    Content

    The datasets is primarily centered around the housing market of London. However, it contains a lot of additional relevant data: - Monthly average house prices - Yearly number of houses - Yearly number of houses sold - Yearly percentage of households that recycle - Yearly life satisfaction - Yearly median salary of the residents of the area - Yearly mean salary of the residents of the area - Monthly number of crimes committed - Yearly number of jobs - Yearly number of people living in the area - Area size in hectares

    The data is split by areas of London called boroughs (a flag exists to identify these), but some of the variables have other geographical UK regions for reference (like England, North East, etc.). There have been no changes made to the data except for melting it into a long format from the original tables.

    In October 2025, 63 percent of households in Great Britain reported that their cost of living had increased in the previous month, compared with 72 percent in April. Although the share of people reporting a cost of living increase has generally been falling since August 2022, when 91 percent of households reported an increase, the most recent figures indicate that the Cost of Living Crisis is still ongoing for many households in the UK. Crisis ligers even as inflation falls Although various factors have been driving the Cost of Living Crisis in Britain, high inflation has undoubtedly been one of the main factors. After several years of relatively low inflation, the CPI inflation rate shot up from 2021 onwards, hitting a high of 11.1 percent in October 2022. In the months since that peak, inflation has fallen to more usual levels, and was 2.5 percent in December 2024, slightly up from 1.7 percent in September. Since June 2023, wages have also started to grow at a faster rate than inflation, albeit after a long period where average wages were falling relative to overall price increases. Economy continues to be the main issue for voters Ahead of the last UK general election, the economy was consistently selected as the main issue for voters for several months. Although the Conservative Party was seen by voters as the best party for handling the economy before October 2022, this perception collapsed following the market's reaction to Liz Truss' mini-budget. Even after changing their leader from Truss to Rishi Sunak, the Conservatives continued to fall in the polls, and would go onto lose the election decisively. Since the election, the economy remains the most important issue in the UK, although it was only slightly ahead of immigration and health as of January 2025.

    This Households Below Average Income (HBAI) report presents information on living standards in the United Kingdom year on year from financial year ending (FYE) 1995 to FYE 2023.

    It provides estimates on the number and percentage of people living in low-income households based on their household disposable income. Figures are also provided for children, pensioners, working-age adults and individuals living in a family where someone is disabled.

    The statistics in this report come from the Family Resources Survey, a representative survey of 25 thousand households in the UK in FYE 2023.

    Correction to cost of living support schemes for 2022 to 2023

    In the 2022 to 2023 HBAI release, one element of the low-income benefits and tax credits Cost of Living Payment was not included, which impacted on the Family Resources based publications and therefore HBAI income estimates for this year.

    Revised 2022 to 2023 data has been included in the time series and trend tables in the 2023 to 2024 HBAI release. Stat-Xplore and the underlying dataset has also been updated to reflect the revised 2022 to 2023 data. Please use the data tables in the 2023 to 2024 HBAI release to ensure you have the revised data for 2022 to 2023.

    About the dataset This dataset uses information from the DWP benefit system to provide estimates of children living in poverty for wards in London. In order to be counted in this dataset, a family must have claimed Child Benefit and at least one other household benefit (Universal Credit, tax credits or Housing Benefit) during the year. The numbers are calibrated to the Households Below Average Income (HBAI) dataset used to provide the government's headline poverty statistics. The definition of relative low income is living in a household with equivalised* income before housing costs (BHC) below 60% of contemporary national median income. The income measure includes contributions from earnings, state support and pensions. Further detail on the estimates of dependent children living in relative low income, including alternative geographical breakdowns and additional variables, such as age of children, family type and work status are available from DWP's statistical tabulation tool Stat-Xplore. Minor adjustments to the data have been applied to guard against the identification of individual claimants. This dataset replaced the DWP children in out-of-work benefit households and HMRC children in low income families local measure releases. This dataset includes estimates for all wards in London of numbers of dependent children living in relative low income families for each financial year from 2014/15 to the latest available (2022/23). The figures for the latest year are provisional and are subject to minor revision when the next dataset is released by DWP. Headlines Number of children The number of dependent children living in relative low income across London, rose from below 310,000 in the financial year ending 2015 to over 420,000 in the financial year ending 2020, but has decreased since then to below 350,000, which is well below the number for financial year ending 2018. While many wards in London have followed a similar pattern, the numbers of children in low income families in some wards have fallen more sharply, while the numbers in other wards have continued to grow. Proportion of children in each London ward Ward population sizes vary across London, the age profile of that population also varies and both the size and make-up of the population can change over time, so in order to make more meaningful comparisons between wards or over time, DWP have also published rates, though see note below regarding caution when using these figures. A dependent child is anyone aged under 16; or aged 16 to 19 in full-time non-advanced education or in unwaged government training. Ward level estimates for the total number of dependent children are not available, so percentages cannot be derived. Ward level estimates for the percentage of children under 16 living in low income families are usually published by DWP but, in its latest release, ward-level population estimates were not available at the time, so no rates were published. To derive the rates in this dataset, the GLA has used the ONS's latest ward-level population estimates (official statistics in development). Percentages for 2021/22 are calculated using the 2021 mid year estimates, while percentages for 2022/23 are calculated using the 2022 mid year estimates. As these are official statistics in development, rates therefore need to be treated with some caution. Notes *equivalised income is adjusted for household size and composition in order to compare living standards between households of different types.

    The average agreed rent for new tenancies in the UK ranged from *** British pounds to ***** British pounds, depending on the region. On average, renters outside of London paid ***** British pounds, whereas in London, this figure amounted to ***** British pounds. Rents have been on the rise for many years, but the period after the COVID-19 pandemic accelerated this trend. Since 2015, the average rent in the UK increased by about ** percent, with about half of that gain achieved in the period after the pandemic. Why have UK rents increased so much? One of the main reasons driving up rental prices is the declining affordability of homeownership. Historically, house prices grew faster than rents, making renting more financially feasible than buying. In 2022, when the house price to rent ratio index peaked, house prices had outgrown rents by nearly ** percent since 2015. As house prices peaked in 2022, home buying slowed, exacerbating demand for rental properties and leading to soaring rental prices. How expensive is too expensive? Although there is no official requirement about the proportion of income spent on rent for it to be considered affordable, a popular rule is that rent should not exceed more than ** percent of income. In 2024, most renters in the UK exceeded that threshold, with the southern regions significantly more likely to spend upward of ** percent of their income on rent. Rental affordability has sparked a move away from the capital to other regions in the UK, such as the South East (Brighton and Southampton), the West Midlands (Birmingham) and the North West (Liverpool, Manchester, Blackpool and Preston).

    The small area model-based income estimates are the official estimates of average (mean) household income at the middle layer super output area (MSOA) level in England and Wales for 2011/12, 2013/14 and 2015/16. For 2015-16 the figures are average annual income. For 2013/14 and 2011/12 the figures are average weekly income. They are calculated using a model based method to produce the following four estimates of income using a combination of survey data from the Family Resources Survey, and previously published data from the 2011 Census and a number of administrative data sources. The four different measures of income are: Total household income Net household income Net household income (equivalised) before housing costs Net household income (equivalised) after housing costs Total annual household income is the sum of the gross income of every member of the household plus any income from benefits such as Working Families Tax Credit. Net annual household income is the sum of the net income of every member of the household. It is calculated using the same components as total income but income is net of: income tax payments; national insurance contributions; domestic rates/council tax; contributions to occupational pension schemes; all maintenance and child support payments, which are deducted from the income of the person making the payments; and parental contribution to students living away from home. Net annual household income before housing costs (equivalised) is composed of the same elements as net household weekly income but is subject to the OECD’s equivalisation scale. Net annual household income after housing costs (equivalised) is composed of the same elements of net household weekly income but is subject to the following deductions prior to the OECD’s equivalisation scale being applied: rent (gross of housing benefit); water rates, community water charges and council water charges; mortgage interest payments (net of any tax relief); structural insurance premiums (for owner occupiers); and ground rent and service charges.     The median annual earnings in the United Kingdom was 39,039 British pounds per year in 2025. Annual earnings varied significantly by region, ranging from 49,692 pounds in London to 34,403 pounds in the North East. Along with London, only South East England and Scotland had earnings above the UK average, at 39,983 pounds and 39,719 pounds respectively. Regional Inequality in the UK Various other indicators highlight the degree of regional inequality in the UK, especially between London and the rest of the country. Productivity in London, as measured by output per hour, was 26.2 percent higher than the UK average. By comparison, every other UK region, except the South East, fell below the UK average for productivity. In gross domestic product per head, London was also an outlier. The average GDP per head in the UK was just over 37,000 pounds in 2023, but for London it was almost 64,000 pounds. Again, the South East's GDP per head was slightly above the UK average, with every other region below it. Within London itself, there is also a great degree of inequality. In 2023, for example, the average earnings in Kensington and Chelsea were 964 pounds per week, compared with 675 pounds in Barking and Dagenham. Wages continue to grow in 2025 In March 2025, weekly wages in the UK were growing by around 5.6 percent, or 1.8 percent when adjusted for inflation. For almost two years, wages have grown faster than inflation after a long period where prices were rising faster than wages between 2021 and 2023. This was due to a sustained period of high inflation in the UK, which peaked in October 2022 at 11.1 percent. Although inflation started to slow the following month, it wasn't until June 2023 that wages started to outpace inflation. By this point, the damage caused by high energy and food inflation had led to the the worst Cost of Living Crisis in the UK for a generation.
