The data measures the percentage of pupils at state-funded mainstream schools who got a grade 5 or above in GCSE English and maths. This used to be known as a ‘strong pass’. All data is analysed by ethnicity. There are extra analyses combining ethnicity with eligibility for free school meals, local authority, and gender. This dataset represents ethnic group (19 tick-box level) by highest level qualification, for England and Wales combined. The data are also broken down by age and by sex.

This dataset shows population counts for usual residents aged 16+ Some people aged 16 years old will not have completed key stage 4 yet on census day, and so did not have the opportunity to record any qualifications on the census.
These estimates are not comparable to Department of Education figures on highest level of attainment because they include qualifications obtained outside England and Wales.

Dataset population: Usual residents aged 16 and over
Age
Age is derived from the date of birth question and is a person's age at their last birthday, at 27 March 2011. Dates of birth that imply an age over 115 are treated as invalid and the person's age is imputed. Infants less than one year old are classified as 0 years of age.
Ethnic group
Ethnic group classifies people according to their own perceived ethnic group and cultural background.
This topic contains ethnic group write-in responses without reference to the five broad ethnic group categories, e.g. all Irish people, irrespective of whether they are White, Mixed/multiple ethnic groups, Asian/Asian British, Black/African/Caribbean/Black British or Other ethnic group, are in the Irish response category. This topic was created as part of the commissioned table processing.
Highest level of qualification
The highest level of qualification is derived from the question asking people to indicate all types of qualifications held. People were also asked if they held foreign qualifications and to indicate the closest equivalent.
There were 12 response options (plus 'no qualifications') covering professional and vocational qualifications, and a range of academic qualifications.
These are combined into five categories for the highest level of qualification, plus a category for no qualifications and one for other qualifications (which includes vocational or work-related qualifications, and for foreign qualifications where an equivalent qualification was not indicated):
The tables provide 2012 information on pupil residency-based small area pupil attainment (early years foundation stage profile (EYFSP) and key stages 1, 2, 4 and 5) broken down by gender, free school meal (FSM) eligibility (key stages 2 and 4 only) and ethnicity (key stages 2 and 4 only). The tables also provide information on pupil residency-based pupil absence broken down by gender for the 2011 to 2012 academic year.

at EYFSP, girls consistently perform better than boys in almost all LADs
at key stage 1, key stage 2, key stage 4 and key stage 5, girls also outperform boys in all but a small number of LADs
overall, all other pupils perform significantly better than FSM pupils in all areas of the country, this performance gap can be seen at both key stage 2 and key stage 4
Chinese pupils continue to have the highest levels of attainment in all regions for key stage 2 and key stage 4
black pupils have some of the lowest levels of attainment across the country at these 2 key stages
there is smaller variation across the regions for pupils in primary schools with the Yorkshire and the Humber having the highest level of persistent absence and the South East the lowest
