Permitting and Environmental Information Application Layers for GIS Analysis - This map includes all of the map tabs shown in the application, except State Data which is provided in another tab. This map includes feature services that can be used for analysis with other project layers such as a route or project area. 2. Permitting and Environmental Information Application Layers – For Reference Only - This map includes layers that cannot be used for analysis since they are either imagery or tile layers.3. State Data - Reference Only - This map includes all relevant state data that is shown in the application.The NTIA Permitting and Environmental Information Application was created to help with your permitting planning and environmental review preparation efforts by providing access to multiple maps from publicly available sources, including federal review, permitting, and resource agencies. The application should be used for informational purposes only and is intended solely to assist users with preliminary identification of areas that may require permits or planning to avoid potentially significant impacts to environmental resources subject to the National Environmental Policy Act (NEPA) and other statutory requirements. This application does not have an exhaustive list of everything you need for permitting or environmental review for a project but is an initial starting point to see what might be required.APPEIT Tool OverviewThe Department of Commerce’s National Telecommunications and Information Administration (NTIA) is providing the ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) to help federal broadband grant recipients and subgrantees identify permits and environmental factors as they plan routes for their broadband deployments. Identifying permit requirements early, initiating pre-application coordination with permitting agencies, and avoiding environmental impacts help drive successful infrastructure projects. NTIA’s public release of the APPEIT tool supports government-wide efforts to improve permitting and explore how online and digital technologies can promote efficient environmental reviews. This Esri ArcGIS Pro tool is included in the map package and was created to support permitting, planning, and environmental review preparation efforts by providing access to data layers from publicly available sources, including federal review, permitting, and resource agencies. An SOP on how to use the tool is available here. For the full list of APPEIT layers, see Appendix Table 1 in the SOP. The tool is comprised of an ArcGIS Pro Project containing a custom ArcGIS Toolbox tool, linked web map shared by the NTIA’s National Broadband Map (NBAM), a report template, and a Tasks item to guide users through using the tool. This ArcGIS Pro project and its contents (maps and data) are consolidated into this (.ppkx) project file. To use APPEIT, users will input a project area boundary or project route line in a shapefile or feature class format. The tool will return as a CSV and PDF report that lists any federal layers from the ArcGIS Pro Permitting and Environmental Information Web Map that intersect the project. Users may only input a single project area or line at a time; multiple projects or project segments will need to be screened separately. For project route lines, users are required to specify a buffer distance. The buffer distance that is used for broadband projects should be determined by the area of anticipated impact and should generally not exceed 500 feet. For example, the State of Maryland recommends a 100-foot buffer for broadband permitting. The tool restricts buffers to two miles to ensure relevant results. TwitterThe files linked to this reference are the geospatial data created as part of the completion of the baseline vegetation inventory project for the NPS park unit. Current format is ArcGIS file geodatabase but older formats may exist as shapefiles. We converted the photointerpreted data into a format usable in a geographic information system (GIS) by employing three fundamental processes: (1) orthorectify, (2) digitize, and (3) develop the geodatabase. All digital map automation was projected in Universal Transverse Mercator (UTM), Zone 16, using the North American Datum of 1983 (NAD83). Orthorectify: We orthorectified the interpreted overlays by using OrthoMapper, a softcopy photogrammetric software for GIS. One function of OrthoMapper is to create orthorectified imagery from scanned and unrectified imagery (Image Processing Software, Inc., 2002). The software features a method of visual orientation involving a point-and-click operation that uses existing orthorectified horizontal and vertical base maps. Of primary importance to us, OrthoMapper also has the capability to orthorectify the photointerpreted overlays of each photograph based on the reference information provided. Digitize: To produce a polygon vector layer for use in ArcGIS (Environmental Systems Research Institute [ESRI], Redlands, California), we converted each raster-based image mosaic of orthorectified overlays containing the photointerpreted data into a grid format by using ArcGIS. In ArcGIS, we used the ArcScan extension to trace the raster data and produce ESRI shapefiles. We digitally assigned map-attribute codes (both map-class codes and physiognomic modifier codes) to the polygons and checked the digital data against the photointerpreted overlays for line and attribute consistency. Ultimately, we merged the individual layers into a seamless layer. Geodatabase: At this stage, the map layer has only map-attribute codes assigned to each polygon. To assign meaningful information to each polygon (e.g., map-class names, physiognomic definitions, links to NVCS types), we produced a feature-class table, along with other supportive tables and subsequently related them together via an ArcGIS Geodatabase. This geodatabase also links the map to other feature-class layers produced from this project, including vegetation sample plots, accuracy assessment (AA) sites, aerial photo locations, and project boundary extent. A geodatabase provides access to a variety of interlocking data sets, is expandable, and equips resource managers and researchers with a powerful GIS tool.

The research evaluated standardized mobile application data collection and online data storage for several condition assessments—coatings, cathodic protection, hazardous materials, and mechanical—so that robust and accessible inventories can be built. The team successfully developed, tested, and implemented a GIS inspection tool. The new Materials and Corrosion Asset Inspection tool streamlines field data collection via mobile device and improves standardization for several inspection types performed across Reclamation. Overall, the Materials and Corrosion Asset Inspection tool provides as a proof-of-concept, promoting a user-friendly geospatial method of data collection, storage, and interaction. The online data management tool’s report feature exports records into an editable format to aid report development. Further, the online database can be incorporated into future anticipated enterprise systems.

TwitterOver 40,000 road crossings in Maine are maintained by Maine Department of Transportation (MaineDOT) managers, emergency managers, natural resource planners, and municipalities. Resource managers need a way to quickly and comprehensively assess, during the planning stages of potential transportation-related projects, how ecological, hydrologic, and structural characteristics of bridges and culverts and their watersheds could adversely affect project schedules and budgets. Factors that are critical to evaluate and incorporate into overall assessments of project risk include basin, land-use, and climatic characteristics; vulnerability to specific events, such as floods; and complicating factors in the watershed, such as endangered species, evacuation routes, and historical sites. A Python script tool has been built for ArcGIS Pro as an automated screening tool that draws on existing geographic information system (GIS) data layers to identify potential risk factors and quantify risk scores for bridges and culverts. This tool can help resource managers quickly evaluate projects, during early planning, in terms of variables that may adversely affect schedules or budgets.

TwitterThe files linked to this reference are the geospatial data created as part of the completion of the baseline vegetation inventory project for the NPS park unit. Current format is ArcGIS file geodatabase but older formats may exist as shapefiles. The products are designed with the goal of facilitating ecologically-based natural resources management and research. The vector (polygon) map is in digital format within a geodatabase structure that allows for complex relationships to be established between spatial and tabular data, and allows much of the data to be accessed concurrently. Each map unit has multiple photo attachments viewable easily from within the geodatabase, linked to their actual location on the ground. The Geographic Information System (GIS) format of the map allows user flexibility and will also enable updates to be made as new information becomes available (such as revised NVC codes or vegetation type names) or in the event of major disturbance events that could impact the vegetation. Unlike previous vegetation maps created by SODN, the map for Saguaro National Park was not created via in-situ mapping. Instead, we employed a remote sensing approach aided by our robust field dataset. The final version of the map was created in summer 2016. The map was created using the image-classification toolbox included in the spatial analyst extension for ArcMap (ESRI 2017). Using these tools, we performed a supervised classification with the maximum-likelihood classifier. This tool uses a set of user-defined training samples (polygons) to classify imagery by placing pixels with the maximum likelihood into each map class. We used a pixel size equivalent to the coarsest raster included in the classification, 30 meters.

TwitterAccurate evaluation of riparian forests depends on precise delineation of both bank to bank (active channel) and single-thread hydrography. Local land use and salmon recovery planners use hydrography as a reliable tool for understanding and managing watershed impacts across the state. Active channel mapping allows practitioners to delineate riparian zones, examine the shading effects of riparian vegetation, map the location, extent, and distribution of anadromous and resident fish as well as locate fish blocking culverts, map protective stream buffers, and accurately inventory existing hydrography (Hyatt et al, 2022).The manual provided in this package describes methods and procedures used to digitize active channel polygons from high resolution elevation data and high-resolution imagery. Methods like this have become necessary, as access to high resolution data has become easier. Included in this method is AC Tools, a Python script-based ArcGIS Pro Toolset that can be used to delineate channel bank and channel island contour lines along river mainstems and larger tributaries. Much of the method involves how to select those contours and create active channel polygons. Methods are also available for download at https://pspwa.box.com/s/3stokaav635odvd8k2dtkcigef5sbkr2Pilot results of this methodology were conducted in Stillaguamish, Queets, and the Entiat River, and are available at the Puget Sound Partnerships Spatial Data Hub.
Active Channel HydrographyThe “active channel” includes the wetted channels of rivers and streams as well as adjacent un-vegetated cobble and gravel bars that are inundated during high flows. In this method, the active channel is analogous to the “bankfull channel” (Leopold and Maddock 1953, Leopold et al 1964, Williams 1978) or the ordinary high-water mark line (OHWM), where the presence and action of waters are “so common and usual, and so long continued in ordinary years as to mark upon the soil or vegetation a character distinct from the abutting upland,”(WAC 220-660-030(111)). In places where this line cannot the delineated the ordinary high water line is delineated along the elevation of the mean annual flood for every three years.
There are many reasons for considering the boundary of the active channel network. A common use for delineating the active channel is to map the inner edge of the riparian zone (eg. Hyatt 2023). Riparian areas are transitional areas between land and aquatic ecosystems that include both lotic and lentic systems (Gregory et al, 1991). These zones can include the surface and subsurface water influences and human induced natural forces, understanding the active channel boundary thereby isn’t just important for managing fish populations and identifying habitat restoration sites, it is also important for land use planning and management.

TwitterThe mapping application is intended to be a useful tool to aid project sponsors in filling out the application for the 2024 Call for Projects. Spatial analysis required to fill out the project application can all be completed within the Application Data Tool. Within the tool, project sponsors may upload a shapefile or draw their project location on a map. The tool will then provide statistics relevant to the application within a ¼ mile buffer of the project location. These statistics can be used to fill in the Project Justification tab of the Call for Projects Application Workbook.

The CalVTP, developed by the Board of Forestry and Fire Protection (Board), is a critical component of the state’s multi-faceted strategy to address California’s wildfire crisis. The CalVTP defines the vegetation treatment activities and associated environmental protections to reduce the risk of loss of lives and property, reduce fire suppression costs, restore ecosystems, and protect natural resources as well as other assets at risk from wildfire. The CalVTP supports the use of prescribed burning, mechanical treatments, hand crews, herbicides, and prescribed herbivory as tools to reduce hazardous vegetation around communities in the Wildland-Urban Interface (WUI), to construct fuel breaks, and to restore healthy ecological fire regimes.
The California Department of Forestry and Fire Protection (CAL FIRE) has the primary responsibility for implementing proposed CalVTP vegetation treatments, though many local, regional, and state agencies could also employ the CalVTP to implement vegetation treatments if their projects are within the scope of the CalVTP (see Final PEIR, Chapter 2, Program Description). The CalVTP will allow CAL FIRE, along with other agency partners, to expand their vegetation treatment activities to treat up to approximately 250,000 acres per year, contributing to the target of 500,000 annual acres of treatment on non-federal lands as expressed in Executive Order (EO) B-52-18.

This application does not have an exhaustive list of everything you need for permitting or environmental review for a project but is an initial starting point to see what might be required.APPEIT Tool OverviewThe Department of Commerce’s National Telecommunications and Information Administration (NTIA) is providing the ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) to help federal broadband grant recipients and subgrantees identify permits and environmental factors as they plan routes for their broadband deployments. Identifying permit requirements early, initiating pre-application coordination with permitting agencies, and avoiding environmental impacts help drive successful infrastructure projects. NTIA’s public release of the APPEIT tool supports government-wide efforts to improve permitting and explore how online and digital technologies can promote efficient environmental reviews. This Esri ArcGIS Pro tool is included in the map package and was created to support permitting, planning, and environmental review preparation efforts by providing access to data layers from publicly available sources, including federal review, permitting, and resource agencies. The tool is comprised of an ArcGIS Pro Project containing a custom ArcGIS Toolbox tool, linked web map shared by the NTIA’s National Broadband Map (NBAM), a report template, and a Tasks item to guide users through using the tool. This ArcGIS Pro project and its contents (maps and data) are consolidated into this (.ppkx) project file. To use APPEIT, users will input a project area boundary or project route line in a shapefile or feature class format. The tool will return as a CSV and PDF report that lists any federal layers from the ArcGIS Pro Permitting and Environmental Information Web Map that intersect the project. Users may only input a single project area or line at a time; multiple projects or project segments will need to be screened separately. For project route lines, users are required to specify a buffer distance. The buffer distance that is used for broadband projects should be determined by the area of anticipated impact and should generally not exceed 500 feet. For example, the State of Maryland recommends a 100-foot buffer for broadband permitting. The tool restricts buffers to two miles to ensure relevant results. The tool relies on publicly available data available on the websites of other federal, state, local, and Tribal agencies, and in some instances, private organizations and research institutions. Layers identified with a double asterisk include information relevant to determining if an “extraordinary circumstance” may warrant more detailed environmental review when a categorical exclusion may otherwise apply. While NTIA continues to make amendments to its websites to comply with Section 508, NTIA cannot ensure Section 508 compliance of federal and non-federal websites or resources users may access from links on NTIA websites.
