    In 1980, the National Institute of Justice awarded a grant to the Cornell University College of Human Ecology for the establishment of the Center for the Study of Race, Crime, and Social Policy in Oakland, California. This center mounted a long-term research project that sought to explain the wide variation in crime statistics by race and ethnicity. Using information from eight ethnic communities in Oakland, California, representing working- and middle-class Black, White, Chinese, and Hispanic groups, as well as additional data from Oakland's justice systems and local organizations, the center conducted empirical research to describe the criminalization process and to explore the relationship between race and crime. The differences in observed patterns and levels of crime were analyzed in terms of: (1) the abilities of local ethnic communities to contribute to, resist, neutralize, or otherwise affect the criminalization of its members, (2) the impacts of criminal justice policies on ethnic communities and their members, and (3) the cumulative impacts of criminal justice agency decisions on the processing of individuals in the system. Administrative records data were gathered from two sources, the Alameda County Criminal Oriented Records Production System (CORPUS) (Part 1) and the Oakland District Attorney Legal Information System (DALITE) (Part 2). In addition to collecting administrative data, the researchers also surveyed residents (Part 3), police officers (Part 4), and public defenders and district attorneys (Part 5). The eight study areas included a middle- and low-income pair of census tracts for each of the four racial/ethnic groups: white, Black, Hispanic, and Asian. Part 1, Criminal Oriented Records Production System (CORPUS) Data, contains information on offenders' most serious felony and misdemeanor arrests, dispositions, offense codes, bail arrangements, fines, jail terms, and pleas for both current and prior arrests in Alameda County. Demographic variables include age, sex, race, and marital status. Variables in Part 2, District Attorney Legal Information System (DALITE) Data, include current and prior charges, days from offense to charge, disposition, and arrest, plea agreement conditions, final results from both municipal court and superior court, sentence outcomes, date and outcome of arraignment, disposition, and sentence, number and type of enhancements, numbers of convictions, mistrials, acquittals, insanity pleas, and dismissals, and factors that determined the prison term. For Part 3, Oakland Community Crime Survey Data, researchers interviewed 1,930 Oakland residents from eight communities. Information was gathered from community residents on the quality of schools, shopping, and transportation in their neighborhoods, the neighborhood's racial composition, neighborhood problems, such as noise, abandoned buildings, and drugs, level of crime in the neighborhood, chances of being victimized, how respondents would describe certain types of criminals in terms of age, race, education, and work history, community involvement, crime prevention measures, the performance of the police, judges, and attorneys, victimization experiences, and fear of certain types of crimes. Demographic variables include age, sex, race, and family status. For Part 4, Oakland Police Department Survey Data, Oakland County police officers were asked about why they joined the police force, how they perceived their role, aspects of a good and a bad police officer, why they believed crime was down, and how they would describe certain beats in terms of drug availability, crime rates, socioeconomic status, number of juveniles, potential for violence, residential versus commercial, and degree of danger. Officers were also asked about problems particular neighborhoods were experiencing, strategies for reducing crime, difficulties in doing police work well, and work conditions. Demographic variables include age, sex, race, marital status, level of education, and years on the force. In Part 5, Public Defender/District Attorney Survey Data, public defenders and district attorneys were queried regarding which offenses were increasing most rapidly in Oakland, and they were asked to rank certain offenses in terms of seriousness. Respondents were also asked about the public's influence on criminal justice agencies and on the performance of certain criminal justice agencies. Respondents were presented with a list of crimes and asked how typical these offenses were and what factors influenced their decisions about such cases (e.g., intent, motive, evidence, behavior, prior history, injury or loss, substance abuse, emotional trauma). Other variables measured how often and under what circumstances the public defender and client and the public defender and the district attorney agreed on the case, defendant characteristics in terms of who should not be put on the stand, the effects of Proposition 8, public defender and district attorney plea guidelines, attorney discretion, and advantageous and disadvantageous characteristics of a defendant. Demographic variables include age, sex, race, marital status, religion, years of experience, and area of responsibility.

    Description

    This table contains data on the rate of violent crime (crimes per 1,000 population) for California, its regions, counties, cities and towns. Crime and population data are from the Federal Bureau of Investigations, Uniform Crime Reports. Rates above the city/town level include data from city, university and college, county, state, tribal, and federal law enforcement agencies. The table is part of a series of indicators in the Healthy Communities Data and Indicators Project of the Office of Health Equity. Ten percent of all deaths in young California adults aged 15-44 years are related to assault and homicide. In 2010, California law enforcement agencies reported 1,809 murders, 8,331 rapes, and over 95,000 aggravated assaults. African Americans in California are 11 times more likely to die of assault and homicide than Whites.     About this dataset

    This dataset contains information on the rate of violent crime across California - its regions, counties, cities and towns. The data was collected as part of a larger effort by the Office of Health Equity to better understand public health indicators and ensure equitable outcomes for all.

    The numbers reflect more than just a problem in California communities - it reflects a problem with unequal access to resources and opportunity across race, ethnicities and geographies. African Americans in California are 11 times more likely to die from assault or homicide compared to white Californians. Similarly, certain regions report higher crime rates than others at the county level- indicating underlying issues with poverty or institutionalized inequality.

    Law enforcement agencies teamed up with the Federal Bureau of Investigations’ Uniform Crime Reports to collect this data table which includes details such as reported number of violent crimes (numerator), population size (denominator), rate per 1,000 population (ratex1000) confidence intervals (LL_95CI & UL_95CI ) standard errors & relative standard errors (se & rse) as well as ratios between city/town rates vs state rates (RR_city2state). Additionally, each record is classified according to region name/code and race/ethnicity code/name , giving researchers further insight into these troubling statistics at both macro and micro levels.

    Armed with this information we can explore new ways identify inequitable areas and begin looking for potential solutions that combat health disparities within our communities like never before!

    How to use the dataset

    The data is presented with twenty columns providing various segments within each row including:

    In 2023, the District of Columbia had the highest reported violent crime rate in the United States, with 1,150.9 violent crimes per 100,000 of the population. Maine had the lowest reported violent crime rate, with 102.5 offenses per 100,000 of the population. Life in the District The District of Columbia has seen a fluctuating population over the past few decades. Its population decreased throughout the 1990s, when its crime rate was at its peak, but has been steadily recovering since then. While unemployment in the District has also been falling, it still has had a high poverty rate in recent years. The gentrification of certain areas within Washington, D.C. over the past few years has made the contrast between rich and poor even greater and is also pushing crime out into the Maryland and Virginia suburbs around the District. Law enforcement in the U.S. Crime in the U.S. is trending downwards compared to years past, despite Americans feeling that crime is a problem in their country. In addition, the number of full-time law enforcement officers in the U.S. has increased recently, who, in keeping with the lower rate of crime, have also made fewer arrests than in years past.

    This data collection resulted from the project "Linked Homicide File for 1990-1999," which was conducted by the California Department of Health Services (CDHS), Epidemiology and Prevention for Injury Control Branch, for the purpose of studying homicide and providing evidence for the development of strategies to reduce homicide in California. The researchers combined the strengths of law enforcement reporting and medical reporting in one dataset. The homicide data contain information on victims and circumstances of the 34,542 homicides investigated by law enforcement agencies in California for the period 1990 to 1999. The data are Supplementary Homicide Reports (SHR), which are received monthly by the Department of Justice from all local California law enforcement agencies as part of the national Uniform Crime Reporting program (UNIFORM CRIME REPORTS [UNITED STATES]: SUPPLEMENTARY HOMICIDE REPORTS, 1976-1999 [ICPSR 3180]). The researchers linked the SHRs to the CDHS vital statistics mortality data, which contain the death records provided by the medical examiner or coroner of each county after investigation of the death. Variables include total number of offenders involved, weapon used in the homicide, county of the victim's residence, location and date of the incident, date of death, cause of death, date of arrest for the suspect, and whether supplemental homicide report matched the death record. Demographic data include age, sex, and race of the victim and the suspect, relationships between the suspect and the victim, and the victim's marital status.

    A. SUMMARY These data represent hate crimes reported by the SFPD to the California Department of Justice. Read the detailed overview of this dataset here.

    What is a Hate Crime? A hate crime is a crime against a person, group, or property motivated by the victim's real or perceived protected social group. An individual may be the victim of a hate crime if they have been targeted because of their actual or perceived: (1) disability, (2) gender, (3) nationality, (4) race or ethnicity, (5) religion, (6) sexual orientation, and/or (7) association with a person or group with one or more of these actual or perceived characteristics. Hate crimes are serious crimes that may result in imprisonment or jail time.

    B. HOW THE DATASET IS CREATED How is a Hate Crime Processed?
    Not all prejudice incidents including the utterance of hate speech rise to the level of a hate crime. The U.S. Constitution allows hate speech if it does not interfere with the civil rights of others. While these acts are certainly hurtful, they do not rise to the level of criminal violations and thus may not be prosecuted. When a prejudice incident is reported, the reporting officer conducts a preliminary investigation and writes a crime or incident report. Bigotry must be the central motivation for an incident to be determined to be a hate crime. In that report, all facts such as verbatims or statements that occurred before or after the incident and characteristics such as the race, ethnicity, sex, religion, or sexual orientations of the victim and suspect (if known) are included. To classify a prejudice incident, the San Francisco Police Department’s Hate Crimes Unit of the Special Investigations Division conducts an analysis of the incident report to determine if the incident falls under the definition of a “hate crime” as defined by state law. HOW TO USE THIS DATASET This dataset includes the following information about each incident: the hate crime offense, bias type, location/time, and the number of hate crime victims and suspects. The data presented mirrors data published by the California Department of Justice, albeit at a higher frequency. The publishing of these data meet requirements set forth in PC 13023.

    This Alberta Official Statistic describes the violent crime rates for Canada and provinces for the years from 1998 to 2014. The rate is based on the incidence of violent crime per 100,000 population in each province. The Canadian Centre for Justice Statistics (CCJS), in co-operation with the policing community, collects police-reported crime statistics through the Uniform Crime Reporting (UCR) Survey. The UCR Survey was designed to measure the incidence of crime in Canadian society and its characteristics. UCR data reflect reported crime that has been substantiated by police. Information collected by the survey includes the number of criminal incidents, the clearance status of those incidents and persons-charged information. The UCR Survey produces a continuous historical record of crime and traffic statistics reported by every police agency in Canada since 1962. In 1988, a new version of the survey (UCR3) was created, which is referred to as the "incident-based" survey. It captures microdata on characteristics of incidents, victims and accused. Data from the UCR Survey provide key information for crime analysis, resource planning and program development for the policing community. Municipal and provincial governments use the data to aid decisions about the distribution of police resources, definitions of provincial standards and for comparisons with other departments and provinces. To the federal government, the UCR survey provides information for policy and legislative development, evaluation of new legislative initiatives, and international comparisons. To the public, the UCR survey offers information on the nature and extent of police-reported crime and crime trends in Canada. As well, media, academics and researchers use these data to examine specific issues about crime.

    California reported the largest number of homicides to the FBI in 2023, at 1,929 for the year. Texas recorded the second-highest number of murders, with 1,845 for the year. Homicide victim demographics There were a total of 19,252 reported homicide cases in the U.S. in 2023. When looking at murder victims by gender and ethnicity, the vast majority were male, while just over half of the victims were Black or African American. In addition, homicide victims in the United States were found most likely to be between the ages of 20 and 34 years old, with the majority of victims aged between 17 to 54 years old. Are murders up? In short, no – since the 1990s the number of murders in the U.S. has decreased significantly. In 1990, the murder rate per 100,000 people stood at 9.4, and stood at 5.7 in 2023. It should be noted though that the number of homicides increased slightly from 2014 to 2017, although figures declined again in 2018 and 2019, before ticking up once more in 2020 and 2021. Despite this decline, when viewed in international comparison, the U.S. murder rate is still notably high. For example, the Canadian homicide rate stood at 1.94 in 2023, while the homicide rate in England and Wales was even lower.

(1999, 2000) and Browne and Williams (1989) by examining, in greater detail, the relationship between intimate partner homicide and gender, race, criminal justice system response, and domestic violence services. Specifically, the study examines the net effect of criminal justice system response and federally-funded domestic violence shelters on victimization of white, African American, and Hispanic males and females. This study used aggregated data from the 58 counties in California from 1987 to 2000. Homicide data were gathered by the State of California Department of Justice, Criminal Justice Statistics Center. Data on domestic violence resources were obtained from the Governor's Office of Criminal Justice Planning, Domestic Violence Branch, in the form of detailed reports from domestic violence shelters in the state. Based on these records, the researchers computed the number of federally-funded shelter-based organizations in a given county over time. Data on criminal justice responses at the county level were gathered from the State of California Department of Justice, Criminal Justice Statistics Center. These data included domestic violence arrests and any convictions and incarceration that followed those arrests. The researchers disaggregated these criminal justice system measures by race and gender. In order to account for population differences and changes over time, rates were computed per 100,000 adults (age 18 and older).

    Description

    This survey of inmates in five California prisons was conducted by the RAND Corporation with a grant from the National Institute of Justice. Researchers distributed an anonymous self-administered questionnaire to groups of 10-20 inmates at a time. Using the self-report technique, the survey obtained detailed information about the crimes committed by these prisoners prior to their incarceration. Variables were calculated to examine the characteristics of repeatedly arrested or convicted offenders (recidivists) as well as offenders reporting the greatest number of serious crimes (habitual criminals). The variables include crimes committed leading to incarceration, rates of criminal activity, and social-psychological scales for analyzing motivations to commit crimes, as well as self-reports of age, race, education, marital status, employment, income, and drug use.

    User notes: 10/9/25 - for the report year 2025, data for the following indicators were uploaded with changes relative to report year 2023: Crime Rate: As of January 1, 2021, the FBI replaced the Summary Reporting System (SRS) with the National Incident Based Reporting System (NIBRS), which expands how crimes were recorded and classified. This report uses California’s version of NIBRS, the California Incident Based Reporting System (CIBRS), obtained from the SANDAG Open Data Portal. Crime rates are not disaggregated by jurisdiction, as in the previous Equity Indicator Report. Internet access: The age group variable was incorporated to account for notable disparities in internet access by age. Police Stops and Searches: refined methods. Agency data was aggregated to San Diego County because data was available for all agencies; previously data was available for three agencies. Analysis of RIPA data was updated to exclude stops where the stop was made in response to a call for service, combine transgender women and transgender men into a transgender category, and limit to contraband found during search. Used term “discovery rate” instead of “hit rate.” Removed comparison to traffic collision data and instead compared to population estimates from the American Community Survey. Jail Incarceration: new data sources. The numerator data for the average daily population data in jail was obtained from the San Diego County Sheriff's Office. Population data to calculate the rates was obtained from the San Diego Association of Governments (SANDAG). The terms for conviction status were corrected to "locally sentenced" and "unsentenced" for sentencing status. For jail population data, East African was reclassified as Black and Middle Eastern as White to allow for calculation of rates using SANDAG population estimates.

    8/1/25 - for the report year 2025, the following change were made: Business Ownership: the minority and nonminority labels were switched for the population estimates and some of the race/ethnicity data for nonemployer businesses were corrected. Homelessness: added asterisks to category name for unincorporated regions to allow for a footnote in the figure in the story page.

    7/11/25 - for the report year 2025, the following changes were made: Beach Water Quality: the number of days with advisories was corrected for Imperial Beach municipal beach, San Diego Bay, and Ocean Beach.

    5/22/25 - for the report year 2023, the following changes were made: Youth poverty/Poverty: IPUMS identified an error in the POVERTY variable for multi-year ACS samples. In July 2024, they released a revised version of all multi-year ACS samples to IPUMS USA, which included corrected POVERTY values. The corrected POVERTY values were downloaded, and the analysis was rerun for this indicator using the 2021 ACS 5-year Estimates. Youth Poverty: data source label corrected to be 2021 for all years. Employment, Homeownership, and Cost-Burdened Households - Notes were made consistent for rows where category = Race/Ethnicity.

    5/9/25 - Excluding data for the crime section indicators, data were appended on May 9, 2025 and the report will be updated to reflect the new data in August 2025. The following changes in methods were made: For indicators based on American Community Survey (ACS) data, the foreign-born category name was changed to Nativity Status. Internet access: Group quarters is a category included in the survey sample, but it is not part of the universe for the analysis. For the 2025 Equity Report year, respondents in group quarters were excluded from the analysis, whereas for the 2023 Equity Report year, these respondents were included.     This dataset includes all verified Hate Crime occurrences investigated by the Hate Crime Unit by reported date since 2018. The Hate Crime categories (bias categories) include Age, Mental or Physical Disability, Race, Ethnicity, Language, Religion, Sexual Orientation, Gender and Other Similar Factor. This data is provided at the offence and/or occurrence level, therefore one occurrence may have multi-bias categories associated to the victim used to categorize the hate crime. Definitions Hate Crime A hate crime is a criminal offence committed against a person or property motivated in whole or in part by bias, prejudice or hate based on race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation or gender identity or expression or any other similar factor. Hate Incident A hate incident is a non-criminal action or behaviour that is motivated by hate against an identifiable group. Examples of hate incidents include using racial slurs, or insulting a person because of their ethnic or religious dress or how they identify.

    The District of Columbia had the highest robbery rate in the United States in 2023, with 614.2 robberies per 100,000 inhabitants. The lowest robbery rate in the country was found in Idaho, with 9.5 robberies per 100,000 inhabitants. Crime in the District of Columbia The violent crime rate in the District of Columbia was found to be the highest in the United States, with there being a few reasons for this: Firstly, the population of the District of Columbia is quite low (causing a higher rate of crime), and secondly, issues such as the crack epidemic of the 1990s exacerbated the prevalence of crime in the District. As rising rents and gentrification force more people out of the District, crime is moving into neighboring Maryland and Virginia suburbs, as poorer residents seek more affordable living conditions. Crime in the United States Overall, violent crime in the United States and the District of Columbia today is far below the violent crime rate of the 1990s. While some may feel that crime is on the rise, due in part to media sensationalism in fact, the opposite is true, and the United States is becoming safer over time.

Counts are available at the offence and/or victim level for Assault, Auto Theft, Bike Theft, Break and Enter, Robbery, Theft Over, Homicide, Shootings and Theft from Motor Vehicle. Data also includes crime rates per 100,000 people by neighbourhood based on each year's Projected Population by Environics Analytics.This data does not include occurrences that have been deemed unfounded. The definition of unfounded according to Statistics Canada is: “It has been determined through police investigation that the offence reported did not occur, nor was it attempted” (Statistics Canada, 2020).**The dataset is intended to provide communities with information regarding public safety and awareness. The data supplied to the Toronto Police Service by the reporting parties is preliminary and may not have been fully verified at the time of publishing the dataset. The location of crime occurrences have been deliberately offset to the nearest road intersection node to protect the privacy of parties involved in the occurrence. In 1980, the National Institute of Justice awarded a grant to the Cornell University College of Human Ecology for the establishment of the Center for the Study of Race, Crime, and Social Policy in Oakland, California. This center mounted a long-term research project that sought to explain the wide variation in crime statistics by race and ethnicity. Using information from eight ethnic communities in Oakland, California, representing working- and middle-class Black, White, Chinese, and Hispanic groups, as well as additional data from Oakland's justice systems and local organizations, the center conducted empirical research to describe the criminalization process and to explore the relationship between race and crime. The differences in observed patterns and levels of crime were analyzed in terms of: (1) the abilities of local ethnic communities to contribute to, resist, neutralize, or otherwise affect the criminalization of its members, (2) the impacts of criminal justice policies on ethnic communities and their members, and (3) the cumulative impacts of criminal justice agency decisions on the processing of individuals in the system. Administrative records data were gathered from two sources, the Alameda County Criminal Oriented Records Production System (CORPUS) (Part 1) and the Oakland District Attorney Legal Information System (DALITE) (Part 2). In addition to collecting administrative data, the researchers also surveyed residents (Part 3), police officers (Part 4), and public defenders and district attorneys (Part 5). The eight study areas included a middle- and low-income pair of census tracts for each of the four racial/ethnic groups: white, Black, Hispanic, and Asian. Part 1, Criminal Oriented Records Production System (CORPUS) Data, contains information on offenders' most serious felony and misdemeanor arrests, dispositions, offense codes, bail arrangements, fines, jail terms, and pleas for both current and prior arrests in Alameda County. Demographic variables include age, sex, race, and marital status. Variables in Part 2, District Attorney Legal Information System (DALITE) Data, include current and prior charges, days from offense to charge, disposition, and arrest, plea agreement conditions, final results from both municipal court and superior court, sentence outcomes, date and outcome of arraignment, disposition, and sentence, number and type of enhancements, numbers of convictions, mistrials, acquittals, insanity pleas, and dismissals, and factors that determined the prison term. For Part 3, Oakland Community Crime Survey Data, researchers interviewed 1,930 Oakland residents from eight communities. Information was gathered from community residents on the quality of schools, shopping, and transportation in their neighborhoods, the neighborhood's racial composition, neighborhood problems, such as noise, abandoned buildings, and drugs, level of crime in the neighborhood, chances of being victimized, how respondents would describe certain types of criminals in terms of age, race, education, and work history, community involvement, crime prevention measures, the performance of the police, judges, and attorneys, victimization experiences, and fear of certain types of crimes. Demographic variables include age, sex, race, and family status. For Part 4, Oakland Police Department Survey Data, Oakland County police officers were asked about why they joined the police force, how they perceived their role, aspects of a good and a bad police officer, why they believed crime was down, and how they would describe certain beats in terms of drug availability, crime rates, socioeconomic status, number of juveniles, potential for violence, residential versus commercial, and degree of danger. Officers were also asked about problems particular neighborhoods were experiencing, strategies for reducing crime, difficulties in doing police work well, and work conditions. Demographic variables include age, sex, race, marital status, level of education, and years on the force. In Part 5, Public Defender/District Attorney Survey Data, public defenders and district attorneys were queried regarding which offenses were increasing most rapidly in Oakland, and they were asked to rank certain offenses in terms of seriousness. Respondents were also asked about the public's influence on criminal justice agencies and on the performance of certain criminal justice agencies. Respondents were presented with a list of crimes and asked how typical these offenses were and what factors influenced their decisions about such cases (e.g., intent, motive, evidence, behavior, prior history, injury or loss, substance abuse, emotional trauma). Other variables measured how often and under what circumstances the public defender and client and the public defender and the district attorney agreed on the case, defendant characteristics in terms of who should not be put on the stand, the effects of Proposition 8, public defender and district attorney plea guidelines, attorney discretion, and advantageous and disadvantageous characteristics of a defendant. Demographic variables include age, sex, race, marital status, religion, years of experience, and area of responsibility.
