In the fiscal year of 2021, around 71 of the refugees that arrived in the United States were 75 years old or over. In that same year, 1,519 refugee arrivals were between the ages of five and nine years old. The total number of refugee arrivals that year amounted to 11,454.

Context

A refugee is a person outside his or her country of nationality who is unable or unwilling to return to his or her country of nationality because of persecution or a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion. An asylee is a person who meets the definition of refugee and is already present in the United States or is seeking admission at a port of entry. Refugees are required to apply for lawful permanent resident (“green card”) status one year after being admitted, and asylees may apply for green card status one year after being granted asylum.

The Office of Immigration Statistics (OIS) Annual Flow Reports on refugees and asylees contain information obtained from the Worldwide Refugee Admissions Processing System (WRAPS) of the Bureau of Population, Refugees, and Migration of the US Department of State on the numbers and demographic profiles of persons admitted to the United States as refugees and those granted asylum status during a given fiscal year.

Since the 1980s, the Office of Refugee Resettlement 1 has conducted the Annual Survey of Refugees (ASR), which collects information on refugees during their first five years after arrival in the U.S. The ASR is the only scientifically collected source of national data on refugees’ progress toward self-sufficiency and integration. ORR uses the ASR results alongside other information sources to fulfill its Congressionally mandated reporting requirement following the Refugee Act of 1980. In the spring of 2023, ORR completed its 56th Annual Survey of Refugees (ASR). The data from the ASR offer a window into respondents’ first five years in the United States and show the progress that refugee families made towards learning English, participating in the workforce, and establishing permanent residence. This public use data deposit is only for the 2022 ASR with future years likely to be added to the ICPSR archive.[1] The Office of Refugee Resettlement (ORR) at the Administration for Children and Families in the U.S. Department of Health and Human Services (HHS) serves refugees and other humanitarian entrants, including asylees, Cuban and Haitian entrants, Special Immigrant Visa holders, Amerasians, victims of human trafficking, and unaccompanied children. By providing these arrived populations with critical resources, ORR promotes their economic and social well-being. Of these populations, the Annual Survey of Refugees focuses solely on refugees who have come to the U.S. in the past five fiscal years.

In Fiscal Year 2022, about 7,810 refugees arrived in the United States from the Democratic Republic of Congo making it the greatest source of refugees for the U.S. The total number of refugee arrivals in the U.S. amounted to 25,465 during the same FY.

Addressing consistency in the application of the law, former Attorney General Robert Jackson told Congress in 1940: "It is obviously repugnant to one's sense of justice that the judgment meted out . . . should depend in large part on a purely fortuitous circumstance; namely the personality of the particular judge before whom the case happens to come for disposition." Yet in asylum cases, which can spell the difference between life and death, the outcome apparently depends in large measure on which government official decides the claim. In many cases, the most important moment in an asylum case is the instant in which a clerk randomly assigns an application to a particular asylum officer or immigration judge. This study analyzes databases of decisions from all four levels of the asylum adjudication process: 133,000 decisions involving nationals from eleven key countries rendered by 884 asylum officers over a seven-year period; 140,000 decisions of 225 immigration judges over a four-and-a-half-year period; 126,000 decisions of the Board of Immigration Appeals over a six-year period; and 4215 decisions of the U.S. courts of appeals during 2004 and 2005. The analysis reveals amazing disparities in grant rates, even when different adjudicators in the same office each considered large numbers of applications from nationals of the same country. For example, in one regional asylum office, 60% of the officers decided in favor of Chinese applicants at rates that deviated by more than 50% from that region's mean grant rate for Chinese applicants, with some officers granting asylum to no Chinese nationals, while other officers granted asylum in as many as 68% of their cases. Similarly, Colomb ian asylum applicants whose cases were adjudicated in the federal immigration court in Miami had a 5% chance of prevailing with one of that court's judges and an 88% chance of prevailing before another judge in the same building. Half of the Miami judges deviated by more than 50% from the court's mean grant rate for Colombian cases. Using cross-tabulations based on public biographies, the paper also explores correlations between sociological characteristics of individual immigration judges and their grant rates. The cross-tabulations show that the chance of winning asylum was strongly affected not only by the random assignment of a case to a particular immigration judge, but also in very large measure by the quality of an applicant's legal representation, by the gender of the immigration judge, and by the immigrati on judge's work experience prior to appointment. In their conclusion, the authors do not recommend enforced quota systems for asylum adjudicators, but they do make recommendations for more comprehensive training, more effective and independent appellate review, and other reforms that would further professionalize the adjudication system.

In July 2024, the United States accepted 34 refugees from Ukraine. In fiscal year 2022 - which ended September 30, 2022 - the U.S. accepted a total of 1,610 Ukrainian refugees. The most Ukrainian refugees arrived in February 2022, the same month that Ukraine was invaded by Russia.In April 2022, the United States committed itself to welcoming 100,000 Ukrainian citizens and others fleeing Russian aggression in the region, but has so far only accepted 2,402 since the Russian invasion in February last year.

Since the 1950s, the number of forcibly displaced persons recognized by the United Nations has increased drastically; from around 2.1 million international refugees in 1951 to almost 123 million displaced persons in total in 2023. Annual figures are not reflective of the actual number of forcibly displaced people in the world, but rather the number of people identified as such by the UN. Preliminary figures for 2024 show that this figure may now reach the 125 million mark, with major new crises in Sudan and Palestine sending this figure higher, after the Russia-Ukraine War pushed this figure past 100 million people for the first time in 2022. UNHCR The United Nations High Commissioner for Refugees (UNHCR) was founded in 1950 to deal with the large number of displaced persons in Europe in the aftermath of the Second World War. Since then, the scale and geographical scope of its operations has broadened significantly, as it works to provide humanitarian aid, logistical support, and long-term solutions to crises across the globe. The UNHCR played an instrumental role in facilitating or limiting the impact of many decolonization movements across Africa and Asia in the late 20th century, and, in recent decades, it has provided much-needed assistance in conflict areas, such as the Balkans in the 1990s, Afghanistan since the 2000s, and more recently in Syria and Yemen. Long-term crises Persistent instability in Sub-Saharan Africa has also been a major area of focus throughout the UNHCR's history, as economic and structural underdevelopment, alongside conflict and political instability, has created several refugee crises that are now in their fourth decade. While countries such as Colombia, Germany, and Turkey have, to varying degrees, successfully managed refugee crises in recent years, the economies of most countries in Sub-Saharan Africa are not equipped to do so. Displacement has placed a great strain on several regions' already-struggling resources, and these are now also being affected by climate change. Countries such as Kenya, Sudan, and Uganda are home to camps or camp networks that house several hundred thousand refugees, with some of the largest in Kenya being established in the early 1990s.

Worldwide, the United States registered the highest number of new asylum seekers in 2023, reaching nearly 1.2 million applications. Most of the asylum seekers in the U.S. came from Latin American countries, most notably Venezuela and Colombia. Moreover, hundreds of thousands have fled the civil war in Sudan, which explains the high number of asylum seekers in Chad that year. In addition, temporary protection was the most common form of asylum granted.

The number of people from Haiti applying for asylum in Haiti has increased rapidly since 2021, reaching over 28,000 in 2023 and halfway through 2024. Haiti has been plagued by gang-violence over the past few years, with 85 percent of the capital Port-au-Prince reportedly controlled by gangs.
