The AHS is the largest, regular national housing sample survey in the United States. The U.S. Census Bureau conducts the AHS to obtain up-to-date housing statistics for the Department of Housing and Urban Development (HUD). The AHS national survey was conducted annually from 1973-1981 and biennially (every two years) since 1983. Metropolitan area surveys have been conducted annually or biennially since 1974.
The dataset contains current data on low rent and Section 8 units in PHA's administered by HUD. The Section 8 Rental Voucher Program increases affordable housing choices for very low-income households by allowing families to choose privately owned rental housing. Through the Section 8 Rental Voucher Program, the administering housing authority issues a voucher to an income-qualified household, which then finds a unit to rent. If the unit meets the Section 8 quality standards, the PHA then pays the landlord the amount equal to the difference between 30 percent of the tenant's adjusted income (or 10 percent of the gross income or the portion of welfare assistance designated for housing) and the PHA-determined payment standard for the area. The rent must be reasonable compared with similar unassisted units.

The U.S. Department of Housing and Urban Development (HUD) periodically receives "custom tabulations" of Census data from the U.S. Census Bureau that are largely not available through standard Census products. These datasets, known as "CHAS" (Comprehensive Housing Affordability Strategy) data, demonstrate the extent of housing problems and housing needs, particularly for low income households.
The primary purpose of CHAS data is to demonstrate the number of households in need of housing assistance. This is estimated by the number of households that have certain housing problems and have income low enough to qualify for HUD’s programs (primarily 30, 50, and 80 percent of median income).
CHAS data provides counts of the numbers of households that fit these HUD-specified characteristics in a variety of geographic areas. In addition to estimating low-income housing needs, CHAS data contributes to a more comprehensive market analysis by documenting issues like lead paint risks, "affordability mismatch," and the interaction of affordability with variables like age of homes, number of bedrooms, and type of building.
This dataset is a special tabulation of the 2016-2020 American Community Survey (ACS) and reflects conditions over that time period. The dataset uses custom HUD Area Median Family Income (HAMFI) figures calculated by HUD PDR staff based on 2016-2020 ACS income data.
CHAS datasets are used by Federal, State, and Local governments to plan how to spend, and distribute HUD program funds. This table contains data on the percent of households paying more than 30% (or 50%) of monthly household income towards housing costs for California, its regions, counties, cities/towns, and census tracts. Data is from the U.S. Department of Housing and Urban Development (HUD), Consolidated Planning Comprehensive Housing Affordability Strategy (CHAS) and the U.S. Census Bureau, American Community Survey (ACS). The table is part of a series of indicators in the [Healthy Communities Data and Indicators Project of the Office of Health Equity] Affordable, quality housing is central to health, conferring protection from the environment and supporting family life. Housing costs—typically the largest, single expense in a family's budget—also impact decisions that affect health. As housing consumes larger proportions of household income, families have less income for nutrition, health care, transportation, education, etc. Severe cost burdens may induce poverty—which is associated with developmental and behavioral problems in children and accelerated cognitive and physical decline in adults. Low-income families and minority communities are disproportionately affected by the lack of affordable, quality housing. The housing affordability measure illustrates the relationship between income and housing costs. A household that spends 30% or more of its collective monthly income to cover housing costs is considered to be “housing cost-burden[ed].”[1] Those spending between 30% and 49.9% of their monthly income are categorized as “moderately housing cost-burden[ed],” while those spending more than 50% are categorized as “severely housing cost-burden[ed].”[2]
How much a household spends on housing costs affects the household’s overall financial situation. More money spent on housing leaves less in the household budget for other needs, such as food, clothing, transportation, and medical care, as well as for incidental purchases and saving for the future.
The estimated housing costs as a percentage of household income are categorized by tenure: all households, those that own their housing unit, and those that rent their housing unit.
Throughout the period of analysis, the percentage of housing cost-burdened renter households in Champaign County was higher than the percentage of housing cost-burdened homeowner households in Champaign County. All three categories saw year-to-year fluctuations between 2005 and 2023, and none of the three show a consistent trend. However, all three categories were estimated to have a lower percentage of housing cost-burdened households in 2023 than in 2005.
Data on estimated housing costs as a percentage of monthly income was sourced from the U.S. Census Bureau’s American Community Survey (ACS) 1-Year Estimates, which are released annually.
As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.
Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.
For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Housing Tenure.

DESCRIPTION Housing production is measured in terms of the number of units that local jurisdictions produces throughout a given year. The annual production count captures housing units added by new construction and annexations, subtracts demolitions and destruction from natural disasters, and adjusts for units lost or gained by conversions.

METHODOLOGY NOTES (across all datasets for this indicator) Single-family housing units include single detached units and single attached units. Multi-family housing includes two to four units and five plus or apartment units.
Housing production data for metropolitan areas for each year is the difference of annual housing unit estimates from the Census Bureau’s Population Estimates Program. Housing production data for the region, counties, and cities for each year is the difference of annual housing unit estimates from the California Department of Finance. Department of Finance data uses an annual cycle between January 1 and December 31, whereas U.S. Census Bureau data uses an annual cycle from April 1 to March 31 of the following year.
Housing production data shows how many housing units have been produced over time. Like housing permit statistics, housing production numbers are an indicator of where the region is growing. However, since permitted units are sometimes not constructed or there can be a long lag time between permit approval and the start of construction, production data also reflects the effects of barriers to housing production. These range from a lack of builder confidence to high construction costs and limited financing. Data also differentiates the trends in multi-family, single-family and mobile home production.

This dataset focuses on housing statistics from the American Community Survey 2014.
Public Housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single family houses to high-rise apartments for elderly families. There are approximately 1.2 million households living in public housing units, managed by over 3,300 housing agencies (HAs). HUD administers Federal aid to local housing agencies (HAs) that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments. Location data for HUD-related properties and facilities are derived from HUD's enterprise geocoding service. While not all addresses are able to be geocoded and mapped to 100% accuracy, we are continuously working to improve address data quality and enhance coverage. Please consider this issue when using any datasets provided by HUD. NCHS has linked 1999-2018 National Health Interview Survey (NHIS) and 1999-2018 National Health and Nutrition Examination Survey (NHANES) to administrative data through 2019 for the Department of Housing and Urban Development’s (HUD) largest housing assistance programs: the Housing Choice Voucher program, public housing, and privately owned, subsidized multifamily housing. Linkage of NCHS survey participants with HUD administrative records provides the opportunity to examine relationships between housing and health.
The United States Department of Housing and Urban Development had outlays of about 55.19 billion U.S. dollars in 2023. By 2029, the outlays of the Department of Housing and Urban Development are expected to increase to about 76.6 billion U.S. dollars.
HUD furnishes technical and professional assistance in planning, developing and managing these developments. Public Housing Developments are depicted as a distinct address chosen to represent the general location of an entire Public Housing Development, which may be comprised of several buildings scattered across a community. The building with the largest number of units is selected to represent the location of the development. The Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (Safety and Soundness Act) provides for the establishment of single-family and multifamily goals each year, including a single-family purchase money mortgage goal for families residing in low-income areas. The Safety and Soundness Act defines "low-income area" as: (a) census tracts or block numbering areas in which the median income does not exceed 80 percent of area median income (AMI), (b) families with income not greater than 100 percent of AMI who reside in minority census tracts, and (c) families with income not greater than 100 percent of AMI who reside in designated disaster areas. A “minority census tract” is a census tract that has a minority population of at least 30 percent and a median income of less than 100 percent of the AMI. Census tract level data identifying these areas are available below for 2010 and 2011 based on 2000 Census tract geography, for 2012 through 2021 based on 2010 Census tract geography, and for 2022 and subsequent years based on 2020 Census tract geography.As in the previous underserved area definition, low-income area and minority census tract definitions are based on prior year metropolitan area definitions as determined by OMB. Designated disaster areas are identified by FHFA based on the three most recent years' declarations by the Federal Emergency Management Agency (FEMA), where individual assistance payments were authorized by FEMA. Welcome to the survey of PHA Engagement with Homeless Households. Department of Housing and Urban Development (HUD) has contracted with Abt Associates and its subsidiary Abt SRBI to conduct this survey. The information collected will allow researchers to explore and document how Public Housing Authorities (PHAs) currently serve homeless households. Our purpose is to establish a baseline level of PHAs’ current engagement in serving homeless households and to better understand the current opportunities provided by PHAs that have an explicit preference for homeless households. Findings of this study will enable HUD to:
--identify the variety of mechanisms that PHAs employ to target homeless households for assistance;
--highlight innovative ways in which PHAs may be engaging with homeless households;highlight the broader set of community partners providing services to homeless people.
Through this study PHAs will learn from each other about different approaches to assisting homeless families.
