Average consumer prices are calculated for household fuel, motor fuel, and food items from prices collected for the Consumer Price Index (CPI). Average prices are best used to measure the price level in a particular month, not to measure price change over time. It is more appropriate to use CPI index values for the particular item categories to measure price change.
Prices, except for electricity, are collected monthly by BLS representatives in the 75 urban areas priced for the CPI. Electricity prices are collected for the BLS for the same 75 areas on a monthly basis by the Department of Energy using mail questionnaires. All fuel prices include applicable Federal, State, and local taxes; prices for natural gas and electricity also include fuel and purchased gas adjustments.

The statistical data generated through the administration of the Federal milk order program is recognized widely as one of the benefits of this program. These data provide comprehensive and accurate information on milk supplies, utilization, and sales, as well as class prices established under the orders and prices paid to dairy farmers (producers). The sources of this data are monthly reports of receipts and utilization, producer payroll reports, and reports of nonpool handlers filed by milk processors (handlers) subject to the provisions of the various milk orders. The local market administrator (MA) uses these reports to determine pool obligations under the order and to verify proper payments to producers. Auditors employed by the MA review handler records to assure the accuracy of reported information. Reporting errors are corrected; if necessary, pool obligations are revised. After the pool obligations have been determined the local market administrator summarizes the individual handler reports and submits a series of order summary reports to the Market Information Branch (MIB) in Dairy Programs. The MIB summarizes the individual order data and disseminates this information via monthly, bimonthly, and annual releases or publications. Since milk marketing order statistics are based on reports filed by the population of possible reporting firms and not a sample, these statistics are comprehensive. Also, since these individual firm reports are subject to audit and verification, these statistics are accurate. The Federal milk order statistics database contains historical information, beginning in January 2000, generated by the administration of the Federal milk order program. Most of the information in the database has been published previously by the Market Information Branch in Dairy Programs either on its web site or in the Dairy Market News Report. Overview
This report presents the detailed financial performance of dairy farms from 2013-14 to 2015-16. It includes analysis of changes in farm performance, investment and debt by farm size to highlight variations in performance across the dairy industry. The analysis in the report is mainly based on data collected in 2015-16 from the Australian Dairy Industry Survey (ADIS) conducted between July and November 2015 and funded by the Department of Agriculture and Water Resources.
Key Issues
• At the national level, average farm cash income of dairy farms declined from around $156 000 in 2014-15 to an estimated $101 000 in 2015-16 as a result of lower farmgate milk prices and a slight reduction in milk production per farm.
• The average farm gate milk price is estimated to fall in 2015-16 to around 43 cents a litre, following a step-down in milk payments to dairy farmers by major processors, particularly in Victoria, Tasmania, South Australia and southern New South Wales.
• In 2015-16 average farm incomes are estimated to have declined in all dairy regions except Western Australia.
• In 2015-16 an estimated 73 per cent of dairy farms received a milk price that covered at least the cash costs of production.
• An average 28 per cent of dairy farms received a price for milk that covered all costs of production (including all cash costs, finance costs, depreciation and unpaid labour) in 2015-16, while 21 per cent of farms received a price that covered cash costs of production, finance costs and depreciation but excluding labour.
• Since deregulation of the dairy industry in 2000, the number of dairy farms in Australia has fallen by around 47 per cent. This fall has been concentrated among farms with less than $3 million in total capital value (in 2015-16 dollars). The number of farms with more than $3 million in total capital has increased since 2000.
• Average dairy farm debt increased from $346 000 in 1999-2000 to $861 500 in 2014-15 in real terms. Increased borrowing by individual farms for land purchases or new on-farm infrastructure and equipment contributed to the increase in average debt.
