This table shows the input price indices of the costs of labour, materials and equipment for civil engineering works (in Dutch: Grond-, weg- en waterbouw (GWW)). There are ten areas within civil engineering. These areas are based on the standard Classification Products to Activity. For each area a series is calculated based on the price developments of various cost components of which the product to be realised -in this case a civil engineering project- is constructed. The price index for the total of civil engineering is a weighted average of the ten areas. The published price indices of civil engineering are based on the average price level of the month in question. Changes in the overall costs and 'profit and risks' are not taken into account. Changes compared with twelve months previously are also published for all indices.
Data available from: The input price indices in this series are available from January 2020 on.
Status of the figures: Index figures up to December 2024 are definite. Other index figures are provisional. The period the price indices remain provisional depends on the moment that the collectively negotiated (Cao) wage rates for the construction industry are definite. This period can vary from 4 to about 16 months after the period under review.
Changes as of December 1st 2025: The figures for the months August, September and October 2025 have been added.
Changes as of May 28th 2025: Following an adjustment in the weights, the figures have been changed from 2020 onwards.
Changes as of February 3th 2025: The digits after the decimal point were incorrect due to a mistake while building the table. This has now been corrected.
When will new figures be published? Provisional figures for November, December 2025 and January 2026 will be published at the end of February 2026.

Building technology analyses require an up-to-date understanding of installation costs and cost-effectiveness of key building energy efficiency technologies. The dataset was assembled by Guidehouse during fiscal year 2024. Data was gathered from the 2024 National Residential Efficiency Measures Database (NREMDB), the 2023 Energy Information Administration Updated Buildings Sector Appliance and Equipment Costs and Efficiencies, DOE Lighting Market Model, the 2023 RSMeans database, and the 2020 Grid-Interactive Efficient Building Technology Cost, Performance, and Lifetime Characteristics, Lawrence Berkeley National Laboratory data, various literature, as well as new data from online retailers, stakeholder interviews, and contractor databases in 2023 and 2024. The dataset has been reviewed by subject matter experts at NREL and DOE. The 2024 dataset release is intended to be a starting point for interested users to provide feedback. This database is not intended to provide specific cost estimates for a specific project. The cost estimates do not include any rebates or tax incentives that may be available for the measures. Rather, it is meant to help determine which measures may be more cost-effective. The National Renewable Energy Laboratory (NREL) makes every effort to ensure accuracy of the data; however, NREL does not assume any legal liability or responsibility for the accuracy or completeness of the information.
