    Abstract

    The Labour Force Survey (LFS) in Albania has been carrying out by INSTAT since 2007 with annual periodicity. The survey is household-based and the unit of observation are all household members aged 15 years and older. The main objective of LFS is to establish a sustainable labour market statistics system according to EUROSTAT recommendations and guidelines.

    Based on the data gathered through LFS it is possible to make a quantitative and dynamic assessment of labour market developments, to define the participation of all persons aged 15 years and over in labour market, the employment rate, the employment by economic activity, by sex and age-group, unemployment rate, women participation in labour market, etc.

    The Labour Force Survey (LFS) have the following units of analysis: individuals and households.

    The Survey covered all individuals 15 years and over residing in the selected private households.

    Sample survey data [ssd]

    Sampling procedure

    The sample is based on a two-stage sampling procedure. In the first stage are selected the geographical areas (PSU) with a proportional probability to the size of the enumeration area. In the second stage within each geographical area (once selected in the first stage) are selected a fix number of households by equal probability systematic sampling method. The sampling frame for LFS is based on the Population Census of 2001 and the updated household list.

    The QLFS uses a rotational sampling design, whereby a household once initially selected for interview, is retained in the sample for a total of five consecutive quarters. The same household is scheduled to be interviewed, exactly after 13 weeks apart, so that the fifth interview takes place one year on after the first. According to the rotational sampling design, each quarter one fifth of the selected households are new and 80 percent of them are in common. So, in each quarter, in the selected sample, 1008 new households are added and the same number of households that has been interviewed for five consecutive quarters is dropped out from the sample. The sample size for QLFS is 5040 households for each calendar quarter.

    The Questionnaires for the LFS includes the following modules:

    • HOUSEHOLD MEMBERS: List of demographic characteristics of household members.
    • INDIVIDUAL QUESTIONNAIRE: For all persons aged 15 years old and over on last day of the reference week and usually present in the household. This module includes: Labour Status, Characteristics of Main Job, Working Time, Second Job, Work Patterns, Work Experience Abroad, Previous Work Experience of Persons Not in Employment, Search For Employment, Education and Training and Situation One Year Ago.

    Abstract

    The STEP (Skills Toward Employment and Productivity) Measurement program is the first ever initiative to generate internationally comparable data on skills available in developing countries. The program implements standardized surveys to gather information on the supply and distribution of skills and the demand for skills in labor market of low-income countries.

    The uniquely designed modules in the Employer Survey aim to assess the structure of the labor force; the skills (cognitive skills, behavior and personality traits, and job-relevant skills) currently being used; the skills that employers look for when hiring new workers; the propensity of firms to provide training (including satisfaction with education, training, and levels of specific skills) and the link between skills and compensation and promotion. The survey also captures background characteristics (size, legal form, industry, full time vs. non-standard employment and occupational breakdown), performance (revenues, wages and other costs, profits and scope of market), key labor market challenges and their ranking relative to other challenges, and job skill requirements of the firms being interviewed.

    The questionnaire can be adapted to address a sample of firms in both informal and formal sectors, with varying sizes and industry classifications.

    Geographic coverage

    Capital Tirana and other urban areas.

    Analysis unit

    The units of analysis are establishments or workplaces - a single location at which one or more employees work. The larger legal entity may include multiple establishments. The firms on the list will have been randomly chosen, with probability proportional to the number of employees in the firm.

    Universe

    The universe of the study are non-government businesses registered with the Institute of Statistics in Albania (INSTAT) from 2016. Firms were selected from all economic sectors, with oversampling from the following sectors: Tourism, Food Processing, and ICT. The sample also included firms with 1-4 employees.

    Sampling procedure

    The sampling objective of the survey was to obtain interviews from 600 non-government enterprise workplaces in the capital and urban regions of Albania. Firms with less than five employees were also included in the target population.

    Two-stage stratified random sampling was used in the survey. A list of businesses registered with the Institute of Statistics in Albania (INSTAT) from 2016, served as the sampling frame.

    Research instrument

    The Questionnaire for the STEP Employer Survey consists of five modules:

    Section 1 - Work Force Section 2 - Skills Used Section 3 - Hiring Practices Section 4 - Training and Compensation Section 5 - Background

    In the case of Albania, the questionnaire was adapted to the Albania context and published in English and Albanian. It has been provided as Related Material.

    Cleaning operations

    STEP Data Management Process:

    1) Raw data is sent by the survey firm

    2) The World Bank (WB) STEP team runs data checks on the Questionnaire data. Comments and questions are sent back to the survey firm.

    3) The survey firm reviews comments and questions. When a data entry error is identified, the survey firm corrects the data.

    4) The WB STEP team again check to make sure the data files are clean. This might require additional iterations with the survey firm.

    5) Once the data has been checked and cleaned, the WB STEP team computes the weights. Weights are computed by the STEP team to ensure consistency across sampling methodologies.

    Response rate

    Abstract

    The LiTS has become a critical data source for the EBRD. It allows us to understand how transition has affected the lives of people in the region, and how economic characteristics and experiences affect people's views on issues such as markets, the role of the state, trust, happiness, and prospects for the future. Since the first LiTS round in 2006, three Transition Reports - the EBRD's flagship publication - have been primarily or partly based on the LiTS. LiTS data are also used to support our project work on economic inclusion and the new “Investment Climate and Governance Initiative”.

    The LiTS is also an important public good. It has been extensively used by the policy and research community in analyzing economic and social problems in the transition region. This encompasses a diverse range of topics including financial development, the impact of the 2008-09 crisis, institutions, corruption, public services, social inclusion, happiness, and social trust.

    The LITS III aimed to achieve the following objectives: - To provide feedback from households on the state of transition in client countries. This is a continued objective of the LiTS from the time of its inception to now and remains the driving objective behind the LiTS. - To assess the relationships between life satisfaction and living standards, poverty and inequality, trust in state institutions, satisfaction with public services, and attitudes to a market economy and democracy throughout the region. Though similar to LiTS II in this objective, LiTS III took this a step further with the inclusion of a gendered asset module to identify inequalities in ownership within households and by asking further probing questions regarding perception of institutions. - To formulate a better understanding of labour markets and entrepreneurship in the region. LiTS III features enhanced labour and entrepreneurship modules, which seek to build on the work of LiTS II as well as understand the type of jobs that people desire, the contractual arrangements employees have, what sectors people are working in, and what are the obstacles to enterprise success that people face. The LiTS III also contains a new unemployment module that strives to identify why people cannot find jobs, the avenues utilized to seek employment opportunities, and if and why job offers have been refused. - To identify migration movements within the region. The LiTS III included more questions on migration, including past migration patterns of the family, the present location of emigrated family members, and the willingness/desire of people to move within the transition region and the EU for greater economic opportunities. - To collect data that will make it possible to analyze average changes in the region over time. The design of the LiTS continues to allow the EBRD to track the average changes in the transition region over time. - To stimulate systematic policy dialogue on the transition environment and to help shape the agenda for reform.

    The LITS III is implemented in 32 transition economies: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Former Yugoslav Republic of Macedonia, Georgia, Greece, Hungary, Kazakhstan, Kosovo, Kyrgyz Republic, Latvia, Lithuania, Moldova, Mongolia, Montenegro, Poland, Romania, Russia, Serbia, Slovak Republic, Slovenia, Tajikistan, Turkey, Ukraine and Uzbekistan, and in two comparator countries: Germany and Italy.

    Sampling procedure

    The sample design for LITS III aimed at providing more consistency with the previous round of the survey. Given the larger sample size of 1,500 households, compared with 1,000 households in most countries in the previous round, EBRD and the World Bank requested to conduct 1,000 interviews in those PSUs where fieldwork took place in 2010, and the remaining 500 interviews in newly selected PSUs. In those countries where LiTS was taking place the first time (Cyprus and Greece), the sample was drawn afresh.

    The standard approach to sample design in each country was multi-stage random probability stratified clustered sampling. The sample was stratified by geographical region and level of urbanity.

    Given the average PSU target size of 20 achieved interviews, 75 PSUs were selected in each country. As a general principle, in each country where LiTS II was conducted, 50 PSUs were selected from the previous round of the survey and new 25 PSUs were added to the sample design. In countries in which LiTS II sample comprised 75 PSUs, i.e. Russia, Ukraine, Uzbekistan, Serbia and Poland, all 75 PSUs were to used again for fieldwork.

    In each country the target was to achieve 20 household interviews in each PSU. Selecting more PSUs and conducting fewer interviews in each PSU was allowed as it positively impacts on the sample design effect. In each household one, two or three respondents were interviewed; an interview was considered complete only when all sections of the questionnaire were completed.

    The questionnaire was developed by EBRD and the World Bank with guidance and input from academics, policy specialists and TNS Opinion. The questionnaire replicates and builds on the most important elements of the 2006 and 2010 Survey instrument. It also includes some entirely new or significantly enhanced sections relating to: labour issues, gender of asset ownership and migration of labour force. To accommodate these new questions, the module on climate change was dropped, the previous asset and income questions were dropped in favour of these redesigned questions, and the crisis impact module was reduced to make way for the questions on migration. To aid the development of the questionnaire, pilot survey was conducted prior to the main fieldwork.

    Cleaning operations

    The data was collected in each country using different types of scripting software. Following the initial data processing, the datafiles were transferred to a single data processing centre, using single datamap.

    The aim of the Labor Force Survey (LFS) in Kosovo was to collect data on labour market and similar issues, and to estimate employment and unemployment indicators.

    Universe

    The survey was directed to the usual members of private households in Kosovo (resident population), irrespective of their ethnic origin (Albanian, Serbian, etc). Collective households such as boarding schools, military camps, or persons living in other similar institutions were not selected in the sample. The survey also excluded members of KFOR troops, international UNMIK staff and other foreigners temporarily living in Kosovo.

    Labour force surveys are done on a sample basis, i.e., the needed information is collected only for a limited number of respondents who should be representative for the population as a whole.

    One of the problems in Kosovo was the lack of an established sampling frame normally provided by a census or an effective civil registration system. The SOK LFS therefore has been based on the World Bank’s LSMS sample design of 2000. Each year the sampling involves the selection of 360-400 enumeration areas in a first stage and a fixed numbers of households (since 2002 usually 8) in a second stage, with a stratification by rural/urban and Albanian/Serbian (for more details see the Methodological Report, August 2002). The LFS then is administered to all members of the selected households. In 2002, the LFS eventually included 388 enumeration areas, 3112 households and 19361 persons, and the corresponding figures for 2003 were 400, 3175 and 19510, respectively.
