On September 21, 2017, the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada’s most ambitious trade agreement since the North American Free Trade Agreement (NAFTA), provisionally entered into force. The 27 European Union members and the United Kingdom (referred as the EU hereafter), as a group, represent Canada’s second largest merchandise trading partner after the United States. In 2019, the EU accounted for over 8 percent of Canada’s merchandise exports and nearly 13 percent of Canada’s merchandise imports. This report aims to present Canada’s merchandise trade performance in the two years since the implementation of CETA. It provides historical comparisons of trade performances before and after CETA and comparisons between the products that directly benefit from CETA concessions (affected products) and products that were already duty-free, and for a limited number of agricultural products that were exempted from concessions (non-affected products). However, this presentation of post-CETA trade performance should not be considered a causal effect of CETA. Given the short time series of trade data available since CETA was implemented, the analysis does not use advanced econometric techniques to establish causality and to control for macroeconomic fluctuations and other industry- and product-specific factors that also influence post-CETA bilateral trade flows. A more sophisticated analysis would be undertaken to isolate CETA’s effect when a longer time series becomes available. The analysis is presented in three parts: 1) Canada-EU trade performance based on Statistics Canada’s trade data; 2) Canada-EU trade performance based on respective import statistics from Statistics Canada and Eurostat, which allows for splitting trade according to tariff concessions under CETA; and 3) the utilization of CETA preferences.

Since its early foundations were laid by the European Coal & Steel Community (ECSC) founded in 1951, trade between European member states has been at the core of the European project. International trade, that is, trade which the European Union does externally with countries who are not member states, has become a greater focus of the bloc in recent years, as the EU attempts to increase the global reach of its companies, while reaping the benefits of cheaper imports. The EU has put particular importance on reaching trade agreements with partners outside the union, as this removes trade barriers such as tariffs, quotas, as well as non-tariff barriers (such as regulations, licenses, and sanctions) which hamper trade activity. EU Trade Deals Recent trade agreements include the Comprehensive Economic & Trade Agreement with Canada (while not ratified by the member states' parliaments, it had been effectively in force since 2017) and the Japan-EU Economic partnership agreement, in force since 2019. The most significant regions which the EU has not concluded free trade agreements with are the United States, Russia, and China. The Transatlantic Trade & Investment Partnership (TTIP) between the U.S. and EU broke down at the negotiation stage, with powerful economic & political actors on the European side, such as trade unions, opposing the deal from the beginning, while the election of Donald Trump as President of the U.S. effectively ended any hopes of the deal being completed due to his "America First" trade policies. With the increasing geopolitical and economic competition between the U.S. and China, the EU now finds itself caught between the two superpowers, and is unlikely to be able to conclude a trade agreement with either without antagonizing the other country. EU trade with Russia, on the other hand, has broken down in light of Russia's invasion of Ukraine in 2022 and the subsequent sanctions imposed by the European member states.

This dataset aims to assemble and disseminate balance of payments data on trade in services at the most detailed partner-country and service-category level available. To the extent that countries report them, data are also broken down by type of service according to the EBOPS classification. These data cover international trade in services between residents and non-residents of countries and are reported within the framework of the sixth edition of the IMF's Balance of Payments Manual and the Extended Balance of Payments Services Classification (EBOPS2010), which is consistent with the balance of payments classification but is more detailed. Statistics by partner country and service category on international trade in services such as transportation, communication services, financial services, government services are recorded for Australia and Chile from 1999 onwards and shown in US dollars.

The tables focus on national statistics, but include some data for individual states / regions and for Canada.
