    Description

    The Census of Agriculture is a complete count of U.S. farms and ranches and the people who operate them. Even small plots of land - whether rural or urban - growing fruit, vegetables or some food animals count if $1,000 or more of such products were raised and sold, or normally would have been sold, during the Census year. The Census of Agriculture, taken only once every five years, looks at land use and ownership, operator characteristics, production practices, income and expenditures. For America's farmers and ranchers, the Census of Agriculture is their voice, their future, and their opportunity. The Census Data Query Tool (CDQT) is a web-based tool that is available to access and download table level data from the Census of Agriculture Volume 1 publication. The data found via the CDQT may also be accessed in the NASS Quick Stats database. The CDQT is unique in that it automatically displays data from the past five Census of Agriculture publications. The CDQT is presented as a "2017 centric" view of the Census of Agriculture data. All data series that are present in the 2017 dataset are available within the CDQT, and any matching data series from prior Census years will also display (back to 1997). If a data series is not included in the 2017 dataset, then data cells will remain blank in the tool. For example, one of the data series had a label change from "Operator" to "Producer." This means that data from prior Census years labelled "Operator" will not show up where the label has changed to “Producer” for 2017. The new Census Data Query Tool application can be used to query Census data from 1997 through 2017.     Upon entering the CDQT, a data table is present. Changing the parameters at the top of the data table will retrieve different combinations of Census Chapter, Table, State, or County (when selecting Chapter 2). For the U.S., Volume 1, US/State Chapter 1 will include only U.S. data; Chapter 2 will include U.S. and State level data. For a State, Volume 1 US/State Level Data Chapter 1 will include only the State level data; Chapter 2 will include the State and county level data. Once a selection is made, press the “Update Grid” button to retrieve the new data table. Comma-separated values (CSV) download, compatible with most spreadsheet and database applications: to download a CSV file of the data as it is currently presented in the data grid, press the "CSV" button in the "Export Data" section of the toolbar. When CSV is chosen, data will be downloaded as numeric. To view the source PDF file for the data table, press the "View PDF" button in the toolbar.

    Abstract

    The Census of Agriculture investigates information on agricultural establishments and agricultural activities developed inside them, including characteristics of the producers and establishments, economy and employment in the rural area, livestock, cropping and agribusiness. Its data collection unit is every production unit dedicated, either entirely or partially, to agricultural, forest or aquaculture activities, subordinated to a single administration – producer or administrator –, regardless of its size, legal nature or location, aiming at producing either for living or sales.

    The first Census of Agriculture dates back to 1920, and it was conducted as part of the General Census. It did not take place in the 1930s due to reasons of political and institutional nature. From 1940 onward, the survey was decennial up to 1970 and quinquennial later on, taking place in the beginning of the years ending in 1 and 6 and relating to the years ending in 0 and 5. In the 1995-1996 Census of Agriculture, the information was related to the crop year (August 1995 to July 1996). In the 2006 Census of Agriculture, the reference for the data returned to be the calendar year. The 2006 edition was characterized both by the technological innovation introduced in the field operation, in which the paper questionnaire was replaced by the electronic questionnaire developed in Personal Digital Assistants - PDAs and by the methodological refinement, particularly concerning the redesign of its contents and incorporation of new concepts. That edition also implemented the National Address List for Statistical Purposes - Cnefe, which gathers the detailed description of the addresses of housing units and agricultural establishments, geographic coordinates of every housing unit and establishment (agricultural, religious, education, health and other) in the rural area, bringing subsidies for the planning of future IBGE surveys. The 2017 Census of Agriculture returned to reference the crop year – October 2016 to September 2017 –, though in a different period than that adopted in the 1995-1996 Census of Agriculture. New technologies were introduced in the 2017 survey to control the data collection, like: previous address list, use of satellite images in the PDAs to better locate the enumerator in relation to the terrain, and use of coordinates of the address and location where the questionnaire is open, which allowed a better coverage and assessment of the work.

    The survey provides information on the total agricultural establishments; total area of those establishments; characteristics of the producers; characteristics of the establishments (use of electricity, agricultural practices, use of fertilization, use of agrotoxins, use of organic farming, land use, existence of water resources, existence of warehouses and silos, existence of tractors, machinery and agricultural implements, and vehicles, among other aspects); employed personnel; financial transactions; livestock (inventories and animal production); aquaculture and forestry (silviculture, forestry, floriculture, horticulture, permanent crops, temporary crops and rural agribusiness).

    The periodicity of the survey is quinquennial, though the surveys in 1990, 1995, 2000 and 2005, 2010 and 2015 were not carried out due to budget restrictions from the government; the 1990 Census of Agriculture did not take place; the 1995 survey was carried out in 1996 together with the Population Counting; the 2000 survey did not take place; that of 2005 was carried out in 2007, together with the Population Counting once again; that of 2010 did not take place and that of 2015 was carried out in 2017. Its geographic coverage is national, with results disclosed for Brazil, Major Regions, Federation Units, Mesoregions, Microregions and Municipalities. The results of the 2006 Census of Agriculture, which has the calendar year as the reference period, are not strictly comparable with those from the 1995-1996 Census of Agriculture and 2017 Census of Agriculture, whose reference period is the crop year in both cases.

    The statistical unit was the agricultural holding, defined as any production unit dedicated wholly or partially to agricultural, forestry and aquaculture activities, subject to a single management, with the objective of producing for sale or subsistence, regardless of size, legal form (own, partnership, lease, etc.) or location (rural or urban). The agricultural holdings were classified according to the legal status of the producer as: individual holder, condominium, consortium or partnership; cooperative; incorporated or limited liability company; public utility institutions (church, NGO, hospital), or government.

    (a) Frame The 2000 Population and Housing Census and the cartographic documentation constituted the source of the AC 2006 frame. No list frames were available in digital media with georeferenced addresses of the holdings. Census coverage was ensured on the basis of the canvassing of the EAs by enumerators.

    (b) Complete and/or sample enumeration methods The AC 2006 was a complete enumeration operation of all agricultural holdings in the country.

    The AC 2006 covered all 16 items recommended by FAO under the WCA 2010.

    Cleaning operations

    (a) DATA PROCESSING AND ARCHIVING The entire data collection and supervision software was developed in house by IBGE, using the Visual Studio platform in the Microsoft Operations Manager 2005 environment and Microsoft SQL Server 2000, with the assistance of Microsoft Brazil consulting. In addition, the GEOPAD application was installed to view, navigate and view maps and use GPS guidance. Updated versions of the software were installed automatically as soon as census enumerators connected the PDAs to the central server to transmit the data collected. Once internally validated by the device, the data were immediately transmitted to the database at the IBGE state unit. The previous AC (1996) served as the basis for defining the parameter values for the electronic editing process.

    (b) CENSUS DATA QUALITY Automatic validation was incorporated into PDAs. Previously programmed skip patterns and real-time edits, performed during enumeration, ensured faster and more reliable interviews. In addition, the Bluetooth® technology incorporated into the PDAs allowed for direct data transmission to IBGE's central mainframe by each of enumerators on a weekly basis.

    Data appraisal

    The preliminary census results were published in 2007. The final results were released in 2009 through a printed volume and CD-ROMs. The census results were disseminated at the national and subnational scope (country, state and municipality) and are available online at IBGE's website.

    Abstract

    The Agricultural Census aims in general to establish an updated, detailed and accurate holdings database to assist in planning and policy making at all levels related to the agricultural sector. It also aims in specific to provide data on the structure of agriculture, especially for small administrative and geographical units, rare items, and to enable detailed cross-tabulations, and to provide data that can be used as a benchmark for reconciliation of current agricultural statistics; and for setting estimates for subsequent years, in addition to provide frames for agricultural sampling surveys.

Implementation of a comprehensive listing in the West Bank for all localities except camps and city centers in the following governorates (Nablus, Ramallah & Al-Bireh, Hebron and J2 in Jerusalem Governorate). 4. Implementation of a comprehensive listing in the enumeration areas of camps and city centers in the following governorates (Nablus, Ramallah, Al-Bireh, Hebron and J2 of Jerusalem Governorate), for households that practiced agricultural activity according to data of Population, Housing and Establishments Census 2017, more than 5%, and visiting the households that practiced agricultural activity according to data of Population, Housing and Establishments Census 2017 in the enumerated areas, where the percentage of households that practiced an agricultural activity is 1-4% in the same locality mentioned above. 5.     Post enumeration data processing phase was limited to final examination and cleaning of Agricultural Census databases, with documentation of examinations on all topics of Agricultural Census 2021 questions. Data processing phase focused on the following: 1. Checking the allowed transfers and values. 2. Checking the consistency between different questions of the census questionnaire based on logical relationships. 3. Checking on the basis of relations between certain questions so that a list of non-identical cases was extracted, reviewed and identified the source of the error case by case, and if such errors were immediately modified and corrected based on the source of the error3.     Sampling error estimates

    The sampling errors occur during the sample-based surveys but not in censuses as it is a comprehensive inventory of all agricultural holdings. These errors are easy to measure with the error point estimate also, since it is considered as an error in the sample.

    Data appraisal

    The non-sampling errors occur at any stage during the implementation of censuses and surveys. Therefore, it is necessary to provide for a data quality control system to ensure maximum accuracy. Many of these stages were used during the agriculture census planning and implementation where are-interview was carried out as follows:

    • There are two models that were used to collect data and were uploaded to tablets. The first model is to enumerate households in all enumeration areas; in which the percentage of households that practiced an agricultural activity (according to the data of the Population, Housing and Establishments Census, 2017) is 5% or more, and the second model was used if the household had agricultural holdings.

    • The enumerator visited Palestinian households in the enumeration areas in which the percentage of households that practiced agricultural activity (according to the data of the Population, Housing and Establishments Census, 2017) is less than 5%, so that the inventory model and the model prepared for agricultural holdings were if the tenure conditions were met.

    Abstract

    To increase the contribution of the agricultural sector in the national economy, it is necessary to design appropriate and correct policies that must be made using accurate and up-to-date data. The 2003 Agricultural Census (AC) aims to collect this data.

    AC 2003 is a blank Agriculture Census conducted by Central Bureau of Statistics (BPS). The first Agriculture Census was held in 1963 and since then BPS has routinely held Agricultural Censuses every 10 years, in accordance with Law Number 6 of 1960 concerning the Census and Law Number 16 of 1997 concerning Statistics. With thus, the results of the first Agricultural Census can be compared with the results of the second, third and so on, so that changes in the structure of agriculture in Indonesia can be followed from time to time. Like the previous Agricultural Census, AC 2003 activities included 6 subsectors, namely food crops, horticulture, plantations, livestock, fisheries, and forestry.

    The objectives of the 2003 Agricultural Census are as follows:

    a. Obtain complete and accurate agricultural statistical data in order to obtain a clear picture of the structure of agriculture in Indonesia

    b. Get a sample frame that can be used as a basis for sampling for routine agricultural surveys.

    c. Obtain various information about the population of agricultural households, smallholder households, number of trees and livestock, distribution of tenure and land use according to broad groups and so on. AC 2003 results will also be used as benchmarks to improve estimates of food crop production, horticulture, plantation, forestry, animal husbandry and fisheries, including tree / livestock populations obtained from agricultural surveys.

    Abstract

    For more than 150 years, the U.S. Department of Commerce, Bureau of the Census, conducted the census of agriculture. However, the 2002 Appropriations Act transferred the responsibility from the Bureau of the Census to the U.S. Department of Agriculture (USDA), National Agricultural Statistics Service (NASS). The 2007 Census of Agriculture for the U.S. Virgin Islands is the second census in the U.S. Virgin Islands conducted by NASS. The census of agriculture is taken to obtain agricultural statistics for each county, State (including territories and protectorates), and the Nation. The first U.S. agricultural census data were collected in 1840 as a part of the sixth decennial census. From 1840 to 1920, an agricultural census was taken as a part of each decennial census. Since 1920, a separate national agricultural census has been taken every 5 years. The 2007 census is the 14th census of agriculture of the U.S. Virgin Islands. The first, taken in 1920, was a special census authorized by the Secretary of Commerce. The next agriculture census was taken in 1930 in conjunction with the decennial census, a practice that continued every 10 years through 1960. The 1964 Census of Agriculture was the first quinquennial (5-year) census to be taken in the U.S. Virgin Islands. In 1976, Congress authorized the census of agriculture to be taken for 1978 and 1982 to adjust the data-reference year to coincide with the 1982 Economic Censuses covering manufacturing, mining, construction, retail trade, wholesale trade, service industries, and selected transportation activities. After 1982, the agriculture census reverted to a 5-year cycle. Data in this publication are for the calendar year 2007, and inventory data reflect what was on hand on December 31, 2007. This is the same reference period used in the 2002 census. Prior to the 2002 census, data was collected in the summer for the previous 12 months, with inventory items counted as what was on hand as of July 1 of the year the data collection was done.

    Objectives: The census of agriculture is the leading source of statistics about the U.S. Virgin Islands’s agricultural production and the only source of consistent, comparable data at the island level. Census statistics are used to measure agricultural production and to identify trends in an ever changing agricultural sector. Many local programs use census data as a benchmark for designing and evaluating surveys. Private industry uses census statistics to provide a more effective production and distribution system for the agricultural community.

    The statistical unit was a farm, defined as "any place from which USD 500 or more of agricultural products were produced and sold, or normally would had been sold, during the calendar year 2007". According to the census definition, a farm is essentially an operating unit, not an ownership tract. All land operated or managed by one person or partnership represents one farm. In the case of tenants, the land assigned to each tenant is considered a separate farm, even though the landlord may consider the entire landholding to be one unit rather than several separate units.

    (a) Method of Enumeration As in the previous censuses of the U.S. Virgin Islands, a direct enumeration procedure was used in the 2007 Census of Agriculture. Enumeration was based on a list of farm operators compiled by the U.S. Virgin Islands Department of Agriculture. This list was compiled with the help of the USDA Farm Services Agency located in St. Croix. The statistics in this report were collected from farm operators beginning in January of 2003. Each enumerator was assigned a list of individuals or farm operations from a master enumeration list. The enumerators contacted persons or operations on their list and completed a census report form for all farm operations. If the person on the list was not operating a farm, the enumerator recorded whether the land had been sold or rented to someone else and was still being used for agriculture. If land was sold or rented out, the enumerator got the name of the new operator and contacted that person to ensure that he or she was included in the census.

    (b) Frame The census frame consisted of a list of farm operators compiled by the U.S. Virgin Islands DA. This list was compiled with the help of the USDA Farm Services Agency, located in St. Croix.

    (c) Complete and/or sample enumeration methods The census was a complete enumeration of all farm operators registered in the list compiled by the United States of America in the CA 2007.

    The questionnaire of the 2007 CA covered 12 of the 16 core items' recommended for the WCA 2010 round.

    Cleaning operations

    DATA PROCESSING The processing of the 2007 Census of Agriculture for the U.S. Virgin Islands was done in St. Croix. Each report form was reviewed and coded prior to data keying. Report forms not meeting the census farm definition were voided. The remaining report forms were examined for clarity and completeness. Reporting errors in units of measures, illegible entries, and misplaced entries were corrected. After all the report forms had been reviewed and coded, the data were keyed and subjected to a thorough computer edit. The edit performed comprehensive checks for consistency and reasonableness, corrected erroneous or inconsistent data, supplied missing data based on similar farms, and assigned farm classification codes necessary for tabulating the data. All substantial changes to the data generated by the computer edits were reviewed and verified by analysts. Inconsistencies identified, but not corrected by the computer, were reviewed, corrected, and keyed to a correction file. The corrected data were then tabulated by the computer and reviewed by analysts. Prior to publication, tabulated totals were reviewed by analysts to identify inconsistencies and potential coverage problems. Comparisons were made with previous census data, as well as other available data. The computer system provided the capability to review up-to-date tallies of all selected data items for various sets of criteria which included, but were not limited to, geographic levels, farm types, and sales levels. Data were examined for each set of criteria and any inconsistencies or potential problems were then researched by examining individual data records contributing to the tabulated total. W hen necessary, data inconsistencies were resolved by making corrections to individual data records.

    Sampling error estimates

    The accuracy of these tabulated data is determined by the joint effects of the various nonsampling errors. No direct measures of these effects have been obtained; however, precautionary steps were taken in all phases of data collection, processing, and tabulation of the data in an effort to minimize the effects of nonsampling errors.

    Abstract

    The Thailand Agricultural Census had been earlier conducted five times: 1950, 1963, 1978, 1993 and 2003. The census aims to provide basic information on the fundamental structure of agriculture which will constitute the bases for which policymakers and planners will continuously formulate plans for development, monitoring, and evaluation related to agriculture. Under the Statistics Act 2007, the National Statistical Office (NSO) is mandated to carry out censuses of the country. The 2013 Agricultural Census was also undertaken in accordance with the recommendation of the Food and Agricultural Organization (FAO) for conducting agricultural census every 10 years. This census round had extended the scope of agricultural activity to include sea salt farm, as according to the Cabinet approval (1st March 2011), as well as to include questions on marine fishery and coastal aquaculture into the enumeration form.

    Census objectives:

    1) To collect basic information on the fundamental structure of agriculture, such as number of agricultural holdings and agricultural holding, freshwater aquaculture, sea salt farm, utilization of land, land tenure status, area under crops/sea salt farm/freshwater aquaculture, number of livestock, use of fertilizer, use of agricultural machinery, manpower involved in agricultural activities, etc.,

    2) To provide those information at administrative units (village) for developing policy and plans in both national and sub-national level

    3) To provide the basis for sampling frame for other surveys undertakings related to agriculture marine fishery and coastal aquaculture

    4) To determine changes of basic information on agricultural structure over the past 10 years

    The statistical (enumeration) unit was the agricultural holding, defined as an economic unit of agricultural production (cultivating crops, rearing livestock) and aquaculture production, under single management, comprising all livestock kept and all land used wholly or partly for agricultural production purposes, performing an agricultural activity on owned agricultural land, or on land owned by other persons, or on public land, regardless of legal permission. The holding's land could consist of one or more parcels, located in one or more separate areas; however, the land had to be in the same province.

    A systematic sampling method was applied to draw the sample of agricultural holders from each EA. The sampling fraction in each EA was 1 in 4 (the sample comprised 25 percent of the total number of holdings). The selected agricultural holders were enumerated using the entire questionnaire.

    The questionnaire for the Agricultural Census, 2013 in Thailand collected information on agricultural activity and legal status of household; holding area by land use; livestock production; rice production; rubber production; permanent crop and forest; vegetable crop, herb, flower and ornamental plants; field crop; seasalt farming; fresh water culture; machinery, vehicle and agricultural equipment; fertilizer and pesticide; employment of agricultural labour; charactersitics of holder and household members; education and agricultural group membership of household holder; agricultural income and debt.

    Cleaning operations

    1. Data processing:

    After the data collection stage, during which the census information was collected using electronic devices (tablets), and after initial checking during the fieldwork, the data were sent to the NSO server for further processing, to verify data consistency, accuracy and coverage. After final checking for correctness and completeness, the census data were further processed for statistics tabulations and summarized to report the census results at provincial, regional and country level.

    1. Data quality checks

    After the completion of census field work, NSO has carried out the Post Enumeration Survey (PES) in order to evaluate the quality of census data. The PES was conducted for all households of the selected enumeration areas throughout the country. The Stratified Single-Stage Sampling was applied to this PES. That is, there were four stratums referring to four regions – Central, North, Northeast and South and provinces in each region were represented as sub-stratum. Within each sub-stratum, the enumeration areas were systematically selected; the total samples were 1,280 enumeration areas. After the PES field operation, information between the census and the PES were processed for matching check. And then the process for investigation was to analyse and evaluate errors of the census coverage and the census content, for example the information on the agricultural activity engagement such as livestock, growing rice, planting para rubber, planting permanent crops and planting field crops, etc.

    Abstract

    Agriculture significantly contributes to Indonesia’s economy. Up to 2013, this sector is the second largest contribution behind manufacturing industry sector, even though the value of the contribution keeps declining from time to time. However, the interesting fact is that approximately a third of total labor force depends on this sector (National Labor Force Survey, August 2013). To develop agriculture sector requires detailed and accurate data on various characteristics of agricultural holdings. Therefore, to meet the requirement for the data, BPS (Statistics Indonesia) as the national statistical office has conducted not only surveys but also census on agriculture. Since independence, Indonesia has carried out national agricultural census six times. The first was the 1963 Agricultural Census that might hardly be successful in practice but served as a reference to the next censuses refinement.

    Objectives of Agricultural Census 2013:

    The data obtained from the census has distinct characteristics compared to the data from annual agricultural surveys. The main purposes of the 2013 Census are as follows:

    a. Collecting accurate and comprehensive data that delineate agriculture condition in Indonesia.

    b. Building sampling frame to be used for agricultural surveys.

    c. Collecting information on agricultural population, peasants or farmers with = 0.5 hectare of farmland), crops and livestock, landowning and cultivation, etc. The result of the 2013 Census will be used as benchmarks for various agricultural surveys.

    The statistical unit was the agricultural holding, defined as an activity producing agricultural products with the aim of partially or completely selling or exchanging the products, except when food crops were exclusively for self-consumption. In general, two types of holdings were covered in the household sector: agricultural production households ("household agricultural holding") and other households ("non-agricultural households").

    (a) Complete Enumeration The 2013 Agricultural Census applied complete enumeration of agricultural households. It was meant to collect data and information on population of agricultural holdings, number of crops and livestock, and farmland area distribution. The result of the census will be used as sampling frame and benchmark for further agricultural surveys.The agricultural census activities also included the surveys that provide supporting data for the census itself. The beginning activity in the implementation stage was updating households and buildings, conducted in May 2013, in order to discover current information on agricultural households in every census block. The result will be in the form of lists that distinguish between agricultural and non-agricultural households. In operation, the census was supported by 246,412 enumerators and team coordinators.

    (b) Strategy There were two methods of enumeration, door to door and snowball. Door to door was conducting visit to all households both listed and unlisted in the block census. Area coverage of this method was rural villages and urban villages with the majority of agricultural business (in district) and the areas with the majority of agricultural business (in municipality). Meanwhile, the snowball method was carried out in urban villages with the majority of agricultural business (in district) and urban areas with the majority of nonagricultural business (in municipality). Through the enumeration, it was founded there are 26,135,469 agricultural households.

    1. The listing of households engaged in the agricultural sector was conducted using the ST2013-P form ("door-to-door" and "snowball").

    2. The census questionnaire used the ST2013-L form.

    (a) Data Processing Data processing of The 2013 Agricultural Census is a follow-up activity after the enumeration. This activity will produce the intended data in accurate and timely manner. It doing the data processing, it was supported by data capture technologies by scanner machine in all provinces and district/municipalities from June to December 2013. The stages of the data processing were as follows:

    All data processing used a particular network system in processing center. This network system was made for the census data processing purposes only. It was separated from local and other networking, so it can prevent the large data traffic that could slow down the data processing.

    (nonsampling error). Errors made by the enumerators might be in the forms of coverage error (either under-coverage or over-coverage), and content error. Error in completing the questionnaire were mostly derived from the respondents which was called response error.

    PES was conducted immediately after the completion of the data collection process and independently from the census enumeration. This survey sought to determine the level of coverage accuracy, the level of content accuracy in the implementation of the CA 2013, and to facilitate the use of census data by giving deeper insights on the quality and limitations of census data

    Abstract

    The 2009 Agricultural Census was undertaken by the Samoa Bureau of Statistics in collaboration with the Ministry of Agriculture and Fisheries. The Census collected a large volume of information pertaining to the agricultural activities of households. Enumeration was carried out for 5 weeks in November/December 2009 by enumerators selected from the villages through interview and a basic test. The test included basic mathematical skills, knowledge of agricultural practices and map reading. This was to ensure that the enumerators are of high quality. The officers of the Samoa Bureau of Statistics and the Ministry of Agriculture and Fisheries were allocated to specified areas as supervisors.

    For any census to be successfully carried out, good household lists and enumeration area maps are pre-requisites. A list of households in respect of each enumeration block in the country was prepared in 2005 for the 2006 Population Census. The updated household list from the 2006 Population Census was used as a frame for the Agricultural Census.

    The methodology for carrying out the census of Agriculture in Samoa was a combination of complete count and sample survey. Thus the census was basically two part operation. The first part involved all households who were required to complete the Household Form. The households identified as agriculturally active from the Household Forms (Subsistence, Subsistence and Cash and Commercial) were required to complete the Holding Form for every holding operated.

    The second part of the questionnaire was designed to cover 25 percent of all agricultural holdings as identified in the first part, with selection made on systematic sample basis (every fourth holding selected). Thus while the Household Form was canvassed in respect of all households, the Holding Form was to be completed by agriculturally active Households only and the Parcel Form was completed in respect of 25 percent of the agricultural holdings.

    Printing of Questionnaires and Instruction Manuals In all there were three questionnaires and two instruction manuals one in Samoan and one in English. The three questionnaires were printed on different coloured paper for ease of identification. All census documents were printed and distributed well in advance of the start of the field work.

    Cleaning operations

    The Secretariat of Pacific community (SPC) provided technical assistance for data processing. The TA was delivered in two separate missions, first to implement data entry, and the second mission was to perform data editing and generate final tabulation for final report. Prior to the start of data entry, Siaumau Misela of Samoa Bureau of Statistics was invited to SPC in December 2009 for a two weeks attachment. Misela worked closely with the SPC data processing specialist in developing the data entry system using CSPro (Census and Survey Processing System). The first mission of the data processing specialist in January 2010 was to finalize and implement data entry. The second mission in October 2010 concentrated mainly on data editing, data recode and generating final tables. The data processing (manual and computer) was done in the Data Processing Section of the Samoa Bureau of Statistics. To facilitate the manual and machine processing of the forms, questionnaires from the same enumeration area were bound together in a batch / folio and assigned a batch id. This id consists of the District, Village and the enumeration area codes. These forms were subjected to manual data scrutiny and corrections. The data entry was implemented using ENTRY of CSPro, and BATCH EDIT for the validation of encoded data items. Data entry was run through a network, which link all data entry work station to a server. A team of 6 staff (1 permanent and 5 temporary) were assigned to do the data processing.

    Data appraisal

    Fifty percent key verification was done on all the batches, and questionnaires with key verification error rate higher than the tolerance limit was subjected to 100 percent key verification. Additional checks were added in the validation program. Detected errors and inconsistencies were corrected in the batch files.

    Abstract

    Most people in Lao PDR live in rural areas and make their living from agriculture. The Government needs detailed and up-to-date statistics on agriculture to help develop the agricultural sector and improve the welfare of the people. The Government already has statistics on the area and production of rice and other major crops, as well as livestock numbers. However, there is little information available on such things as: the different types of rice grown, the number of rice farmers, the area planted to minor crops, the use of different inputs, the use of farm machinery, farm size, farm labour, and the age/sex structure of livestock. The Lao Agricultural Census will provide these and many other data. The Lao Agricultural Census is part of a world-wide programme of agricultural censuses, which started in the 1930’s. Over 120 countries are now participating in that programme; many of these undertake agricultural censuses every ten years. The Lao Agricultural Census is the first such census undertaken in Lao PDR. It is being conducted in all 141 districts and is one of the largest and most important statistical collections ever undertaken in the country.

    Objectives of Lao Agricultural Census:

    1. To provide data on the structure of agriculture, agricultural land (land use for agricultural crops; livestock).

      Land issue: there is strong need for land use and other related data to guide land policy formulation .

    2. To obtain community-level data (at the village level) for examining the infrastructure and services available to farm holdings.

    3. To provide data to use as benchmarks for current agricultural statistics.

    4. To strengthen national capacity and provide frames for future agricultural sample surveys.

    The statistical unit was the farm household (holding), defined as an economic unit of agricultural production under single management, comprising all livestock raised and all agricultural land operated, regardless of ownership, which engages agricultural operation above certain established thresholds of land, livestock or aquaculture.

    Sample design and selection

    The sample for the sample farm household component was selected using two-stage sampling: a sample of villages was first selected, and then a sample of farm households was selected in each sample village. In most districts, a sample of between 16 and 22 villages was selected, with 16 farm households selected in each sample village; that is, a sample of between 256 and 352 sample farm households in each district. The more villages or farm households in a district, the bigger the sample that was taken. A smaller sample was taken in urban districts and districts containing few villages or households. In each district, the sample of villages was selected using stratified systematic probability proportional to size (PPS) sampling. A list of all villages in Lao PDR was prepared. Villages were divided into urban and rural strata, with rural strata being sampled more heavily than urban strata because of their agricultural importance. The estimated number of households in each village was used as the size measure for PPS sampling. The sample of farm households in each sample village was selected using stratified systematic random sampling based on a list of all farm households in each village prepared following the household component of the census. Altogether, 2,620 villages and 41,660 sample farm households were selected in the sample.

    Four questionnaires were used in the CA 2010/2011, as follows:

    (i) a form for listing the households in the village, Form 1;

    (ii) a questionnaire for the household component, Form 4;

    (iii) a questionnaire for the farm household (holding) component, Form 5;

    (iv) a questionnaire for the village component, Form 3.

    The 2010/2011 CA census questionnaires covered all 16 core items recommended for the WCA 2010 roundn namely;

    Census processing

    Completed questionnaires were returned to ACO in Vientiane for processing. Processing involved:

    • checking that the census enumeration was complete;
    • manually checking that questionnaires had been correctly filled out; coding of descriptive responses (such as crop types);
    • entering data into the computer (using keyboard methods); running computer checks to identify and correct errors; and producing tabulations of census data.

    There were nearly 1.2 million questionnaires and therefore it took some for the processing to be completed. Preliminary checking and coding was done from May-September 2011; data entry was done from June-December 2011; and error checking was done from August 2011-February 2012. Tabulations were prepared by April 2012.

    Sampling error estimates

    The census data presented from the sample farm household component are based on a sample and are therefore subject to sampling errors. Because of the sample design used, sampling errors on provincial and national estimates are generally quite small.

    Data appraisal

    To ensure census data quality, supervision was done at the central, provincial and district level. The data were confronted with external sources, such as the data from the previous census and current agricultural surveys. For the sampling component, statistical errors were computed.

    Abstract

    The Agricultural Census aims to provide data on the structure of the agricultural sector as the basis for the efficient utilization of agricultural resources and the projection of related indicators to develop and make optimal use of agricultural resources. In addition, data provide a benchmark for setting estimates for subsequent years and to build a sampling frame as the basis for future agriculture-related surveys on different holdings in the Palestinian Territory. These could include periodic surveys of agricultural holdings, livestock, gardening, and farm management to provide basic and detailed data on the characteristics of the agricultural sector to meet the needs of ministries for planning and monitoring. Such data also contribute to regional planning, best distribution of resources, and meeting the needs of the private sector

    Two questionnaires were designed to collect data covered by the census. The first questionnaire was designed to list households and agricultural holdings, while the second was related to the enumeration of the agricultural holdings. Items and variables were as follows:

    1. Household and agricultural holdings questionnaire: This included data of households and agricultural holdings, in addition to identification data, building name or owner, type of building, current use of the building, the total number of housing units in the building, current use of housing unit, the name of the householder, number of household members (males, females), and number of holdings of the household.
    2. Agricultural holdings enumeration questionnaire: The enumeration questionnaire of the agricultural holdings included the following:

    Part One: Identification data: Identification data included the enumeration area number, building number, housing unit number in the building, in addition to identification data on the holder and the respondent.

    Part Two: Holders and holding data: Holders and holding data included data on the holder, such as the legal status, age, sex, main occupation, holder's relation to the householder, number of holder's household members, educational level, specialization, and data about the holding, including the holding type, the holding management method and main purpose of production.

    Part Three: Land use: This included the unit's address, total area, uncultivated area (buildings used for holding's purposes, building not used for holding's purposes, permanent meadows and pastures, other). Cultivated areas include areas of permanent and temporary crops, forests, land that is temporarily fallow, nurseries, sources of irrigation, and utility rights.

    Part Four: Crops /field crops, vegetables, horticultural trees: This included the following:

    • Field crops: Questions related to the cultivation of field crops during the agricultural year: crop name, agricultural session, crop status, rainfed area, irrigated area, method of irrigation, and harvested area. • Vegetable crops: Questions related to the cultivation of vegetable crops during the agricultural year: crop name, agricultural session, crop status, open air area, method of irrigation, protected area, type of protection, irrigation method, and harvested area. • Horticultural trees: Questions related to the cultivation of horticultural trees during the agricultural year: crop name, method of farming, crop status, number and area of bearing trees and method of irrigation, area and number of nonbearing trees and method of irrigation, area and number of protected bearing trees and method of irrigation, area and number of protected nonbearing trees and method of irrigation.

    Part Five: Farm animals: This included the following:

    • Raising farm animals (sheep, goats and cows): type and species, address, type of rearing, the number according to sex and age group, the main purpose of raising the animals. • Poultry farming: type, address, number of barns, area of barns, maximum production capacity, actual number on the enumeration day of the first of October 2010, average number of barn cycles per year, total number of poultry raised during 2009/2010. • Domestic poultry breeding: type, number, beekeeping, and other livestock.

    Part Six: Agricultural labor force: It included data on the agricultural labor force in the agricultural holding: employment status, sex, age, number and temporary employment. Part Seven: Agricultural machinery and equipment: It included questions on the use of agricultural machinery and equipment during the agricultural year.

    Part Eight: Agricultural practices during the agricultural year: This section included questions related to the use of agricultural practices; the availability of brooders or fish breeding; benefits from land reclamation projects; the construction of agricultural roads or any other agricultural projects.

    Cleaning operations

    Data processing included all activities that followed the field work, such as office editing of questionnaires, coding, data entry and computer editing. This process started on 15 December 2010 according to the plan, which included training the editors and coders and hiring 100 personnel in addition to the supervisory team.

    Special data processing programs were developed and tested to capture the census data. The computer was used to enter the data of the households and holdings listing and enumeration questionnaires.

    Data editing, coding, entry, checking and cleaning were finalized on 16 June 2011 in the West Bank and on 31 August 2011 in the Gaza Strip.

    The technical team followed up the data processing, testing its accuracy and quality and comparing it with the preliminary results and other data resources, in addition to preparing the tables and the report of the final results of the census in the Palestinian Territory.

    Sampling error estimates

    There are two types of error: statistical errors and non-statistical errors. Statistical errors occur in survey samples and not in censuses. These errors can easily be measured and the error rate estimated since it is an error in sampling. Non-statistical errors occur at any stage of the implementation of a survey or census. Therefore, a data quality system had to be established when conducting the Agricultural Census 2010 to achieve the highest level of data coverage and accuracy for the statistics produced in order for them to be utilized for planning, decision making, and research purposes. The impact of errors on data quality was minimized due to the high level of competency and professional performance of the well-trained field work team, and also due to the existence of a quality control program to prevent or minimize errors as much as possible, find these errors when they occurred, and take the relevant procedures to correct them. A strict quality control system was established at all stages of the census, from the preparatory stage to the data processing and dissemination stage, to ensure that highly accurate data would be obtained. Quality control in the preparatory stage is crucial as it is succeeded by all census stages. Therefore, adequate time and appropriate procedures were taken into consideration at each stage to ensure high quality and authentic census data

    Abstract

    The Government of Liberia and its Development Partners recognized agriculture as a pivotal sector in fostering economic growth, reducing poverty, and achieving food security. Since post-war, the Government in collaboration with development partners, has made substantial investments to develop and expand the agriculture sector. Over the years, policymakers and data users in the agriculture sector have experienced significant challenges in obtaining the requisite data needed to monitor and evaluate these interventions and make informed decisions on new interventions. To address these challenges, the Liberia Institute of Statistics and Geo-Information Services (LISGIS) and the Ministry of Agriculture (MoA) conducted several ad hoc agricultural surveys. While valuable, these surveys have often been limited in scope and unable to provide the comprehensive data needed for effective policymaking and planning. To support the sector more robustly, the government decided to undertake a comprehensive agricultural census. The Liberia Agriculture Census 2024, the second agricultural census in Liberia since 1971 and the first to be conducted digitally, aimed to collect structural and reliable data on various aspects of the agricultural sector.

    The main objectives of the LAC-2024 was to: · Reduce the existing data gap in Liberia's agriculture sector. · Provide comprehensive data on the agriculture sector for policy formulation and evaluation of existing programs. · Enable LISGIS to establish an agriculture master sampling frame for the conduct of future agricultural surveys and research. · Identify the structural changes in the agriculture sector over time. · Provide information on crop, livestock, poultry, and aquaculture activities. · Determine the size, composition, practices and related characteristics of Liberia's agricultural holdings. · Generate disaggregated agriculture statistics. · Provide statistics for advocacy in Liberia's agriculture sector. · Identify agricultural practices and constraints at the community level.

    To achieve these objectives, the LAC-2024 was designed to collect structural data at the household, non-household and community levels. The data collected at these three levels provide a wealth of information for understanding the state of agriculture in Liberia. This documentation provides a catalogue of information necessary for understanding how data was collected at the community level. The documentation also provides useful information for understanding the community anonymized dataset.

    Sampling procedure

    Focus group interviews were conducted in communities attached to the EAs selected for the sample census of farming households. A sampled community had the same probability of selection and sample weight of the EA to which it was attached. In case a community was linked to many EAs in the sampling frame of EAs, additional adjustment for multiplicity would be performed. The LAC-2024 community operations engaged 61,600 respondents across 7,193 sampled communities. Nationally, the distribution of respondents shows that males represented 66.1% of the total 61,600 participants, while females accounted for 33.9%.     The LAC-2024 employed three questionnaires: the Household Questionnaire, the Community Questionnaire and the Non-Household Questionnaire. These three questionnaires were based on the 50x2030 Initiative standard model questionnaires. The Liberia Agriculture Census Technical Working Group (LAC-TWG), comprising technical staff from LISGIS,Ministry of Agriculture (MOA), National Fishery and Aquaculture Authority (NaFAA), Cooperative Development Agency (CDA) and the Ministry of Internal Affairs (MIA) worked with technicians from the 50x2030 Initiative to adapt the questionnaires to Liberia's context and realities. Suggestions and inputs were solicited from various stakeholders representing government ministries, commissions and agencies (MACs), nongovernmental and international organizations as well as accademic institutions involved with agriculture issues. All questionnaires were finalized in English. Some questions in the questionnaires were translated into simple Liberian English, for the purpose of easy administration. The community questionnaire include the following sections: 1-respondents characteristics; 2- production and processing activities in the community; 3- land characteristics and irrigation in the community; 4- markets to sell agriculture products; 5- access to agricultural inputs, services and credits in the community; 6- social cohesion; 7- difficulties in agricultural activities; 8- livestock and Poultry Production; 9- environment; 10- disasters and Shocks; 11- community infrastructure and transportation; 12- community organizations; 13- community resource management; 14- land prices and credit; 15- community key events; 16- labor and producer prices.

    Cleaning operations

    The data was edited using CSpro programs, version 7.7.3. The appropriate edit rules were established by programmers and subject matter specialists at LISGIS and MOA. In few cases, manual editing techniques were applied to recode responses generated from "Other specify" options. The SPSS software was used for this purpose.

Description

The Census of Agriculture is a complete count of U.S. farms and ranches and the people who operate them. Even small plots of land - whether rural or urban - growing fruit, vegetables or some food animals count if $1,000 or more of such products were raised and sold, or normally would have been sold, during the Census year. The Census of Agriculture, taken only once every five years, looks at land use and ownership, operator characteristics, production practices, income and expenditures. For America's farmers and ranchers, the Census of Agriculture is their voice, their future, and their opportunity. The Census Data Query Tool (CDQT) is a web-based tool that is available to access and download table level data from the Census of Agriculture Volume 1 publication. The data found via the CDQT may also be accessed in the NASS Quick Stats database. The CDQT is unique in that it automatically displays data from the past five Census of Agriculture publications. The CDQT is presented as a "2017 centric" view of the Census of Agriculture data. All data series that are present in the 2017 dataset are available within the CDQT, and any matching data series from prior Census years will also display (back to 1997). If a data series is not included in the 2017 dataset, then data cells will remain blank in the tool. For example, one of the data series had a label change from "Operator" to "Producer." This means that data from prior Census years labelled "Operator" will not show up where the label has changed to “Producer” for 2017. The new Census Data Query Tool application can be used to query Census data from 1997 through 2017. Data are searchable by Census table and are downloadable as CSV or PDF files. 2017 Census Ag Atlas Maps are also available for download. Upon entering the CDQT, a data table is present. Changing the parameters at the top of the data table will retrieve different combinations of Census Chapter, Table, State, or County (when selecting Chapter 2). For the U.S., Volume 1, US/State Chapter 1 will include only U.S. data; Chapter 2 will include U.S. and State level data. For a State, Volume 1 US/State Level Data Chapter 1 will include only the State level data; Chapter 2 will include the State and county level data. Once a selection is made, press the “Update Grid” button to retrieve the new data table. Comma-separated values (CSV) download, compatible with most spreadsheet and database applications: to download a CSV file of the data as it is currently presented in the data grid, press the "CSV" button in the "Export Data" section of the toolbar. When CSV is chosen, data will be downloaded as numeric. To view the source PDF file for the data table, press the "View PDF" button in the toolbar.
