A Community Services District is a Special District created in 1952 and provides water, sewer and street lighting to the unincorporated areas surrounding the City of Eureka known as Pine Hill, Cutten, Rosewood, Myrtletown, Humboldt Hill, Fields Landing, King Salmon, Pigeon Point and Freshwater. A five-member elected Board of Directors governs the District. The Board assumes responsibility for the adoption of this plan while the General Manager oversee its implementation. As of June 2013, the District served 7,526 water connections, 6,326 sewer connections and Street Lights with a staff of 21. Funding comes primarily through rates and revenue bonds.

TwitterIn order to provide an accurate data set of service area boundaries for California drinking water systems, the Division of Drinking Water of the California Water Resources Control Board (SWRCB DDW) has undertaken a project to vet and verify the data collected by the Tracking California's Water Boundary Tool (WBT).Note: This feature layer is updated on a regular basis. However, in some locations where it is shared, it shows the “Data Updated” date as the last time the item has changed, not the data. To accurately determine when the data was last updated, open the data table and sort by Last Edited Date field.SWRCB DDW downloaded a copy of the current water system service areas loaded in the WBT as of June 27, 2019. Additional attribute fields indicating verification status, verification staff and system type were appended to the data set. SWRCB DDW staff are reviewing and validating the displayed boundaries of each service area as well as contacting the service providers regarding necessary corrections. Department of Water Resources California Water Plan program computes applied, net, and depletion water balances for California. Water balances are simplified water budgets for a water year based on analyses of developed and dedicated water supplies, water uses by sector, water reuses, operational characteristics for an area, and inflows and outflow for a study area that occur above the root zone. Dedicated and developed water supplies include surface water, groundwater, reused and recycled water. Water uses by sector for these analyses include parameters for agriculture, urban, managed wetlands, Wild and Scenic river annual volumes, minimum required instream flows, and minimum required delta outflow, recognizing that water is often used multiple times and benefits multiple sectors. Water balance results show what water was applied to actual uses so that use equals supply. Recent data provided includes water uses and supplies for WYs 2002-2022 at Detailed Analysis Unit by County (DAUCO), Planning Area (PA), Hydrologic Region (HR), and Statewide spatial scales. Computation and aggregation equations for applied, net, and depletion water balances are included in the Standard Operating Procedures (SOPs) for data management and analyses. Zipped data files are in .CSV format.
The California Water Plan Update 2023 Water Balances Supporting Document includes water use and supply discussion, graphics, and links to files and folders of water use and supply data for 1998-2020, and related information. The Update 2023 Standard Operating Procedures (SOPs) for Water Balances Automation includes detailed technical information, diagrams, equations, controlled vocabulary, and definitions.
