    The establishment of a BES Multi-User Geodatabase (BES-MUG) allows for the storage, management, and distribution of geospatial data associated with the Baltimore Ecosystem Study. At present, BES data is distributed over the internet via the BES website. While having geospatial data available for download is a vast improvement over having the data housed at individual research institutions, it still suffers from some limitations. BES-MUG overcomes these limitations; improving the quality of the geospatial data available to BES researches, thereby leading to more informed decision-making. BES-MUG builds on Environmental Systems Research Institute's (ESRI) ArcGIS and ArcSDE technology. ESRI was selected because its geospatial software offers robust capabilities. ArcGIS is implemented agency-wide within the USDA and is the predominant geospatial software package used by collaborating institutions. Commercially available enterprise database packages (DB2, Oracle, SQL) provide an efficient means to store, manage, and share large datasets. However, standard database capabilities are limited with respect to geographic datasets because they lack the ability to deal with complex spatial relationships. By using ESRI's ArcSDE (Spatial Database Engine) in conjunction with database software, geospatial data can be handled much more effectively through the implementation of the Geodatabase model. Through ArcSDE and the Geodatabase model the database's capabilities are expanded, allowing for multiuser editing, intelligent feature types, and the establishment of rules and relationships. ArcSDE also allows users to connect to the database using ArcGIS software without being burdened by the intricacies of the database itself. For an example of how BES-MUG will help improve the quality and timeless of BES geospatial data consider a census block group layer that is in need of updating. Rather than the researcher downloading the dataset, editing it, and resubmitting to through ORS, access rules will allow the authorized user to edit the dataset over the network. Established rules will ensure that the attribute and topological integrity is maintained, so that key fields are not left blank and that the block group boundaries stay within tract boundaries. Metadata will automatically be updated showing who edited the dataset and when they did in the event any questions arise. Currently, a functioning prototype Multi-User Database has been developed for BES at the University of Vermont Spatial Analysis Lab, using Arc SDE and IBM's DB2 Enterprise Database as a back end architecture. This database, which is currently only accessible to those on the UVM campus network, will shortly be migrated to a Linux server where it will be accessible for database connections over the Internet. Passwords can then be handed out to all interested researchers on the project, who will be able to make a database connection through the Geographic Information Systems software interface on their desktop computer. This database will include a very large number of thematic layers. Those layers are currently divided into biophysical, socio-economic and imagery categories. Biophysical includes data on topography, soils, forest cover, habitat areas, hydrology and toxics. Socio-economics includes political and administrative boundaries, transportation and infrastructure networks, property data, census data, household survey data, parks, protected areas, land use/land cover, zoning, public health and historic land use change.     This feature class is the BLM Natl GTLF Public Motorized Roads subset of the feature dataset containing the BLM Ground Transportation Linear Features. A linear feature for ground transportation includes roads, primitive roads, primitive routes, trails, temporary routes, and linear disturbances. The Ground Transportation Linear Feature (GTLF) data standard provides a national geospatial data standard of the ground transportation linear features in BLM’s Enterprise GIS (E-GIS). A national BLM GTLF data standard is essential for collecting the landscape-scale data necessary to identify management opportunities and challenges that may not be evident when managing smaller land areas. GTLF data not only serve the crucial function of improving BLM transportation planning, but is also invaluable to numerous other BLM programs affected by transportation (e.g. water and air quality, wildlife habitat fragmentation, engineering, realty, cultural resources). This dataset is a subset of the official national dataset, containing features and attributes intended for public release and has been optimized for online map service performance. The Schema Workbook represents the official national dataset from which this dataset was derived.

    The California Irrigation Management Information System (CIMIS) currently manages over 145 active weather stations throughout the state. Archived data is also available for 85 additional stations that have been disconnected from the network for various reasons. CIMIS stations provide hourly records of solar radiation, precipitation, air temperature, air humidity, and wind speed. Most of the CIMIS stations produce estimates of reference evapotranspiration (ETo) for the station location and their immediate surroundings, often in agricultural areas. The Department of Water Resources operates CIMIS as a free resource to help California to manage water resources more efficiently. CIMIS weather stations collect weather data on a minute-by-minute basis. Hourly data reflects the previous hour's 60 minutes of readings. Hourly and daily values are calculated and stored in the dataloggers. A computer at the DWR headquarters in Sacramento calls every station starting at midnight Pacific Standard Time (PST) and retrieves data at predetermined time intervals. At the time of this writing, CIMIS data is retrieved from the stations every hour. When there is a communication problem between the polling server and any given station, the server skips that station and calls the next station in the list. After all other stations have reported, the polling server again polls the station with the communication problem. The interrogation continues into the next day until all of the station data have been transmitted. CIMIS data processing involves checking the accuracy of the measured weather data for quality, calculating reference evapotranspiration (ETo/ETr) and other intermediate parameters, flagging measured and calculated parameters, and storing the data in the CIMIS database. Evapotranspiration (ET) is a loss of water to the atmosphere by the combined processes of evaporation from soil and plant surfaces and transpiration from plants. Reference evapotranspiration is ET from standardized grass or alfalfa surfaces over which the weather stations are sitting. The standardization of grass or alfalfa surfaces for a weather station is required because ET varies depending on plant (type, density, height) and soil factors and it is difficult, if not impossible, to measure weather parameters under all sets of conditions. Irrigators have to use crop factors, known as crop coefficients (Kc), to convert ET from the standardized reference surfaces into an actual evapotranspiration (ETc) by a specific crop.     Description

    Every published digital survey is designated as either ‘Final’, or ‘Provisional’, depending upon its status in a peer review process. Final surveys are peer reviewed with extensive quality control methods to confirm that field attributes reflect the most detailed and specific land-use classification available, following the standard DWR Land Use Legendspecific to the survey year. Data sets are considered ‘final’ following the reconciliation of peer review comments and confirmation by the originating Regional Office. During final review, individual polygons are evaluated using a combination of aerial photointerpretation, satellite image multi-spectral data and time series analysis, comparison with other sources of land use data, and general knowledge of land use patterns at the local level.Provisional data sets have been reviewed for conformance with DWR’s published data record format, and for general agreement with other sources of land use trends. Comments based on peer review findings may not be reconciled, and no significant edits or changes are made to the original survey data.The 2013 Alpine County land use survey data was developed by the State of California, Department of Water Resources (DWR) through its Division of Integrated Regional Water Management (DIRWM) and Division of Statewide Integrated Water Management (DSIWM). Land use boundaries were digitized and land use data were gathered by staff of DWR’s North Central Region using extensive field visits and aerial photography. The land uses that were mapped were detailed agricultural land uses, and lesser detailed urban and native vegetation land uses. The land use data went through standard quality control procedures before final processing. Quality control procedures were performed jointly by staff at DWR’s DSIWM headquarters, under the leadership of Jean Woods, and North Central Region, under the supervision of Kim Rosmaier. This data was developed to aid DWR’s ongoing efforts to monitor land use for the main purpose of determining current and projected water uses. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standards version 2.1, dated March 9, 2016. This data represents a land use survey of Alpine County conducted by the California Department of Water Resources, North Central Regional Office staff. Land use field boundaries were digitized with ArcGIS 10.0 and 10.2 using 2012 U.S.D.A National Agriculture Imagery Program (NAIP) one-meter imagery as the base. Agricultural fields were delineated by following actual field boundaries instead of using the centerlines of roads to represent the field borders. Field boundaries were reviewed and updated using 2013 Landsat 8 imagery. Field boundaries were not drawn to represent legal parcel (ownership) boundaries, and are not meant to be used as parcel boundaries. The field work for this survey was conducted during September 2013. Images, land use boundaries and ESRI ArcMap software were loaded onto laptop computers that were used as the field data collection tools. Staff took these laptops into the field and virtually all agricultural fields were visited to identify the land use. Global positioning System (GPS) units connected to the laptops were used to confirm the surveyor's location with respect to the fields. Land use codes were digitized in the field using dropdown selections from defined domains. Upon completion of the survey, a Python script was used to convert the data table into the standard land use format. ArcGIS geoprocessing tools and topology rules were used to locate errors for quality control. The primary focus of this land use survey is mapping agricultural fields. Urban residences and other urban areas were delineated using aerial photo interpretation. Some urban areas may have been missed, especially in forested areas. Rural residential land use was delineated by drawing polygons to surround houses and other buildings along with some of the surrounding land. These footprint areas do not represent the entire footprint of urban land. Sources of irrigation water were identified for general areas and occasionally supplemented by information obtained from landowners. Water source information was not collected for each field in the survey, so the water source listed for a specific agricultural field may not be accurate. After quality control procedures were completed, the data was finalized. The positional accuracy of the digital line work, which is based upon the orthorectified NAIP imagery, is approximately 6 meters.     Every published digital survey is designated as either ‘Final’, or ‘Provisional’, depending upon its status in a peer review process.

    Final surveys are peer reviewed with extensive quality control methods to confirm that field attributes reflect the most detailed and specific land-use classification available, following the standard DWR Land Use Legendspecific to the survey year. Data sets are considered ‘final’ following the reconciliation of peer review comments and confirmation by the originating Regional Office. During final review, individual polygons are evaluated using a combination of aerial photointerpretation, satellite image multi-spectral data and time series analysis, comparison with other sources of land use data, and general knowledge of land use patterns at the local level.

    Provisional data sets have been reviewed for conformance with DWR’s published data record format, and for general agreement with other sources of land use trends. Comments based on peer review findings may not be reconciled, and no significant edits or changes are made to the original survey data.

    The 2010 northern Mono County land use survey data was developed by the State of California, Department of Water Resources (DWR) through its Division of Integrated Regional Water Management (DIRWM) and Division of Statewide Integrated Water Management (DSIWM). Land use boundaries were digitized and land use data was gathered by staff of DWR’s North Central Region using extensive field visits and aerial photography. Land use polygons in agricultural areas were mapped in greater detail than areas of urban or native vegetation. Quality control procedures were performed jointly by staff at DWR’s DSIWM headquarters, under the leadership of Jean Woods, and North Central Region, under the supervision of Kim Rosmaier. This data was developed to aid DWR’s ongoing efforts to monitor land use for the main purpose of determining current and projected water uses. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standards version 2.1, dated March 9, 2016. DWR makes no warranties or guarantees - either expressed or implied - as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data. These data represent a land use survey of northern Mono County conducted by the California Department of Water Resources, North Central Regional Office staff. The field work for this survey was conducted between July 12, 2010 and July 15, 2010 by staff visiting each field and noting what was grown. The survey field results are a snapshot in time of the crops and conditions of the study area visited. The southern boundary of the northern Mono County survey is the boundary between the North and South Lahontan Hydrologic Regions and does not include the Mono Lake area. Land use field boundaries were digitized using ArcGIS 9.3 then ArcGIS 10.0 using 2009 National Agriculture Imagery Program (NAIP) one-meter imagery as the base. Field boundaries were not drawn to represent legal parcel (ownership) boundaries, nor are they meant to be used as parcel boundaries. Images and land use boundaries were loaded onto laptop computers that were used as the field data collection tools. Staff took these laptops into the field and essentially all the areas were visited to positively identify the land uses. Land use codes were digitized in the field using ESRI ArcMAP software, version 10.0. Global positioning system (GPS) units connected to the laptops were used to confirm the field team's location with respect to the fields. The field team used a customized menu program to facilitate the gathering of field data. Before final processing, standard quality control procedures were performed jointly by staff at DWR’s North Central Region, and at DSIWM headquarters under the leadership of Jean Woods, Senior Land and Water Use Supervisor. Attributes and field borders were visually reviewed using 2010 NAIP and Landsat 5 imagery for quality control. Water boundaries were not updated to match the 2010 NAIP imagery. Landsat 5 image dates spanned the period from June 20, 2010 to October 10, 2010. After quality control procedures were completed, the data was finalized. The positional accuracy of the digital line work, which is based upon the orthorectified NAIP imagery, is approximately 6 meters.     The seamless, county-wide parcel layer was digitized from official Assessor Parcel (AP) Maps which were originally maintained on mylar sheets and/or maintained as individual Computer Aided Design (CAD) drawing files (e.g., DWG). The CRA office continues to maintain the official AP Maps in CAD drawings and Information Systems Department/Geographic Information Systems (ISD/GIS) staff apply updates from these maps to the seamless parcel base in the County’s Enterprise GIS. The seamless parcel layer is updated and published to the Internet on a monthly basis.The seamless parcel layer was developed from the source data using the general methodology outlined below. The mylar sheets were scanned and saved to standard image file format (e.g., TIFF). The individual scanned maps or CAD drawing files were imported into GIS software and geo-referenced to their corresponding real-world locations using high resolution orthophotography as control. The standard approach was to rescale and rotate the scanned drawing (or CAD file) to match the general location on the orthophotograph. Then, appropriate control points were selected to register and rectify features on the scanned map (or CAD drawing file) to the orthophotography. In the process, features in the scanned map (or CAD drawing file) were transformed to real-world coordinates, and line features were created using “heads-up digitizing” and stored in new GIS feature classes. Recommended industry best practices were followed to minimize root mean square (RMS) error in the transformation of the data, and to ensure the integrity of the overall pattern of each AP map relative to neighboring pages. Where available Coordinate Geometry (COGO) & survey data, tied to global positioning systems (GPS) coordinates, were also referenced and input to improve the fit and absolute location of each page. The vector lines were then assembled into a polygon features, with each polygon being assigned a unique identifier, the Assessor Parcel Number (APN). The APN field in the parcel table was joined to the corresponding APN field in the assessor property characteristics table extracted from the MPTS database to create the final parcel layer. The result is a seamless parcel land base, each parcel polygon coded with a unique APN, assembled from approximately 6,000 individual map page of varying scale and accuracy, but ensuring the correct topology of each feature within the whole (i.e., no gaps or overlaps). The accuracy and quality of the parcels varies depending on the source. See the fields RANK and DESCRIPTION fields below for information on the fit assessment for each source page. These data should be used only for general reference and planning purposes. It is important to note that while these data were generated from authoritative public records, and checked for quality assurance, they do not provide survey-quality spatial accuracy and should NOT be used to interpret the true location of individual property boundary lines.     Description

    This dataset represents the cadastral maps created by the Geomatics branch in support of real property acquisitions within the Department of Water Resources. The geographic extent of each map frame was created after using all the spatial attributes available in each map to appropriately georeference it and create the extents from the outer frame of the map. The maps were digitally scanned from the original paper format that were archived after moving to the new resources building. As new maps are created by the branch for real property acquisition services, they will be georeference, attributed and updated into this dataset. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.6, dated September 27, 2023. During final review, individual polygons are evaluated using a combination of aerial photointerpretation, satellite image multi-spectral data and time series analysis, comparison with other sources of land use data, and general knowledge of land use patterns at the local level.Provisional datasets have been reviewed for conformance with DWR’s published data record format, and for general agreement with other sources of land use trends. Comments based on peer review findings may not be reconciled, and no significant edits or changes are made to the original survey data.The 2009 El Dorado County land use survey data was developed by the State of California, Department of Water Resources (DWR) through its Division of Integrated Regional Water Management (DIRWM) and Division of Statewide Integrated Water Management (DSIWM). Land use boundaries were digitized and land use data was gathered by staff of DWR’s North Central Region using extensive field visits and aerial photography. Land use polygons in agricultural areas were mapped in greater detail than areas of urban or native vegetation. Quality control procedures were performed jointly by staff at DWR’s DSIWM headquarters, under the leadership of Jean Woods, and North Central Region, under the supervision of: Kim Rosmaier. This data was developed to monitor land use for the primary purpose of quantifying water use within this study area and determining changes in water use associated with land use changes over time. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standards version 2.1, dated March 9, 2016. DWR makes no warranties or guarantees - either expressed or implied - as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data. Comments, problems, improvements, updates, or suggestions should be forwarded to gis@water.ca.gov. This data represents a land use survey of El Dorado County conducted by the California Department of Water Resources, North Central Regional Office staff. For digitizing, the county was subdivided into three areas using the centerline of U.S. Route 50 and a north/south line for boundaries. Land use field boundaries were digitized with ArcGIS 9.3 using 2005 U.S.D.A National Agriculture Imagery Program (NAIP) one-meter imagery as the base. Agricultural fields were delineated by following actual field boundaries instead of using the centerlines of roads to represent the field borders. The three digitized shapefiles were merged into a single file and the shared boundaries were removed. Field boundaries were reviewed and updated using 2009 NAIP imagery when it became available. Field boundaries were not drawn to represent legal parcel (ownership) boundaries, or meant to be used as parcel boundaries. The field work for this survey was conducted between the end of July and the first week of November 2009. Images, land use boundaries and ESRI ArcMap software, version 9.3 were loaded onto laptop computers that were used as the field data collection tools. Staff took these laptops into the field and virtually all agricultural fields were visited to positively identify the land use. Global positioning System (GPS) units connected to the laptops were used to confirm the surveyor's location with respect to the fields. Land use codes were digitized in the field using customized menus to enter land use attributes. The primary focus of this land use survey is mapping agricultural fields. Urban residences and other urban areas were delineated using aerial photo interpretation, so some urban areas may have been missed. Especially in rural residential areas, urban land use was delineated by drawing polygons to surround houses or other buildings along with a minimal area of land surrounding these structures. These footprint areas represent the locations of structures but do not represent the entire footprint of urban land. Information on sources of irrigation water was identified for general areas and occasionally supplemented by information obtained from landowners or by the observation of wells. Water source information was not collected for each field in the survey, so the water source listed for a specific agricultural field may not be accurate. Before final processing, standard quality control procedures were performed jointly by staff at DWR’s North Central Region, and at DSIWM headquarters under the leadership of Jean Woods. Senior Land and Water Use Supervisor. After quality control procedures were completed, the data was finalized. The positional accuracy of the digital line work, which is based upon the orthorectified NAIP imagery, is approximately 6 meters. The land use attribute accuracy for agricultural fields is high, because almost every delineated field was visited by a surveyor. The accuracy is 95 percent because some errors may have occurred. Possible sources of attribute errors are: a) Human error in the identification of crop types, b) Data entry errors.

The establishment of a BES Multi-User Geodatabase (BES-MUG) allows for the storage, management, and distribution of geospatial data associated with the Baltimore Ecosystem Study. At present, BES data is distributed over the internet via the BES website. While having geospatial data available for download is a vast improvement over having the data housed at individual research institutions, it still suffers from some limitations. BES-MUG overcomes these limitations; improving the quality of the geospatial data available to BES researches, thereby leading to more informed decision-making. BES-MUG builds on Environmental Systems Research Institute's (ESRI) ArcGIS and ArcSDE technology. ESRI was selected because its geospatial software offers robust capabilities. ArcGIS is implemented agency-wide within the USDA and is the predominant geospatial software package used by collaborating institutions. Commercially available enterprise database packages (DB2, Oracle, SQL) provide an efficient means to store, manage, and share large datasets. However, standard database capabilities are limited with respect to geographic datasets because they lack the ability to deal with complex spatial relationships. By using ESRI's ArcSDE (Spatial Database Engine) in conjunction with database software, geospatial data can be handled much more effectively through the implementation of the Geodatabase model. Through ArcSDE and the Geodatabase model the database's capabilities are expanded, allowing for multiuser editing, intelligent feature types, and the establishment of rules and relationships. ArcSDE also allows users to connect to the database using ArcGIS software without being burdened by the intricacies of the database itself. For an example of how BES-MUG will help improve the quality and timeless of BES geospatial data consider a census block group layer that is in need of updating. Rather than the researcher downloading the dataset, editing it, and resubmitting to through ORS, access rules will allow the authorized user to edit the dataset over the network. Established rules will ensure that the attribute and topological integrity is maintained, so that key fields are not left blank and that the block group boundaries stay within tract boundaries. Metadata will automatically be updated showing who edited the dataset and when they did in the event any questions arise. Currently, a functioning prototype Multi-User Database has been developed for BES at the University of Vermont Spatial Analysis Lab, using Arc SDE and IBM's DB2 Enterprise Database as a back end architecture. This database, which is currently only accessible to those on the UVM campus network, will shortly be migrated to a Linux server where it will be accessible for database connections over the Internet. Passwords can then be handed out to all interested researchers on the project, who will be able to make a database connection through the Geographic Information Systems software interface on their desktop computer. This database will include a very large number of thematic layers. Those layers are currently divided into biophysical, socio-economic and imagery categories. Biophysical includes data on topography, soils, forest cover, habitat areas, hydrology and toxics. Socio-economics includes political and administrative boundaries, transportation and infrastructure networks, property data, census data, household survey data, parks, protected areas, land use/land cover, zoning, public health and historic land use change.
