    Description

    This data set contains characteristic data points used by the Cook County Assessor in the 2021 Chicago reassessment to produce initial estimates of the current market value of most Chicago homes (single-family homes, small multi-family homes, and condo units). You can use the "Filter" option to search for a property's PIN or address, and see what data the Assessor’s Office had about a home’s characteristics at the time of modeling*. To learn more about how the 2021 model used this data, read about our public Residential Automated Valuation Model here. Chicago properties not listed here are reassessed using different modeling procedures. *Important Note: This dataset is, at the time of publication, an early snapshot of data. Data about a home might change later in the assessment process this year as Assessor’s Office staff and analysts review these properties. After this review, updated characteristics and market values are mailed to homeowners. If the data listed on the assessment notice is incorrect, an appeal can be filed to provide the correct characteristics.

    Description

    A complete, historic universe of Cook County parcels with attached geographic, governmental, and spatial data.

    When working with Parcel Index Numbers (PINs) make sure to zero-pad them to 14 digits. Some datasets may lose leading zeros for PINs when downloaded.

    Additional notes:

    • Non-taxing district data is attached via spatial join (st_contains) to each parcel's centroid.
    • Tax district data (school district, park district, municipality, etc.) are attached by a parcel's assigned tax code.
    • Centroids are based on Cook County parcel shapefiles.
    • Older properties may be missing coordinates and thus also missing attached spatial data (usually they are missing a parcel boundary in the shapefile).
    • Newer properties may be missing a mailing or property address, as they need to be assigned one by the postal service.
    • This dataset contains data for the current tax year, which may not yet be complete or final. Assessed values for any given year are subject to change until review and certification of values by the Cook County Board of Review, though there are a few rare circumstances where values may change for the current or past years after that.
    • Rowcount for a given year is final once the Assessor has certified the assessment roll all townships.
    • Data will be updated monthly.
    • Depending on the time of year, some third-party and internal data will be missing for the most recent year. Assessments mailed this year represent values from last year, so this isn't an issue. By the time the Data Department models values for this year, those data will have populated.
    • Current property class codes, their levels of assessment, and descriptions can be found on the Assessor's website. Note that class codes details can change across time.
    • Due to discrepancies between the systems used by the Assessor and Clerk's offices, tax_district_code is not currently up-to-date in this table.

    Description

    Update 10/31/2023: Sales are no longer filtered out of this data set based on deed type, sale price, or recency of sale for a given PIN with the same price. If users wish to recreate the former filtering schema they should set sale_filter_same_sale_within_365, sale_filter_less_than_10k, and sale_filter_deed_type to False.

    Parcel sales for real property in Cook County, from 1999 to present. The Assessor's Office uses this data in its modeling to estimate the fair market value of unsold properties.

    When working with Parcel Index Numbers (PINs) make sure to zero-pad them to 14 digits. Some datasets may lose leading zeros for PINs when downloaded.

    Sale document numbers correspond to those of the Cook County Clerk, and can be used on the Clerk's website to find more information about each sale.

    NOTE: These sales are filtered, but likely include non-arms-length transactions - sales less than $10,000 along with quit claims, executor deeds, beneficial interests are excluded. While the Data Department will upload what it has access to monthly, sales are reported on a lag, with many records not populating until months after their official recording date.

    Current property class codes, their levels of assessment, and descriptions can be found on the Assessor's website. Note that class codes details can change across time.

    Permits issued by the Department of Buildings in the City of Chicago from 2006 to the present. The dataset for each year contains more than 65,000 records/rows of data and cannot be viewed in full in Microsoft Excel. Therefore, when downloading the file, select CSV from the Export menu. Open the file in an ASCII text editor, such as Wordpad, to view and search. Data fields requiring description are detailed below. PERMIT TYPE: "New Construction and Renovation" includes new projects or rehabilitations of existing buildings; "Other Construction" includes items that require plans such as cell towers and cranes; "Easy Permit" includes minor repairs that require no plans; "Wrecking/Demolition" includes private demolition of buildings and other structures; "Electrical Wiring" includes major and minor electrical work both permanent and temporary; "Sign Permit" includes signs, canopies and awnings both on private property and over the public way; "Porch Permit" includes new porch construction and renovation (defunct permit type porches are now issued under "New Construction and Renovation" directly); "Reinstate Permit" includes original permit reinstatements; "Extension Permits" includes extension of original permit when construction has not started within six months of original permit issuance. WORK DESCRIPTION: The description of work being done on the issued permit, which is printed on the permit. PIN1 – PIN10: A maximum of ten assessor parcel index numbers belonging to the permitted property. PINs are provided by the customer seeking the permit since mid-2008 where required by the Cook County Assessor’s Office. CONTRACTOR INFORMATION: The contractor type, name, and contact information. Data includes up to 15 different contractors per permit if applicable.

    Foreclosed rental properties registered with the Chicago Department of Housing under the Keep Chicago Renting ordinance. Prior to 12/12/2022, Owner and Owner Management Agent addresses could not be registered through the registration site so no City, State, or ZIP columns were present in this dataset. Because all previously existing records had Chicago addresses for Owner and Owner Agent, the City and State columns were populated when added to this dataset but ZIP values are only available from 12/12/2022 forward. The Property Address is always in Chicago.

    The Public Land Survey System (PLSS) is the way land in the United States is subdivided, it forms the foundation of Cook County's cadastral system for identifying and locating land records. Tax parcels are identified using township and section notation, in a modified format. The PLSS serves as a way for users to navigate the parcel geodatabase. This PLSS feature data set is intended to correspond to tax pages on the Cook County Tax Maps. They should not be used for measurement or surveyor purposes. In addition, the parcel attributes PINA (area/township) and PINSA (subarea/section) do not necessarily correspond to the PLSS township and section polygon in which a given parcel resides. The PLSS data is modeled as a single composite network coverage that encompasses townships (area), sections (subarea), quarter sections, and half quarter section. Tax map pages, which typically correspond to half quarter sections (in an east-west split), are modeled as a region subclass in the LANDFABRIC layer. If an indigenous people's reserve was present on the tax map, it was digitized to create subpolygons of the half-quarter section, and those polygons were attributed with the name of the reserve. Within this PLSS data set, a half-quarter section is the smallest polygon unit, except in cases where an Indigenous People's Reserve line is present. The cadastral data for Cook County have previously not been digital nor automated. This project is the initial automation for this information. This database was designed to represent a continuous, non-overlapping spatial database accounting for all land area in Cook County.The PLSS is updated as needed.

    Description

    This geodatabase serves two purposes: 1) to provide State of Illinois agencies with a fast resource for the preparation of maps and figures that require the use of shape or line files from federal agencies, the State of Illinois, or the City of Chicago, and 2) as a start for social scientists interested in exploring how geographic information systems (whether this is data visualization or geographically weighted regression) can bring new meaning to the interpretation of their data. All layer files included are relevant to the State of Illinois. Sources for this geodatabase include the U.S. Census Bureau, U.S. Geological Survey, City of Chicago, Chicago Public Schools, Chicago Transit Authority, Regional Transportation Authority, and Bureau of Transportation Statistics.

    Building Footprints based off data from 2008 for the buildings and 2010 vintage for UV SAL buildings in Cook County that are outside of the Chicago Open Data (which is various dates as collected)

    2008 Cook County Lidar, UVM Spatial Analysis Lab 2010 Chicago Regional Land Cover (2008 Lidar building footprints were extracted using Esri software and UVM Spatial Analysis Lab building footprints were extracted/regularized using Esri software).
