    The 1970 Census School District Data Tape (SDDT) User's Guide was designed to complement the 1970 Census User's Guide prepared by the United States Census Bureau. The School District Data Tape (SDDT) created by the National Center for Education Statistics is a recompilation of the 1970 Census Fourth Count Population data, providing data tables for each school district in the country with 300 or more students. The preparation of the School District Data Tape required three major steps: (1) overlaying school district boundaries on census maps, (2) creating a geo-reference tape indicating the percent of each census area falling within each school district, and (3) merging the geo-reference tape with the 1970 Census Fourth Count Population Files A (Traced Areas) and B (Minor Civil Divisions). Some of the major uses of the School District Data Tape include: allocation of federal funds, desegregation planning, bilingual and minority special education planning, preschool and child care planning, facility planning, redistricting, urban-suburban-rural analyses, mobility analysis, social and economic inequality among school districts, and school children profiles. In addition to these uses, most state education agencies will find data by school district of value in allocating federal and state aid to school districts and in the evaluation of the inequality of property taxes as a basis for financing elementary and secondary education. The School District Data Tape matches, as closely as possible, the format of the Fourth Count (Population) Summary tapes supplied by the Census Bureau.

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. School Districts are single-purpose administrative units within which local officials provide public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from State officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to States and school districts. TIGER/Line Shapefiles include separate shapefiles for elementary, secondary and unified school districts. The school district boundaries are those in effect for the 2020-2021 school year, i.e., in operation as of January 1, 2021.

    School Districts are administrative units within which local officials provide public educational services for the area's residents. The Census Bureau obtains school district boundaries, names, local education agency codes, grade ranges, and school district levels annually from state education officials. The Census Bureau collects this information for the primary purpose of providing the U.S. Department of Education with annual estimates of the number of children aged 5 through 17 in families in poverty within each school district, county, and state. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to states and school districtsThe Census Bureau tabulates data for four types of school districts: elementary, secondary, unified, and administrative. Each school district is assigned a five-digit code that is unique within state. School district codes are the local education agency number assigned by the Department of Education and are not necessarily in alphabetical order by school district name.Unified school districts provide education to children of all school ages. In general, if there is a unified school district, no elementary or secondary school district exists. If there is an elementary school district, the secondary school district may or may not exist. Administrative school districts were added in 2022 and provide administrative, planning, and educational services for all grade ranges. Currently, the Census Bureau maintains administrative school districts only in Vermont, and they represent supervisory unions and supervisory districts.The Census Bureau categorizes school districts based on the grade ranges for which the school district is financially responsible. These may or may not be the same as the grade ranges that a school district operates. A typical example would be a school district that operates schools for children in grades Kindergarten (KG)-8 and pays a neighboring school district to educate children in grades 9-12. The first school district is operationally responsible for grades KG-8, but financially responsible for grades KG-12. Therefore, the Census Bureau would define the grade range for that school district as KG-12. If an elementary school district is financially responsible for grades KG-12 or Pre-Kindergarten (PK)-12, there will be no secondary school district represented for that area.     Description

    This data file contains school district-level data from the following two sources: (1) the National Institute of Education (NIE) Special Tabulations of 1970 Census data, retabulated to 1973-1974 school district boundaries, and (2) the 1970 Census of Population and Housing Fifth Count data. The data in this collection were extracted from the 1976-1977 Merged Federal File produced by AUI Policy Research. Since some districts on the 1976-1977 Merged Federal File had consolidated by 1978-1979, NIE Special Tabulations data for these districts were combined. The Census data file was created in three steps. First, a skeleton file was created, containing one record for each school district on the 1978-1979 Merged Federal File. Each record on the skeleton file contained those data items in the School District Identification segment on the Merged Federal File. Second, the NIE Special Tabulations data were merged by the Office of Education (OE) state code and Local Education Agency (LEA) code to the skeleton file. Finally, Census Fifth Count records were merged by OE state code and LEA code to the skeleton file.

This release includes the addition of 2675 new records, modifications to the spatial location and/or attribution of 19836 records, the removal of 254 records no longer applicable.     The School District Data Book (SDDB) is an education database and information system. It contains an extensive set of data on children, their households, and the nation's school systems. Under the sponsorship of the National Center for Education Statistics, the Bureau of the Census has produced special tabulation files using the basic record files of the 1990 Census of Population and Housing by school district. These tabulation files contain aggregated data describing attributes of children and households in school districts. Data are organized by seven types of tabulation records: (1) characteristics of all households, (2) characteristics of all persons, (3) characteristics of households with children, (4) characteristics of parents living with children, (5) children's household characteristics, (6) children's parents' characteristics, and (7) children's own characteristics.

    Summary Tape File (STF) 1 consists of six sets of computer-readable data files containing detailed tabulations of the nation's population and housing characteristics produced from the 1980 Census. This series is comprised of STF 1A, STF 1B, STF 1C, STF 1D, STF 1E, and STF 1F. All six groups of files in the STF 1 have identical tables and formats presented in 59 tables consisting of 321 cells. The data items contained in the STF 1 files were also tabulated from the complete count or "100-percent" questions included on the 1980 Census. The data files differ only in geographic coverage. STF 1F, the School Districts file, is a special tabulation that provides summary level data for school districts by state (summary level 40) including the District of Columbia, and by county or county equivalent (summary level 41). Population items tabulated include age, race (provisional data), sex, marital status, Spanish origin (provisional data), household type, and household relationship. Housing items tabulated include occupancy/vacancy status, tenure, contract rent, value, condominium status, number of rooms, and plumbing facilities. Selected aggregates, means, and medians are also provided.

    The National Center for Education Statistics' (NCES) Education Demographic and Geographic Estimate (EDGE) program develops annually updated point locations (latitude and longitude) for public elementary, secondary, unified, and supervisory school district administrative offices included in the NCES Common Core of Data (CCD). The CCD is an annual collection of basic administrative characteristics that includes the physical address for all public schools, school districts, and state education agencies in the United States. The point locations in this data layer were developed from the 2021-2022 CCD collection. Description

The 1970 Census School District Data Tape (SDDT) User's Guide was designed to complement the 1970 Census User's Guide prepared by the United States Census Bureau. The School District Data Tape (SDDT) created by the National Center for Education Statistics is a recompilation of the 1970 Census Fourth Count Population data, providing data tables for each school district in the country with 300 or more students. The preparation of the School District Data Tape required three major steps: (1) overlaying school district boundaries on census maps, (2) creating a geo-reference tape indicating the percent of each census area falling within each school district, and (3) merging the geo-reference tape with the 1970 Census Fourth Count Population Files A (Traced Areas) and B (Minor Civil Divisions). Some of the major uses of the School District Data Tape include: allocation of federal funds, desegregation planning, bilingual and minority special education planning, preschool and child care planning, facility planning, redistricting, urban-suburban-rural analyses, mobility analysis, social and economic inequality among school districts, and school children profiles. In addition to these uses, most state education agencies will find data by school district of value in allocating federal and state aid to school districts and in the evaluation of the inequality of property taxes as a basis for financing elementary and secondary education. The School District Data Tape matches, as closely as possible, the format of the Fourth Count (Population) Summary tapes supplied by the Census Bureau.
