    Description

    The Jobs Proximity Index quantifies the accessibility of a given residential neighborhood (Census Block Group) as a function of its distance to all job locations within a CBSA, with larger employment centers weighted more heavily. Specifically, a gravity model is used, where the accessibility (Ai) of a given residential block- group is a summary description of the distance to all job locations, with the distance from any single job location positively weighted by the size of employment (job opportunities) at that location and inversely weighted by the labor supply (competition) to that location.

    Labour force status refers to whether a person was employed, unemployed or not in the labour force during the reference period. Not in the labour force refers to persons who were neither employed nor unemployed during the reference period. This includes persons who, during the reference period were either unable to work or unavailable for work. It also includes persons who were without work and who had neither actively looked for work in the past four weeks nor had a job to start within four weeks of the reference period.

    Employment status refers to the employment status of a person during the period of Sunday, May 2 to Saturday, May 8, 2021. An employed person is one who did any work at all at a job or business, that is, paid work in the context of an employer-employee relationship, or self-employment. This category excludes persons not at work because they were on layoff or between casual jobs, and those who did not then have a job (even if they had a job to start at a future date). While an unemployed person is one who was without paid work or without self-employment work and was available for work. An unemployed person either: had actively looked for paid work in the past four weeks; was on temporary lay-off and expected to return to his or her job; or had definite arrangements to start a new job in four weeks or less.

    Labour force participation rate refers to the total labour force in that group, expressed as a percentage of the total population in that group.

    Industry refers to the general nature of the business carried out in the establishment where the person worked. The industry data are produced according to the North American Industry Classification System (NAICS).

    Occupation refers to the kind of work performed in a job, a job being all the tasks carried out by a particular worker to complete their duties. An occupation is a set of jobs that are sufficiently similar in work performed. The occupation data are produced according to the National Occupational Classification (NOC) 2021.

    This is a one-time load of Statistics Canada federal census data from 2021 applied to the Communities, Wards, and City geographical boundaries current as of 2022 (so they will likely not match the current year's boundaries). Update frequency is every 5 years. Data Steward: Business Unit Community Strategies (Demographics and Evaluation). This dataset is for general public and internal City business groups.

    Abstract

    The Census is the official count of population and dwellings in Tonga, providing a ‘snapshot’ of the society and its most precious resource, its people, at a point in time. The official reference period of the census was midnight, the 30th of November, 2006.

    The census provides a unique source of detailed demographic, social and economic data relating the entire population at a single point in time. Census information is used for policy setting and implementation, research, planning and other decision-making. The census is often the primary source of information used for the allocation of public funding, especially in areas such as health, education and social policy. The main users of this information are the government, local authorities, education facilities (such as schools and tertiary organizations), businesses, community organizations and the public in general.

    The 2006 Census was taken under the authority of Section 8 of Statistical Act Chap. 53 of 1978 which empowers the Minister of Finance to make regulations necessary to conduct the population Census. This regulation was approved by the Cabinet and cited as Census Regulation 2006. The Census regulations also indicate that the Government Statistician would be responsible for the administration and completion of the Census. In addition, the regulations enabled the Statistics Department to carry out the necessary activities required to plan, manage and implement all the necessary Census activities.

    Census planning and management

    From a planning and management perspective, the Census had two main objectives. Firstly, it was to ensure that the process of collecting, compiling, evaluating, analyzing and disseminating of demographic, economic and social data was conducted in a timely and accurate manner. The development of procedures and processes for the 2006 Census of Population and Housing made use of the lessons learned in previous censuses, and built upon recommendations for improvements.

    Secondly, it was a valuable opportunity for building the capacities of employees of the Statistics Department (SD), thus resulting in enhancing the image, credibility and reputation of the Department and at the same time, strengthening its infrastructure. Emphasis was placed on having a senior staff with a wide perspective and leadership qualities. Through the use of vision, planning, coordination, delegation of responsibility and a strong team spirit, the census work was conducted in an effective and efficient manner. Staffs at all levels were encouraged to have an innovative mindset in addressing issues. Incentives for other parties to participate, both within Statistics Department Tonga Tonga 2006 Census of Population and Housing viii and outside the government, were encouraged. As a result, the wider community including donors such as AusAID, the Secretariat of the Pacific Community (SPC) in Noumea, that provided the technical assistance and the general public, were able to support the census project.

    Extensive and detailed planning is needed to conduct a successful census. Areas that required planning include: enumeration procedures and fieldwork, public communication, data processing and output systems, mapping and the design of census block boundaries, dissemination procedures, content determination and questionnaire development and training. These aspects, and how they interacted with each other, played a crucial role in determining the quality of all of the census outputs. Each phase therefore required careful, methodical planning and testing. The details of such activities, and their implementation and responsibilities were assigned to 5 subcommittees composed of staff members of the SD.

    Organizational structure of the Census

    A census organizational structure is designed to implement a number of interrelated activities. Each of these activities was assigned to a specific sub-committee. The census manuals provided guidelines on processes, organizational structures, controls for quality assurance and problem solving. The challenge for managers was developing a work environment that enabled census personnel to perform all these tasks with a common goal in mind. Each sub-committee was responsible for its own outputs, and specific decisions for specific situations were delegated to the lowest level possible. Problem situations beyond the scope of the sub-committee were escalated to the next higher level.

    The organizational structure of the census was as follows: a) The Steering Committee (consisting of the Head of both Government and nongovernment organizations), chaired by Secretary for Finance with the Government Statistician (GS) as secretary. b) The Census Committee (consisted of all sub-committee leaders plus the GS, and chaired by the Assistant Government Statistician (AGS) who was the officer in charge of all management and planning of the Census 2006 operations. c) There were five Sub-committees (each sub-committee consisted of about 5 members and were chaired by their Sub-committee leader). These committees included: Mapping, Publicity, Fieldwork, Training and Data Processing. In this way, every staff member of the SD was involved with the census operation through their participation on these committees.

    The census steering committee was a high level committee that approved and endorsed the plans and activities of the census. Policy issues that needed to be addressed were submitted to the steering committee for approval prior to the census team and sub-committees designation of the activities necessary to address the tasks.

    Part of the initial planning of the 2006 Census involved the establishment of a work-plan with specific time frames. This charted all activities that were to be undertaken and, their impact and dependencies on other activities. These time frames were an essential part of the overall exercise, as they provided specific guides to the progress of each area, and alerted subcommittees’ team leaders (TL) to areas where problems existed and needed to be addressed. These also provided the SD staff with a clear indication of where and how their roles impacted the overall Census process.

    Monitoring of the timeframe was an essential part of the management of the Census program. Initially, weekly meetings were held which involved the GS, AGS and team leaders (TL) of the Census committee. As the Census projects progressed, the AGS and TL’s met regularly with their sub-committees to report on the progress of each area. Decisions were made on necessary actions in order to meet the designated dates. Potential risks that could negatively affect the deadlines and actions were also considered at these meetings.

    For the 5 sub-committees, one of their first tasks was to verify and amend their terms of reference using the “Strengths, Weaknesses, Opportunities and Threats” (SWOT) analysis methodology, as it applied to past censuses. Each committee then prepared a work-plan and listed all activities for which that particular sub-committee was responsible. This listing included the assignment of a responsible person, together with the timeline indicating the start and end dates required to complete that particular activity. These work-plans, set up by all the 5 sub-committees, were then used by the AGS to develop a detailed operational plan for all phases of the census, the activities required to complete these phases, start and end dates, the person responsible and the dependencies, - all in a Ghant chart format. These combined work-plans were further discussed and amended in the Census team and reported to the Steering committee on regular basis as required.

    Sampling procedure

    The National Population Census was a complete enumeration census, hence no sampling procedure was employed. A Mapping Sub-committee was formed to ensure complete coverage of the country.

    The Mapping Sub-committee

    Led by Mr. Winston Fainga'anuku, this committee's mandate was to ensure that good quality maps were produced. The objective was to ensure that the maps provided complete coverage of the country, were designed to accommodate a reasonable workload of one census enumerator and, that geographic identifiers could be used for dissemination purposes by the PopGIS system. Collaborations with the Ministry of Land, Survey and Natural Resources (MLSNR) began in 2004 to ensure that digitized maps for Tonga could be used for 2006 Census. Mr. Fainga'anuku was attached to the MLSNR in April 2005 to assist 'Atelea Kautoke, Samuela Mailau, Lilika and others to complete the task of digitizing the maps for Tonga. In addition, frequent visits by Mr. Scott Pontifex from the Secretariat of the Pacific Community (SPC) in Noumea, assisted to ensure that quality digitized maps were prepared. SPC also assisted by lending its digitizer which was used in this mapping project. The staff of the Statistics Department (SD) visited household sites throughout Tongatapu and the main outer islands. This exercise was to redesign the Census Block boundaries by amalgamating or splitting existing census blocks to achieve an average of 50 households per census block. Various updates within the census block maps were made. These included the names of the head of household; roads and other landmarks to ensure that current and accurate information was provided to the enumerators.     DESCRIPTION Jobs by wage level refers to the distribution of jobs by low-, middle- and high-wage occupations. In the San Francisco Bay Area, low-wage occupations have a median hourly wage of less than 80% of the regional median wage; median wages for middle-wage occupations range from 80% to 120% of the regional median wage, and high-wage occupations have a median hourly wage above 120% of the regional median wage.

    METHODOLOGY NOTES (across all datasets for this indicator) Jobs are determined to be low-, middle-, or high-wage based on the median hourly wage of their occupational classification in the most recent year. Low-wage jobs are those that pay below 80% of the regional median wage. Middle-wage jobs are those that pay between 80% and 120% of the regional median wage. High-wage jobs are those that pay above 120% of the regional median wage. Regional median hourly wages are estimated from the American Community Survey and are published on the Vital Signs Income indicator page. For the national context analysis, occupation wage classifications are unique to each metro area. A low-wage job in New York, for instance, may be a middle-wage job in Miami. For the Bay Area in 2017, the median hourly wage for low-wage occupations was less than $20.86 per hour. For middle-wage jobs, the median ranged from $20.86 to $31.30 per hour; and for high-wage jobs, the median wage was above $31.30 per hour.

    Occupational employment and wage information comes from the Occupational Employment Statistics (OES) program. Regional and subregional data is published by the California Employment Development Department. Metro data is published by the Bureau of Labor Statistics. The OES program collects data on wage and salary workers in nonfarm establishments to produce employment and wage estimates for some 800 occupations. Data from non-incorporated self-employed persons are not collected, and are not included in these estimates. Wage estimates represent a three-year rolling average.

    Due to changes in reporting during the analysis period, subregion data from the EDD OES have been aggregated to produce geographies that can be compared over time. West Bay is San Mateo, San Francisco, and Marin counties. North Bay is Sonoma, Solano and Napa counties. East Bay is Alameda and Contra Costa counties. South Bay is Santa Clara County from 2001-2004 and Santa Clara and San Benito counties from 2005-2017.

    Due to changes in occupation classifications during the analysis period, all occupations have been reassigned to 2010 SOC codes. For pre-2009 reporting years, all employment in occupations that were split into two or more 2010 SOC occupations are assigned to the first 2010 SOC occupation listed in the crosswalk table provided by the Census Bureau. This method assumes these occupations always fall in the same wage category, and sensitivity analysis of this reassignment method shows this is true in most cases.

    In order to use OES data for time series analysis, several steps were taken to handle missing wage or employment data. For some occupations, such as airline pilots and flight attendants, no wage information was provided and these were removed from the analysis. Other occupations did not record a median hourly wage (mostly due to irregular work hours) but did record an annual average wage. Nearly all these occupations were in education (i.e. teachers). In this case, a 2080 hour-work year was assumed and [annual average wage/2080] was used as a proxy for median income. Most of these occupations were classified as high-wage, thus dispelling concern of underestimating a median wage for a teaching occupation that requires less than 2080 hours of work a year (equivalent to 12 months fulltime). Finally, the OES has missing employment data for occupations across the time series. To make the employment data comparable between years, gaps in employment data for occupations are ‘filled-in’ using linear interpolation if there are at least two years of employment data found in OES. Occupations with less than two years of employment data were dropped from the analysis. Over 80% of interpolated cells represent missing employment data for just one year in the time series. While this interpolating technique may impact year-over-year comparisons, the long-term trends represented in the analysis generally are accurate.

This project was undertaken with the intent of looking at flows of healthcare workers into and out of New Mexico at the most granular geographic level possible. This dataset, in combination with others (such as housing cost and availability data) may help us understand where our healthcare workforce is relocating and why.

    The most relevant and detailed data on workforce indicators in the United States is housed by the Census Bureau's Longitudinal Employer-Household Dynamics, LEHD, System. Information on this system is available here:

    The dataset was built from data queried with the LED Extraction Tool, which allows for the query of more intersectional and detailed data than the explorer. This is a link to the LED extraction tool:

    The geographies used are US Metro areas as determined by the Census, (N=389). The shapefile is named lehd_shp_gb.zip, and can be downloaded under this section of the following webpage: 5.5.     DATA CLEANING PROCESS

    This dataset was built from 8 non intersectional datasets downloaded from the LED Extraction Tool.

    Separate datasets were downloaded in order to obtain detailed information on the race, ethnicity, and educational attainment levels of healthcare workers and where they are migrating.

    Datasets included information for the four separate quarters of 2021. It was not possible to download annual data, only quarterly. Quarterly data was summed in a later step to derive annual totals for 2021.

    4 datasets for healthcare workers moving OUT OF New Mexico, with details on race, ethnicity, and educational attainment, were downloaded. 1 contained information on educational attainment, 2 contained information on 7 racial categories identifying as non- Hispanic, 3 contained information on those same 7 categories also identifying as Hispanic, and 4 contained information for workers identifying as white and Hispanic.

    4 datasets for healthcare worker moving INTO New Mexico, with details on race, ethnicity, and educational attainment, were downloaded with the same details outlined above.

    Each dataset was cleaned according to Data Template which kept key attributes and discarded excess information. Within each dataset, the J2J Indicators reflecting 6 different types of job migration were totaled in order to simplify analysis, as this information was not needed in detail.

    After cleaning, each set of 4 datasets for workers moving INTO New Mexico were joined. The process was repeated for workers moving OUT OF New Mexico. This resulted 2 main datasets.

    These 2 main datasets still listed all of the variables by each quarter of 2021. Because of this the data was split in JMP, so that attributes of educational attainment, race and ethnicity, of workers migrating by quarter were moved from rows to columns. After this, summary columns for the year of 2021 were derived. This resulted in totals columns for workers identifying as: 6 separate races and all ethnicities, all races and Hispanic, white-Hispanic, and workers of 6 different education levels, reflecting how many workers of each indicator migrated to and from metro areas in New Mexico in 2021.

    The data split transposed duplicate rows reflecting differing worker attributes within the same metro area, resulting in one row for each metro area and reflecting the attributes in columns, thus resulting in a mappable dataset.

    The 2 datasets were joined (on Metro Area) resulting in one master file containing information on healthcare workers entering and leaving New Mexico.

    Rows (N=389) reflect all of the metro areas across the US, and each state. Rows include the 5 metro areas within New Mexico, and New Mexico State.

    Columns (N=99) contain information on worker race, ethnicity and educational attainment, specific to each metro area in New Mexico.

    78 of these rows reflect workers of specific attributes moving OUT OF the 5 specific Metro Areas in New Mexico and totals for NM State. This level of detail is intended for analyzing who is leaving what area of New Mexico, where they are going to, and why.

    13 Columns reflect each worker attribute for healthcare workers moving INTO New Mexico by race, ethnicity and education level. Because all 5 metro areas and New Mexico state are contained in the rows, this information for incoming workers is available by metro area and at the state level - there is less possability for mapping these attributes since it was not realistic or possible to create a dataset reflecting all of these variables for every healthcare worker from every metro area in the US also coming into New Mexico (that dataset would have over 1,000 columns and be unmappable). Therefore this dataset is easier to utilize in looking at why workers are leaving the state but also includes detailed information on who is coming in.

    The remaining 8 columns contain geographic information.

    GIS AND MAPPING PROCESS

    The master file was opened in Arc GIS Pro and the Shapefile of US Metro Areas was also imported

    The excel file was joined to the shapefile by Metro Area Name as they matched exactly

    The resulting layer was exported as a GDB in order to retain null values which would turn to zeros if exported as a shapefile.

    This GDB was uploaded to Arc GIS Online, Aliases were inserted as column header names, and the layer was visualized as desired.

    SYSTEMS USED

    MS Excel was used for data cleaning, summing NM state totals, and summing quarterly to annual data.

    JMP was used to transpose, join, and split data.

    ARC GIS Desktop was used to create the shapefile uploaded to NMCDC's online platform.

    The dataset contains information on the jobs-housing fit in census tracts across six counties in the Southern California Association of Governments (SCAG) region between 2021-2023. This dataset includes the data used to develop Map 7 for the Connect SoCal 2024 Equity Analysis Technical Report, adopted on April 4, 2024. The dataset includes two fields to describe jobs-housing fit (JHFIT) based on information from the Longitudinal Employer-Household Dynamics (LEHD) Origin-Destination Employment Statistics (LODES) 8.0. "Jobs-Housing Fit All" is measured as the ratio between the total number of jobs and housing units in a census tract. "Jobs-Housing Fit Low" is measured as the ratio between the total number of low wage jobs and affordable rental housing units in a census tract. In this dataset, "low wage jobs" is defined as jobs that earn $1,250/month or less and "affordable rental units" as rental units where a household whose income is at or below 80 percent of the Area Median Income can live without spending more than 30 percent of their income.

    Quarterly Census of Employment and Wages (QCEW) employment data is reported by the place of work and represent the number of covered workers who worked during, or received pay for, the pay period that included the 12th day of the month. Covered employees in the private-sector and in the state and local government include most corporate officials, all executives, all supervisory personnel, all professionals, all clerical workers, many farmworkers, all wage earners, all piece workers and all part-time workers. Workers on paid sick leave, paid holiday, paid vacation and the like are also covered.

    Besides excluding the aforementioned national security agencies, QCEW excludes proprietors, the unincorporated self-employed, unpaid family members, certain farm and domestic workers exempted from having to report employment data and railroad workers covered by the railroad unemployment insurance system. Excluded as well are workers who earned no wages during the entire applicable pay period because of work stoppages, temporary layoffs, illness or unpaid vacations.

    The location quotient (LQ) is used to evaluate level of concentration or clustering of an industry within the Bay Area and within each county of the region. A location quotient greater than 1 means there is a strong concentration for of jobs in an industry sector. For the Bay Area, the LQ is calculated as the share of the region’s employment in a particular sector divided by the share of California's employment in that same sector. For each county, the LQ is calculated as the share of the county’s employment in a particular sector divided by the share of the region’s employment in that same sector.

    Data is mainly pulled from aggregation level 73, which is county-level summarized at the North American Industry Classification System (NAICS) supersector level (12 sectors). This aggregation level exhibits the least loss due to data suppression, in the magnitude of 1-2 percent for regional employment, and is therefore preferred. However, the supersectors group together NAICS 11 Agriculture, Forestry, Fishing and Hunting; NAICS 21 Mining and NAICS 23 Construction. To provide a separate tally of Agriculture, Forestry, Fishing and Hunting, the aggregation level 74 data was used for NAICS codes 11, 21 and 23.

    QCEW reports on employment in Public Administration as NAICS 92. However, many government activities are reported with an industry specific code - such as transportation or utilities even if those may be public governmental entities. In 2021 for the Bay Area, the largest industry groupings under public ownership are Education and health services (58%); Public administration (29%) and Trade, transportation, and utilities (29%). With the exception of Education and health services, all other public activities were coded as government/public administration, regardless of industry group.

    Description

    Every four years, the Wasatch Front’s two metropolitan planning organizations (MPOs), Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG), collaborate to update a set of annual small area -- traffic analysis zone and ‘city area’, see descriptions below) -- population and employment projections for the Salt Lake City-West Valley City (WFRC), Ogden-Layton (WFRC), and Provo-Orem (MAG) urbanized areas.

    These projections are primarily developed for the purpose of informing long-range transportation infrastructure and services planning done as part of the 4 year Regional Transportation Plan update cycle, as well as Utah’s Unified Transportation Plan, 2023-2050. Accordingly, the foundation for these projections is largely data describing existing conditions for a 2019 base year, the first year of the latest RTP process. The projections are included in the official travel models, which are publicly released at the conclusion of the RTP process.

    Projections within the Wasatch Front urban area ( SUBAREAID = 1) were produced with using the Real Estate Market Model as described below. Socioeconomic forecasts produced for Cache MPO (Cache County, SUBAREAID = 2), Dixie MPO (Washington County, SUBAREAID = 3), Summit County (SUBAREAID = 4), and UDOT (other areas of the state, SUBAREAID = 0) all adhere to the University of Utah Gardner Policy Institute's county-level projection controls, but other modeling methods are used to arrive at the TAZ-level forecasts for these areas.

    As these projections may be a valuable input to other analyses, this dataset is made available here as a public service for informational purposes only. It is solely the responsibility of the end user to determine the appropriate use of this dataset for other purposes.

    Wasatch Front Real Estate Market Model (REMM) Projections

    WFRC and MAG have developed a spatial statistical model using the UrbanSim modeling platform to assist in producing these annual projections. This model is called the Real Estate Market Model, or REMM for short. REMM is used for the urban portion of Weber, Davis, Salt Lake, and Utah counties. REMM relies on extensive inputs to simulate future development activity across the greater urbanized region. Key inputs to REMM include:

    Demographic data from the decennial census
    County-level population and employment projections -- used as REMM control totals -- are produced by the University of Utah’s Kem C. Gardner Policy Institute (GPI) funded by the Utah State Legislature
    Current employment locational patterns derived from the Utah Department of Workforce Services
    Land use visioning exercises and feedback, especially in regard to planned urban and local center development, with city and county elected officials and staff
    Current land use and valuation GIS-based parcel data stewarded by County Assessors
    Traffic patterns and transit service from the regional Travel Demand Model that together form the landscape of regional accessibility to workplaces and other destinations
    Calibration of model variables to balance the fit of current conditions and dynamics at the county and regional level
    

    ‘Traffic Analysis Zone’ Projections

    The annual projections are forecasted for each of the Wasatch Front’s 3,546 Traffic Analysis Zone (TAZ) geographic units. TAZ boundaries are set along roads, streams, and other physical features and average about 600 acres (0.94 square miles). TAZ sizes vary, with some TAZs in the densest areas representing only a single city block (25 acres).

    ‘City Area’ Projections

    The TAZ-level output from the model is also available for ‘city areas’ that sum the projections for the TAZ geographies that roughly align with each city’s current boundary. As TAZs do not align perfectly with current city boundaries, the ‘city area’ summaries are not projections specific to a current or future city boundary, but the ‘city area’ summaries may be suitable surrogates or starting points upon which to base city-specific projections.

    Key Exclusions from TAZ and ‘City Area’ Projections

    As the primary purpose for the development of these population and employment projections is to model future travel in the region, REMM-based projections do not include population or households that reside in group quarters (prisons, senior centers, dormitories, etc), as residents of these facilities typically have a very low impact on regional travel. USTM-based projections also excludes group quarter populations. Group quarters population estimates are available at the county-level from GPI and at various sub-county geographies from the Census Bureau.

    Statewide Projections

    Population and employment projections for the Wasatch Front area can be combined with those developed by Dixie MPO (St. George area), Cache MPO (Logan area), and the Utah Department of Transportation (for the remainder of the state) into one database for use in the Utah Statewide Travel Model (USTM). While projections for the areas outside of the Wasatch Front use different forecasting methods, they contain the same summary-level population and employment projections making similar TAZ and ‘City Area’ data available statewide. WFRC plans, in the near future, to add additional areas to these projections datasets by including the projections from the USTM model.

    About this dataset

    Context

    The dataset presents median income data over a decade or more for males and females categorized by Total, Full-Time Year-Round (FT), and Part-Time (PT) employment in Neversink town. It showcases annual income, providing insights into gender-specific income distributions and the disparities between full-time and part-time work. The dataset can be utilized to gain insights into gender-based pay disparity trends and explore the variations in income for male and female individuals.

    Based on our analysis ACS 2019-2023 5-Year Estimates, we present the following observations: - All workers, aged 15 years and older: In Neversink town, the median income for all workers aged 15 years and older, regardless of work hours, was $53,782 for males and $46,541 for females.

    Based on these incomes, we observe a gender gap percentage of approximately 13%, indicating a significant disparity between the median incomes of males and females in Neversink town. Women, regardless of work hours, still earn 87 cents to each dollar earned by men, highlighting an ongoing gender-based wage gap.

    - Full-time workers, aged 15 years and older: In Neversink town, among full-time, year-round workers aged 15 years and older, males earned a median income of $80,403, while females earned $90,104

    Surprisingly, within the subset of full-time workers, women earn a higher income than men, earning 1.12 dollars for every dollar earned by men. This suggests that within full-time roles, womens median incomes significantly surpass mens, contrary to broader workforce trends.

    Abstract

    The Census is the official count of population and dwellings in Tonga, providing a ‘snapshot’ of the society and its most precious resource, its people, at a point in time. The official reference period of the census was midnight, the 30th of November, 2006.

    The census provides a unique source of detailed demographic, social and economic data relating the entire population at a single point in time. Census information is used for policy setting and implementation, research, planning and other decision-making. The census is often the primary source of information used for the allocation of public funding, especially in areas such as health, education and social policy. The main users of this information are the government, local authorities, education facilities (such as schools and tertiary organizations), businesses, community organizations and the public in general.

    The 2006 Census was taken under the authority of Section 8 of Statistical Act Chap. 53 of 1978 which empowers the Minister of Finance to make regulations necessary to conduct the population Census. This regulation was approved by the Cabinet and cited as Census Regulation 2006. The Census regulations also indicate that the Government Statistician would be responsible for the administration and completion of the Census. In addition, the regulations enabled the Statistics Department to carry out the necessary activities required to plan, manage and implement all the necessary Census activities.

    Census Planning and Management From a planning and management perspective, the Census had two main objectives. Firstly, it was to ensure that the process of collecting, compiling, evaluating, analyzing and disseminating of demographic, economic and social data was conducted in a timely and accurate manner. The development of procedures and processes for the 2006 Census of Population and Housing made use of the lessons learned in previous censuses, and built upon recommendations for improvements.

    Secondly, it was a valuable opportunity for building the capacities of employees of the Statistics Department (SD), thus resulting in enhancing the image, credibility and reputation of the Department and at the same time, strengthening its infrastructure. Emphasis was placed on having a senior staff with a wide perspective and leadership qualities. Through the use of vision, planning, coordination, delegation of responsibility and a strong team spirit, the census work was conducted in an effective and efficient manner. Staffs at all levels were encouraged to have an innovative mindset in addressing issues. Incentives for other parties to participate, both within Statistics Department Tonga Tonga 2006 Census of Population and Housing viii and outside the government, were encouraged. As a result, the wider community including donors such as AusAID, the Secretariat of the Pacific Community (SPC) in Noumea, that provided the technical assistance and the general public, were able to support the census project.

    Extensive and detailed planning is needed to conduct a successful census. Areas that required planning include: enumeration procedures and fieldwork, public communication, data processing and output systems, mapping and the design of census block boundaries, dissemination procedures, content determination and questionnaire development and training. These aspects, and how they interacted with each other, played a crucial role in determining the quality of all of the census outputs. Each phase therefore required careful, methodical planning and testing. The details of such activities, and their implementation and responsibilities were assigned to 5 subcommittees composed of staff members of the SD.

    Organizational Structure of the Census A census organizational structure is designed to implement a number of interrelated activities. Each of these activities was assigned to a specific sub-committee. The census manuals provided guidelines on processes, organizational structures, controls for quality assurance and problem solving. The challenge for managers was developing a work environment that enabled census personnel to perform all these tasks with a common goal in mind. Each sub-committee was responsible for its own outputs, and specific decisions for specific situations were delegated to the lowest level possible. Problem situations beyond the scope of the sub-committee were escalated to the next higher level.

    The organizational structure of the census was as follows: a) The Steering Committee (consisting of the Head of both Government and nongovernment organizations), chaired by Secretary for Finance with the Government Statistician (GS) as secretary. b) The Census Committee (consisted of all sub-committee leaders plus the GS, and chaired by the Assistant Government Statistician (AGS) who was the officer in charge of all management and planning of the Census 2006 operations. c) There were five Sub-committees (each sub-committee consisted of about 5 members and were chaired by their Sub-committee leader). These committees included: Mapping, Publicity, Fieldwork, Training and Data Processing. In this way, every staff member of the SD was involved with the census operation through their participation on these committees.

    The census steering committee was a high level committee that approved and endorsed the plans and activities of the census. Policy issues that needed to be addressed were submitted to the steering committee for approval prior to the census team and sub-committees designation of the activities necessary to address the tasks.

    Part of the initial planning of the 2006 Census involved the establishment of a work-plan with specific time frames. This charted all activities that were to be undertaken and, their impact and dependencies on other activities. These time frames were an essential part of the overall exercise, as they provided specific guides to the progress of each area, and alerted subcommittees’ team leaders (TL) to areas where problems existed and needed to be addressed. These also provided the SD staff with a clear indication of where and how their roles impacted the overall Census process.

    Monitoring of the timeframe was an essential part of the management of the Census program. Initially, weekly meetings were held which involved the GS, AGS and team leaders (TL) of the Census committee. As the Census projects progressed, the AGS and TL’s met regularly with their sub-committees to report on the progress of each area. Decisions were made on necessary actions in order to meet the designated dates. Potential risks that could negatively affect the deadlines and actions were also considered at these meetings.

    For the 5 sub-committees, one of their first tasks was to verify and amend their terms of reference using the “Strengths, Weaknesses, Opportunities and Threats” (SWOT) analysis methodology, as it applied to past censuses. Each committee then prepared a work-plan and listed all activities for which that particular sub-committee was responsible. This listing included the assignment of a responsible person, together with the timeline indicating the start and end dates required to complete that particular activity. These work-plans, set up by all the 5 sub-committees, were then used by the AGS to develop a detailed operational plan for all phases of the census, the activities required to complete these phases, start and end dates, the person responsible and the dependencies, - all in a Ghant chart format. These combined work-plans were further discussed and amended in the Census team and reported to the Steering committee on regular basis as required.

    Sampling procedure

    The National Population Census was a complete enumeration census, hence no sampling procedure was employed. A Mapping Sub-committee was formed to ensure complete coverage of the country.

    The Mapping Sub-committee Led by Mr. Winston Fainga'anuku, this committee's mandate was to ensure that good quality maps were produced. The objective was to ensure that the maps provided complete coverage of the country, were designed to accommodate a reasonable workload of one census enumerator and, that geographic identifiers could be used for dissemination purposes by the PopGIS system. Collaborations with the Ministry of Land, Survey and Natural Resources (MLSNR) began in 2004 to ensure that digitized maps for Tonga could be used for 2006 Census. Mr. Fainga'anuku was attached to the MLSNR in April 2005 to assist 'Atelea Kautoke, Samuela Mailau, Lilika and others to complete the task of digitizing the maps for Tonga. In addition, frequent visits by Mr. Scott Pontifex from the Secretariat of the Pacific Community (SPC) in Noumea, assisted to ensure that quality digitized maps were prepared. SPC also assisted by lending its digitizer which was used in this mapping project. The staff of the Statistics Department (SD) visited household sites throughout Tongatapu and the main outer islands. This exercise was to redesign the Census Block boundaries by amalgamating or splitting existing census blocks to achieve an average of 50 households per census block. These included the names of the head of household; roads and other landmarks to ensure that current and accurate information was provided to the enumerators. Description

The Jobs Proximity Index quantifies the accessibility of a given residential neighborhood (Census Block Group) as a function of its distance to all job locations within a CBSA, with larger employment centers weighted more heavily. Specifically, a gravity model is used, where the accessibility (Ai) of a given residential block- group is a summary description of the distance to all job locations, with the distance from any single job location positively weighted by the size of employment (job opportunities) at that location and inversely weighted by the labor supply (competition) to that location.
