    The Financial Statements of Holding Companies (FR Y-9 Reports) collects standardized financial statements from domestic holding companies (HCs). This is pursuant to the Bank Holding Company Act of 1956, as amended (BHC Act), and the Home Owners Loan Act (HOLA). The FR Y-9C is used to identify emerging financial risks and monitor the safety and soundness of HC operations. HCs file the FR Y-9C and FR Y-9LP quarterly, the FR Y-9SP semiannually, the FR Y-9ES annually, and the FR Y-9CS on a schedule that is determined when this supplement is used.

    Description

    This reporting form collects information on covered transactions between an insured depository institution and its affiliates that are subject to the quantitative limits and other requirements of section 23A of the Federal Reserve Act (12 U.S.C. § 371c) and the Board's Regulation W - Transactions Between Member Banks and Their Affiliates (12 CFR Part 223). The FR Y-8 is filed quarterly by all U.S. top-tier bank holding companies (BHCs), intermediate holding companies (IHCs), and savings and loan holding companies (SLHCs); and by foreign banking organizations (FBOs) that directly own or control a U.S. subsidiary insured depository institution (collectively, holding companies). If an FBO indirectly controls a U.S. insured depository institution through a domestic U.S. holding company, the domestic U.S. holding company must file the FR Y-8. A respondent must file a separate FR Y-8 report for each U.S. insured depository institution it controls. If an insured depository institution does not conduct any section 23A covered transactions with an affiliate in a particular quarter, its parent holding company is not required to submit an FR Y-8 report for that quarter with respect to that subsidiary.

    The FR Y-7N and FR Y-7NS collect financial information for non-functionally regulated U.S. nonbank subsidiaries held by foreign banking organizations (FBOs) other than through a U.S. bank holding company (BHC), financial holding company (FHC), or U.S. bank. FBOs file the FR Y-7N quarterly or annually or the FR Y-7NS annually predominantly based on asset size thresholds. The FR Y-7Q collects consolidated regulatory capital information from all FBOs either quarterly or annually. Part 1A of the FR Y-7Q is filed quarterly by FBOs that have effectively elected to become U.S. FHCs and by FBOs that have total consolidated assets of $50 billion or more, regardless of FHC status.     Description

    Financial industries are the most important users of derivatives. Thus, derivative accounting should be of economic significance to bank holding companies. Moreover, bank holding companies are required by law to provide detailed information on derivative holdings in a uniform format through regulatory filing (Quarterly FR-Y9C reports filed with the Federal Reserve Bank). The sample used in this study covers bank holding companies during the period from 2001 through 2005. The sample period is restricted up to 2005 because the key variable in this study that captures the hedging derivatives’ impact on income was only included in the FR-Y9C reports during this period. Bank holding companies in my sample must meet the following criteria: (1) quarterly financial statement data are available through COMPUSTAT, (2) stock return data are available through CRSP, and (3) the bank holding company filed FR-Y9C reports with the Federal Reserve Bank during the sample period, (4) This selection procedure yields a final sample of 168 unique bank holding companies

    The Board’s Regulation XX - Concentration Limit (12 CFR Part 251) implements section 14 of the Bank Holding Company Act of 1956 (BHC Act), which establishes a financial sector concentration limit that generally prohibits a financial company from merging or consolidating with, or otherwise acquiring, another company if the resulting company’s liabilities upon consummation would exceed 10 percent of the aggregate liabilities of all financial companies (a covered acquisition). Under section 14 of the BHC Act and Regulation XX, a financial company means (1) an insured depository institution, (2) a bank holding company, (3) a savings and loan holding company, (4) any other company that controls an insured depository institution, (5) a nonbank financial company designated by the Financial Stability Oversight Council (Council) for supervision by the Board, or (6) a foreign bank or company that is treated as a bank holding company for purposes of the BHC Act. Regulation XX includes certain reporting requirements that apply to financial companies, and the FR XX-1 report collects information from certain financial companies that do not otherwise report consolidated financial information to the Board or another Federal banking agency.

    On August 23, 2013, the Federal Reserve published a final rule in the Federal Register (78 FR 52391). This final rule implements section 318 of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which directs the Federal Reserve to collect assessments, fees, or other charges equal to the total expenses the Federal Reserve estimates are necessary or appropriate to carry out the supervisory and regulatory responsibilities of the Federal Reserve for bank holding companies and savings and loan holding companies with total consolidated assets of $50 billion or more and nonbank financial companies designated for Federal Reserve supervision by the Financial Stability Oversight Council. Each assessed company would have thirty calendar days from June 30 or, for the 2012 assessment period, thirty calendar days from the Board’s issuance of a notice of assessment for that assessment period, to submit a written statement to appeal the Board’s determination (1) that the company is an assessed company or (2) of the company’s total assessable assets. These reporting requirements are found in section 246.5(b) of the final rule.

Description

The Financial Statements of Holding Companies (FR Y-9 Reports) collects standardized financial statements from domestic holding companies (HCs). This is pursuant to the Bank Holding Company Act of 1956, as amended (BHC Act), and the Home Owners Loan Act (HOLA). The FR Y-9C is used to identify emerging financial risks and monitor the safety and soundness of HC operations. HCs file the FR Y-9C and FR Y-9LP quarterly, the FR Y-9SP semiannually, the FR Y-9ES annually, and the FR Y-9CS on a schedule that is determined when this supplement is used.
