These master plans are guiding documents that provide community-based long-range planning and analysis regarding the physical development and appearance of neighborhoods across the City. Overlay plans are Supplemental plans and amendments to existing Small Area Plans that provide greater standards or regulations. Properties located within the boundaries are subject to the requirements and regulations per the overlay plan in addition to other City standards and policies. If the overlay plan is silent to or does not address a specific issue or topic, the underlying Small Area Plan applies.
