The underlying algorithm to create the dataset calculates the percent of a census tract that falls within the boundaries of a given ward. Given that census tracts and ward boundaries are not aligned, these figures should be considered an estimate. Ward boundaries in Chicago from May 2023 onward, corresponding to the dates when a new City Council is sworn in, based on the immediately preceding elections. Neither this description nor the dataset should be relied upon in situations where legal precision is required. ​​​​​This dataset is in a forma​​t for spatial datasets that is inherently tabular but allows for a map as a derived view. In association with the July/August 2022 process for 43rd ward residents to apply for the opportunity to fill the aldermanic vacancy in that ward, residents were also invited to fill out an online survey, seeking their opinions on issues. The results of that survey are shown in this dataset.

Respondents were presented with eight issues plus "other" and asked to rank each one as being between Not a Priority (1) and Urgent Priority (5). There was no limit to how often each ranking could be used, although respondents were encouraged to rank only a few issues as Urgent Priority.

The final question was free text, intended to capture descriptions of "other" issues but if the respondent provided other text, it is included except in limited cases where it is redacted for privacy or similar reasons.

Please note that the survey is not and was not intended to be a random sample or otherwise scientifically or statistically valid. There were no formal barriers to people not residents of the 43rd ward responding, people responding more than once, or other things of that nature. It was intended only as a simple tool to collect such information as people cared to submit and should be interpreted in that spirit.

Contemporary cities are frequently characterized as divided by race and socio-economic status, yet the political effects of segregation and stratification are rarely fully explored. Urban politics scholars have disagreed on whether urban politics is essentially consensual, conflicts are issue-based and transitory, or social and economic divides generate enduring political cleavages. We contribute to this debate with an analysis of elite conflict as manifested in recorded city council votes in two large, heterogeneous North American cities, Chicago and Toronto, over a multi-decade period. The analysis employs a new technique for analyzing the dimensionality of roll-call votes. We find evidence of durable coordination among ward councilors in both cities, however the substance of conflict differs. Correlating the dimensions of voting behavior with ward characteristics indicates that Chicago’s aldermen divide on racial lines, while Toronto’s councilors primarily divide on the place characteristics of wards, and secondarily on socio-economic status and ethnicity.
