map packages were created from the October 2021 SSURGO snapshot. The dataset covers the 48 contiguous United States plus Hawaii and portions of Alaska. Map packages are available for Puerto Rico and the US Virgin Islands. A project package for US Island Territories and associated states of the Pacific Ocean can be downloaded by clicking one of the included areas in the map. The Pacific Project Package includes: Guam, the Marshall Islands, the Northern Marianas Islands, Palau, the Federated States of Micronesia, and American Samoa.Not all areas within SSURGO have completed soil surveys and many attributes have areas with no data. The soil data in the packages is also available as a feature layer in the ArcGIS Living Atlas of the World.AttributesKey fields from nine commonly used SSURGO tables were compiled to create the 173 attribute fields in this layer. Some fields were joined directly to the SSURGO Map Unit polygon feature class while others required summarization and other processing to create a 1:1 relationship between the attributes and polygons prior to joining the tables.     The U.S. Department of the Interior Bureau of Reclamation operates about 180 water management projects accross 17 western states. Bureau of Reclamation projects deliver water for agricultural, household, and industrial use to about one‑third of the population of the American West.     Description

    The ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) Project Package includes all of the layers that are in the NTIA Permitting and Environmental Information Application as well as the APPEIT Tool which will allow users to input a project area and determine what layers from the application overlap with it. An overview of the project package and the APPEIT tool is provided below.

    User instructions on how to use the tool are available here. A video explaining how to use the Project Package is also available here.

    Project Package Overview

    This map package includes all of the layers from the NTIA Permitting and Environmental Information Application. The layers included are all feature services from various Federal and State agencies. The map package was created with ArcGIS Pro 3.4.0. The map package was created to allow users easy access to all feature services including symbology. The map package will allow users to avoid downloading datasets individually and easily incorporate into their own GIS system. The map package includes three maps.

    1. Permitting and Environmental Information Application Layers for GIS Analysis - This map includes all of the map tabs shown in the application, except State Data which is provided in another tab. This map includes feature services that can be used for analysis with other project layers such as a route or project area.

    2. Permitting and Environmental Information Application Layers – For Reference Only - This map includes layers that cannot be used for analysis since they are either imagery or tile layers.

    3. State Data - Reference Only - This map includes all relevant state data that is shown in the application.

    The NTIA Permitting and Environmental Information Application was created to help with your permitting planning and environmental review preparation efforts by providing access to multiple maps from publicly available sources, including federal review, permitting, and resource agencies. The application should be used for informational purposes only and is intended solely to assist users with preliminary identification of areas that may require permits or planning to avoid potentially significant impacts to environmental resources subject to the National Environmental Policy Act (NEPA) and other statutory requirements. Multiple maps are provided in the application which are created from public sources. This application does not have an exhaustive list of everything you need for permitting or environmental review for a project but is an initial starting point to see what might be required.

    APPEIT Tool OverviewThe Department of Commerce’s National Telecommunications and Information Administration (NTIA) is providing the ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) to help federal broadband grant recipients and subgrantees identify permits and environmental factors as they plan routes for their broadband deployments. Identifying permit requirements early, initiating pre-application coordination with permitting agencies, and avoiding environmental impacts help drive successful infrastructure projects. NTIA’s public release of the APPEIT tool supports government-wide efforts to improve permitting and explore how online and digital technologies can promote efficient environmental reviews.

    This Esri ArcGIS Pro tool is included in the map package and was created to support permitting, planning, and environmental review preparation efforts by providing access to data layers from publicly available sources, including federal review, permitting, and resource agencies. An SOP on how to use the tool is available here. For the full list of APPEIT layers, see Appendix Table 1 in the SOP. The tool is comprised of an ArcGIS Pro Project containing a custom ArcGIS Toolbox tool, linked web map shared by the NTIA’s National Broadband Map (NBAM), a report template, and a Tasks item to guide users through using the tool. This ArcGIS Pro project and its contents (maps and data) are consolidated into this (.ppkx) project file.

    To use APPEIT, users will input a project area boundary or project route line in a shapefile or feature class format. The tool will return as a CSV and PDF report that lists any federal layers from the ArcGIS Pro Permitting and Environmental Information Web Map that intersect the project. Users may only input a single project area or line at a time; multiple projects or project segments will need to be screened separately. For project route lines, users are required to specify a buffer distance. The buffer distance that is used for broadband projects should be determined by the area of anticipated impact and should generally not exceed 500 feet. For example, the State of Maryland recommends a 100-foot buffer for broadband permitting. The tool restricts buffers to two miles to ensure relevant results.

    Soil erodibility factor, also known as K factor, is one of the 5 inputs to the Universal Soil Loss Equation. Soil erodibility factor quantifies the susceptibility of soil particles to detachment and movement by water. For more information on how soil erodibilty factor is calculated see the National Soil Survey Handbook. The Universal Soil Loss Equation is a mathematical model commonly used to estimate soil erosion rates. Originally designed for the management and conservation of farmland soils, the USLE is now used for a variety of other projects such as managing non-point pollution and sediment load in streams. In the United States, the equation is frequently used by federal agencies.     This map service supports the Upper Missouri Headwaters Basin river conditions tool (https://uppermissouriheadwaters.org/UMHW_RiverConditions/index.html). Data creation involved input from watershed coordinators from the Upper Missouri Headwaters Basin and complication from USFWS R6 Science Applications. Leveraging the investment of the USFWS Region 6 Science Applications’ funded project Building Large Scale Drought Resiliency in the Missouri Headwaters Basin, the tool further supports stakeholders in drought management planning by improving access to US Geological Survey, Montana Fish Wildlife and Parks, and Montana Dept. of Natural Resources Conservation Services (DNRC) river condition data. In collaboration with MT DNRC, this data drives functionality similar to the River Conditions tool on the Big Hole River Conditions web page for eight basins within the Missouri Headwaters Basin. The tool is to be embedded on websites for easy access to real-time stream conditions such as temperature and flow, and river status (e.g., restrictions, closures).

    The Nature Conservancy supports the rapid expansion of renewable energy, and the ample wind and solar resources in the central U.S. offer the opportunity to provide clean, low-impact power for people and wildlife. Achieving the clean energy build-out necessary to meet our climate goals will require quadrupling our renewable energy capacity in the United States by 2050. Up to 75% of the nation’s new large renewable energy projects will occur in the central U.S., home to much of the nation’s most promising wind and solar resources. The new Site Renewables Right map identifies where renewable energy can be developed in the central U.S. while still conserving important wildlife habitats and natural areas at the same time. It’s a win-win. Site Renewables Right provides a way for companies and communities to engage in the right conversations to avoid project delays and impacts to the very same wildlife and natural areas we are trying to protect from climate change.

    Description

    To assess site resilience, we divided the coast into 1,232 individual sites centered around each tidal marsh or complex of tidal habitats. For each site, we estimated the amount of migration space available under four sea-level rise scenarios and we identified the amount of buffer area surrounding the whole tidal complex. We then examined the physical properties and condition characteristics of the site and its features using newly developed analyses as well as previously published and peer-reviewed datasets.Sites vary widely in the amount and suitability of migration space they provide. This is determined by the physical structure of the site and the intactness of processes that facilitate migration. A marsh hemmed in by rocky cliffs will eventually convert to open water, whereas a marsh bordered by low lying wetlands with ample migration space and a sufficient sediment supply will have the option of moving inland. As existing tidal marshes degrade or disappear, the amount of available high-quality migration space becomes an indicator of a site’s potential to support estuarine habitats in the future. The size and shape of a site’s migration space is dependent on the elevation, slope, and substrate of the adjacent land. The condition of the migration space also varies substantially among sites. For some tidal complexes, the migration space contains roads, houses, and other forms of hardened structures that resist conversion to tidal habitats, while the migration space of other complexes consists of intact and connected freshwater wetlands that could convert to tidal habitats.Our aim was to characterize each site’s migration space but not predict its future composition. Towards this end, we measured characteristics of the migration space related to its size, shape, volume, and condition, and we evaluated the options available to the tidal complex to rearrange and adjust to sea level rise. In the future, the area will likely support some combination of salt marsh, brackish marsh and tidal flat, but predictions concerning the abundance and spatial arrangement of the migration space’s future habitats are notoriously difficult to make because nature’s transitions are often non-linear and facilitated by pulses of disturbance and internal competition. For instance, in response to a 1.4 mm increase in the rate of SLR, the landward migration of low marsh cordgrass in some New York marshes appears to be displacing high marsh (Donnelly & Bertness 2001). Thus, our assumption was simply that a tidal complex with a large amount of high quality and heterogeneous migration space will have more options for adaptation, and will be more resilient, than a tidal complex with a small amount of degraded and homogenous migration space.To delineate migration space for the full project area, we requested the latest SLR Viewer (Marcy et al. 2011) marsh migration data, with no accretion rate, for all the NOAA geographic units within the project area, from NOAA (N. Herold, pers. comm., 2018). Specifically, we obtained data for the following states in the project area: Virginia, North Carolina, South Carolina, Georgia, and Florida. As accretion is very location-dependent, we chose not to use one of the three SLR Viewer accretion rates because they were flat rates applied across each geographic unit. For each geography, we combined four SLR scenarios (1.5’, 3’, 4’, and 6.5’) with the baseline scenario to identify pixels that changed from baseline. We only selected cells that transitioned to tidal habitats (unconsolidated shoreline, salt marsh, and transitional / brackish marsh) and not to open water or upland habitat. We combined the results from each of the geographies and projected to NAD83 Albers. The resultant migration space was then resampled to a 30-m grid and snapped to the NOAA 2010 C-CAP land cover grid (NOAA, 2017). The tidal complex grid and the migration space grid were combined to ensure that there were no overlapping pixels. While developed areas were not allowed to be future marsh in NOAA’s SLR Viewer marsh migration model, we still removed all roads and development, as represented in the original 30-m NOAA 2010 C-CAP land cover grid, from the migration space. We took this step as differences in spatial resolution between the underlying elevation and land cover datasets could occasionally result in small amounts of development in our resampled migration space. The remaining migration space was then spatially grouped into contiguous regions using an eight-neighbor rule that defined connected cells as those immediately to the right, left, above, or diagonal to each other. The region-grouped grid was converted to a polygon, and the SLR scenario represented by each migration space footprint was assigned to each polygon. Finally, the migration space scenario polygons that intersected any of the tidal complexes were selected. Because a single migration space polygon could be adjacent to and accessible to more than one tidal complex unit, each migration space polygon was linked to their respective tidal complex units with a unique ID by restructuring and aggregating the output from a one-to-many spatial join in ArcGIS. This linkage enabled the calculation of attributes for each tidal complex such as total migration space acreage, total number of migration space units, and the percent of the tidal complex perimeter that was immediately adjacent to migration space.     This map service supports the Upper Missouri Headwaters Basin river conditions tool (https://uppermissouriheadwaters.org/UMHW_RiverConditions/index.html). Data creation involved input from watershed coordinators from the Upper Missouri Headwaters Basin and complication from USFWS R6 Science Applications. Leveraging the investment of the USFWS Region 6 Science Applications’ funded project Building Large Scale Drought Resiliency in the Missouri Headwaters Basin, the tool further supports stakeholders in drought management planning by improving access to US Geological Survey, Montana Fish Wildlife and Parks, and Montana Dept. of Natural Resources Conservation Services (DNRC) river condition data. In collaboration with MT DNRC, this data drives functionality similar to the River Conditions tool on the Big Hole River Conditions web page for eight basins within the Missouri Headwaters Basin. The tool is to be embedded on websites for easy access to real-time stream conditions such as temperature and flow, and river status (e.g., restrictions, closures).

In the United States, the federal government manages lands in significant parts of the country. These lands include 193 million acres managed by the US Forest Service in the nation's 154 National Forests and 20 National Grasslands, Bureau of Land Management lands that cover 247 million acres in Alaska and the Western United States, 150 million acres managed for wildlife conservation by the US Fish and Wildlife Service, 84 million acres of National Parks and other lands managed by the National Park Service and over 30 million acres managed by the Department of Defense.
