TwitterThis JDD (SEPTEMBRE_2020) was established after consultation of the Carto Watercourse and Public Information Working Group between September 2019 and March 2020 and following the feedback of the Working Group. This JDD is the result of the assembly of the map of August 2019 for the whole territory except the Argonne here in its most up-to-date version (there is still about 3 % of the undetermined flows in Argonne) and the western sector (phase 3) which will remain to be completed for flows still indeterminate or in progressive mapping. This map is now the one to be taken into account for water policy and GAEC in place of the September 2019 version.

Ce JDD est le résultat de l'assemblage de la carte d'août 2019 pour tout le territoire hormis l'Argonne ici dans sa version la plus actualisée (il reste encore environ 3% des écoulements indéterminés en Argonne) et du secteur Ouest (phase 3) qui restera à compléter pour les écoulements encore indéterminés ou en cartographie progressive. Cette carte est désormais celle à prendre en compte en matière de police de l'eau et BCAE en remplacement de la version de septembre 2019.

Le risque d’inondation est le risque naturel prépondérant en France métropolitaine. Près de la moitié des communes sont concernées à des degrés divers par les inondations, la part des surfaces communales en zones inondables étant variable. Le risque d’inondation fait l’objet d’importants efforts de prévention qu’il faut poursuivre. La maîtrise de l’urbanisation et la réduction de la vulnérabilité des populations situées en zone inondable font partie des objectifs du Grenelle de l’environnement. La réduction de la vulnérabilité des personnes situées en zone inondable passe par la mise en place de mesures de protection (exemple : digues) et de prévention (exemple : plans de prévention des risques d’inondation), par la diminution du nombre de personnes exposées (exemple : maîtrise de l’urbanisation) et par la prise de conscience du risque (exemple : information préventive). Dans certains secteurs, non couverts par des PPRI, ont été établis des atlas des zones inondables (AZI). L'AZI est un document de connaissance qui délimite le champ d'inondation d'un cours d'eau. Un AZI peut être réalisé par différentes méthodes ; report de la connaissance des crues historiques, modélisation hydraulique, ou sur la base d'une méthode dite hydrogéomorphologique (approche géographique qui étudie le fonctionnement naturel d'un cours d’eau en analysant la structure de la plaine alluviale). Ces atlas sont des documents d'information sans portée réglementaire directe. Néanmoins, en tant qu'outil de connaissance du risque inondation, un AZI peut appuyer un refus de permis de construire.
