    Description

    Abstract

    The survey is designed to collect, analyze, and disseminate demographic and health data pertaining to the Palestinian population living in the Palestinian Territory, with a focus on demography, fertility, infertility, family planning, unmet needs, and maternal and child health, in addition to youth and the elderly. The 2010 survey includes new sections and elements, such as basic health and socio-economic information on different groups within the population: ever married woman less than 55 years and children aged less than five years, child labor in the age 5-14 years, child discipline 2-14 years, person education 5-24 years, youth aged 15-29 years, and elderly people over the age of 60.

    Sampling procedure

    Target Population The target population of the survey consists of all the following groups: 1- All Palestinian households normally residing in the Palestinian Territory. 2- Females aged 15 - 54 years. 3- Elderly people aged 60 or over. 4- Children aged 0 - 14 years and divided into the following categories: 0-5 years, 2-14 years, 5-14 years, with parts of the questionnaire customized for each group. 5- Youth aged 15 - 29 years and divided into the following categories: 15-24 years, 25-29 years, with parts of the questionnaire customized for youth.

    Sampling Frame We relied on sampling frames established in PCBS and basically comprising the list of enumeration areas. (The enumeration area is a geographical area containing a number of buildings and housing units of about 120 housing units on average.)

    The total frame consists of the following two parts:

    1- West Bank and Gaza Sampling Frame: containing enumeration areas drawn up in 2007. In the West Bank: each enumeration area consists of a list of households with identification data to ascertain the address of individual households. In Gaza: each enumeration area contains a list of housing units with addresses to ascertain the address of individual households, plus identification data of the housing units.

    2- Jerusalem Sampling Frame (inside checkpoints): contains enumeration areas only, geographically divided with information about the total number of households in these areas. However, there is no detailed information about addresses inside enumeration areas and the size of the enumeration area can be ascertained without the ability to identify the addresses.

    Design Strata In the survey, two variables were chosen to divide the population into strata, depending on the homogeneity of parts of the population. Previous studies have shown that Palestinian households may be divided as follows: 1- Governorates: there are 16 governorates in the Palestinian Territory: 11 governorates in the West Bank and 5 in the Gaza Strip. 2- Locality Types: there are three types : urban, rural and refugee camps. All the available frames contain the strata variables. Sample Size We use the following formula to estimate the sample size:

    Where: - n: sample size requested for the main indicator or main estimate - 4: is a factor to achieve a 95 percent level of confidence - r is the predicted or anticipated prevalence (coverage rate) for the indicator - being estimated - 1.15 is the factor necessary to raise the sample size by 20 percent for non-response - f is the design effect - 0.07r is the margin of error to be tolerated at the 95 percent level of confidence, defined as 7 percent of r (7 percent represents the relative sampling error of r) - p is the proportion of the total population upon which the indicator, r, is based - nh is the average household size

    To estimate the sample size of the survey we rely on the percentage of children under 5 years who suffer from stunting. We consider it as the main indicator for the survey (r) and it equals 10.2% (from MICS3 data -2006). Also, by returning to census data in 2007 we find the percentage of children aged 0 - 4 years =14.1%. Finally, the sample size = 15,355

    Sample Design and Type After determining the sample size, which equals 15456 households, we selected a probability sample - a multi-stage stratified cluster sample as follows: 1- First stage: selecting a sample of clusters (enumeration areas) using PPS without replacement method to obtain 644 enumeration areas from the total enumeration area frame. 2- Second stage: selecting 24 households from each selected enumeration area of the first stage and using the systematic sample method. When reaching households, we enumerate all the targeted individuals from the groups: women (15-54) years, elderly aged 60 and more, children aged 0-5 years. 3- Third stage: selecting one child of age group 2-14 years for part of the questionnaire and one young person from the 15-29 age group to answer the youth attachment in the questionnaire. We use the Kish table to select one person at random.

    Research instrument

    The design of the survey complied with the standard specifications of health surveys previously implemented by PCBS. In addition, the survey included indicators of MICS4 to meet the needs of all partners.

        1.  Main questionnaire with the following parts:
         · Household questionnaire: Covers demographic and educational characteristics, chronic disease, smoking, discipline of children (2-14 years), child labor (5-14 years), education of children (5-24 years) and housing characteristics.
    
         · Health of women (15-54 years) regardless of marital status, awareness about AIDS, anemia in women (15-49 years).
    
         · Ever married women (15-54 years): Covers general characteristics of qualified women, reproduction, child mortality, maternal care, reproductive morbidity, family planning, and attitudes towards reproduction.
    
         · Children under age of 5: Covers children's health, vaccination against childhood diseases, early childhood development, chronic disease, and anemia.
    
    
     2. Attached questionnaires
        ·  Youth questionnaire (15-29 years): Covers general characteristics, awareness and perception of family planning, health status, awareness about sexually transmitted diseases and reproduction.
    
        ·  Elderly questionnaire (60 years and over): Covers general characteristics, social relations, activities, time-use, health status, and use of mass media.
    

    Cleaning operations

    Data editing took place at a number of stages through the processing including:

    1. office editing and coding
    2. during data entry
    3. structure checking and completeness
    4. structural checking of SPSS data files

    Response rate

    The survey sample consists of about 15,355 households of which 13,629 households completed the interview; whereas 8,740 households from the West Bank and 4,889 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 90.5% while in the Gaza Strip it reached 94.8%. The response rate in the Palestinian Territory reached 92.0%.

    Data appraisal

    Different methods were applied in the assessment of the survey data, including: 1. Occurrences of missing values and answers like "other" and "do not know". 2. Examining inconsistencies between the various sections of the questionnaire, including within record and cross-record consistencies. 3. Comparability of data with previous surveys 2000, 2006 and showed logical homogeneity in the results. The results of these assessment procedures show that the data are of high quality and consistency.

    In 2023, the total fertility rate in Palestine did almost not change in comparison to the previous year. The total fertility rate remained around 3.31 children per woman. The total fertility rate is the average number of children that a woman of childbearing age (generally considered 15 to 44 years) is expected to have throughout her reproductive years.     Abstract

    PCBS allocates particular attention to the Youth Survey because of the different definition of youth age group in studies. Some define youth as the age group (10-24 years) whereas others define them as the age group (15-29 years). In both definitions, youth constitute the largest segment of the Palestinian society. In addition to being the bulk of the society, youth are a vital strength with non-ignorable potential. They are the tenets of the future and the wealth of the nation that overweighs any other sources. Youth are the agent of change in the society. At this state, planning begins to fulfill societal needs in future skills and competences.

    Sampling procedure

    The sampling frame consists of all enumeration areas which were enumerated in 2007, each numeration area consists of buildings and housing units with average of about 124 households in it. These enumeration areas are used as primary sampling units( PSUs) in the first stage of the sampling selection. The sample is three stage stratified cluster (pps) sample:

    First stage: selection a stratified sample of 321 EA with (pps) method.

    Second stage: selection a random area sample of 25 households from each enumeration area selected in the first stage, the selection starts from a random point in the enumeration area (building number), Where include cases of non-responding households, and the responsive households where the age group 15-29 years is not available, and the responsive households where the age group 15-29 years is available.

    Third stage: we selected one person in the household of the( 15-29) age group in a random method by using Kish tables, so that the sex of the person chosen by the serial questionnaire number in the EA sample, if an odd number we select male person and if even number we select female person.

    Sample strata: The population was divided by: 1- Governorate (17 governorates) 2- Type of Locality (urban, rural, refugee camps)

    he Survey comprised two questionnaires: Family questionnaire: The questionnaire included detailed questions on the demographic, social, educational, professional and matrimonial characteristics of family members in addition to data on housing and identification of youth eligible for the interviews.

    Youth Survey (15-29 years), which including the following sections: · Education (educational experience in different stages, assessment of educational stages, characteristics of youth enrolled in education, level of satisfaction with the learning experience) · Work and pay (employment status, characteristics of employed people, characteristics of unemployed people, entrepreneurship, financial status and savings) · Emigration (trends of emigration to other countries, emigration of friends and relatives, emigration experience) · Matrimonial and health status (spouses relation, matters related to housing, gender roles, public health, nutrition, mental health, social communication, sports and exercising, HIV awareness, life satisfaction, sexual and reproductive health) · Social participation (volunteer activities, community outreach, friends, family support, social values, political participation and future aspirations, Internet and social media)

    Cleaning operations

    · During this phase, a data-entry program was prepared using Oracle. Amendments were introduced to the entry screens to set entry bases in a manner that guarantees proper entry of all questionnaires and queries for data cleansing after entry. The queries test variables at questionnaire level. · At this stage, questionnaires were received from fieldwork coordinator using the template prepared for this purpose. The officer in charge controls the questionnaires to ensure they are all received using the template prepared for this purpose. · Entry and cleansing of data took place in the period from 31 August 2015 to 29 November 2015.

    Response rate

    The response rate in the West Bank reached 94.9 % while in Gaza Strip it reached 97.2%. The response rate in Palestine reached 95.7 %

    Sampling error estimates

    Data of this survey affected by sampling errors due to use of the sample and not a complete enumeration. Therefore, certain differences are expected in comparison with the real values obtained through censuses. Variance were calculated for the most important indicators, the variance table is attached with the final report. There is no problem to disseminate results at the national level and governorate level.

    Data appraisal

    Non-sampling errors are probable in all stages of the project, during data collection or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively. They were trained in how to carry out the interview, what to discuss and what to avoid, carrying out a pilot survey and practical and theoretical training during the training course. Also data entry staff was trained on the entry program that was examined before starting the data entry process. Continuous contacts with the fieldwork team were maintained through regular visits to the field and regular meetings during the different field visits. Problems faced by fieldworkers were discussed to clarify issues and provide relevant instructions.

    The implementation of the survey encountered non-response where the case (Refused to cooperate) during the fieldwork visit become the high percentage of the non response cases which reached 1.6% which is low percentage compared to the household surveys conducted by PCBS, and the reason is the clear questionnaire and the experience of the fieldwork. The lowest value of response rate reached 92.7% in the middle of west bank, and The highest value of response rate reached 98.5% in the south of west bank.

    The Questionnaire Represents the main tool for the data collection, and so it must achieve the technical specifications for all phases of the survey, and the questionnaire consists of several sections: · Cover Page: Contains the identification data for the family, the date of the visit, data on the team work of the field, office and data entry. · The Roaster: Which contains demographic, social and economic data for the family members selected. · Housing Characteristics: It includes data on the type of dwelling, tenure, number of rooms, housing unit connection to public networks (water, electricity), the method of waste disposal, the main source of energy used in the housing unit, durable goods available to the family as well as data on the confiscation / Isolation Lands of the family by the Israeli occupation and land area. · Agriculture: The family ownership of agricultural land and land area, and sources of irrigation of agricultural crops, livestock and their numbers and data on the number of workers in agriculture from family members. · Assistances and Coping Strategy: Contains data about the family receiving of all kinds of assistances (food, cash, employment, school feeding), and source of assistance, and satisfaction for assistance and the reason for the dissatisfaction for assistance. And It contains data on the length of time in which the family can survive financially in the future, and the difficulties faced by the family and the actions carried out by the family to cope with difficulties. · Consumption/Expenditures: This section contains data on household expenditure in terms of increase or decrease, as well as the average household expenditure during the past six months, the rate of household expenditure on food and water during the past six months ... etc.. · Dietary Diversity and Facing Food Shortages: Includes data about how many days the family consume some food during the past week and the origin and source of such food. · Income: This section contains data on the sources of family income and the value of the family's monthly income over the past month and the value of annual income, and the percentage of annual income from agriculture. Freedom of Movement: The data includes all restrictions on the movement of the family during the past six months, and the problems prevent any family member from access to work, land, school or university and health facilities

    Cleaning operations

    Both data entry and tabulation were performed using the Access and SPSS software programs. Data entry was organized corresponding to the main parts of the questionnaire. A data entry template was designed to reflect an exact image of the questionnaire, and included various electronic checks: logical check, range checks, consisting checks and cross-validation. Complete manual inspection of results after data entry was performed, and questionnaires containing field-related errors were sent back to the field for corrections.

    Response rate

    Response rate was 83.6%

Therefore, certain differences are expected in comparison with the real values obtained through censuses.     Abstract

    Because of the importance of the household sector and due to it's large contribution to energy consumption in the Palestinian Territory, PCBS decided to conduct a special household energy survey to cover energy indicators in the household sector. To achieve this, a questionnaire was attached to the Labor Force Survey.

    This survey aimed to provide data on energy consumption in the household sector and to provide data on energy consumption behavior in the society by type of energy.

    This report presents data on various energy households indicators in the Palestinian Territory, and presents statistical data on electricity and other fuel consumption for the household sector, using type of fuel by different activities (cooking, Baking, conditioning, lighting, and water Heating).

    Sampling procedure

    Sample Frame The sampling frame consists of all the enumeration areas enumerated in 2007: each enumeration area consists of buildings and housing units with an average of around 124 households. These enumeration areas are used as primary sampling units (PSUs) in the first stage of the sampling selection.

    Sample size The estimated sample size is 3,184 households.

    Sampling Design: The sample of this survey is a part of the main sample of the Labor Force Survey (LFS), which is implemented quarterly (distributed over 13 weeks) by PCBS since 1995. This survey was attached to the LFS in the third quarter of 2013 and the sample comprised six weeks, from the eighth week to the thirteen week of the third round of the Labor Force Survey of 2013. The sample is two-stage stratified cluster sample:

    First stage: selection of a stratified systematic random sample of 206 enumeration areas for the semi-round.

    Second stage: selection of a random area sample of an average of 16 households from each enumeration area selected in the first stage.

    Research instrument

    The design of the questionnaire for the Household Energy Survey was based on the experiences of similar countries as well as on international standards and recommendations for the most important indicators, taking into account the special situation of the Palestinian Territory.

    Cleaning operations

    The data processing stage consisted of the following operations: Editing and coding prior to data entry: all questionnaires were edited and coded in the office using the same instructions adopted for editing in the field.

    Data entry: The household energy survey questionnaire was programmed onto handheld devices and data were entered directly using these devices in the West Bank. With regard to Jerusalem J1 and the Gaza Strip, data were entered into the computer in the offices in Ramallah and Gaza. At this stage, data were entered into the computer using a data entry template developed in Access. The data entry program was prepared to satisfy a number of requirements: · To prevent the duplication of questionnaires during data entry. · To apply checks on the integrity and consistency of entered data. · To handle errors in a user friendly manner. · The ability to transfer captured data to another format for data analysis using statistical analysis software such as SPSS.

    Response rate

    During fieldwork 3,184 families were visited in the Palestinian Territory, There is 2,692 complete questioner. , this percent was about 85%.

    Sampling error estimates

    Sampling Errors Data of this survey may be affected by sampling errors due to use of a sample and not a complete enumeration. Therefore, certain differences are anticipated in comparison with the real values obtained through censuses. The variance was calculated for the most important indicators: the variance table is attached with the final report. There is no problem in the dissemination of results at national and regional level (North, Middle, South of West Bank, Gaza Strip) and by locality. However, the indicator of averages of household consumption for certain fuels by region show a high variance.

    Non Sampling Errors The implementation of the survey encountered non-response where the household was not present at home during the field work visit and where the housing unit was vacant: these made up a high percentage of the non-response cases. The total non-response rate was 10.8%, which is very low when compared to the household surveys conducted by PCBS. The refusal rate was 3.3%, which is very low compared to the household surveys conducted by PCBS and may be attributed to the short and clear questionnaire.

    The survey sample consisted of around 3,184 households, of which 2,692 households completed the interview: 1,757 households from the West Bank and 935 households in the Gaza Strip. Weights were modified to account for the non-response rate. The response rate in the West Bank was 86.8 % while in the Gaza Strip it was 94.3%.

    Comparability The data of the survey are comparable geographically and over time by comparing data from different geographical areas to data of previous surveys and the 2007 census.

    Data quality assurance procedures Several procedures were undertaken to ensure appropriate quality control in the survey. Field workers were trained on the main skills prior to data collection, field visits were conducted to field workers to ensure the integrity of data collection, editing of questionnaires took place prior to data entry and a data entry application was used that prevents errors during the data entry process, then the data were reviewed. This was done to ensure that data were error free, while cleaning and inspection of anomalous values were carried out to ensure harmony between the different questions on the questionnaire.

    Technical notes The following are important technical notes on the indicators presented in the results of the survey: · Some households were not present in their houses and could not be seen by interviewers. · Some households were not accurate in answering the questions in the questionnaire.
    · Some errors occurred due to the way the questions were asked by interviewers. · Misunderstanding of the questions by the respondents. · Answering questions related to consumption based on estimations. · In all calculations related to gasoline, the average of all available types of gasoline was used. · In this survey, data were collected about the consumption of olive cake and coal in households, but due to lack of relevant data and fairly high variance, the data were grouped with others in the statistical tables. · The increase in consumption of electricity and the decrease in the consumption of the other types of fuel in the Gaza Strip reflected the Israeli siege imposed on the territory.

    The data of the survey is comparable geographically and over time by comparing the data between different geographical areas to data of previous surveys.

    Abstract

    The main objectives of the survey are as follows: To know the consumption expenditure patterns and the impact of social variables on them. To calculate the average monthly and annual expenditure of the individual and households on items of commodities and services and to know the factors affecting expenditure, such as educational, social and other levels.
    To obtain data on household consumption and expenditure levels that can be used to determine poverty levels (monetary and multidimensional) and to analyze changes in living standards over time. It is also used by the Ministry of Social Development to calculate the aid eligibility equation. To provide data for national accounts for final consumption of the household sector. To provide weights data that reflect the relative importance of consumer spending items used in the preparation of consumer price index.
    To access data on non-cash consumption such as consumption of own produced products and in-kind payments.
    To know sources of income generation and household ownership of durable goods, tenure and agricultural property. To know characteristics of the dwelling, and the availability of services within the dwelling.

    Geographic coverage

    The Palestinian Expenditure and Consumption Survey (PECS) 2023 covers all Palestinian governorates in both the West Bank and Gaza Strip and all locality types; urban, rural and camps. The survey is designed to provide representative data at the national level and both regions; West Bank and Gaza Strip. However, due to the Israeli aggression on Gaza started in the last quarter of 2023, data collection in Gaza was forcibly stopped. While some indicators from Gaza are included in the published report, a note clarifies that the data is incomplete and does not reflect Gaza's situation.

    The target population of the Palestinian Expenditure and Consumption Survey (PECS) 2023 consists of all Palestinian households in the West Bank and Gaza Strip living in Palestine during 2023.

    Sampling procedure

    Target Population The target population consists of all Palestinian households and individuals who were living normally with their households in the State of Palestine in 2023. Sampling Frame The sampling frame is based on a comprehensive sample selected from the Population, Housing, and Establishment Census, 2017. This comprehensive sample consists of geographically proximate areas (average of 150 households per area), known as enumeration areas (EAs) used in the census. These enumeration areas are used as primary sampling units (PSUs) in the first stage of the sampling selection. Sample Size The sample size for the Palestinian Expenditure and Consumption Survey, 2023 was 7,032 households for the entire year; 4,992 for the West Bank and 2,040 for Gaza Strip. The non-response rate was assumed based on data from 2016/2017 for each governorate. Sample Design The sample is a two-stage stratified cluster random sample: First stage: Selection of a stratified random sample of 586 enumeration areas. Second stage: Selection of a systematic random sample of 12 households from each enumeration area selected in the first stage. The enumeration areas were divided into four quarters, with each quarter's sample including all design strata as much as possible (governorate and locality type). Sample Strata The population was divided into strata as follows: 1.Governorate. 2.Locality type (urban, rural, refugee camps). Sample Allocation The sample was distributed using the Neyman allocation method, where the distribution relied on specific parameters such as the mean and standard deviation.

    The PECS, 2017 was the basis for designing the main survey questionnaire for the 2023 round. To ensure continuity and comparability between PECS surveys. The data will be collected during the registration month during the visit of the fieldworker to the household, and include the following sections: First part (Cover page): This section records the necessary household information, including the date of visit, data on field and office staff, and the number of household members by gender. Second part: Contains demographic and social questions about household members. Third part: Includes general questions about the characteristics of the labor force. Fourth part: Covers housing characteristics, including various topics such as type of housing, number of rooms, house ownership, rental value, access to services like electricity, water, and sanitation, main source of cooking fuel and heating, and distance to transportation, education, and health centers. Fifth part: Contains data on the consumer basket, which includes around 950 goods and services, described with their measurement units (kilogram, liter, and number), quantity, and value. Sixth part: Contains questions on social assistance and adaptation strategies, including the type and value of assistance received by the household or individuals, its source and frequency, and the circumstances and shocks experienced by the household or its members. Seventh part: Contains questions about income and means of income generation, as well as data on monthly and annual income, collected from different sources at the household level at the end of the registration period. Note: Additional questions have been added to some of the parts to cover indicators of poverty and multidimensional child poverty. The used language was Arabic.

    Cleaning operations

    Electronic Auditing: Tablets were used for data collection through an application reflecting the survey questionnaire, incorporating initial automatic audit rules for real-time data transfer to the central database. During this phase, initial audit rules enhanced data reliability by addressing potential errors during data collection through: -Validating responses in real-time to ensure they fall within expected ranges or formats. -Enforcing mandatory questions, preventing progress until all required fields are completed. -Automatically flagging inconsistent or abnormal responses with a note for the fieldworker to review and verify. Office Editing: For Jerusalem J1 forms, they were submitted weekly to the central office editor for review, ensuring data accuracy and consistency between sections, and addressing any inconsistent or abnormal values with fieldworkers. The reviewed forms were then handed over to the coding Division and subsequently to the data entry Division. Data Processing Tablets Application and Data Entry Platform The survey form was developed as a tablet application linked to the sample to facilitate data collection for fieldworkers. This application provided an easy-to-use interface, allowing fieldworkers to navigate the form easily, ensuring accurate and consistent data entry. Integrated with GPS and GIS technologies, the application provided real-time location tracking and interactive maps to guide fieldworkers in identifying household units in the sample. For paper forms in Jerusalem J1, the data entry program was designed to align with the survey form application with automatic audit rules. Data entry was done promptly after office editing and coding at PCBS main premises. Data entry program with the initial audit rules enhanced data reliability by addressing potential errors during data entry through: -Real-time validation of responses to ensure they fall within expected ranges or formats. -Enforcing mandatory questions, preventing progress until all required fields are completed. -Automatically flagging inconsistent or abnormal responses with a note for the fieldworker to review and verify. Office Data Cleaning Techniques The automatic and secure transfer of survey data to the central database was done in real-time, allowing data sets to be downloaded in the agreed format and design between project management and the data processing department. Data cleaning and quality assurance were performed using various statistical software, primarily R programming language via its RStudio interface, along with SPSS and Excel. This stage included detailed data cleaning and quality assurance processes to: -Verify variable types within the databases. -Detect outlier values for both numerical and categorical variables using different statistical methods and check relationships between variables to identify unexpected correlations or their absence. -Check data consistency and logical coherence across similar questions or sections. -Verify missing data due to technical or human errors. All values that failed cleaning stages were periodically sent to the field for verification and follow-up with households if necessary.

    Sampling Errors The data in this survey are subject to sampling errors, as they are derived from a sample rather than a full census of the study population. Consequently, there may be differences between the estimated values and the true population values that would be obtained from a complete census. To assess the reliability of the estimates, sampling variances were calculated for the survey's key indicators using SPSS, particularly focusing on the coefficient of variation (CV) as a measure of relative precision. The variance analysis indicated that there were no significant issues in data dissemination at the West Bank level.     The Questionnaire Represents the main tool for the data collection, and so it must achieve the technical specifications for all phases of the survey, and the questionnaire consists of several sections: · Cover Page: Contains the identification data for the family, the date of the visit, data on the team work of the field, office and data entry. · The Roaster: Which contains demographic, social and economic data for the family members selected. · Housing Characteristics: It includes data on the type of dwelling, tenure, number of rooms, housing unit connection to public networks (water, electricity), the method of waste disposal, the main source of energy used in the housing unit, durable goods available to the family as well as data on the confiscation / Isolation Lands of the family by the Israeli occupation and land area. · Agriculture: The family ownership of agricultural land and land area, and sources of irrigation of agricultural crops, livestock and their numbers and data on the number of workers in agriculture from family members. · Assistances and Coping Strategy: Contains data about the family receiving of all kinds of assistances (food, cash, employment, school feeding), and source of assistance, and satisfaction for assistance and the reason for the dissatisfaction for assistance. And It contains data on the length of time in which the family can survive financially in the future, and the difficulties faced by the family and the actions carried out by the family to cope with difficulties. · Consumption/Expenditures: This section contains data on household expenditure in terms of increase or decrease, as well as the average household expenditure during the past six months, the rate of household expenditure on food and water during the past six months ... etc.. · Dietary Diversity and Facing Food Shortages: Includes data about how many days the family consume some food during the past week and the origin and source of such food. · Income: This section contains data on the sources of family income and the value of the family's monthly income over the past month and the value of annual income, and the percentage of annual income from agriculture. Freedom of Movement: The data includes all restrictions on the movement of the family during the past six months, and the problems prevent any family member from access to work, land, school or university and health facilities

    Cleaning operations

    Both data entry and tabulation were performed using the Access and SPSS software programs. Data entry was organized corresponding to the main parts of the questionnaire.
    A data entry template was designed to reflect an exact image of the questionnaire, and included various electronic checks: logical check, range checks, consisting checks and cross-validation. Complete manual inspection of results after data entry was performed, and questionnaires containing field-related errors were sent back to the field for corrections.

    Response rate was 83.6%

    Sampling error estimates

    Data of this survey affected by sampling errors due to use of the sample and not a complete enumeration. Therefore, certain differences are expected in comparison with the real values obtained through censuses. Variance were calculated for the most important indicators, the variance table is attached with the final report. There is no problem to disseminate results at the national level and regional level (west bank , gaza strip).

    Data appraisal

    Non-sampling errors are probable in all stages of the project, during data collection or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively. They were trained in how to carry out the interview, what to discuss and what to avoid, carrying out a pilot survey and practical and theoretical training during the training course.

    Also data entry staff was trained on the entry program that was examined before starting the data entry process. Continuous contacts with the fieldwork team were maintained through regular visits to the field and regular meetings during the different field visits. Problems faced by fieldworkers were discussed to clarify issues and provide relevant instructions.

    Abstract

    Due to the importance of the household sector and due to it's large contribution to energy consumption in the Palestinian Territory, PCBS decided to conduct a special household energy survey to cover energy indicators in the household sector. To achieve this, a questionnaire was attached to the Labor Force Survey.

    This survey aimed to provide data on energy consumption in the household sector and to provide data on energy consumption behavior in the society by type of energy.

    Sampling procedure

    Sample Frame The sampling frame consists of all the enumeration areas enumerated in 2007: each enumeration area consists of buildings and housing units with an average of around 124 households. These enumeration areas are used as primary sampling units (PSUs) in the first stage of the sampling selection.

    Sample size The estimated sample size is 3,184 households.

    Sampling Design: The sample of this survey is a part of the main sample of the Labor Force Survey (LFS), which is implemented quarterly (distributed over 13 weeks) by PCBS since 1995. This survey was attached to the LFS in the third quarter of 2013 and the sample comprised six weeks, from the eighth week to the thirteen week of the third round of the Labor Force Survey of 2013. The sample is two-stage stratified cluster sample:

    First stage: selection of a stratified systematic random sample of 206 enumeration areas for the semi-round.

    Second stage: selection of a random area sample of an average of 16 households from each enumeration area selected in the first stage.

    Sample strata The population was divided by: 1. Governorate (16 governorates) 2. Type of locality (urban, rural, refugee camps)

    Research instrument

    The design of the questionnaire for the Household Energy Survey was based on the experiences of similar countries as well as on international standards and recommendations for the most important indicators, taking into account the special situation of the Palestinian Territory.

    Cleaning operations

    The data processing stage consisted of the following operations: Editing and coding prior to data entry: all questionnaires were edited and coded in the office using the same instructions adopted for editing in the field.

    Data entry: The household energy survey questionnaire was programmed onto handheld devices and data were entered directly using these devices in the West Bank. With regard to Jerusalem J1 and the Gaza Strip, data were entered into the computer in the offices in Ramallah and Gaza. At this stage, data were entered into the computer using a data entry template developed in Access. The data entry program was prepared to satisfy a number of requirements: · To prevent the duplication of questionnaires during data entry. · To apply checks on the integrity and consistency of entered data. · To handle errors in a user friendly manner. · The ability to transfer captured data to another format for data analysis using statistical analysis software such as SPSS.

    Response rate

    During fieldwork 3,184 families were visited in the Palestinian Territory. There were 2,692 completed questionnaires, translating to a response rate of about 85%.

    Sampling error estimates

    Sampling Errors Data of this survey may be affected by sampling errors due to use of a sample and not a complete enumeration. Therefore, certain differences are anticipated in comparison with the real values obtained through censuses. The variance was calculated for the most important indicators: the variance table is attached with the final report. There is no problem in the dissemination of results at national and regional level (North, Middle, South of West Bank, Gaza Strip) and by locality. However, the indicator of averages of household consumption for certain fuels by region show a high variance.

    Non Sampling Errors The implementation of the survey encountered non-response where the household was not present at home during the field work visit and where the housing unit was vacant: these made up a high percentage of the non-response cases. The total non-response rate was 10.8%, which is very low when compared to the household surveys conducted by PCBS. The refusal rate was 3.3%, which is very low compared to the household surveys conducted by PCBS and may be attributed to the short and clear questionnaire.

    The survey sample consisted of around 3,184 households, of which 2,692 households completed the interview: 1,757 households from the West Bank and 935 households in the Gaza Strip. Weights were modified to account for the non-response rate. The response rate in the West Bank was 86.8 % while in the Gaza Strip it was 94.3%.

    Comparability The data of the survey are comparable geographically and over time by comparing data from different geographical areas to data of previous surveys and the 2007 census.

    Data quality assurance procedures Several procedures were undertaken to ensure appropriate quality control in the survey. Field workers were trained on the main skills prior to data collection, field visits were conducted to field workers to ensure the integrity of data collection, editing of questionnaires took place prior to data entry and a data entry application was used that prevents errors during the data entry process, then the data were reviewed. This was done to ensure that data were error free, while cleaning and inspection of anomalous values were carried out to ensure harmony between the different questions on the questionnaire.

    Technical notes The following are important technical notes on the indicators presented in the results of the survey: · Some households were not present in their houses and could not be seen by interviewers. · Some households were not accurate in answering the questions in the questionnaire.
    · Some errors occurred due to the way the questions were asked by interviewers. · Misunderstanding of the questions by the respondents. · Answering questions related to consumption based on estimations. · In all calculations related to gasoline, the average of all available types of gasoline was used. · In this survey, data were collected about the consumption of olive cake and coal in households, but due to lack of relevant data and fairly high variance, the data were grouped with others in the statistical tables. · The increase in consumption of electricity and the decrease in the consumption of the other types of fuel in the Gaza Strip reflected the Israeli siege imposed on the territory.

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The basic goal of the Household and Consumption Survey is to provide a necessary database for formulating national policies at various levels. This survey provides the contribution of the household sector to the Gross National Product (GNP). It determines the incidence of poverty, and provides weighted data which reflects the relative importance of the consumption items to be employed in determining the benchmark for rates and prices of items and services. Furthermore, this survey is a fundamental cornerstone in the process of studying the nutritional status in the Palestinian territory.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing household surveys in several Arab countries.

    Sample and Frame:

    The sampling frame consists of all enumeration areas which enumerated in 1997 and the numeration area consists of buildings and housing units and has in average about 150 households in it. We use the enumeration areas as primary sampling units PSUs in the first stage of the sampling selection. The enumeration areas of the master sample were updated in 2003.

    Sample Design:

    The sample is stratified cluster systematic random sample with two stages: The calculated sample size is 1,616 households, the completed households were 1,281 (847 in the west bank and 434 in the Gaza strip). First stage: selection a systematic random sample of 120 enumeration areas. Second stage: selection a systematic random sample of 12-18 households from each enumeration area selected in the first stage.

    Sample strata:

    We divided the population by: 1- Region (North West Bank, Middle West Bank, South West Bank, Gaza Strip) 2- Type of Locality (urban, rural, refugee camps)

    Target cluster size:

    The target cluster size or "sample-take" is the average number of households to be selected per PSU. In this survey, the sample take is around 12 households.

    The PECS questionnaire consists of two main sections:

    First section: Certain articles / provisions of the form filled at the beginning of the month, and the remainder filled out at the end of the month. The questionnaire includes the following provisions:

    Cover sheet: It contains detailed and particulars of the family, date of visit, particular of the field/office work team, number/sex of the family members.

    Statement of the family members: Contains social, economic and demographic particulars of the selected family.

    Statement of the long-lasting commodities and income generation activities: Includes a number of basic and indispensable items (i.e., Livestock, or agricultural lands).

    Housing Characteristics: Includes information and data pertaining to the housing conditions, including type of house, number of rooms, ownership, rent, water, electricity supply, connection to the sewer system, source of cooking and heating fuel, and remoteness/proximity of the house to education and health facilities.

    Monthly and Annual Income: Data pertaining to the income of the family is collected from different sources at the end of the registration / recording period.

    Assistance and poverty: includes questions about household conditions and assistances that got through the the past month.

    Second section: The second section of the questionnaire includes a list of 55 consumption and expenditure groups itemized and serially numbered according to its importance to the family. Each of these groups contains important commodities. The number of commodities items in each for all groups stood at 667 commodities and services items. Groups 1-21 include food, drink, and cigarettes. Group 22 includes homemade commodities. Groups 23-45 include all items except for food, drink and cigarettes. Groups 50-55 include all of the long-lasting commodities. Data on each of these groups was collected over different intervals of time so as to reflect expenditure over a period of one full year, except the cars group the data of which was collected for three previous years. These data was abotained from the recording book which is covered a period of month for each household.

    Harmonized Data

    • The Statistical Package for Social Science (SPSS) is used to clean and harmonize the datasets.
    • The harmonization process starts with cleaning all raw data files received from the Statistical Agency.
    • Cleaned data files are then all merged to produce one data file on the individual level containing all variables subject to harmonization.
    • A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables.
    • A post-harmonization cleaning process is then conducted on the data.
    • Harmonized data is saved on the household as well as the individual level, in SPSS and converted to STATA format.

    Response rate

    The survey sample consists of about 1,616 households interviewed over a twelve months period between (January 2006-January 2007), 1,281 households completed interview, of which 847 in the West Bank and 434 household in Gaza Strip, the response rate was 79.3% in the Palestinian Territory.

    Sampling error estimates

    Generally, surveys samples are exposed to two types of errors. The statistical errors, being the first type, result from studying a part of a certain society and not including all its sections. And since the Household Expenditure and Consumption Surveys are conducted using a sample method, statistical errors are then unavoidable. Therefore, a potential sample using a suitable design has been employed whereby each unit of the society has a high chance of selection. Upon calculating the rate of bias in this survey, it appeared that the data is of high quality. The second type of errors is the non-statistical errors that relate to the design of the survey, mechanisms of data collection, and management and analysis of data. Members of the work commission were trained on all possible mechanisms to tackle such potential problems, as well as on how to address cases in which there were no responses (representing 9.6%).

Abstract

The survey is designed to collect, analyze, and disseminate demographic and health data pertaining to the Palestinian population living in the Palestinian Territory, with a focus on demography, fertility, infertility, family planning, unmet needs, and maternal and child health, in addition to youth and the elderly. The 2010 survey includes new sections and elements, such as basic health and socio-economic information on different groups within the population: ever married woman less than 55 years and children aged less than five years, child labor in the age 5-14 years, child discipline 2-14 years, person education 5-24 years, youth aged 15-29 years, and elderly people over the age of 60.

Sampling procedure

Target Population The target population of the survey consists of all the following groups: 1- All Palestinian households normally residing in the Palestinian Territory. 2- Females aged 15 - 54 years. 3- Elderly people aged 60 or over. 4- Children aged 0 - 14 years and divided into the following categories: 0-5 years, 2-14 years, 5-14 years, with parts of the questionnaire customized for each group. 5- Youth aged 15 - 29 years and divided into the following categories: 15-24 years, 25-29 years, with parts of the questionnaire customized for youth.

Sampling Frame We relied on sampling frames established in PCBS and basically comprising the list of enumeration areas. (The enumeration area is a geographical area containing a number of buildings and housing units of about 120 housing units on average.)

The total frame consists of the following two parts:

1- West Bank and Gaza Sampling Frame: containing enumeration areas drawn up in 2007. In the West Bank: each enumeration area consists of a list of households with identification data to ascertain the address of individual households. In Gaza: each enumeration area contains a list of housing units with addresses to ascertain the address of individual households, plus identification data of the housing units.

2- Jerusalem Sampling Frame (inside checkpoints): contains enumeration areas only, geographically divided with information about the total number of households in these areas. However, there is no detailed information about addresses inside enumeration areas and the size of the enumeration area can be ascertained without the ability to identify the addresses.

Design Strata In the survey, two variables were chosen to divide the population into strata, depending on the homogeneity of parts of the population. Previous studies have shown that Palestinian households may be divided as follows: 1- Governorates: there are 16 governorates in the Palestinian Territory: 11 governorates in the West Bank and 5 in the Gaza Strip. 2- Locality Types: there are three types : urban, rural and refugee camps. All the available frames contain the strata variables. Sample Size We use the following formula to estimate the sample size:

Where: - n: sample size requested for the main indicator or main estimate - 4: is a factor to achieve a 95 percent level of confidence - r is the predicted or anticipated prevalence (coverage rate) for the indicator - being estimated - 1.15 is the factor necessary to raise the sample size by 20 percent for non-response - f is the design effect - 0.07r is the margin of error to be tolerated at the 95 percent level of confidence, defined as 7 percent of r (7 percent represents the relative sampling error of r) - p is the proportion of the total population upon which the indicator, r, is based - nh is the average household size

To estimate the sample size of the survey we rely on the percentage of children under 5 years who suffer from stunting. We consider it as the main indicator for the survey (r) and it equals 10.2% (from MICS3 data -2006). Also, by returning to census data in 2007 we find the percentage of children aged 0 - 4 years =14.1%. Finally, the sample size = 15,355

Sample Design and Type After determining the sample size, which equals 15456 households, we selected a probability sample - a multi-stage stratified cluster sample as follows: 1- First stage: selecting a sample of clusters (enumeration areas) using PPS without replacement method to obtain 644 enumeration areas from the total enumeration area frame. 2- Second stage: selecting 24 households from each selected enumeration area of the first stage and using the systematic sample method. When reaching households, we enumerate all the targeted individuals from the groups: women (15-54) years, elderly aged 60 and more, children aged 0-5 years. 3- Third stage: selecting one child of age group 2-14 years for part of the questionnaire and one young person from the 15-29 age group to answer the youth attachment in the questionnaire. We use the Kish table to select one person at random.

Research instrument

The design of the survey complied with the standard specifications of health surveys previously implemented by PCBS. In addition, the survey included indicators of MICS4 to meet the needs of all partners.

    1.  Main questionnaire with the following parts:
     · Household questionnaire: Covers demographic and educational characteristics, chronic disease, smoking, discipline of children (2-14 years), child labor (5-14 years), education of children (5-24 years) and housing characteristics.

     · Health of women (15-54 years) regardless of marital status, awareness about AIDS, anemia in women (15-49 years).

     · Ever married women (15-54 years): Covers general characteristics of qualified women, reproduction, child mortality, maternal care, reproductive morbidity, family planning, and attitudes towards reproduction.

     · Children under age of 5: Covers children's health, vaccination against childhood diseases, early childhood development, chronic disease, and anemia.


 2. Attached questionnaires
    ·  Youth questionnaire (15-29 years): Covers general characteristics, awareness and perception of family planning, health status, awareness about sexually transmitted diseases and reproduction.

    ·  Elderly questionnaire (60 years and over): Covers general characteristics, social relations, activities, time-use, health status, and use of mass media.

Response rate

The survey sample consists of about 15,355 households of which 13,629 households completed the interview; whereas 8,740 households from the West Bank and 4,889 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 90.5% while in the Gaza Strip it reached 94.8%. The response rate in the Palestinian Territory reached 92.0%.

Data appraisal

Different methods were applied in the assessment of the survey data, including: 1. Occurrences of missing values and answers like "other" and "do not know". 2. Examining inconsistencies between the various sections of the questionnaire, including within record and cross-record consistencies. 3. Comparability of data with previous surveys 2000, 2006 and showed logical homogeneity in the results. The results of these assessment procedures show that the data are of high quality and consistency.
