The FAO Food Price Index (FFPI) averaged 130.1 points in August 2025, almost the same figure as the previous month. The highest value for the index in the past 23 years was reached in March 2022. The rate of food price increases has been decreasing since, yet has started to pick up again in 2025.

Food prices worldwide Some food commodities have been hit harder than others in the past years. Global dairy, meat, and vegetable oil prices were on an upward trajectory in the first half of 2025. Regionally, the European Union (EU) and the UK have experienced a particularly high increase in the annual consumer prices for food and non-alcoholic beverages, as compared to other selected countries worldwide. Inflation in Europe The inflation rate for food in the EU grew from 0.2 percent in May 2021 to 19.2 percent in March 2023, as compared to the same month in the previous year. In the following months, the food inflation started decreasing again, yet has picked up again in 2025 in line with the global trend. The overall inflation rate in the Euro area reached its peak in December 2022 at 9.2 percent. The rate has since fallen to 2.4 percent in December 2024. As measured by the Harmonized Index of Consumer Prices (HICP), inflation rates in Europe were highest in Turkey, Romania, and Estonia as of April 2025.

Abstract

Food price inflation is an important metric to inform economic policy but traditional sources of consumer prices are often produced with delay during crises and only at an aggregate level. This may poorly reflect the actual price trends in rural or poverty-stricken areas, where large populations reside in fragile situations. This data set includes food price estimates and is intended to help gain insight in price developments beyond what can be formally measured by traditional methods. The estimates are generated using a machine-learning approach that imputes ongoing subnational price surveys, often with accuracy similar to direct measurement of prices. The data set provides new opportunities to investigate local price dynamics in areas where populations are sensitive to localized price shocks and where traditional data are not available.

        A dataset of monthly food price inflation estimates (aggregated for all food products available in the data) is also available for all countries covered by this modeling exercise.

Food prices can vary a lot, and changes over time can often give us insights into the underlying markets and agricultural production within countries.

The price of foods gives an important indicator of the balance between agricultural production and market demand. These prices matter to consumers and producers. They have obvious impacts on consumer affordability. But they also affect the income of farmers and producers.

In low-to-middle-income countries, a large share of the population is employed in agriculture. Producers typically benefit from higher food prices; consumers from lower prices. Food markets can therefore have a strong impact on food affordability, hunger and undernourishment, and dietary quality.

In December 2024, the inflation rate for food in the European Union (EU) reached 2.4 percent compared to the same month the year prior. Starting in the beginning of 2022, food prices started to rise rapidly. In March 2023, the food inflation rate in the EU reached its peak at 19.19 percent. Since April 2023, the rate started to decrease. Food inflation in Europe One of the main drivers of the increase in consumer prices was the rapid rise in energy prices. In the energy sector, the harmonized index of consumer prices inflation of the EU, a concept to measure and compare inflation internationally, was at 41.1 percent in June 2022, whereas the other categories were all below 10 percent. In Germany, the year-on-year consumer price index development for food and beverages was at 12.33 percent in the year 2023, just a slight dip from the all-time high of 12.51 percent in 2022. By 2024, this had dropped to 1.92 percent. There are a number of ways in which European consumers are trying to save on food costs due to rising prices. The most popular way to deal with the rising food prices is to reduce at-home food waste. An average of about half of consumers in selected European countries stated that this is how they responded to the price increases. Other popular ways were to buy only the essentials or to purchase mostly store brands. Food inflation worldwide In 2022, Europe and Central Asia were the regions with the highest food inflation rates worldwide. The rate of food inflation in those regions was about 18 percent in 2022, which is more than twice as high as it was in the previous year. In Latin America and the Caribbean, the food inflation rate rose from 5.4 to 11.9 percent during the same period. When categorized by income classification, low-income countries have significantly higher food price inflation, as compared to lower-middle-, upper-middle-, and high-income countries. On average, low-income countries had a food price inflation rate of about 30 percent in 2023. The world average rate was at 6.5 percent. Zimbabwe was the country with the highest level of real food inflation worldwide. The southern African country experienced a food inflation of approximately 46 percent in 2024. This was more than two times as high as in any other country in the world.

A curated list of food prices in South Africa, reported monthly on http://www.pacsa.org.za "What is the PACSA Food Basket? The PACSA Food Basket is an index for food price inflation. It provides insight into the affordability of food and other essential household requirements for working class households in a context of low wages, social grants and high levels of unemployment. The PACSA Food Basket tracks the prices of a basket of 36 basic foods which working class poor households, with 7 members, said they buy every month (based on conversations with women). The food basket is not nutritionally complete; it is a reflection of reality - what people are buying. Data is collected on the same day between the 21st and 24th of each month from six different retail stores which service the lower-income market in Pietermaritzburg, KwaZulu-Natal. Women have told us that they base their purchasing decisions on price and whether the quality of the food is not too poor. Women are savy shoppers and so foods and their prices in each store are selected on this basis. The PACSA Food Basket tracks the foods working class households buy, in the quantities they buy them in and from the supermarkets they buy them from. PACSA has been tracking the price of the basket since 2006. Abstract

Key components of the WFSO database cover the prevalence of severe food insecurity, including estimates for countries lacking official data, population sizes of the severely food insecure, required safety net financing, and corresponding estimates expressed on the Integrated Phase Classification (IPC) scale. Data is presented in a user-friendly format.

WFSO data primarily relies on hunger and malnutrition data from the State of Food Security and Nutrition in the World (SOFI) report, led by the Food and agriculture Organization (FAO) in collaboration with multiple UN agencies. WFSO complements SOFI data by providing estimates for unreported countries. Historical estimates are produced with a machine learning model leveraging World Development Indicators (WDI) for global coverage. This model has been extended to express outputs on the IPC scale by converting estimates using a nonlinear beta regression estimated on a normalized range, and distributionally adjusted using a smooth threshold transformation.

Financing needs for safety nets are calculated similarly to past approaches by the International Development Association (IDA) to assess food insecurity response needs (IDA (2020) and IDA (2021)). Preliminary estimates and projections rely on the same model and incorporate International Monetary Fund (IMF)'s World Economic Outlook (WEO) growth and inflation forecasts. WEO data reflects the IMF's expert analysis from various sources, including government agencies, central banks, and international organizations.

Minor gaps in WDI data inflation data are replaced with unofficial WEO estimates. Minor inflation data gaps not covered by both, are replaced with unofficial inflation estimates from the World Bank's Real Time Food Prices (RTFP) data.

The WFSO is updated three times a year, coinciding with IMF's WEO and SOFI releases. It provides food security projections that align with economic forecasts, aiding policymakers in integrating food security into economic planning.

The WFSO database serves various purposes, aiding World Bank economists and researchers in economic analysis, policy recommendations, and the assessment of global financing needs to address food insecurity.

Additionally, the WFSO enhances transparency in global food security data by tracking regional and global figures and breaking them down by individual countries. Historical estimates support research and long-term trend assessments, especially in the context of relating outlooks to past food security crises.

The country coverage is based on mutual inclusion in both the World Bank World Development Indicators database and the International Monetary Fund’s World Economic Outlook database. To produce complete historical predictions, missing data in the WDI are completed with unofficial data from the WEO and the World Bank's RTFP data when inflation data is not available in either database.
