    Description

    The Bureau of Justice Statistics' (BJS) 2007 Census of Public Defender Offices (CPDO) collected data from public defender offices located across 49 states and the District of Columbia. Public defender offices are one of three methods through which states and localities ensure that indigent defendants are granted the Sixth and Fourteenth Amendment right to counsel. (In addition to defender offices, indigent defense services may also be provided by court-assigned private counsel or by a contract system in which private attorneys contractually agree to take on a specified number of indigent defendants or indigent defense cases.) Public defender offices have a salaried staff of full- or part-time attorneys who represent indigent defendants and are employed as direct government employees or through a public, nonprofit organization. Public defenders play an important role in the United States criminal justice system. Data from prior BJS surveys on indigent defense representation indicate that most criminal defendants rely on some form of publicly provided defense counsel, primarily public defenders. Although the United States Supreme Court has mandated that the states provide counsel for indigent persons accused of crime, documentation on the nature and provision of these services has not been readily available. States have devised various systems, rules of organization, and funding mechanisms for indigent defense programs. While the operation and funding of public defender offices varies across states, public defender offices can be generally classified as being part of either a state program or a county-based system. The 22 state public defender programs functioned entirely under the direction of a central administrative office that funded and administered all the public defender offices in the state. For the 28 states with county-based offices, indigent defense services were administered at the county or local jurisdictional level and funded principally by the county or through a combination of county and state funds. The CPDO collected data from both state- and county-based offices. All public defender offices that were principally funded by state or local governments and provided general criminal defense services, conflict services, or capital case representation were within the scope of the study. Federal public defender offices and offices that provided primarily contract or assigned counsel services with private attorneys were excluded from the data collection. In addition, public defender offices that were principally funded by a tribal government, or provided primarily appellate or juvenile services were outside the scope of the project and were also excluded. The CPDO gathered information on public defender office staffing, expenditures, attorney training, standards and guidelines, and caseloads, including the number and type of cases received by the offices. The data collected by the CPDO can be compared to and analyzed against many of the existing national standards for the provision of indigent defense services.

    Abstract

    The 2005 Republic of Palau Census of Population and Housing will be used to give a snapshot of Republic of Palau's population and housing at the mid-point of the decade. This Census is also important because it measures the population at the beginning of the implementation of the Compact of Free Association. The information collected in the census is needed to plan for the needs of the population. The government uses the census figures to allocate funds for public services in a wide variety of areas, such as education, housing, and job training. The figures also are used by private businesses, academic institutions, local organizations, and the public in general to understand who we are and what our situation is, in order to prepare better for our future needs.

    The fundamental purpose of a census is to provide information on the size, distribution and characteristics of a country's population. The census data are used for policymaking, planning and administration, as well as in management and evaluation of programmes in education, labour force, family planning, housing, health, transportation and rural development. A basic administrative use is in the demarcation of constituencies and allocation of representation to governing bodies. The census is also an invaluable resource for research, providing data for scientific analysis of the composition and distribution of the population and for statistical models to forecast its future growth. The census provides business and industry with the basic data they need to appraise the demand for housing, schools, furnishings, food, clothing, recreational facilities, medical supplies and other goods and services.

    Geographic coverage

    A hierarchical geographic presentation shows the geographic entities in a superior/subordinate structure in census products. This structure is derived from the legal, administrative, or areal relationships of the entities. The hierarchical structure is depicted in report tables by means of indentation.     The 2005 Palau Census of Population and Housing comprises three parts: 1. Housing - one form for each household 2. Population - one for for each member of the household 3. People who have left home - one form for each household.

    Cleaning operations

    Full scale processing and editing activiities comprised eight separate sessions either with or separately but with remote guidance of the U.S. Census Bureau experts to finalize all datasets for publishing stage.

    Processing operation was handled with care to produce a set of data that describes the population as clearly and accurately as possible. To meet this objective, questionnaires were reviewed and edited during field data collection operations by crew leaders for consistency, completeness, and acceptability. Questionnaires were also reviewed by census clerks in the census office for omissions, certain inconsistencies, and population coverage. For example, write-in entries such as "Don't know" or "NA" were considered unacceptable in certain quantities and/or in conjunction with other data omissions.

    As a result of this review operation, a telephone or personal visit follow-up was made to obtain missing information. Potential coverage errors were included in the follow-up, as well as questionnaires with omissions or inconsistencies beyond the completeness and quality tolerances specified in the review procedures.

    Subsequent to field operations, remaining incomplete or inconsistent information on the questionnaires was assigned using imputation procedures during the final automated edit of the collected data. Allocations, or computer assignments of acceptable data in place of unacceptable entries or blanks, were needed most often when an entry for a given item was lacking or when the information reported for a person or housing unit on that item was inconsistent with other information for that same person or housing unit. As in previous censuses, the general procedure for changing unacceptable entries was to assign an entry for a person or housing unit that was consistent with entries for persons or housing units with similar characteristics. The assignment of acceptable data in lace of blanks or unacceptable entries enhanced the usefulness of the data.

    Another way to make corrections during the computer editing process is substitution. Substitution is the assignment of a full set of characteristics for a person or housing unit. Because of the detailed field operations, substitution was not needed for the 2005 Census.

    Sampling error estimates

    Sampling Error is not applicable to full enumeration censuses.

    Data appraisal

    In any large-scale statistical operation, such as the 2005 Census of the Republic of Palau, human- and machine-related errors were anticipated. These errors are commonly referred to as nonsampling errors. Such errors include not enumerating every household or every person in the population, not obtaining all required information form the respondents, obtaining incorrect or inconsistent information, and recording information incorrectly. In addition, errors can occur during the field review of the enumerators' work, during clerical handling of the census questionnaires, or during the electronic processing of the questionnaires.

    To reduce various types of nonsampling errors, a number of techniques were implemented during the planning, data collection, and data processing activities. Quality assurance methods were used throughout the data collection and processing phases of the census to improve the quality of the data.

    Investigator(s): Bureau of Justice Statistics, Office of Juvenile Justice and Delinquency Prevention The Census of Public and Private Juvenile Detention, Correctional, and Shelter Facilities series (formerly called the Juvenile Detention and Correctional Facility Census series and also known as the Children in Custody (CIC) census) was originally designed and sponsored by the Department of Health, Education, and Welfare and the Bureau of Justice Statistics, and the later studies are sponsored by the Office of Juvenile Justice and Delinquency Prevention. The series is conducted by the United States Census Bureau. These data provide information on the population and characteristics of public (through 1984-1985) or public and private (1986-1987 and beyond) juvenile facilities in operation in the United States each February. Annual data for the previous calendar year are included as well. Residential programs and group homes were included in the census if they housed three or more residents, if at least 50 percent of the residents were juveniles, and if accused or adjudicated delinquents and status offenders were at least 1 percent of their average daily population. In California, however, all California Youth Authority Facilities were included in the census.     Description

    The 2020 Census Production Settings Demographic and Housing Characteristics (DHC) Approximate Monte Carlo (AMC) method seed Privacy Protected Microdata File (PPMF0) and PPMF replicates (PPMF1, PPMF2, ..., PPMF50) are a set of microdata files intended for use in estimating the magnitude of error(s) introduced by the 2020 Census Disclosure Avoidance System (DAS) into the 2020 Census Redistricting Data Summary File (P.L. 94-171), the Demographic and Housing Characteristics File, and the Demographic Profile.

    The PPMF0 was the source of the publicly released, official 2020 Census data products referenced above, and was created by executing the 2020 DAS TopDown Algorithm (TDA) using the confidential 2020 Census Edited File (CEF) as the initial input; the official location for the PPMF0 is on the United States Census Bureau FTP server, but we also include a copy of it here for convenience. The replicates were then created by executing the 2020 DAS TDA repeatedly with the PPMF0 as its initial input.

    Inspired by analogy to the use of bootstrap methods in non-private contexts, U.S. Census Bureau (USCB) researchers explored whether simple calculations based on comparing each PPMFi to the PPMF0 could be used to reliably estimate the scale of errors introduced by the 2020 DAS, and generally found this approach worked well.

    The PPMF0 and PPMFi files contained here are provided so that external researchers can estimate properties of DAS-introduced error without privileged access to internal USCB-curated data sets; further information on the estimation methodology can be found in Ashmead et. al 2024.

    The 2020 DHC AMC seed PPMF0 and PPMF replicates have been cleared for public dissemination by the USCB Disclosure Review Board (CBDRB-FY22-DSEP-004). The PPMF0 and PPMF replicates contain all Person and Units attributes necessary to produce the 2020 Census Redistricting Data Summary File (P.L. 94-171), the Demographic and Housing Characteristics File, and the Demographic Profile for both the United States and Puerto Rico, and include geographic detail down to the Census Block level. They do not include attributes specific to either the Detailed DHC-A or Detailed DHC-B products; in particular, data on Major Race (e.g., White Alone) is included, but data on Detailed Race (e.g., Cambodian) is not included in the PPMF0 and replicates.

    The 2010 Census Production Settings Redistricting Data (P.L. 94-171) Demonstration NoisyMeasurement File (2023-04-03) is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022] https://doi.org/10.1162/99608f92.529e3cb9 , and implemented in https://github.com/uscensusbureau/DAS_2020_Redistricting_Production_Code). The NMF was produced using the official “production settings,” the final set of algorithmic parameters and privacy-loss budget allocations, that were used to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File and the 2020 Census Demographic and Housing Characteristics File. The NMF consists of the full set of privacy-protected statistical queries (counts of individuals or housing units with particular combinations of characteristics) of confidential 2010 Census data relating to the redistricting data portion of the 2010 Demonstration Data Products Suite – Redistricting and Demographic and Housing Characteristics File – Production Settings (2023-04-03). These statistical queries, called “noisy measurements” were produced under the zero-Concentrated Differential Privacy framework (Bun, M. and Steinke, T [2016] https://arxiv.org/abs/1605.02065; see also Dwork C. and Roth, A. [2014] https://www.cis.upenn.edu/~aaroth/Papers/privacybook.pdf) implemented via the discrete Gaussian mechanism (Cannone C., et al., [2023] https://arxiv.org/abs/2004.00010), which added positive or negative integer-valued noise to each of the resulting counts. The noisy measurements are an intermediate stage of the TDA prior to the post-processing the TDA then performs to ensure internal and hierarchical consistency within the resulting tables. The Census Bureau has released these 2010 Census demonstration data to enable data users to evaluate the expected impact of disclosure avoidance variability on 2020 Census data. The 2010 Census Production Settings Redistricting Data (P.L.94-171) Demonstration Noisy Measurement File (2023-04-03) has been cleared for public dissemination by the Census Bureau Disclosure Review Board (CBDRB-FY22-DSEP-004). The data includes zero-Concentrated Differentially Private (zCDP) (Bun, M. and Steinke, T [2016]) noisy measurements, implemented via the discrete Gaussian mechanism. These are estimated counts of individuals and housing units included in the 2010 Census Edited File (CEF), which includes confidential data initially collected in the 2010 Census of Population and Housing. This pre-processing converted the 2010 CEF records into the input-file format, response codes, and tabulation categories used for the 2020 Census, which differ in substantive ways from the format, response codes, and tabulation categories originally used for the 2010 Census. The NMF provides estimates of counts of persons in the CEF by various characteristics and combinations of characteristics including their reported race and ethnicity, whether they were of voting age, whether they resided in a housing unit or one of 7 group quarters types, and their census block of residence after the addition of discrete Gaussian noise (with the scale parameter determined by the privacy-loss budget allocation for that particular query under zCDP). Noisy measurements of the counts of occupied and vacant housing units by census block are also included. Lastly, data on constraints—information into which no noise was infused by the Disclosure Avoidance System (DAS) and used by the TDA to post-process the noisy measurements into the 2010 Census Production Settings Privacy-Protected Microdata File - Redistricting (P.L. 94-171) and Demographic and Housing Characteristics File (2023-04-03) —are provided.

    The U.S. Census Bureau TIGER/Line® files in this data collection were originally distributed by the Inter-university Consortium for Political and Social Research (ICPSR) through its TIGER/Line file web site, which was decommissioned in 2018 (archived version: https://web.archive.org/web/20090924181858/http://www.icpsr.umich.edu/TIGER/index.html). There, users could download various versions of the U.S. Census Bureau's TIGER (Topologically Integrated Geographic Encoding and Referencing) database. The TIGER/Line files do not include demographic data, but they do contain geographic information that can be linked to the Census Bureau’s demographic data. Due to file number limitations in openICPSR, the original data collections have been bundled into single zip packages. A single TIGER_directory.txt file listing the original files and the original directory structure is included with the root directory. Documentation files are also included as standalone subdirectories in each collection so users do not need to download entire zip bundles to view documentation. The TIGER/Line data are stored in compressed format in subdirectories by state name. There is one TIGER/Line file (in a compressed format) for each county or county equivalent. The file names consist of TGR + the 2-digit state FIPS (Federal Information Processing Standards) code + the 3-digit county FIPS code (i.e. TGR01031.ZIP for Coffee County, Alabama). Each state folder contains individual county files.The individual county files include one file for each record type included for that county with the following name convention: tgr01031.rt1. The convention follows the order described above with each file having a suffix which includes 'rt' (record type) followed by its designation (in this case record type 1). Each county file also contains its own metadata record.If present, documentation files for the TIGER/Line data are stored in a directory named '0docs' which is located in the 'Parent Directory'. This directory appears at the top of the index of state subdirectories for each edition of the TIGER/Line files. The documentation includes a complete list of FIPS state and county codes.

    These data provide information on the population and characteristics of public and private juvenile facilities in operation in the United States on February 15, 1989. Annual data for the 1988 calendar year are included as well. Questions designed to categorize each facility were asked concerning the number of adults held, the juvenile majority's custodial authority, reason for custody, and access to the community, as well as the facility's security arrangements, capacity, age, plans for renovation, type of administration, and setting. Extensive data on the total juvenile residential population of each facility was also gathered. The total population is broken down by admission type, legal status, type of offense, race, and age. The collection also contains information on the population's movement and average length of stay, as well as each facility's average daily population, number and types of personnel, educational, treatment, and medical programs available, annual expenditures, court orders and consent decrees, number of juvenile deaths that year, and availability of juvenile records.

    Description

    This collection contains individual-level and 1-percent national sample data from the 1960 Census of Population and Housing conducted by the Census Bureau. It consists of a representative sample of the records from the 1960 sample questionnaires. The data are stored in 30 separate files, containing in total over two million records, organized by state. Some files contain the sampled records of several states while other files contain all or part of the sample for a single state. There are two types of records stored in the data files: one for households and one for persons. Each household record is followed by a variable number of person records, one for each of the household members. Data items in this collection include the individual responses to the basic social, demographic, and economic questions asked of the population in the 1960 Census of Population and Housing. Data are provided on household characteristics and features such as the number of persons in household, number of rooms and bedrooms, and the availability of hot and cold piped water, flush toilet, bathtub or shower, sewage disposal, and plumbing facilities. Additional information is provided on tenure, gross rent, year the housing structure was built, and value and location of the structure, as well as the presence of air conditioners, radio, telephone, and television in the house, and ownership of an automobile. Other demographic variables provide information on age, sex, marital status, race, place of birth, nationality, education, occupation, employment status, income, and veteran status.     Description

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2010 Census Participant Statistical Areas Program. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some States and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.

    The Integrated Public Use Microdata Series (IPUMS) Complete Count Data include more than 650 million individual-level and 7.5 million household-level records. The microdata are the result of collaboration between IPUMS and the nation’s two largest genealogical organizations—Ancestry.com and FamilySearch—and provides the largest and richest source of individual level and household data.

    Historic data are scarce and often only exists in aggregate tables. The key advantage of historic US census data is the availability of individual and household level characteristics that researchers can tabulate in ways that benefits their specific research questions. The data contain demographic variables, economic variables, migration variables and family variables. Within households, it is possible to create relational data as all relations between household members are known. For example, having data on the mother and her children in a household enables researchers to calculate the mother’s age at birth. Another advantage of the Complete Count data is the possibility to follow individuals over time using a historical identifier.

    In sum: the historic US census data are a unique source for research on social and economic change and can provide population health researchers with information about social and economic determinants.Historic data are scarce and often only exists in aggregate tables.     The historic US 1910 census data was collected in April 1910. Enumerators collected data traveling to households and counting the residents who regularly slept at the household. Individuals lacking permanent housing were counted as residents of the place where they were when the data was collected. Household members absent on the day of data collected were either listed to the household with the help of other household members or were scheduled for the last census subdivision.

    This dataset was created on 2020-01-10 23:47:27.924 by merging multiple datasets together. The source datasets for this version were:

    IPUMS 1910 households: The Integrated Public Use Microdata Series (IPUMS) Complete Count Data are historic individual and household census records and are a unique source for research on social and economic change.

    IPUMS 1910 persons: This dataset includes all individuals from the 1910 US census.

    The Census Summary Files contain detailed tables on responses to the decennial census. Data tables in Summary File 1 provide information on population and housing characteristics, including cross-tabulations of age, sex, households, families, relationship to householder, housing units, detailed race and Hispanic or Latino origin groups, and group quarters for the total population. Summary File 2 contains data tables on population and housing characteristics as reported by housing unit.

    Researchers at NYU Langone Health can find guidance for the use and analysis of Census Bureau data on the Population Health Data Hub (listed under "Other Resources"), which is accessible only through the intranet portal with a valid Kerberos ID (KID).

    This data collection contains detailed county and state-level ecological and descriptive data for the United States for the years 1790 to 2002. Parts 1-43 are an update to HISTORICAL, DEMOGRAPHIC, ECONOMIC, AND SOCIAL DATA: THE UNITED STATES, 1790-1970 (ICPSR 0003). Parts 1-41 contain data from the 1790-1970 censuses. They include extensive information about the social and political character of the United States, including a breakdown of population by state, race, nationality, number of families, size of the family, births, deaths, marriages, occupation, religion, and general economic condition. Parts 42 and 43 contain data from the 1840 and 1870 Censuses of Manufacturing, respectively. These files include information about the number of persons employed in various industries and the quantities of different types of manufactured products. Parts 44-50 provide county-level data from the United States Census of Agriculture for 1840 to 1900. They also include the state and national totals for the variables. The files provide data about the number, types, and prices of various agricultural products. Parts 51-57 contain data on religious bodies and church membership for 1906, 1916, 1926, 1936, and 1952, respectively. Parts 58-69 consist of data from the CITY DATA BOOKS for 1944, 1948, 1952, 1956, 1962, 1967, 1972, 1977, 1983, 1988, 1994, and 2000, respectively. These files include information about population, employment, housing, agriculture, manufacturing, retail, services, trade, banking, Social Security, local governments, school enrollment, hospitals, crime, and income. Parts 82-84 contain data from USA COUNTIES 1998. Due to the large number of variables from this source, the data were divided into into three separate data files. Data include information on population, vital statistics, school enrollment, educational attainment, Social Security, labor force, personal income, poverty, housing, trade, farms, ancestry, commercial banks, and transfer payments. Parts 85-106 provide data from the United States Census of Agriculture for 1910 to 2002. They provide data about the amount, types, and prices of various agricultural products.     The 2020 Census Demographic and Housing Characteristics Noisy Measurement File is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022], and implemented in DAS_2020_DHC_Production_Code/das_decennial/programs/engine/primitives.py at main uscensusbureau/DAS_2020_DHC_Production_Code (github.com) The 2020 Census Demographic and Housing Characteristics Noisy Measurement File includes zero-Concentrated Differentially Private (zCDP) (Bun, M. and Steinke, T [2016]) noisy measurements, implemented via the discrete Gaussian mechanism (Cannone C., et al., [2023] ), which added positive or negative integer-valued noise to each of the resulting counts. These are estimated counts of individuals and housing units included in the 2020 Census Edited File (CEF), which includes confidential data collected in the 2020 Census of Population and Housing. The noisy measurements included in this file were subsequently post-processed by the TopDown Algorithm (TDA) to produce the Census Demographic and Housing Characteristics Summary File. In addition to the noisy measurements, constraints based on invariant calculations --- counts computed without noise --- are also included (with the exception of the state-level total populations, which can be sourced separately from data.census.gov). The Noisy Measurement File was produced using the official "production settings," the final set of algorithmic parameters and privacy-loss budget allocations that were used to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File and the 2020 Census Demographic and Housing Characteristics File. The noisy measurements are produced in an early stage of the TDA. Afterward, these noisy measurements are post-processed to ensure internal and hierarchical consistency within the resulting tables. The Census Bureau has released these noisy measurements to enable data users to evaluate the impact of disclosure avoidance variability on 2020 Census data. The 2020 Census Demographic and Housing Characteristics (DHC) Noisy Measurement File has been cleared for public dissemination by the Census Bureau Disclosure Review Board (CBDRB-FY22-DSEP-004). These data are available for download (i.e. not restricted access). Due to their size, they must be downloaded through the link on this metadata page and not through the standard ICPSR download. The link will take you to the Globus site where these data are housed. A README file is located in the Globus repository. Please refer to that for pertinent information.     Context

    There are a number of Kaggle datasets that provide spatial data around New York City. For many of these, it may be quite interesting to relate the data to the demographic and economic characteristics of nearby neighborhoods. I hope this data set will allow for making these comparisons without too much difficulty.

    Exploring the data and making maps could be quite interesting as well.

    Content

    This dataset contains two CSV files:

    1. nyc_census_tracts.csv

      This file contains a selection of census data taken from the ACS DP03 and DP05 tables. Things like total population, racial/ethnic demographic information, employment and commuting characteristics, and more are contained here. There is a great deal of additional data in the raw tables retrieved from the US Census Bureau website, so I could easily add more fields if there is enough interest.

      I obtained data for individual census tracts, which typically contain several thousand residents.

    2. census_block_loc.csv

      For this file, I used an online FCC census block lookup tool to retrieve the census block code for a 200 x 200 grid containing New York City and a bit of the surrounding area. This file contains the coordinates and associated census block codes along
      with the state and county names to make things a bit more readable to users.

      Each census tract is split into a number of blocks, so one must extract the census tract code from the block code.

    USE geoid TO JOIN DATA DOWNLOADED FROM DATA.CENSUS.GOV The TIGER/Line Shapefiles are extracts of selected geographic and cartographic information from the Census Bureau's Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System (MTS). The TIGER/Line Shapefiles contain a standard geographic identifier (GEOID) for each entity that links to the GEOID in the data from censuses and surveys. The TIGER/Line Shapefiles do not include demographic data from surveys and censuses (e.g., Decennial Census, Economic Census, American Community Survey, and the Population Estimates Program). Other, non-census, data often have this standard geographic identifier as well. Data from many of the Census Bureau’s surveys and censuses, including the geographic codes needed to join to the TIGER/Line Shapefiles, are available at the Census Bureau’s public data dissemination website (https://data.census.gov/). The primary legal divisions of most states are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no counties, the equivalent entities are the organized boroughs, city and boroughs, municipalities, and census areas; the latter of which are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. Additionally, the Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: municipios in Puerto Rico, districts and islands in American Samoa, municipalities in the Commonwealth of the Northern Mariana Islands, and islands in the U.S. Virgin Islands. In four states (Maryland, Missouri, Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and, thus, constitute primary divisions of their states. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data presentation in decennial censuses. All of the counties in Connecticut and Rhode Island and nine counties in Massachusetts were dissolved as functioning governmental entities; however, the Census Bureau continues to present data for these historical entities in order to provide comparable geographic units at the county level of the geographic hierarchy for these states and represents them as nonfunctioning legal entities in data products. Each county or statistically equivalent entity is assigned a three-character numeric Federal Information Processing Series (FIPS) code based on alphabetical sequence that is unique within state, and an eight-digit National Standard (NS) code. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. When first delineated, census tracts were designed to be homogeneous with respect to population characteristics, economic status, and living conditions. The spatial size of census tracts varies widely depending on the density of settlement. Physical changes in street patterns caused by highway construction, new development, and so forth, may require boundary revisions. In addition, census tracts occasionally are split due to population growth, or combined as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow legal boundaries such as minor civil division (MCD) or incorporated place boundaries in some States and situations to allow for census tract-to-governmental unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area.

Description

The Bureau of Justice Statistics' (BJS) 2007 Census of Public Defender Offices (CPDO) collected data from public defender offices located across 49 states and the District of Columbia. Public defender offices are one of three methods through which states and localities ensure that indigent defendants are granted the Sixth and Fourteenth Amendment right to counsel. (In addition to defender offices, indigent defense services may also be provided by court-assigned private counsel or by a contract system in which private attorneys contractually agree to take on a specified number of indigent defendants or indigent defense cases.) Public defender offices have a salaried staff of full- or part-time attorneys who represent indigent defendants and are employed as direct government employees or through a public, nonprofit organization. Public defenders play an important role in the United States criminal justice system. Data from prior BJS surveys on indigent defense representation indicate that most criminal defendants rely on some form of publicly provided defense counsel, primarily public defenders. Although the United States Supreme Court has mandated that the states provide counsel for indigent persons accused of crime, documentation on the nature and provision of these services has not been readily available. States have devised various systems, rules of organization, and funding mechanisms for indigent defense programs. While the operation and funding of public defender offices varies across states, public defender offices can be generally classified as being part of either a state program or a county-based system. The 22 state public defender programs functioned entirely under the direction of a central administrative office that funded and administered all the public defender offices in the state. For the 28 states with county-based offices, indigent defense services were administered at the county or local jurisdictional level and funded principally by the county or through a combination of county and state funds. The CPDO collected data from both state- and county-based offices. All public defender offices that were principally funded by state or local governments and provided general criminal defense services, conflict services, or capital case representation were within the scope of the study. Federal public defender offices and offices that provided primarily contract or assigned counsel services with private attorneys were excluded from the data collection. In addition, public defender offices that were principally funded by a tribal government, or provided primarily appellate or juvenile services were outside the scope of the project and were also excluded. The CPDO gathered information on public defender office staffing, expenditures, attorney training, standards and guidelines, and caseloads, including the number and type of cases received by the offices. The data collected by the CPDO can be compared to and analyzed against many of the existing national standards for the provision of indigent defense services.
