TwitterThe 2008 Annual Poverty Indicators Survey (APIS) is conducted by the National Statistics Office (NSO) as a rider to the July 2008 Labor Force Survey (LFS). The 2008 APIS is the sixth in the series of annual poverty indicators surveys conducted nationwide. Since 1998, APIS has been conducted during the years when the Family Income and Expenditures Survey (FIES) is not conducted, except in 2001 and 2005 due to budgetary constraints.
The APIS is a nationwide survey designed to provide non-income indicators related to poverty at the national and regional levels. It is designed to gather data on the socio-economic profile of families and other information that are related to their living conditions. Specifically, it generates indicators which are correlated with poverty, such as indicators regarding the ownership or possession of house and lot, the types of the materials of the roofs and walls of their housing units, their access to safe water, the types of toilet facility they use in their homes, and presence of family members of specified characteristics such as children 6-12 years old enrolled in elementary, children 13-16 years old enrolled in high school, members 18 years old and over gainfully employed, working children 5-17 years old and family members with membership in any health, life and/or pre-need insurance system.
The APIS is being undertaken by the National Statistics Office as mandataed by Commonwealth Act 591 which authorizes the then Bureau of the Census and Statistics, now NSO, "to conduct by enumeration, sampling or other methods, for statistical purposes, studies of the social and economic situation of the country" and in consonance with the provision of Executive Order 121 which designated the office as the "major statistical agency responsible for generating general purpose statistics.

Sample survey data [ssd]
The 2008 APIS is a sample survey designed to provide data representative of the country and its 17 administrative regions. The survey's sample design helps ensure this representativeness. The 2008 APIS used the 2003 master sample created for household surveys on the basis of the 2000 Census of Population and Housing (CPH) results. The survey used four replicates of the master sample. For each region (domain) and stratum, a three-stage sampling scheme was used: the selection of primary sampling units (PSUs) for the first stage, of sample enumeration areas (EAs) for the second stage, and of sample housing units for the third stage. PSUs within a region were stratified based on the proportion of households living in housing units made of strong materials, proportion of households in the barangay engaged in agricultural activities and per capita income of the city/municipality.
As earlier mentioned, a three-stage sampling design was used in each stratum within a region. In the first stage, primary sampling units (PSUs) were selected with probability proportional to the number of households in the 2000 Census. PSUs consisted of a barangay or a group of contiguous barangays. In the second stage, in each sampled PSU, EAs were selected with probability proportional to the number of households in the 2000 Census. An EA is defined as an area with discernable boundaries consisting of approximately 350 contiguous households. In the third stage, from each sampled EA, housing units were selected using systematic sampling. For operational considerations, at most 30 housing units were selected per sample EA. All households in sample housing units were interviewed except for sample housing units with more than three households. In such a housing unit, three households were randomly selected with equal probability.
The 2008 APIS was conducted simultaneously with the July 2008 Labor Force Survey (LFS). All sample households of the July 2008 LFS were interviewed for the 2008 APIS. Only household members related to the household head by blood, marriage or adoption were considered as members of the sample household in APIS. Family members of the household head who are working abroad were excluded.

Although questions on 'Changes in Welfare' were dropped and some items were modified for the 2008 APIS, most of the questions/items in the previous APISs were retained as requested by data users. Nine items were added in order to generate data that will be more useful in assessing the poverty situation in the country. The new questionnaire for the 2008 contains the abridged version of the module on entrepreneurial activities resulting to the reduction of the number of pages from 24 to 12. The decision to use the abridged version was based on the results of the study entitled “Redesigning APIS as a Poverty Monitoring Tool” undertaken by the Demographic and Social Statistics Division in 2006. The redesigned questionnaire produced results which are not statistically different from results based on the original design in 2004. The use of the redesigned questionnaire is also cost-efficient.
A round table discussion was held for the 2008 APIS before the conduct of the pretest. The redesigned APIS questionnaire based from the project's output was presented. It was agreed upon during this meeting to adopt the redesigned APIS for this round of APIS, with the addition of item on 'Hunger'.
Flow of Processing Activity
In order to implement a systematic flow of the processing activities and reduce the movement of questionnaires from one employee to another, the same processor performed the following specific activities for the same folio. 1. General screening; 2. Editing and coding of APIS questionnaires and computations of totals ; and 3. General review of edited APIS questionnaire.
Folioing
To facilitate handling during manual and machine processing, APIS questionnaires were folioed in the Provincial Office before the start of manual processing.
The APIS questionnaires for one sample barangay/EA contained in the folio was arranged consecutively according to the sample housing serial number (SHSN) from lowest to highest.
General Screening
General screening was done by going over the submitted accomplished questionnaires and checking for the completeness of the geographic identification and other information called for in the cover page.
General screening for APIS questionnaires was done to ensure that the geographic and household identification and the entire sample households are the same with the MS Form 6.
General Instructions on Manual Processing
The following instructions was observed in manual processing.
Prior to editing and coding of items, the questionnaires were checked if they were properly folioed. Folioing was done in the province. Regional Offices checked if folioing was done properly by the Provincial Offices.
All questionnaires for one folio was assigned to only one editor/coder, unless otherwise necessary (e.g., when the one who is processing a folio is absent for more than a day).
In general, the editors assumed that the original entries are correct. Editing was done only when an entry is obviously incorrect. A doubtful or inconsistent item was verified in the field.
Of the 43,020 eligible sample households for the 2008 APIS, 40,613 were successfully interviewed. This translated to a response rate of 94.4 percent at the national level. Households which were not interviewed either refused to be interviewed or were not available or were away during the enumeration period.

This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.
Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.
As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.
Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.
For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.
*According to the U.S. Census Bureau document “How Poverty is Calculated in the ACS," poverty status is calculated for everyone but those in the following groups: “people living in institutional group quarters (such as prisons or nursing homes), people in military barracks, people in college dormitories, living situations without conventional housing, and unrelated individuals under 15 years old."

Household variables for the 2023 Annual Survey on Income and Living Conditions are presented. The aim of the survey is to produce statistical information comparable with other European Union (EU) countries on gross and disposable household income, housing conditions, the physical and social environment of the household, access to some needs, employment, work, health status and problems and access to health care for household members over 16 years of age, and to assess the indicators of the at-risk-of-poverty rate, material deprivation and social exclusion. Statistical data are collected on household composition (and changes in households participating in previous surveys), housing conditions, household financial situation, etc. at the time of the survey, i.e. the interview. Statistics on income received and taxes paid are collected for the previous calendar year.

How Poverty is Calculated in the ACS
Poverty statistics presented in ACS reports and tables adhere to the standards specified by the Office of Management and Budget in Statistical Policy Directive 14. The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) and two-person families vary by age (under 65 years or 65 years and older).
If a family’s total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual’s total income is less than the appropriate threshold, then that individual is considered to be in poverty. The poverty thresholds do not vary geographically. They are updated annually to allow for changes in the cost of living (inflation factor) using the Consumer Price Index (CPI).
Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.
Since the ACS is a continuous survey, people respond throughout the year. Because the income items specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the monthly inflation factor based on the 12 monthly CPIs and the base-year CPI. TwitterThe General Household Survey (GHS), ran from 1971-2011 (the UKDS holds data from 1972-2011). It was a continuous annual national survey of people living in private households, conducted by the Office for National Statistics (ONS). The main aim of the survey was to collect data on a range of core topics, covering household, family and individual information. This information was used by government departments and other organisations for planning, policy and monitoring purposes, and to present a picture of households, families and people in Great Britain. In 2008, the GHS became a module of the Integrated Household Survey (IHS). In recognition, the survey was renamed the General Lifestyle Survey (GLF). The GLF closed in January 2012. The 2011 GLF is therefore the last in the series. A limited number of questions previously run on the GLF were subsequently included in the Opinions and Lifestyle Survey (OPN).

History
The GHS was conducted annually until 2011, except for breaks in 1997-1998 when the survey was reviewed, and 1999-2000 when the survey was redeveloped. EU-SILC
In 2005, the European Union (EU) made a legal obligation (EU-SILC) for member states to collect additional statistics on income and living conditions. In addition, the EU-SILC data cover poverty and social exclusion. These statistics are used to help plan and monitor European social policy by comparing poverty indicators and changes over time across the EU. The EU-SILC requirement was integrated into the GHS/GLF in 2005. After the closure of the GLF, EU-SILC was collected via the Family Resources Survey (FRS) until the UK left the EU in 2020.
Reformatted GHS data 1973-1982 - Surrey SPSS Files
SPSS files were created by the University of Surrey for all GHS years from 1973 to 1982 inclusive. The early files were restructured and the case changed from the household to the individual with all of the household information duplicated for each individual. The Surrey SPSS files contain all the original variables as well as some extra derived variables (a few variables were omitted from the data files for 1973-76). In 1973 only, the section on leisure was not included in the Surrey SPSS files. This has subsequently been made available, however, and is now held in a separate study, General Household Survey, 1973: Leisure Questions (SN 3982). Records for the original GHS 1973-1982 ASCII files have been removed from the UK Data Archive catalogue, but the data are still preserved and available upon request.

TwitterThe General Household Survey (GHS), ran from 1971-2011 (the UKDS holds data from 1972-2011). It was a continuous annual national survey of people living in private households, conducted by the Office for National Statistics (ONS). The main aim of the survey was to collect data on a range of core topics, covering household, family and individual information. This information was used by government departments and other organisations for planning, policy and monitoring purposes, and to present a picture of households, families and people in Great Britain. In 2008, the GHS became a module of the Integrated Household Survey (IHS). In recognition, the survey was renamed the General Lifestyle Survey (GLF). The GLF closed in January 2012. The 2011 GLF is therefore the last in the series. A limited number of questions previously run on the GLF were subsequently included in the Opinions and Lifestyle Survey (OPN).

The UKDS holds standard access End User Licence (EUL) data for 1972-2006. A Secure Access version is available, covering the years 2000-2011 - see SN 6716 General Lifestyle Survey, 2000-2011: Secure Access.
History
The GHS was conducted annually until 2011, except for breaks in 1997-1998 when the survey was reviewed, and 1999-2000 when the survey was redeveloped. EU-SILC
In 2005, the European Union (EU) made a legal obligation (EU-SILC) for member states to collect additional statistics on income and living conditions. In addition, the EU-SILC data cover poverty and social exclusion. These statistics are used to help plan and monitor European social policy by comparing poverty indicators and changes over time across the EU. The EU-SILC requirement was integrated into the GHS/GLF in 2005. After the closure of the GLF, EU-SILC was collected via the Family Resources Survey (FRS) until the UK left the EU in 2020.
Reformatted GHS data 1973-1982 - Surrey SPSS Files
SPSS files were created by the University of Surrey for all GHS years from 1973 to 1982 inclusive. The early files were restructured and the case changed from the household to the individual with all of the household information duplicated for each individual. The Surrey SPSS files contain all the original variables as well as some extra derived variables (a few variables were omitted from the data files for 1973-76). In 1973 only, the section on leisure was not included in the Surrey SPSS files. This has subsequently been made available, however, and is now held in a separate study, General Household Survey, 1973: Leisure Questions (SN 3982). Records for the original GHS 1973-1982 ASCII files have been removed from the UK Data Archive catalogue, but the data are still preserved and available upon request.

The reference year is the year in which the underlying household survey data was collected. In cases for which the data collection period bridged two calendar years, the first year in which data were collected is reported. The initial year refers to the nearest survey collected 5 years before the most recent survey available, only surveys collected between 3 and 7 years before the most recent survey are considered. The final year refers to the most recent survey available between 2011 and 2015. Growth rates for Iraq are based on survey means of 2005 PPP$. The coverage and quality of the 2011 PPP price data for Iraq and most other North African and Middle Eastern countries were hindered by the exceptional period of instability they faced at the time of the 2011 exercise of the International Comparison Program. For example, in 2020, a household with two adults and two children would be considered under the poverty line if the household had an annual income less than $26,246. We define people living below the national poverty line as people from households which earn less than 100% of the U.S. national poverty level for the specific year.

TwitterThe 2008 Annual Poverty Indicators Survey (APIS) is conducted by the National Statistics Office (NSO) as a rider to the July 2008 Labor Force Survey (LFS). The 2008 APIS is the sixth in the series of annual poverty indicators surveys conducted nationwide. Since 1998, APIS has been conducted during the years when the Family Income and Expenditures Survey (FIES) is not conducted, except in 2001 and 2005 due to budgetary constraints.
The APIS is a nationwide survey designed to provide non-income indicators related to poverty at the national and regional levels. It is designed to gather data on the socio-economic profile of families and other information that are related to their living conditions. Specifically, it generates indicators which are correlated with poverty, such as indicators regarding the ownership or possession of house and lot, the types of the materials of the roofs and walls of their housing units, their access to safe water, the types of toilet facility they use in their homes, and presence of family members of specified characteristics such as children 6-12 years old enrolled in elementary, children 13-16 years old enrolled in high school, members 18 years old and over gainfully employed, working children 5-17 years old and family members with membership in any health, life and/or pre-need insurance system.
The APIS is being undertaken by the National Statistics Office as mandataed by Commonwealth Act 591 which authorizes the then Bureau of the Census and Statistics, now NSO, "to conduct by enumeration, sampling or other methods, for statistical purposes, studies of the social and economic situation of the country" and in consonance with the provision of Executive Order 121 which designated the office as the "major statistical agency responsible for generating general purpose statistics.

Sample survey data [ssd]
The 2008 APIS is a sample survey designed to provide data representative of the country and its 17 administrative regions. The survey's sample design helps ensure this representativeness. The 2008 APIS used the 2003 master sample created for household surveys on the basis of the 2000 Census of Population and Housing (CPH) results. The survey used four replicates of the master sample. For each region (domain) and stratum, a three-stage sampling scheme was used: the selection of primary sampling units (PSUs) for the first stage, of sample enumeration areas (EAs) for the second stage, and of sample housing units for the third stage. PSUs within a region were stratified based on the proportion of households living in housing units made of strong materials, proportion of households in the barangay engaged in agricultural activities and per capita income of the city/municipality.
As earlier mentioned, a three-stage sampling design was used in each stratum within a region. In the first stage, primary sampling units (PSUs) were selected with probability proportional to the number of households in the 2000 Census. PSUs consisted of a barangay or a group of contiguous barangays. In the second stage, in each sampled PSU, EAs were selected with probability proportional to the number of households in the 2000 Census. An EA is defined as an area with discernable boundaries consisting of approximately 350 contiguous households. In the third stage, from each sampled EA, housing units were selected using systematic sampling. For operational considerations, at most 30 housing units were selected per sample EA. All households in sample housing units were interviewed except for sample housing units with more than three households. In such a housing unit, three households were randomly selected with equal probability.
The 2008 APIS was conducted simultaneously with the July 2008 Labor Force Survey (LFS). All sample households of the July 2008 LFS were interviewed for the 2008 APIS. Only household members related to the household head by blood, marriage or adoption were considered as members of the sample household in APIS. Family members of the household head who are working abroad were excluded.

Although questions on 'Changes in Welfare' were dropped and some items were modified for the 2008 APIS, most of the questions/items in the previous APISs were retained as requested by data users. Nine items were added in order to generate data that will be more useful in assessing the poverty situation in the country. The new questionnaire for the 2008 contains the abridged version of the module on entrepreneurial activities resulting to the reduction of the number of pages from 24 to 12. The decision to use the abridged version was based on the results of the study entitled “Redesigning APIS as a Poverty Monitoring Tool” undertaken by the Demographic and Social Statistics Division in 2006. The redesigned questionnaire produced results which are not statistically different from results based on the original design in 2004. The use of the redesigned questionnaire is also cost-efficient.
A round table discussion was held for the 2008 APIS before the conduct of the pretest. The redesigned APIS questionnaire based from the project's output was presented. It was agreed upon during this meeting to adopt the redesigned APIS for this round of APIS, with the addition of item on 'Hunger'.
Flow of Processing Activity
In order to implement a systematic flow of the processing activities and reduce the movement of questionnaires from one employee to another, the same processor performed the following specific activities for the same folio. 1. General screening; 2. Editing and coding of APIS questionnaires and computations of totals ; and 3. General review of edited APIS questionnaire.
Folioing
To facilitate handling during manual and machine processing, APIS questionnaires were folioed in the Provincial Office before the start of manual processing.
The APIS questionnaires for one sample barangay/EA contained in the folio was arranged consecutively according to the sample housing serial number (SHSN) from lowest to highest.
General Screening
General screening was done by going over the submitted accomplished questionnaires and checking for the completeness of the geographic identification and other information called for in the cover page.
General screening for APIS questionnaires was done to ensure that the geographic and household identification and the entire sample households are the same with the MS Form 6.
General Instructions on Manual Processing
The following instructions was observed in manual processing.
Prior to editing and coding of items, the questionnaires were checked if they were properly folioed. Folioing was done in the province. Regional Offices checked if folioing was done properly by the Provincial Offices.
All questionnaires for one folio was assigned to only one editor/coder, unless otherwise necessary (e.g., when the one who is processing a folio is absent for more than a day).
In general, the editors assumed that the original entries are correct. Editing was done only when an entry is obviously incorrect. A doubtful or inconsistent item was verified in the field.
Of the 43,020 eligible sample households for the 2008 APIS, 40,613 were successfully interviewed. This translated to a response rate of 94.4 percent at the national level. Households which were not interviewed either refused to be interviewed or were not available or were away during the enumeration period.
