Were the initial apportionments of the U.S. House of Representatives and the U.S. Senate inevitable? This paper determines the coalitional stability of apportionment rules considered at the Constitutional Convention assuming the Convention limited itself to the rules proposed. Using each state's vote share as a measure of state preference, we find that the stability of legislative apportionment depended upon the states making decisions. Equal apportionment was in equilibrium with thirteen states present, as in the Continental Congress, but when Rhode Island and New Hampshire were absent during the first third of the Convention all rules were in a top cycle. With New York departing near the middle of the Convention, equal apportionment and the Three-Fifths Clause both became stable, and the Great Compromise was reached. We conclude that the Great Compromise was partly the result of historical contingency (i.e., which states participated), rather than necessity.
The Montana Voting Precincts have been updated as part of redistricting in 2023. Not every county had updates following the creation of the new Montana legislative districts. This dataset will be updated as new voting precincts are obtained. The Montana voting or election precincts for the entire State of Montana were originally obtained from the local county offices by the Montana Department of Commerce through an FY2019 Montana Land Information Act (MLIA) Grant. The contractor used data (obtained from the counties) to digitize voting district boundaries following the recommendations of the U.S. Census Bureau Redistricting Data Program. Source data may be GIS digital data or manually digitized from maps. Key fields included 2-digit state FIPS, 3-digit county FIPS, Precinct Number, Precinct Name, County Name, and Data Date. Voting Precinct boundaries were aligned to MSDI administrative boundaries, PLSS, and parcels and projected to the Montana State Plane. According to MCA 13-3-101 the governing body of each county shall establish a convenient number of election precincts, equalizing the number of electors in each precinct as nearly as possible. According to MCA 13-3-102 the county governing body may change the boundaries of precincts, but not within 100 days before any primary or between a general election and the primary for that election. When the changes are required to make precinct boundaries conform to legislative district boundaries following the adoption of a districting and apportionment plan under Article V, section 14, of the Montana constitution or other district boundaries changed by the districting and apportionment plan, the changing of precinct boundaries must be accomplished within 45 days of the filing of the final plan.

The 119th Congressional Districts dataset reflects boundaries from January 03, 2025 from the United States Census Bureau (USCB), and the attributes are updated every Sunday from the United States House of Representatives and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). We study the design of voting rules for committees representing heterogeneous groups (countries, states, districts) when cooperation among groups is voluntary. While efficiency recommends weighting groups proportionally to their stakes, we show that accounting for participation constraints entails overweighting some groups, those for which the incentive to cooperate is the lowest. When collective decisions are not enforceable, cooperation induces more stringent constraints that may require granting veto power to certain groups. In the benchmark case where groups differ only in their population size (i.e, the apportionment problem), the model provides a rationale for setting a minimum representation for smaller groups.

The 2020 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files.
Congressional Districts are the 435 areas from which people are elected to the U.S. House of Representatives. After the apportionment of congressional seats among the states based on census population counts, each state is responsible for establishing congressional districts for the purpose of electing representatives. Each congressional district is to be as equal in population to all other congressional districts in a state as practicable. The 116th Congress is seated from January 2019 to 2021. The cartographic boundary files for the District of Columbia, Puerto Rico, and the Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands) each contain a single record for the non-voting delegate district in these areas. The boundaries of all other congressional districts are provided to the Census Bureau by the states by May 1, 2018.

The paper introduces a new electoral system, based on proportional representation, called apportioned voting because each vote is apportioned among the candidates. Apportioned voting can be thought of as an enhanced and generalized hybrid of cumulative voting and single transferable vote (also known as proportional ranked-choice voting). Apportioned voting can efficiently handle government and corporate elections with large numbers of voters, positions to fill, and candidates. The paper provides a detailed description of apportioned voting, illustrative examples of apportioned voting’s election performance, and the Octave scripts used to implement apportioned voting and compute the example results.
