This dataset, compiled by NREL using data from ABB, the Velocity Suite (http://energymarketintel.com/) and the U.S. Energy Information Administration dataset 861 (http://www.eia.gov/electricity/data/eia861/), provides average residential, commercial and industrial electricity rates with likely zip codes for both investor owned utilities (IOU) and non-investor owned utilities. Note: the files include average rates for each utility (not average rates per zip code), but not the detailed rate structure data found in the OpenEI U.S. Utility Rate Database (https://openei.org/apps/USURDB/).

The IOU (investor-owned utility) field indicates whether a given utility is owned by an investor group; utilities that are cooperatives or owned by municipalities are not considered IOUs.

The datasets include information such as peak load, generation, electric purchases, sales, revenues, customer counts and demand-side management programs, green pricing and net metering programs, and distributed generation capacity.

This service provides spatial data and information on Difficult Development Areas (DDAs) used for the Low Income Housing Tax Credit program. DDAs are designated by U.S. Department of Housing and Urban Development (HUD) and defined in statute as areas with high construction, land, and utility costs relative to its Area Median Gross Income (AMGI). DDAs in metropolitan areas are designated along Census ZIP Code Tabulation Area (ZCTA) boundaries. DDAs in non-metropolitan areas are designated along county boundaries. DDAs may not contain more than 20% of the aggregate population of metropolitan and non-metropolitan areas, which are designated separately.
