We take advantage of unique information about the advice provided to one set of elites to empirically uncover the effect of advice. Specifically, we examine law clerk recommendations on cert to Justice Blackmun. We find that, even after controlling for known determinants of cert and considering sequential decision making, the advice of a trusted advisor matters greatly.

The Mobility Advisor (CeM), a key player in mobility at the service of all, must ensure within his organization the role of "link" between the various stakeholders involved in the complex field of mobility. It must act as a watchful observer, ensuring the coherence and implications of the planned or undertaken transport measures. It must therefore, in the event of doubts or questions about one or other achievement, raise awareness among the bodies concerned (technical, administrative and political), so that they can, if necessary, take measures to correct and harmonise actions. The CeM has undergone specific training, backed by a certificate, and organised by the SPW's Mobility Planning Directorate. This training brings together mobility stakeholders from various backgrounds (municipalities, local police, federal, regional and provincial administrations, public transport companies, specialised associations, mobility units, etc.). This great diversity stimulates exchanges, develops mutual knowledge and feeds the debate on the basis of field experiences specific to the issue of mobility.
