The Labour Force Survey provides estimates of employment and unemployment which are among the timeliest and important measures of performance of the Canadian economy. The LFS estimates are the first of the major monthly economic data series to be released. The Canadian Labour Force Survey was developed following the Second World War to satisfy a need for reliable and timely data on the labour market. Information was urgently required on the massive labour market changes involved in the transition from a war to a peace-time economy. The main objective of the LFS is to divide the working-age population into three mutually exclusive classifications - employed, unemployed, and not in the labour force - and to provide descriptive and explanatory data on each of these. LFS data are used to produce the well-known unemployment rate as well as other standard labour market indicators such as the employment rate and the participation rate. The LFS also provides employment estimates by industry, occupation, public and private sector, hours worked and much more, all cross-classifiable by a variety of demographic characteristics. Estimates are produced for Canada, the provinces, the territories and a large number of sub-provincial regions. For employees, wage rates, union status, job permanency and workplace size are also produced. These data are used by different levels of government for evaluation and planning of employment programs in Canada. Regional unemployment rates are used by Employment and Social Development Canada to determine eligibility, level and duration of insurance benefits for persons living within a particular employment insurance region. The data are also used by labour market analysts, economists, consultants, planners, forecasters and academics in both the private and public sector. This public use microdata file contains non-aggregated data for a wide variety of variables collected from the Labour Force Survey (LFS). It contains both personal characteristics for all individuals in the household and detailed labour force characteristics for household members 15 years of age and over. The personal characteristics include age, sex, marital status, educational attainment, and family characteristics. Detailed labour force characteristics include employment information such as class of worker, usual and actual hours of work, employee hourly and weekly wages, industry and occupation of current or most recent job, public and private sector, union status, paid or unpaid overtime hours, job permanency, hours of work lost, job tenure, and unemployment information such as duration of unemployment, methods of job search and type of job sought. Labour force characteristics are also available for students during the school year and during the summer months as well as school attendance whether full or part-time and the type of institution.LFS revisions: Labour force surveys are revised on a periodic basis. The most recent revisions took place in 2025. As of January 2025, LFS microdata and estimates have been adjusted to reflect population counts from the 2021 Census, with revisions going back to 2011. Additionally, several changes were made to key variables on the PUMFs: Survey weights (FINALWT) have been updated to use 2021 Census population control totals. Sub-provincial geography (CMA) has been updated to the 2021 Standard Geographical Classification (SGC) boundaries. All industry data (NAICS_21) was revised to use the latest standard, North American Industry Classification System (NAICS) 2022. Coding enhancements were applied to improve longitudinal consistency of detailed National Occupational Classification data (NOC_10 and NOC_43). Data were revised to use the gender of person instead of sex (GENDER).

Instrument design The current LFS questionnaire was introduced in 1997. At that time, significant changes were made to the questionnaire in order to address existing data gaps, improve data quality and make more use of the power of Computer Assisted Interviewing (CAI). The changes incorporated included the addition of many new questions. For example, questions were added to collect information about wage rates, union status, job permanency and workplace size for the main job of currently employed employees. Other additions included new questions to collect information about hirings and separations, and expanded response category lists that split existing codes into more detailed categories. Sampling This is a sample survey with a cross-sectional design. Data sources Responding to this survey is mandatory. Data are collected directly from survey respondents. Data collection for the LFS is carried out each month during the week following the LFS reference week. The reference week is normally the week containing the 15th day of the month. LFS interviews are conducted by telephone by interviewers working out of a regional office CATI (Computer Assisted Telephone Interviews) site or by personal visit from a field interviewer. Since 2004, dwellings new to the sample in urban areas are contacted by telephone if the telephone number is available from administrative files, otherwise the dwelling is contacted by a field interviewer. The interviewer first obtains socio-demographic information for each household member and then obtains labour force information for all members aged 15 and over who are not members of the regular armed forces. The majority of subsequent interviews are conducted by telephone. In subsequent monthly interviews the interviewer confirms the socio-demographic information collected in the first month and collects the labour force information for the current month. Persons aged 70 and over are not asked the labour force questions in subsequent interviews, but rather their labour force information is carried over from their first interview. In each dwelling, information about all household members is usually obtained from one knowledgeable household member. Such 'proxy' reporting, which accounts for approximately 65% of the information collected, is used to avoid the high cost and extended time requirements that would be involved in repeat visits or calls necessary to obtain information directly from each respondent. Error detection The LFS CAI questionnaire incorporates many features that serve to maximize the quality of the data collected. There are many edits built into the CAI questionnaire to compare the entered data against unusual values, as well as to check for logical inconsistencies. Whenever an edit fails, the interviewer is prompted to correct the information (with the help of the respondent when necessary). For most edit failures the interviewer has the ability to override the edit failure if they cannot resolve the apparent discrepancy. As well, for most questions the interviewer has the ability to enter a response of Don't Know or Refused if the respondent does not answer the question. Once the data is received back at head office an extensive series of processing steps is undertaken to thoroughly verify each record received. This includes the coding of industry and occupation information and the review of interviewer entered notes. The editing and imputation phases of processing involve the identification of logically inconsistent or missing information items, and the correction of such conditions. Since the true value of each entry on the questionnaire is not known, the identification of errors can be done only through recognition of obvious inconsistencies (for example, a 15 year-old respondent who is recorded as having last worked in 1940). Estimation The final step in the processing of LFS data is the assignment of a weight to each individual record. This process involves several steps. Each record has an initial weight that corresponds to the inverse of the probability of selection. Adjustments are made to this weight to account for non-response that cannot be handled through imputation. In the final weighting step all of the record weights are adjusted so that the aggregate totals will match with independently derived population estimates for various age-sex groups by province and major sub-provincial areas. One feature of the LFS weighting process is that all individuals within a dwelling are assigned the same weight. In January 2000, the LFS introduced a new estimation method called Regression Composite Estimation. This new method was used to re-base all historical LFS data. It is described in the research paper ""Improvements to the Labour Force Survey (LFS)"", Catalogue no. 71F0031X. Additional improvements are introduced over time; they are described in different issues of the same publication. Data accuracy Since the LFS is a sample survey, all LFS estimates are subject to both sampling error and non-sampling errors. Non-sampling errors can arise at any stage of the collection and processing of the survey data. These include coverage errors, non-response errors, response errors, interviewer errors, coding errors and other types of processing errors. Non-response to the LFS tends to average about 10% of eligible households. Interviews are instructed to make all reasonable attempts to obtain LFS interviews with members of eligible households. Each month, after all attempts to obtain interviews have been made, a small number of non-responding households remain. For households non-responding to the LFS, a weight adjustment is applied to account for non-responding households. Sampling errors associated with survey estimates are measured using coefficients of variation for LFS estimates as a function of the size of the estimate and the geographic area.

Catch, effort, location (latitude and longitude), and associated biological data from groundfish multi-species longline surveys in the southern portion of the inlets and protected waters east of Vancouver Island, British Columbia. Introduction The Inside South Hard Bottom Longline (HBLL) survey is one of a set of long-term and coordinated surveys that together cover most of the nearshore, hard-bottom habitat of coastal British Columbia. The other surveys are the Inside North HBLL survey, Outside South HBLL survey, and Outside North HBLL survey. The Inside South HBLL survey was first conducted in 2005. Starting in 2009, this survey has been repeated every second year, with the exception that no surveys were conducted in 2017, and the 2020 survey was postponed to 2021 due to the COVID-19 pandemic. The objective of these surveys is to provide fishery-independent abundance indices and associated biological data for the assessment of nearshore rockfishes and other groundfish species that live on untrawlable, hard bottom habitats. The surveys follow a random depth-stratified design and the sampling units are 2 km by 2 km blocks. The surveys use size 13/0 circle hooks, baited with frozen squid. The Inside South HBLL Survey is conducted by Fisheries and Oceans Canada (DFO) and takes place on the Canadian Coast Guard Research Vessel Neocaligus. This survey covers the southern portion of the inlets and protected waters east of Vancouver Island, including Desolation Sound, the Strait of Georgia and southern Gulf Islands in Pacific Fishery Management areas (PFMAs) 14 – 20, 28, and 29. Effort This table contains information about the survey trips and fishing events (sets) that are part of this survey series. Trip-level information includes the year the survey took place, a unique trip identifier, the vessel that conducted the survey and the trip start and end dates (the dates the vessel was away from the dock conducting the survey). Set-level information includes the date, time, location and depth that fishing took place, soak time, hook spacing, and numbers of hooks counted. All successful fishing events are included, regardless of what was caught. Catch This table contains the catch information from successful fishing events. Catches are identified to species or to the lowest taxonomic level possible. From 2005 to 2018, all catches are counted, and most catches are weighed; some catches are too small (“trace” amounts) or too large (e.g. very large Big Skate) to weigh. From 2020 onwards, catches are recorded as counts only. The unique trip identifier and set number are included so that catches can be related to the fishing event information (including capture location). Biology This table contains the available biological data for catches which were sampled. Data may include any or all of length, sex, weight, age. Different length types are measured depending on the species. Age structures are collected when possible for species where validated aging methods exist and are archived until required for an assessment; therefore, all existing structures have not been aged at this time. Tissue samples (usually a fin clip) may be collected for genetic (DNA) analysis for some individuals of particular species. Genetic samples may be archived until required for analysis; for more information please see the data contacts. The unique trip identifier and set number are included so that samples can be related to the fishing event and catch information.

Between July–August 2021, a User Experience (UX) Survey was conducted to gather feedback on the process of submitting an Access to Information (ATI) request for government records. The survey was comprised of 4 sections, with a total of 32 questions , organized as follows: 1. Submitting a request (Q1-Q11) 2. Contact with an ATIP Officer (Q12-Q18) 3. Proactive Publication (Q19-Q24) 4. Demographic information (Q25-Q31) The questions and the distribution of responses can be found below. Please note: • Some survey questions were mandatory and others were optional, impacting the total number of responses received per question. • Similarly, some questions allowed for respondents to select all options that applied, which increased the number of total responses received for a question. • Each of these instances have been noted below. The survey had 294 respondents. 13% (39 respondents) indicated that they had never submitted an ATI request. Given this was a user experience survey, the survey ends there for those respondents. On average, respondents who had submitted an ATI request indicated having submitted 3 requests overall and 2 in the last 2 years. 62 respondents who had submitted a request indicated having encountered difficulties finding out how to make the request. When asked what difficulties they encountered, most respondents indicated issues with the ATI process itself and not the platform. Results of the survey are aligned with what we have heard through public engagement. Key themes include: • Expanding the right of access • Increasing the amount of information released • Reducing delays • Strengthening proactive disclosure • Improving the capacity of the access to information system

Reader's Note: This publication presents results of an online public opinion survey completed by a sample of Canadians who received an invitation through email, Facebook and Twitter (called "open link" sample; see method for more details). This survey mirrored a survey conducted with a representative sample of Canadians, the results of which are available at Research on Justice issues. In general, respondents were not supportive of the current MMP regime and preferred a more individualized approach to sentencing. Compared to the representative sample of Canadians, respondents to the open link survey were more knowledgeable of MMPs, more supportive of full discretion for judges in sentencing, and less supportive of MMPs.

Information was urgently required on the massive labour market changes involved in the transition from a war to a peace-time economy. The main objective of the LFS is to divide the working-age population into three mutually exclusive classifications - employed, unemployed, and not in the labour force - and to provide descriptive and explanatory data on each of these. Target population The LFS covers the civilian, non-institutionalized population 15 years of age and over. It is conducted nationwide, in both the provinces and the territories. Excluded from the survey's coverage are: persons living on reserves and other Aboriginal settlements in the provinces; full-time members of the Canadian Armed Forces and the institutionalized population. These groups together represent an exclusion of less than 2% of the Canadian population aged 15 and over. National Labour Force Survey estimates are derived using the results of the LFS in the provinces. Territorial LFS results are not included in the national estimates, but are published separately. Documentation – Labour Force Survey Instrument design The current LFS questionnaire was introduced in 1997. At that time, significant changes were made to the questionnaire in order to address existing data gaps, improve data quality and make more use of the power of Computer Assisted Interviewing (CAI). The changes incorporated included the addition of many new questions. For example, questions were added to collect information about wage rates, union status, job permanency and workplace size for the main job of currently employed employees. Other additions included new questions to collect information about hirings and separations, and expanded response category lists that split existing codes into more detailed categories. Sampling This is a sample survey with a cross-sectional design. Data sources Responding to this survey is mandatory. Data are collected directly from survey respondents. Data collection for the LFS is carried out each month during the week following the LFS reference week. The reference week is normally the week containing the 15th day of the month. LFS interviews are conducted by telephone by interviewers working out of a regional office CATI (Computer Assisted Telephone Interviews) site or by personal visit from a field interviewer. Since 2004, dwellings new to the sample in urban areas are contacted by telephone if the telephone number is available from administrative files, otherwise the dwelling is contacted by a field interviewer. The interviewer first obtains socio-demographic information for each household member and then obtains labour force information for all members aged 15 and over who are not members of the regular armed forces. The majority of subsequent interviews are conducted by telephone. In subsequent monthly interviews the interviewer confirms the socio-demographic information collected in the first month and collects the labour force information for the current month. Persons aged 70 and over are not asked the labour force questions in subsequent interviews, but rather their labour force information is carried over from their first interview. In each dwelling, information about all household members is usually obtained from one knowledgeable household member. Such 'proxy' reporting, which accounts for approximately 65% of the information collected, is used to avoid the high cost and extended time requirements that would be involved in repeat visits or calls necessary to obtain information directly from each respondent. Error detection The LFS CAI questionnaire incorporates many features that serve to maximize the quality of the data collected. There are many edits built into the CAI questionnaire to compare the entered data against unusual values, as well as to check for logical inconsistencies. Whenever an edit fails, the interviewer is prompted to correct the information (with the help of the respondent when necessary). For most edit failures the interviewer has the ability to override the edit failure if they cannot resolve the apparent discrepancy. As well, for most questions the interviewer has the ability to enter a response of Don't Know or Refused if the respondent does not answer the question. Once the data is received back at head office an extensive series of processing steps is undertaken to thoroughly verify each record received. This includes the coding of industry and occupation information and the review of interviewer entered notes. The editing and imputation phases of processing involve the identification of logically inconsistent or missing information items, and the correction of such conditions. Since the true value of each entry on the questionnaire is not known, the identification of errors can be done only through recognition of obvious inconsistencies (for example, a 15 year-old respondent who is recorded as having last worked in 1940). Estimation The final step in the processing of LFS data is the assignment of a weight to each individual record. This process involves several steps. Each record has an initial weight that corresponds to the inverse of the probability of selection. Adjustments are made to this weight to account for non-response that cannot be handled through imputation. In the final weighting step all of the record weights are adjusted so that the aggregate totals will match with independently derived population estimates for various age-sex groups by province and major sub-provincial areas. One feature of the LFS weighting process is that all individuals within a dwelling are assigned the same weight. In January 2000, the LFS introduced a new estimation method called Regression Composite Estimation. This new method was used to re-base all historical LFS data. It is described in the research paper ""Improvements to the Labour Force Survey (LFS)"", Catalogue no. 71F0031X. Additional improvements are introduced over time; they are described in different issues of the same publication. Data accuracy Since the LFS is a sample survey, all LFS estimates are subject to both sampling error and non-sampling errors. Non-sampling errors can arise at any stage of the collection and processing of the survey data. These include coverage errors, non-response errors, response errors, interviewer errors, coding errors and other types of processing errors. Non-response to the LFS tends to average about 10% of eligible households. Interviews are instructed to make all reasonable attempts to obtain LFS interviews with members of eligible households. Each month, after all attempts to obtain interviews have been made, a small number of non-responding households remain. For households non-responding to the LFS, a weight adjustment is applied to account for non-responding households. Sampling errors associated with survey estimates are measured using coefficients of variation for LFS estimates as a function of the size of the estimate and the geographic area.

The Labour Force Survey provides estimates of employment and unemployment which are among the timeliest and important measures of performance of the Canadian economy. The LFS estimates are the first of the major monthly economic data series to be released. The Canadian Labour Force Survey was developed following the Second World War to satisfy a need for reliable and timely data on the labour market. Information was urgently required on the massive labour market changes involved in the transition from a war to a peace-time economy. The main objective of the LFS is to divide the working-age population into three mutually exclusive classifications - employed, unemployed, and not in the labour force - and to provide descriptive and explanatory data on each of these. LFS data are used to produce the well-known unemployment rate as well as other standard labour market indicators such as the employment rate and the participation rate. The LFS also provides employment estimates by industry, occupation, public and private sector, hours worked and much more, all cross-classifiable by a variety of demographic characteristics. Estimates are produced for Canada, the provinces, the territories and a large number of sub-provincial regions. For employees, wage rates, union status, job permanency and workplace size are also produced. These data are used by different levels of government for evaluation and planning of employment programs in Canada. Regional unemployment rates are used by Employment and Social Development Canada to determine eligibility, level and duration of insurance benefits for persons living within a particular employment insurance region. The data are also used by labour market analysts, economists, consultants, planners, forecasters and academics in both the private and public sector. This public use microdata file contains non-aggregated data for a wide variety of variables collected from the Labour Force Survey (LFS). It contains both personal characteristics for all individuals in the household and detailed labour force characteristics for household members 15 years of age and over. The personal characteristics include age, sex, marital status, educational attainment, and family characteristics. Detailed labour force characteristics include employment information such as class of worker, usual and actual hours of work, employee hourly and weekly wages, industry and occupation of current or most recent job, public and private sector, union status, paid or unpaid overtime hours, job permanency, hours of work lost, job tenure, and unemployment information such as duration of unemployment, methods of job search and type of job sought. Labour force characteristics are also available for students during the school year and during the summer months as well as school attendance whether full or part-time and the type of institution.LFS revisions: Labour force surveys are revised on a periodic basis. The most recent revisions took place in 2025. As of January 2025, LFS microdata and estimates have been adjusted to reflect population counts from the 2021 Census, with revisions going back to 2011. Additionally, several changes were made to key variables on the PUMFs: Survey weights (FINALWT) have been updated to use 2021 Census population control totals. Sub-provincial geography (CMA) has been updated to the 2021 Standard Geographical Classification (SGC) boundaries. All industry data (NAICS_21) was revised to use the latest standard, North American Industry Classification System (NAICS) 2022. Coding enhancements were applied to improve longitudinal consistency of detailed National Occupational Classification data (NOC_10 and NOC_43). Data were revised to use the gender of person instead of sex (GENDER).
