    This is a video demonstrating how to create an offline map in ArcGIS Pro. Steps:Start with creating a vector tile package (.vtpk) from vector data.Add the vector tile package on top of other relevant data in a basemap view. The other data can be a raster image or any of the Esri's default basemaps.Add the basemap into another map view.     This layer is designed to support exporting small volumes of basemap tiles for offline use. The content of this layer is equivalent to World Imagery. World Imagery provides one meter or better satellite and aerial imagery in many parts of the world and lower resolution satellite imagery worldwide. See World Imagery for more details.The map service supporting this layer will enable you to export up to 150,000 tiles in a single request. For estimation purposes, this is large enough to support the export of:Large city (e.g. San Francisco) down to full level of detail at ~1:1,000 scale (Level 19)Medium size state or province (e.g. Colorado) down to scale of ~1:36,000 (Level 14)Medium to large country (e.g. Continental United States) down to scale of ~1:288,000 (Level 11)This layer is not intended to be used to display live map tiles for use in a web map or web mapping application. To display map tiles, please use World Imagery basemap.Service Information for DevelopersTo export tiles for World Imagery, you must use the instance of the World_Imagery service hosted on the tiledbasemaps.arcgis.com server referenced by this layer (see URL in Contents below), which has the Export Tiles operation enabled.     This map was last updated January 2017. This map presents transportation data, including highways, roads, railroads, and airports for the world. The map was developed by Esri using Esri highway data; Garmin basemap layers; HERE street data for North America, Europe, Australia, New Zealand, South America and Central America, most of the Middle East, and select countries in Africa. Data for India sourced from MapmyIndia. Data for Pacific Island nations and the remaining countries of Africa was sourced from OpenStreetMap contributors. Specific country list and documentation of Esri's process for including OSM data is available to view.Tip: To see what this layer looks like when drawn on top of the World Imagery map, open the Imagery With Labels and Transportation web map. This web map uses the Imagery with Labels basemap and contains the World Transportation map service as a layer too.You can add this layer on top of any imagery, such as the Esri World Imagery map service, to provide a useful reference overlay that also includes street labels at the largest scales. (At the largest scales, the line symbols representing the streets and roads are automatically hidden and only the labels showing the names of streets and roads are shown). Imagery With Labels basemap in the basemap dropdown in the ArcGIS web and mobile clients does not include this World Transportation map. If you use the Imagery With Labels basemap in your map and you want to have road and street names, simply add this World Transportation layer into your map. It is designed to be drawn underneath the labels in the Imagery With Labels basemap, and that is how it will be drawn if you manually add it into your web map. The map presents country boundaries; first-order (State/Province) internal administrative boundaries for most countries; second-order administrative boundaries for the United States (counties), Canada, Mexico, India, Australia and New Zealand, Europe, South America, and Africa; and place-names for the world. Alignment of boundaries is a presentation of the features provided by our data vendors and does not imply endorsement by Esri or any governing authority. The map was developed by Esri using administrative and cities data from Esri; Garmin basemap layers for the world; HERE data for North America, Europe, Australia, New Zealand, South America and Central America, most of the Middle East, and Africa; and MapmyIndia for all content in India from ~1:288k to ~1:1k. Data for select areas of Africa and Pacific Island nations from ~1:288k to ~1:4k (~1:1k in select areas) was sourced from OpenStreetMap contributors.     This web map provides a detailed vector basemap with a dark monochromatic style and content adjusted to support Human Geography information. The web map consists of 3 vector tile services:

    A label reference layer including cities and communities, countries, administrative units, and at larger scales street names. A detail reference layer including administrative boundaries, roads and highways, and larger bodies of water. This layer is designed to be used with a high degree of transparency so that the detail does not compete with your information. It is set at approximately 60% in this web map, but can be adjusted. A simple basemap consisting of land areas in a very dark gray only.

    For an example of how to best use this basemap, read this blog for more information.

    These layers provide unique capabilities for customization, high-resolution display, and offline use in mobile devices: They are built using the same data sources used for the Dark Gray Canvas and other Esri basemaps. Alignment of boundaries is a presentation of the feature provided by our data vendors and does not imply endorsement by Esri or any governing authority.This map was designed and created by Andrew Skinner.

This is a video demonstrating how to create an offline map in ArcGIS Pro. Steps:Start with creating a vector tile package (.vtpk) from vector data.Add the vector tile package on top of other relevant data in a basemap view. The other data can be a raster image or any of the Esri's default basemaps.Add the basemap into another map view.
