In 2023, almost nine million people lived in Greater London, making it the most populated ceremonial county in England. The West Midlands Metropolitan County, which contains the large city of Birmingham, was the second-largest county at 2.98 million inhabitants, followed by Greater Manchester and then West Yorkshire with populations of 2.95 million and 2.4 million, respectively. Kent, Essex, and Hampshire were the three next-largest counties in terms of population, each with around 1.89 million people. Council functions were divided according to the level at which they could be practised most efficiently. As a consequence, counties took on functions including education, transport, strategic planning, fire services, consumer protection, refuse disposal, smallholdings, social services and libraries, whereas each LAD had responsibility for local planning, housing, local highways, building, environmental health, refuse collection and cemeteries. Responsibility for recreation and cultural matters was divided between the two tiers. Following the Local Government Reorganisation in the 1990s, major changes were implemented to create administrations most appropriate to the needs of the area concerned. The key feature of this change was the introduction of unitary authorities: single-tier administrations with responsibility for all areas of local government. Between 1995 and 1998 these were established in a number of areas across the country, especially in medium-sized urban areas, whilst other areas retained a two-tier structure. The population of the United Kingdom in 2023 was estimated to be approximately 68.3 million in 2023, with almost 9.48 million people living in South East England. London had the next highest population, at over 8.9 million people, followed by the North West England at 7.6 million. With the UK's population generally concentrated in England, most English regions have larger populations than the constituent countries of Scotland, Wales, and Northern Ireland, which had populations of 5.5 million, 3.16 million, and 1.92 million respectively. English counties and cities The United Kingdom is a patchwork of various regional units, within England the largest of these are the regions shown here, which show how London, along with the rest of South East England had around 18 million people living there in this year. The next significant regional units in England are the 47 metropolitan and ceremonial counties. After London, the metropolitan counties of the West Midlands, Greater Manchester, and West Yorkshire were the biggest of these counties, due to covering the large urban areas of Birmingham, Manchester, and Leeds respectively. Within Scotland these are called council areas whereas in Wales the main regional units are called unitary authorities. The 2011 rural-urban classification (RUC) of counties in England is based on the 2011 RUC of Output Areas (OA) published in August 2013, and allows users to create a rural/urban view of county level products. The classification was produced by the University of Sheffield and was sponsored by a cross-Government working group comprising Department for Environment, Food and Rural Affairs, Department of the Communities and Local Government and Office for National Statistics.

The median age of the population in London was 35.9 years in 2023, the lowest median age among regions of the United Kingdom. By contrast, South West England had a median age of 43.9, the highest in the UK.

In the twelve months to June 2024, the claimant count rate of the West Midlands Metropolitan County was 6.8 percent, which was the highest among Metropolitan Counties, and Greater London.

London's Metropolitan Police is by far the largest police force in the United Kingdom with 34,315 officers in 2024. At 16,356 officers, the Scottish police force has the second-largest force in terms of officer numbers, followed by Greater Manchester police force, which had 8,141 officers that year. Although the Metropolitan Police are responsible for policing most of Greater London, the City of London Police force covers the historic center of London, which is around one square mile in size, and numbered 995 officers in 2024. Crime in the UK In 2022/23 there were approximately 6.74 million crimes recorded by the police in England and Wales, the highest number of crimes recorded in a reporting year between 2003 and 2023. Although crime declined from the mid-2000s to the mid-2010s there has been a noticeable increase in crimes from 2014/15 onwards. In terms of the crime rate, England and Wales had the highest in the United Kingdom, at 93.6 offences per one thousand people, compared with 52.8 in Scotland, and 58.4 in Northern Ireland. Cuts to policing reversed in recent years Between 2010 and 2017 the number of police officers in the UK fell from 172,000 officers to just 150,000. During this same period, the London Metropolitan Police saw officer numbers decline by around 2,000 officers. The fall in police personnel was a result of UK-wide funding cuts, during this time period, with police expenditure falling from 19.3 billion in 2009/10 to 16.35 billion by 2013/14. This policy has since been reversed, and the current UK government is seeking to recruit more officers and generally spend more on the police service. As of 2023, there were 171 police officers in the UK, and government expenditure on the police service was 25.3 billion British pounds.

As of November 2022, Rutland Water ranked as the largest country park in England. Measuring over 1,553 hectares in size, Rutland Water shares part of its name from the county where it is located, Rutland, which has the distinction of being Britain's smallest county. Trailing Rutland Water as the second largest English country park was Nottinghamshire-based Clumber park, with a size of over 1,533 hectares.

In 2021, there were approximately 127 thousand Polish citizens living in England's capital, London, the most of any region. The North East of England had the lowest number of any region, at 12 thousand Polish inhabitants in 2021.

The unemployment rate of the West Midlands Metropolitan County was 5.5 percent in the twelve months to September 2024, which was the highest among England's six metropolitan counties and Greater London. By contrast, South Yorkshire, which includes the major city of Sheffield, had the lowest unemployment rate, at three percent.
