This dataset and map service provides information on the U.S. Housing and Urban Development's (HUD) low to moderate income areas. The term Low to Moderate Income, often referred to as low-mod, has a specific programmatic context within the Community Development Block Grant (CDBG) program. Over a 1, 2, or 3-year period, as selected by the grantee, not less than 70 percent of CDBG funds must be used for activities that benefit low- and moderate-income persons. HUD uses special tabulations of Census data to determine areas where at least 51% of households have incomes at or below 80% of the area median income (AMI). This dataset and map service contains the following layer.
This layer shows median household income by race and by age of householder. This is shown by tract, county, and state boundaries. This service is updated annually to contain the most currently released American Community Survey (ACS) 5-year data, and contains estimates and margins of error. This service identifies U.S. Census Tracts in which 51% or more of the households earn less than 80 percent of the Area Median Income (AMI). The Community Development Block Grant (CDBG) program requires that each CDBG funded activity must either principally benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or meet a community development need having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet that need. With respect to activities that principally benefit low- and moderate-income persons, at least 51 percent of the activity's beneficiaries must be low and moderate income.

This dataset provides access to Qualified Census Tracts (QCTs) in Connecticut to assist in administration of American Rescue Plan (ARP) funds.
The Secretary of HUD must designate QCTs, which are areas where either 50 percent or more of the households have an income less than 60 percent of the AMGI for such year or have a poverty rate of at least 25 percent.
HUD designates QCTs based on new income and poverty data released in the American Community Survey (ACS). Specifically, HUD relies on the most recent three sets of ACS data to ensure that anomalous estimates, due to sampling, do not affect the QCT status of tracts.
QCTs are identified for the purpose of Low-Income Housing Credits under IRC Section 42, with the purpose of increasing the availability of low-income rental housing by providing an income tax credit to certain owners of newly constructed or substantially rehabilitated low-income rental housing projects.
Also included are the number of households from the 2010 census (the “p0150001” variable), the average poverty rate using the 2014-2018 ACS data (the “pov_rate_18” variable), and the ratio of Tract Average Household Size Adjusted Income Limit to Tract Median Household Income using the 2014-2018 ACS data (the “inc_factor_18” variable). For the last variable mentioned in the previous paragraph, the income limit is the limit for being considered a very low income household (size-adjusted and based on Area Mean Gross Income). This value is divided by the median household income for the given tract, to get a sense of how the limit and median incomes compare. For example, if ratio>1, it implies that the tract is very low income because the limit income is greater than the median income. This ratio is a compact way to include the separate variables for the household income limit and median household income for each tract.

The U.S. Department of Housing and Urban Development (HUD) requires local municipalities that receive Community Development Block Grant (CDBG or CD) formula Entitlement funds to use the 5-year 2016-2020 American Community Survey (ACS) Low and Moderate Income Summary Data (LMISD) data file to determine where CDBG funds may be used for activities that are available to all the residents in a particular area ("CD area benefit" or "CD-eligible area"). A CD-eligible census tract refers to 2020 census tracts where the area is primarily residential in nature and at least 51.00% of the residents are low- and moderate-income persons as per the LMISD data file. For New York City, a primarily residential area is defined as one where at least 50.00% of the total built floor area is residential. Low- and moderate-income persons are defined as persons living in households with incomes below 80 percent of the area median household income (AMI). In addition, floor area percentages have been updated with the most recent floor area data (PLUTO 24v4). Persons who are interested in determining their individual household eligibility for CD-funded programs should refer to HUD's household low- and moderate-income limits for the given year. A broad and generalized selection of 2014-2018 US Census Bureau 2018 5-year American Community Survey race, ethnicity and citizenship data estimates, obtained via Census API and joined to the appropriate geometry (in this case, New Mexico Census tracts). The selection is not comprehensive, but allows a first-level characterization of the household income, median household income by race and by age group, Social Security income, the GINI Index, per capita income, median family income, and median household earnings by age, and by education level, in New Mexico. The determination of which estimates to include was based upon level of interest and providing a manageable dataset for users.The U.S. Census Bureau's American Community Survey (ACS) is a nationwide, continuous survey designed to provide communities with reliable and timely demographic, housing, social, and economic data every year. The ACS collects long-form-type information throughout the decade rather than only once every 10 years. The ACS combines population or housing data from multiple years to produce reliable numbers for small counties, neighborhoods, and other local areas. To provide information for communities each year, the ACS provides 1-, 3-, and 5-year estimates. ACS 5-year estimates (multiyear estimates) are “period” estimates that represent data collected over a 60-month period of time (as opposed to “point-in-time” estimates, such as the decennial census, that approximate the characteristics of an area on a specific date). ACS data are released in the year immediately following the year in which they are collected. ACS estimates based on data collected from 2009–2014 should not be called “2009” or “2014” estimates. Multiyear estimates should be labeled to indicate clearly the full period of time. While the ACS contains margin of error (MOE) information, this dataset does not. Those individuals requiring more complete data are directed to download the more detailed datasets from the ACS American FactFinder website. This dataset is organized by Census tract boundaries in New Mexico. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2010 Census Participant Statistical Areas Program. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. In a few rare instances, a census tract may consist of noncontiguous areas. These noncontiguous areas may occur where the census tracts are coextensive with all or parts of legal entities that are themselves noncontiguous. For the 2010 Census, the census tract code range of 9400 through 9499 was enforced for census tracts that include a majority American Indian population according to Census 2000 data and/or their area was primarily covered by federally recognized American Indian reservations and/or off-reservation trust lands; the code range 9800 through 9899 was enforced for those census tracts that contained little or no population and represented a relatively large special land use area such as a National Park, military installation, or a business/industrial park; and the code range 9900 through 9998 was enforced for those census tracts that contained only water area, no land area. The Low-Income Housing Tax Credit (LIHTC) is the most important resource for creating affordable housing in the United States today. The LIHTC database, created by HUD and available to the public since 1997, contains information on 48,672 projects and 3.23 million housing units placed in service since 1987. Low-Income Housing Tax Credit Qualified Census Tracts must have 50 percent of households with incomes below 60 percent of the Area Median Gross Income (AMGI) or have a poverty rate of 25 percent or more. Difficult Development Areas (DDA) are areas with high land, construction and utility costs relative to the area median income and are based on Fair Market Rents, income limits, the 2010 census counts, and 5-year American Community Survey (ACS) data.
A Qualified Census Tract (QCT) is any census tract (or equivalent geographic area defined by the Census Bureau) in which at least 50% of households have an income less than 60% of the Area Median Gross Income (AMGI). HUD has defined 60% of AMGI as 120% of HUD's Very Low Income Limits (VLILs), which are based on 50% of area median family income, adjusted for high cost and low income areas.

This layer shows census tracts that meet the following definitions: Census tracts with median household incomes at or below 80 percent of the statewide median income or with median household incomes at or below the threshold designated as low income by the Department of Housing and Community Development’s list of state income limits adopted under Healthy and Safety Code section 50093 and/or Census tracts receiving the highest 25 percent of overall scores in CalEnviroScreen 4.0 or Census tracts lacking overall scores in CalEnviroScreen 4.0 due to data gaps, but receiving the highest 5 percent of CalEnviroScreen 4.0 cumulative population burden scores or Census tracts identified in the 2017 DAC designation as disadvantaged, regardless of their scores in CalEnviroScreen 4.0 or Lands under the control of federally recognized Tribes.
This layer was developed for public use of the most current median household income, median home value and median owner-occupied residential real estate taxes compiled by the US Census Bureau from the 2017 to 2021 American Community Survey at the Census Tract (neighborhood) level.
All data are 2020 Census Tract (neighborhood) level five-year estimates from the U.S. Census Bureau American Community Survey from 2017 to 2021. Median household income earned in the past 12 months. Includes wage or salary income; net self-employment income; interest, dividends, or net rental or royalty income or income from estates and trusts; Social Security or Railroad Retirement income; Supplemental Security Income (SSI); public assistance or welfare payments; retirement, survivor, or disability pensions; and all other income. Median home value (an estimate of how much the property would sell for if it were for sale) for properties owned, being bought, vacant for sale, or sold but not occupied at the time of the survey. Data are based on values reported by property owners. Median real estate taxes (due to all taxing jurisdictions) for owner-occupied properties are based on taxes reported by homeowners to the Census Bureau in the American Community Survey from 2017 to 2021.

This dataset and map service provides information on the U.S. Housing and Urban Development's (HUD) low to moderate income areas. The term Low to Moderate Income, often referred to as low-mod, has a specific programmatic context within the Community Development Block Grant (CDBG) program. Over a 1, 2, or 3-year period, as selected by the grantee, not less than 70 percent of CDBG funds must be used for activities that benefit low- and moderate-income persons. HUD uses special tabulations of Census data to determine areas where at least 51% of households have incomes at or below 80% of the area median income (AMI).
