    About this dataset

    Context

    The dataset tabulates the California population over the last 20 plus years. It lists the population for each year, along with the year on year change in population, as well as the change in percentage terms for each year. The dataset can be utilized to understand the population change of California across the last two decades. For example, using this dataset, we can identify if the population is declining or increasing. If there is a change, when the population peaked, or if it is still growing and has not reached its peak. We can also compare the trend with the overall trend of United States population over the same period of time.

    Key observations

    In 2024, the population of California was 39.43 million, a 0.59% increase year-by-year from 2023. Previously, in 2023, California population was 39.2 million, an increase of 0.14% compared to a population of 39.14 million in 2022. Over the last 20 plus years, between 2000 and 2024, population of California increased by 5.44 million. In this period, the peak population was 39.52 million in the year 2020.     20 year Projected Urban Growth scenarios. Base year is 2000. Projected year in this dataset is 2020.

    By 2020, most forecasters agree, California will be home to between 43 and 46 million residents-up from 35 million today. Beyond 2020 the size of California's population is less certain. Depending on the composition of the population, and future fertility and migration rates, California's 2050 population could be as little as 50 million or as much as 70 million. One hundred years from now, if present trends continue, California could conceivably have as many as 90 million residents.

    Where these future residents will live and work is unclear. For most of the 20th Century, two-thirds of Californians have lived south of the Tehachapi Mountains and west of the San Jacinto Mountains-in that part of the state commonly referred to as Southern California. Yet most of coastal Southern California is already highly urbanized, and there is relatively little vacant land available for new development. More recently, slow-growth policies in Northern California and declining developable land supplies in Southern California are squeezing ever more of the state's population growth into the San Joaquin Valley.

    How future Californians will occupy the landscape is also unclear. Over the last fifty years, the state's population has grown increasingly urban. Today, nearly 95 percent of Californians live in metropolitan areas, mostly at densities less than ten persons per acre. Recent growth patterns have strongly favored locations near freeways, most of which where built in the 1950s and 1960s. With few new freeways on the planning horizon, how will California's future growth organize itself in space? By national standards, California's large urban areas are already reasonably dense, and economic theory suggests that densities should increase further as California's urban regions continue to grow. In practice, densities have been rising in some urban counties, but falling in others.

    These are important issues as California plans its long-term future. Will California have enough land of the appropriate types and in the right locations to accommodate its projected population growth? Will future population growth consume ever-greater amounts of irreplaceable resource lands and habitat? Will jobs continue decentralizing, pushing out the boundaries of metropolitan areas? Will development densities be sufficient to support mass transit, or will future Californians be stuck in perpetual gridlock? Will urban and resort and recreational growth in the Sierra Nevada and Trinity Mountain regions lead to the over-fragmentation of precious natural habitat? How much water will be needed by California's future industries, farms, and residents, and where will that water be stored? Where should future highway, transit, and high-speed rail facilities and rights-of-way be located? Most of all, how much will all this growth cost, both economically, and in terms of changes in California's quality of life?

    Clearly, the more precise our current understanding of how and where California is likely to grow, the sooner and more inexpensively appropriate lands can be acquired for purposes of conservation, recreation, and future facility siting. Similarly, the more clearly future urbanization patterns can be anticipated, the greater our collective ability to undertake sound city, metropolitan, rural, and bioregional planning.

    Consider two scenarios for the year 2100. In the first, California's population would grow to 80 million persons and would occupy the landscape at an average density of eight persons per acre, the current statewide urban average. Under this scenario, and assuming that 10% percent of California's future population growth would occur through infill-that is, on existing urban land-California's expanding urban population would consume an additional 5.06 million acres of currently undeveloped land. As an alternative, assume the share of infill development were increased to 30%, and that new population were accommodated at a density of about 12 persons per acre-which is the current average density of the City of Los Angeles. Under this second scenario, California's urban population would consume an additional 2.6 million acres of currently undeveloped land. While both scenarios accommodate the same amount of population growth and generate large increments of additional urban development-indeed, some might say even the second scenario allows far too much growth and development-the second scenario is far kinder to California's unique natural landscape.

    This report presents the results of a series of baseline population and urban growth projections for California's 38 urban counties through the year 2100. Presented in map and table form, these projections are based on extrapolations of current population trends and recent urban development trends. The next section, titled Approach, outlines the methodology and data used to develop the various projections. The following section, Baseline Scenario, reviews the projections themselves. A final section, entitled Baseline Impacts, quantitatively assesses the impacts of the baseline projections on wetland, hillside, farmland and habitat loss.

    How was the data collected? Population projections use the following demographic balancing equation: Current Population = Previous Population + (Births - Deaths) +Net Migration

    Previous Population: the starting point for the population projection estimates is the 2020 US Census, informed by the Population Estimates Program data.

    Births and Deaths: birth and death totals came from the California Department of Public Health, Vital Statistics Branch, which maintains birth and death records for California.

    Net Migration: multiple sources of administrative records were used to estimate net migration, including driver’s license address changes, IRS tax return data, Medicare and Medi-Cal enrollment, federal immigration reports, elementary school enrollments, and group quarters population.

    Who was included and excluded from the data? Previous Population: The goal of the US Census is to reflect all populations residing in a given geographic area. Results of two analyses done by the US Census Bureau showed that the 2020 Census total population counts were consistent with recent counts despite the challenges added by the pandemic. However, some populations were undercounted (the Black or African American population, the American Indian or Alaska Native population living on a reservation, the Hispanic or Latino population, and people who reported being of Some Other Race), and some were overcounted (the Non-Hispanic White population and the Asian population). Children, especially children younger than 4, were also undercounted.

    Births and Deaths: Birth records include all people who are born in California as well as births to California residents that happened out of state. Death records include people who died while in California, as well as deaths of California residents that occurred out of state. Because birth and death record data comes from a registration process, the demographic information provided may not be accurate or complete.

    Net Migration: each of the multiple sources of administrative records that were used to estimate net migration include and exclude different groups. For details about methodology, see https://dof.ca.gov/wp-content/uploads/sites/352/2023/07/Projections_Methodology.pdf.

    Where was the data collected?  Data is collected throughout California. This subset of data includes Napa County.

    When was the data collected? This subset of Napa County data is from Report P-3: Population Projections, California, 2010-2060 (Baseline 2019 Population Projections; Vintage 2020 Release). Sacramento: California. July 2021.

    These 2019 baseline projections incorporate the latest historical population, birth, death, and migration data available as of July 1, 2020. Historical trends from 1990 through 2020 for births, deaths, and migration are examined. County populations by age, sex, and race/ethnicity are projected to 2060.

    METHODOLOGY NOTES (across all datasets for this indicator) All legal boundaries and names for Census geography (metropolitan statistical area, county, city, and tract) are as of January 1, 2010, released beginning November 30, 2010, by the U.S. Census Bureau. A Priority Development Area (PDA) is a locally-designated area with frequent transit service, where a jurisdiction has decided to concentrate most of its housing and jobs growth for development in the foreseeable future. PDA boundaries are current as of August 2019. For more information on PDA designation see http://gis.abag.ca.gov/website/PDAShowcase/.

    Population estimates for Bay Area counties and cities are from the California Department of Finance, which are as of January 1st of each year. Population estimates for non-Bay Area regions are from the U.S. Census Bureau. Decennial Census years reflect population as of April 1st of each year whereas population estimates for intercensal estimates are as of July 1st of each year. Population estimates for Bay Area tracts are from the decennial Census (1970 -2010) and the American Community Survey (2008-2012 5-year rolling average; 2010-2014 5-year rolling average; 2013-2017 5-year rolling average). Estimates of population density for tracts use gross acres as the denominator.

    Population estimates for Bay Area PDAs are from the decennial Census (1970 - 2010) and the American Community Survey (2006-2010 5 year rolling average; 2010-2014 5-year rolling average; 2013-2017 5-year rolling average). Population estimates for PDAs are derived from Census population counts at the tract level for 1970-1990 and at the block group level for 2000-2017. Population from either tracts or block groups are allocated to a PDA using an area ratio. For example, if a quarter of a Census block group lies with in a PDA, a quarter of its population will be allocated to that PDA. Tract-to-PDA and block group-to-PDA area ratios are calculated using gross acres. Estimates of population density for PDAs use gross acres as the denominator.

    Annual population estimates for metropolitan areas outside the Bay Area are from the Census and are benchmarked to each decennial Census. The annual estimates in the 1990s were not updated to match the 2000 benchmark.

    This dataset consists of modeled projections of land use and land cover and population for the State of California for the period 1970-2101. For the 1970-2001 period, we used the USGS's LUCAS model to "backcast" LULC, beginning with the 2001 initial conditions and ending with 1970. For future projections, the model was initialized in 2001 and run forward on an annual time step to 2100. In total 5 simulations were run with 10 Monte Carlo replications of each simulation. The simulations include: 1) Historical backcast from 2001-1970, 2) Business-as-usual (BAU) projection from 2001-2101, and 3) three modified BAU projections based on California Department of Finance population projections based on high, medium, and low growth rates.

    Six metrics were used to determine Population Vulnerability: global population size, annual occurrence in the California Current System (CCS), percent of the population present in the CCS, threat status, breeding score, and annual adult survival. Global Population size (POP)—to determine population size estimates for each species we gathered information tabulated by American Bird Conservancy, Birdlife International, and other primary sources. Proportion of Population in CCS (CCSpop)—for each species, we generated the population size within the CCS by averaging region-wide population estimates, or by combining state estimates for California, Oregon, and Washington for each species (if estimates were not available for a region or state, “NA” was recorded in place of a value) and then dividing the CCSpop value by the estimated global population size (POP) to yield the percentage of the population occurring in the CCS. Annual Occurrence in the CCS (AO)—for each species, we estimated the number of months per year within the CCS and binned this estimate into three categories: 1–4 months, 5–8 months, or 9–12 months. Threat Status (TS)—for each species, we used the International Union for Conservation of Nature (IUCN) species threat status (IUCN 2014) and the U.S. Fish and Wildlife national threat status lists (USFWS 2014) to determine TS values for each species. If available, we also evaluated threat status values from state and international agencies. Breeding Score (BR)—we determined the degree to which a species breeds and feeds its young in the CCS according to 3 categories: breeds in the CCS, may breed in the CCS, or does not breed in the CCS. Adult Survival (AS)—for each species, we referenced information to estimate adult annual survival, because adult survival among marine birds in general is the most important demographic factor that can affect population growth rate and therefore inform vulnerability.     About this dataset

    Context

    The dataset tabulates the California City population over the last 20 plus years. It lists the population for each year, along with the year on year change in population, as well as the change in percentage terms for each year. The dataset can be utilized to understand the population change of California City across the last two decades. For example, using this dataset, we can identify if the population is declining or increasing. If there is a change, when the population peaked, or if it is still growing and has not reached its peak. We can also compare the trend with the overall trend of United States population over the same period of time.

    Key observations

    In 2022, the population of California City was 15,127, a 0.65% increase year-by-year from 2021. Previously, in 2021, California City population was 15,029, a decline of 0.15% compared to a population of 15,051 in 2020. Over the last 20 plus years, between 2000 and 2022, population of California City increased by 6,717. In this period, the peak population was 15,127 in the year 2022.     METHODOLOGY NOTES (across all datasets for this indicator)
    All historical data reported for Census geographies (metropolitan areas, county, city and tract) use current legal boundaries and names. A Priority Development Area (PDA) is a locally-designated area with frequent transit service, where a jurisdiction has decided to concentrate most of its housing and jobs growth for development in the foreseeable future. PDA boundaries are current as of December 2022.

    Population estimates for Bay Area counties and cities are from the California Department of Finance, which are as of January 1st of each year. Population estimates for non-Bay Area regions are from the U.S. Census Bureau. Decennial Census years reflect population as of April 1st of each year whereas population estimates for intercensal estimates are as of July 1st of each year. Population estimates for Bay Area tracts are from the decennial Census (1970-2020) and the American Community Survey (2011-2021 5-year rolling average). Estimates of population density for tracts use gross acres as the denominator.

    Population estimates for Bay Area tracts and PDAs are from the decennial Census (1970-2020) and the American Community Survey (2011-2021 5-year rolling average). Population estimates for PDAs are allocated from tract-level Census population counts using an area ratio. For example, if a quarter of a Census tract lies with in a PDA, a quarter of its population will be allocated to that PDA. Estimates of population density for PDAs use gross acres as the denominator. Note that the population densities between PDAs reported in previous iterations of Vital Signs are mostly not comparable due to minor differences and an updated set of PDAs (previous iterations reported Plan Bay Area 2040 PDAs, whereas current iterations report Plan Bay Area 2050 PDAs).

    Context

    The dataset tabulates the data for the California population pyramid, which represents the California population distribution across age and gender, using estimates from the U.S. Census Bureau American Community Survey (ACS) 2018-2022 5-Year Estimates. It lists the male and female population for each age group, along with the total population for those age groups. Higher numbers at the bottom of the table suggest population growth, whereas higher numbers at the top indicate declining birth rates.     The Census Bureau released revised delineations for urban areas on December 29, 2022. The new criteria (contained in this Federal Register Notice) is based primarily on housing unit density measured at the census block level. The minimum qualifying threshold for inclusion as an urban area is an area that contains at least 2,000 housing units or has a population of at least 5,000 persons. It also eliminates the classification of areas as “urban clusters/urbanized areas”. This represents a change from 2010, where urban areas were defined as areas consisting of 50,000 people or more and urban clusters consisted of at least 2,500 people but less than 50,000 people with at least 1,500 people living outside of group quarters. Due to the new population thresholds for urban areas, 36 urban clusters in California are no longer considered urban areas, leaving California with 193 urban areas after the new criteria was implemented.

    The State of California experienced an increase of 1,885,884 in the total urban population, or 5.3%. However, the total urban area population as a percentage of the California total population went down from 95% to 94.2%.     Please note that some of the 2020 urban areas have different names or additional place names as a result of the inclusion of housing unit counts as secondary naming criteria.

    Please note there are four urban areas that cross state boundaries in Arizona and Nevada. For 2010, only the parts within California are displayed on the map; however, the population and housing estimates represent the entirety of the urban areas. For 2020, the population and housing unit estimates pertains to the areas within California only.

    In 2020, about 82.66 percent of the total population in the United States lived in cities and urban areas. As the United States was one of the earliest nations to industrialize, it has had a comparatively high rate of urbanization over the past two centuries. The urban population became larger than the rural population during the 1910s, and by the middle of the century it is expected that almost 90 percent of the population will live in an urban setting. Regional development of urbanization in the U.S. The United States began to urbanize on a larger scale in the 1830s, as technological advancements reduced the labor demand in agriculture, and as European migration began to rise. One major difference between early urbanization in the U.S. and other industrializing economies, such as the UK or Germany, was population distribution. Throughout the 1800s, the Northeastern U.S. became the most industrious and urban region of the country, as this was the main point of arrival for migrants. Disparities in industrialization and urbanization was a key contributor to the Union's victory in the Civil War, not only due to population sizes, but also through production capabilities and transport infrastructure. The Northeast's population reached an urban majority in the 1870s, whereas this did not occur in the South until the 1950s. As more people moved westward in the late 1800s, not only did their population growth increase, but the share of the urban population also rose, with an urban majority established in both the West and Midwest regions in the 1910s. The West would eventually become the most urbanized region in the 1960s, and over 90 percent of the West's population is urbanized today. Urbanization today New York City is the most populous city in the United States, with a population of 8.3 million, while California has the largest urban population of any state. California also has the highest urbanization rate, although the District of Columbia is considered 100 percent urban. Only four U.S. states still have a rural majority, these are Maine, Mississippi, Montana, and West Virginia.

    This study investigates the accuracy of long‐term water demand projections and tracks the evolution of water demand management incentives across 61 California water suppliers from 2000 to 2020. Through a systematic analysis of Urban Water Management Plans, we find that water suppliers consistently overestimated future demand by an average of 25% for 5‐year projections and 74% for 20‐year projections. This overestimation stems primarily from assumptions about per capita water demand rather than population growth estimates. While suppliers generally projected stable or increasing per capita demand, actual water demand per capita declined by 1.9% annually between 2000 and 2020, leading to a decoupling of water demand from population growth. Concurrently, we document a substantial increase in water demand management incentives, with non‐voluntary regulations emerging as the dominant demand management approach by 2020, largely driven by state policies like the Model Water Efficient Landscape Ordinance and California Green Building Standards. Demand management efforts have evolved from primarily indoor and educational initiatives toward outdoor‐focused non‐voluntary regulations and rebates. This shift appears closely linked to the reduction in per capita demand that suppliers failed to fully capture in their water demand projections. Our findings underscore the importance of incorporating dynamic conservation trends into demand projections and suggest that suppliers should develop more sophisticated forecasting methods that account for the continuing evolution of water efficiency incentives. This research provides valuable insights for water resource planners seeking to improve the accuracy of water demand projections in an era of increasing conservation and climate uncertainty.

    According to population estimates recently released by the California Department of Housing and Community Development, the San Francisco Bay Region is the fastest growing region in the state.San Jose, followed by San Francisco and Oakland have the highest populations in the region, and three bay area cities made the top 10 ranking.     Description

    This dataset consists of modeled projections of land use and land cover for the State of California for the period 2001-2101. The Land Use and Carbon Scenario Simulator (LUCAS) model was initialized in 2001 and run forward on an annual time step to 2100. In total 9 simulations were run with 10 Monte Carlo replications of each simulation. Two base scenarios were selected from Sleeter et al., 2017 (http://onlinelibrary.wiley.com/doi/10.1002/2017EF000560/full) for analysis, including a "business-as-usual" (BAU) land use scenario and a scenario based on "medium" population projections. For each base scenario we ran three alternative conservation scenarios where we simulated conversion of lands into conservation easements. The three conservation easement scenarios simulated conversion of 1) 120 km2/yr for 15 years, 2) 120 km2/yr for 30 years, and 3) 240 km2/yr for 30 years. All easement conversions were set to begin in 2020 and extend for their stated duration. In addition to the conservation easement scenarios, we also ran a variant of the BAU land use scenario where current Williamson Act lands were removed from the simulation of future conditions.

Measurement technique
The data presented in this dataset is derived from the 20 years data of U.S. Census Bureau Population Estimates Program (PEP) 2000 - 2024. To measure the variables, namely (a) population and (b) population change in ( absolute and as a percentage ), we initially analyzed and tabulated the data for each of the years between 2000 and 2024. About this dataset

Context

The dataset tabulates the California population over the last 20 plus years. It lists the population for each year, along with the year on year change in population, as well as the change in percentage terms for each year. The dataset can be utilized to understand the population change of California across the last two decades. For example, using this dataset, we can identify if the population is declining or increasing. If there is a change, when the population peaked, or if it is still growing and has not reached its peak. We can also compare the trend with the overall trend of United States population over the same period of time.

Key observations

In 2024, the population of California was 39.43 million, a 0.59% increase year-by-year from 2023. Previously, in 2023, California population was 39.2 million, an increase of 0.14% compared to a population of 39.14 million in 2022. Over the last 20 plus years, between 2000 and 2024, population of California increased by 5.44 million. In this period, the peak population was 39.52 million in the year 2020.
