    Description

    Abstract

    This dataset and its metadata statement were supplied to the Bioregional Assessment Programme by a third party and are presented here as originally supplied.

    This product, Australian Statistical Geography Standard (ASGS) Volume 1 - Main Structure and Greater Capital City Statistical Areas (cat no. 1270.0.55.001), is the first in a series of Volumes that will detail the various structures and regions of the ASGS. Its purpose is to outline the conceptual basis of the regions of the Main Structure and the Greater Capital City Statistical Areas and their relationship to each other.

    Volume 2 - Indigenous Structure (cat no. 1270.0.55.002), is the second in a series of Volumes that detail the various structures and regions of the ASGS. Its purpose is to outline the conceptual basis for the design of the Indigenous Structure. This product contains several elements including the manual, region names and codes and the digital boundaries.

    The Non-ABS Structures bring together those regions which are not defined by the ABS, but which are important to users of ABS statistics. ABS is committed to providing a range of statistics for these areas. They generally represent administrative regions and are approximated by Mesh Blocks (MBs), Statistical Areas Level 1 (SA1) or Statistical Areas Level 2 (SA2). As the Non-ABS Structures represent regions that are subject to ongoing change, the ABS will release a revised publication for ASGS Non-ABS Structures in July each year. The individual structures will only be updated where significant change has occurred in the past year.

    Dataset History

    The Australian Statistical Geography Standard (ASGS) is a hierarchical classification system of geographical regions and consists of a number of interrelated structures. The ASGS brings all the regions for which the Australian Bureau of Statistics (ABS) publishes statistics within the one framework and will be used by the ABS for the collection and dissemination of geographically classified statistics from the 1 July 2011. It provides a common framework of statistical geography and enables the production of statistics which are comparable and can be spatially integrated.

    The 1991 Census Time Series Community profiles present key tables from the Basic and Expanded Community profiles where the data is comparable across the censuses for Local Government Areas (LGA) in Australia. These profiles are made up of 22 tables giving data for both persons and/or dwellings from the 1981, 1986 and 1991 censuses. This table contains data relating to family type(a)(b). Counts are of all families, based on place of enumeration on census night which; includes overseas visitors; excludes Australians overseas; and excludes adjustment for under-enumeration. The data is by LGA 1991 boundaries. Periodicity: 5-Yearly. This data is ABS data (cat. no. 2101.0 & original geographic boundary cat. no. 1261.0.30.001) used with permission from the Australian Bureau of Statistics. The tabular data was processed and supplied to AURIN by the Australian Data Archives. The cleaned, high resolution 1991 geographic boundaries are available from data.gov.au.     The statistical unit, for the purposes of the AC 2010/2011, was a "business", identified by its Australian Business Number (ABN); a geographic split was applied for ABNs operating over multiple locations. Units were identified as undertaking agricultural activity if any of the primary or secondary productive activities of those businesses fall within the Agriculture Subdivision (Subdivision 01), as defined by the 2006 edition of the Australian and New Zealand Standard Industrial Classification (ANZSIC).

    a. Frame The frame used for the AC 2010/2011 was drawn from the ABS Business Register (ABSBR). The ABSBR has been used for ABS agricultural collections since 2005-2006. The AC 2010/2011 was designed as a complete enumeration (census) of agricultural businesses listed on the ABSBR that met the scope requirements.

    One questionnaire type was used for the AC 2010/2011 data collection. Of the 16 core items recommended by FAO to be collected in the 2010 WCA round, 10 were covered by the census questionnaire:

    Cleaning operations

    a. DATA PROCESSING AND ARCHIVING OCR was used for scanning and extracting data from paper forms. The CAWI e-forms infrastructure was developed by IBM. Manual data entry is restricted to data taken over the phone and when correcting OCR scanning issues (error repair). A range of SAS-based tools (programmes, projects and code) was used to interrogate estimates and identify anomalies, either at the unit (micro) or estimate (macro) level. Editing of unit-level data was undertaken via the Blaise/Editors Tool Kit (ETK). Estimation processes used SAS-based projects (software) with ABS-developed interfaces allowing for setup and operations. Imputation also heavily relies on SAS; however, the ABS has developed an interface to allow for setup (parameters, etc.) in the IBM Lotus Notes environment.

    b . CENSUS DATA QUALITY The overall response rate achieved for the AC 2010/2011 was 88 percent. Intensive follow-up of significant (important) units was undertaken to minimize the impact of non-response bias and to maximise the accuracy of small area estimates. The main measure of accuracy of estimates from the AC 2010/2011 was indicated by calculating relative standard errors, which were assigned to each estimate produced and released.

    Data appraisal

    Preliminary census results were available in November 2011 and the final results were released in June 2012. The final AC 2010/2011 results were published on the ABS website in three publications.

    The 1981 Census Local Government Area Summary File (LGASF) presents summary characteristics of persons and their dwellings for every Local Government Area (LGA) in Australia for 1981.     DescriptionAustralian Bureau of Statistics (ABS) Statistical Geographical Standard Boundaries Suburb divides an area of interest throughout the state of NSW on which statistics are collected for purposes under the Census and Statistics Act 1905 (Cth).

    The Australian Statistical Geography Standard (ASGS) brings together in one framework all of the regions which the Australian Bureau of Statistics (ABS) and many other organisations use to collect, release and analyse geographically classified statistics. The ASGS ensures that these statistics are comparable and geospatially integrated and provides users with a coherent set of standard regions so that they can access, visualise, analyse and understand statistics.

    The 2016 ASGS will be used for the 2016 Census of Population and Housing and progressively introduced into other ABS data collections. The ABS encourages the use of the ASGS by other organisations to improve the comparability and usefulness of statistics generally, and in analysis and visualisation of statistical and other data.

    The ABS Structures are a hierarchy of regions developed for the release of ABS statistical information. The main components are as follows:
    • Statistical Areas Level 1
    • Statistical Areas Level 2
    • Statistical Areas Level 3
    • Statistical Areas Level 4
    • Regional Boundaries (Local Government Area, Suburb)
    The Australian Bureau of Statistics Geographical Standard Boundaries - Statistical Areas are used to define geographical areas to support statistical and socio-economic analysis at a state and regional scale. They are useful for analytical purposes within statistical boundaries through the aggregation of a wide swath of data and information.

    The ABS maintains the Australian Statistical Geography Standard (ASGS) and the Australian Standard Geographical Classification (ASGC) for pre-2011 census information.

    In addition to the NSW Administrative Boundaries Theme Australian Bureau of Statistics also provides this data via a web service direct from ABS.

This dataset was captured by digitising the best available cadastral mapping at a variety of scales and accuracies, ranging from 1:500 to 1:250 000 according to the National Mapping Council of Australia, Standards of Map Accuracy (1975). Therefore, the position of the feature instance will be within 0.5mm at map scale for 90% of the well-defined points. That is, 1:500 = 0.25m, 1:2000 = 1m, 1:4000 = 2m, 1:25000 = 12.5m, 1:50000 = 25m and 1:100000 = 50m. A program to upgrade the spatial location and accuracy of data is ongoing.
