This paper uses job seekers’ elicited beliefs about job finding to disentangle the sources of the decline in job-finding rates by duration of unemployment. We document that beliefs have strong predictive power for job finding, but are not revised downward when remaining unemployed and are subject to optimistic bias, especially for the long-term unemployed. Leveraging the predictive power of beliefs, we find substantial heterogeneity in job finding with the resulting dynamic selection explaining most of the observed negative duration dependence in job finding. Moreover, job seekers’ beliefs under-react to heterogeneity in job finding, distorting search behavior and increasing long-term unemployment.

Abstract of associated article: In this paper, we shed light on the relative contribution of the separation and job finding rates to French unemployment at business cycle frequencies by using administrative data on registered unemployment and labor force surveys. We first investigate the fluctuations in steady state unemployment, and then in current unemployment in order to take into account the unemployment deviations from equilibrium. Both data sets lead to quite similar results. Both rates contributed to unemployment fluctuations during the nineties (50:50 split), while in the last decade the job finding rate was more significant and explained around 65% of the French unemployment fluctuations. In particular, the last business cycle episode, including the last recession, exacerbated the role of the job finding rate. We then show that the predominant role of the job finding rate in the last decade holds when the economy is hit by aggregate business cycle shocks, moving unemployment and vacancies along the Beveridge curve.

The civilian labor force, which is presented in these data tables, excludes the Armed Forces, i.e., the civilian labor force equals employed civilians plus the unemployed. Employed persons are those individuals, 16 years of age and older, who did any work at all during the survey week as paid employees, in their own business, profession or farm, or who worked 15 hours or more as unpaid workers in a family operated business. Also counted as employed are those persons who had jobs or businesses from which they were temporarily absent because of illness, bad weather, vacation, labor-management dispute, or personal reasons. Individuals are counted only once even though they may hold more than one job. Unemployed persons comprise all persons who did not work during the survey week but who made specific efforts to find a job within the previous four weeks and were available for work during the survey week (except for temporary illness). Also included as unemployed are those who did not work at all, were available for work, but were not actively seeking work because they were either waiting to be called back to a job from which they were laid off or waiting to report to a new job within 30 days. The unemployment rate represents the number of unemployed persons as a percent of the total civilian labor force.

This paper develops a dynamic model of mismatch. Workers and jobs are randomly allocated to labor markets. Each market clears, but some have excess (unemployed) workers and some have excess (vacant) jobs. As workers and jobs switch markets, unemployed workers find vacancies and employed workers become unemployed. The model is quantitatively consistent with the business cycle frequency comovement of unemployment, vacancies, and the job finding rate and explains much of these variables' volatility. The chosen month therefore is March because in this month the Microcensus-quarterly-survey which is most suitable in terms of scheduling for the LFS is performed. Central questions for the assessment of the number of employed and unemployed persons (and as a result for the calculation of the unemployment rate according to international standards) are in addition (since 1994) asked quarterly in the Microcensus standard survey. The survey conducted in March always relates to the week before the interview and includes the whole population, which means everybody who has their main residence in Austria. Data for persons not found have to be added via a substitution method so that results for the whole population can be provided. In Austria (as well as in several other states) the LFS is only conducted among the population in private households; people who live in institutions (retirement homes, boarding homes, etc) are not included in the survey.
