This table shows the evolution of the house price index since 2016. The index makes it possible to calculate the evolution of the prices of dwellings, subdivided into apartments, houses and villas. Historically, the General Administration of Heritage Documentation (AGDP) performed its calculations based on the first quarter of 2003 as the reference period. Since then, AGDP has had complete electronic data for these calculations. Price indices could not be calculated for 2015. Indeed, the mathematical model of the AGDP was based on the output of the Cadnet/Loco application. Cadnet/Loco was replaced by STIPAD in 2015. Therefore, the sales of which data were available were insufficient to calculate an index for the whole year. In view of the improvements allowed by the new STIPAD application, we took over the publication of the index from 2016 as the reference year (=100 %). Since 2022, we have also calculated the evolution of this index by Region.

The ONS House Price Index is mix-adjusted to allow for differences between houses sold (for example type, number of rooms, location) in different months within a year. House prices are modelled using a combination of characteristics to produce a model containing around 100,000 cells (one such cell could be first-time buyer, old dwelling, one bedroom flat purchased in London). Each month estimated prices for all cells are produced by the model and then combined with their appropriate weight to produce mix-adjusted average prices. The index values are based on growth rates in the mix-adjusted average house prices and are annually chain linked.
The weights used for mix-adjustment change at the start of each calendar year (i.e. in January). The mix-adjusted prices are therefore not comparable between calendar years, although they are comparable within each calendar year. If you wish to calculate change between years, you should use the mix-adjusted house price index, available in Table 33.

A quarterly index providing a measure of change in the price of a standardised residential property sold in NI. The index is presented for each quarter from Q1 (January-March) 2005.
The RHPI measures price changes of single-family properties, adjusted for the impact of inflation. Real values are calculated using the so-called Personal Consumption Expenditure Deflator (PCE). This PCE, so the theory goes, includes expenditures that are not counted in the Consumer Price Index(CPI), such as medical and health care expenses paid by employers and other national health programs. Because the RHPI adjusts for house-buying power, it is also a measure of housing affordability. In the fourth quarter of 2022, housing prices in real terms in Luxembourg reached an index of approximately 187.5 index points.

Data Collection: The labour costs are based on agreed labour rates, allowances etc. The building material prices are collected at the beginning of each month from the same suppliers for the same representative basket. Calculation: Labour and material costs for the construction of a typical 3 bed-roomed house are weighted together to produce the index. Post October 2006: The name change from the House Building Cost Index to the House Construction Cost Index was introduced in October 2006 when the method of assessing the materials sub-index was changed from pricing a basket of materials (representative of a typical 2 storey 3 bedroomed local authority house) to the CSO Table 3 Wholesale Price Index. The new Index does maintains continuity with the old HBCI. The most current data is published on these sheets. Previously published data may be subject to revision. Any change from the originally published data will be highlighted by a comment on the cell in question. These comments will be maintained for at least a year after the date of the value change. Annual descriptive price statistics for each calendar year 2005 – 2023 for 11 Local Government Districts in Northern Ireland. The statistics include: • Minimum sale price • Lower quartile sale price • Median sale price • Simple Mean sale price • Upper Quartile sale price • Maximum sale price • Number of verified sales Prices are available where at least 30 sales were recorded in the area within the calendar year which could be included in the regression model i.e. the following sales are excluded: • Non Arms-Length sales • sales of properties where the habitable space are less than 30m2 or greater than 1000m2 • sales less than £20,000. Annual median or simple mean prices should not be used to calculate the property price change over time. The quality (where quality refers to the combination of all characteristics of a residential property, both physical and locational) of the properties that are sold may differ from one time period to another. For example, sales in one quarter could be disproportionately skewed towards low-quality properties, therefore producing a biased estimate of average price. The median and simple mean prices are not ‘standardised’ and so the varying mix of properties sold in each quarter could give a false impression of the actual change in prices. In order to calculate the pure property price change over time it is necessary to compare like with like, and this can only be achieved if the ‘characteristics-mix’ of properties traded is standardised. To calculate pure property change over time please use the standardised prices in the NI House Price Index Detailed Statistics file.
