    In 2024, approximately 10.6 percent of the population was living below the national poverty line in the United States. This reflected a 0.5 percentage point decrease from the previous year. Most recently, poverty levels in the country peaked in 2010 at just over 15 percent. Poverty in the U.S. States The number of people living in poverty in the U.S. as well as poverty rates, vary greatly from state to state. With their large populations, California and Texas led that charts in terms of the size of their impoverished residents. On the other hand, Louisiana had the highest rates of poverty, standing at 20 percent in 2024. The state with the lowest poverty rate was New Hampshire at 5.9 percent. Vulnerable populations The poverty rate in the United States varies widely across different ethnic groups. American Indians and Alaska Natives are the ethnic group with the highest levels of poverty in 2024, with about 19 percent earning an income below the official threshold. In comparison, only about 7.5 percent of the White (non-Hispanic) and Asian populations were living below the poverty line. Children are one of the most poverty endangered population groups in the U.S. between 1990 and 2024. Child poverty peaked in 1993 with 22.7 percent of children living in poverty. Despite fluctuations, in 2024, poverty among minors reached its lowest level in decades, falling to 14.3 percent.

    In 2023 the poverty rate in the United States was highest among people between 18 and 24, with a rate of 16 percent for male Americans and a rate of 21 percent for female Americans. The lowest poverty rate for both men and women was for those aged between 45 and 54. What is the poverty line? The poverty line is a metric used by the U.S. Census Bureau to define poverty in the United States. It is a specific income level that is considered to be the bare minimum a person or family needs to meet their basic needs. If a family’s annual pre-tax income is below this income level, then they are considered impoverished. The poverty guideline for a family of four in 2021 was 26,500 U.S. dollars. Living below the poverty line According to the most recent data, almost one-fifth of African Americans in the United States live below the poverty line; the most out of any ethnic group. Additionally, over 7.42 million families in the U.S. live in poverty – a figure that has held mostly steady since 1990, outside the 2008 financial crisis which threw 9.52 million families into poverty by 2012. The poverty gender gap Wage inequality has been an ongoing discussion in U.S. discourse for many years now. The poverty gap for women is most pronounced during their child-bearing years, shrinks, and then grows again in old age. While progress has been made on the gender pay gap over the last 30 years, there are still significant disparities, even in occupations that predominantly employ men. Additionally, women are often having to spend more time attending to child and household duties than men.

    Poverty in the United States

    In 2022, there were nearly 38 million people living below the poverty line in the U.S.. About one fourth of the Native American population lived in poverty in 2022, the most out of any ethnicity. In addition, the rate was higher among young women than young men. It is clear that poverty in the United States is a complex, multi-faceted issue that affects millions of people and is even more complex to solve.

    METHODOLOGY NOTES (across all datasets for this indicator)
    The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.

    For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or non-cash benefits (such as public housing, Medicaid and food stamps).

    American Community Survey (ACS) 1-year data is used for larger geographies – Bay counties and most metropolitan area counties – while smaller geographies rely upon 5-year rolling average data due to their smaller sample sizes. Note that 2020 data uses the 5-year estimates because the ACS did not collect 1-year data for 2020.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

    Description

    The 2020-2021 School Neighborhood Poverty Estimates are based on school locations from the 2020-2021 Common Core of Data (CCD) school file and income data from families with children ages 5 to 18 in the U.S. Census Bureau’s 2017-2021 American Community Survey (ACS) 5-year collection. The ACS is a continuous household survey that collects social, demographic, economic, and housing information from the population in the United States each month. The Census Bureau calculates the income-to-poverty ratio (IPR) based on money income reported for families relative to the poverty thresholds, which are determined based on the family size and structure. Noncash benefits (such as food stamps and housing subsidies) are excluded, as are capital gains and losses. The IPR is the percentage of family income that is above or below the federal poverty level. The IPR indicator ranges from 0 to a top-coded value of 999. A family with income at the poverty threshold has an IPR value of 100. A block group consists of clusters of blocks within the same census tract that have the same first digit of their four-digit census block number.This map is necessary for the CDBG team within DCA.About Poverty Data from the American Community Survey explained by SocialExplorer:Poverty statistics in American Community Survey products adhere to the standards specified by the Office of Management and Budget in Statistical Policy Directive 14. The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) vary by age (under 65 years or 65 years and older). The poverty thresholds for two-person families also vary by the age of the householder. If a family's total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual's total income is less than the appropriate threshold, then that individual is considered to be in poverty.In determining the poverty status of families and unrelated individuals, the Census Bureau uses thresholds (income cutoffs) arranged in a two-dimensional matrix. The matrix consists of family size (from one person to nine or more people) cross-classified by presence and number of family members under 18 years old (from no children present to eight or more children present). Unrelated individuals and two-person families are further differentiated by age of reference person (householder) (under 65 years old and 65 years old and over).

    To determine a person's poverty status, one compares the person's total family income in the last 12 months with the poverty threshold appropriate for that person's family size and composition (see example below). If the total income of that person's family is less than the threshold appropriate for that family, then the person is considered "below the poverty level," together with every member of his or her family. If a person is not living with anyone related by birth, marriage, or adoption, then the person's own income is compared with his or her poverty threshold. The total number of people below the poverty level is the sum of people in families and the number of unrelated individuals with incomes in the last 12 months below the poverty threshold.

    Since ACS is a continuous survey, people respond throughout the year. Because the income questions specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the average of the monthly inflation factors for the 12 months preceding the data collection. See the table in Appendix A titled "Poverty Thresholds in 1982, by Size of Family and Number of Related Children Under 18 Years (Dollars)," for appropriate base thresholds. See the table "The 2012 Poverty Factors" in Appendix A for the appropriate adjustment based on interview month.

    For example, consider a family of three with one child under 18 years of age, interviewed in July 2013 and reporting a total family income of $14,000 for the last 12 months (July 2012 to June 2013). The base year (1982) threshold for such a family is $7,765, while the average of the 12 inflation factors is 2.35795. Multiplying $7,765 by 2.35795 determines the appropriate poverty threshold for this family type, which is $18,309. Comparing the family's income of $14,000 with the poverty threshold shows that the family and all people in the family are considered to have been in poverty. The only difference for determining poverty status for unrelated individuals is that the person's individual total income is compared with the threshold rather than the family's income.Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.

The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) vary by age (under 65 years or 65 years and older). The poverty thresholds for two-person families also vary by the age of the householder. If a family's total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual's total income is less than the appropriate threshold, then that individual is considered to be in poverty.In determining the poverty status of families and unrelated individuals, the Census Bureau uses thresholds (income cutoffs) arranged in a two-dimensional matrix. The matrix consists of family size (from one person to nine or more people) cross-classified by presence and number of family members under 18 years old (from no children present to eight or more children present). Unrelated individuals and two-person families are further differentiated by age of reference person (householder) (under 65 years old and 65 years old and over).

    To determine a person's poverty status, one compares the person's total family income in the last 12 months with the poverty threshold appropriate for that person's family size and composition (see example below). If the total income of that person's family is less than the threshold appropriate for that family, then the person is considered "below the poverty level," together with every member of his or her family. If a person is not living with anyone related by birth, marriage, or adoption, then the person's own income is compared with his or her poverty threshold. The total number of people below the poverty level is the sum of people in families and the number of unrelated individuals with incomes in the last 12 months below the poverty threshold.

    Since ACS is a continuous survey, people respond throughout the year. Because the income questions specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the average of the monthly inflation factors for the 12 months preceding the data collection. See the table in Appendix A titled "Poverty Thresholds in 1982, by Size of Family and Number of Related Children Under 18 Years (Dollars)," for appropriate base thresholds. See the table "The 2012 Poverty Factors" in Appendix A for the appropriate adjustment based on interview month.

    For example, consider a family of three with one child under 18 years of age, interviewed in July 2013 and reporting a total family income of $14,000 for the last 12 months (July 2012 to June 2013). The base year (1982) threshold for such a family is $7,765, while the average of the 12 inflation factors is 2.35795. Multiplying $7,765 by 2.35795 determines the appropriate poverty threshold for this family type, which is $18,309. Comparing the family's income of $14,000 with the poverty threshold shows that the family and all people in the family are considered to have been in poverty. The only difference for determining poverty status for unrelated individuals is that the person's individual total income is compared with the threshold rather than the family's income.Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.

    METHODOLOGY NOTES (across all datasets for this indicator)
    The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.

    For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or non-cash benefits (such as public housing, Medicaid and food stamps).

    American Community Survey (ACS) 1-year data is used for larger geographies – Bay counties and most metropolitan area counties – while smaller geographies rely upon 5-year rolling average data due to their smaller sample sizes. Note that 2020 data uses the 5-year estimates because the ACS did not collect 1-year data for 2020.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

Data on students with disabilities, English Language Learners, students' povery status, and students' Economic Need Value are as of the June 30 for each school year except in 2021-22. Data on SWDs, ELLs, Poverty, and ENI in the 2021-22 school year are as of March 7, 2022. 3-K and Pre-K enrollment totals include students in both full-day and half-day programs. Four-year-old students enrolled in Family Childcare Centers are categorized as 3K students for the purposes of this report. All schools listed are as of the 2021-22 school year. Schools closed before 2021-22 are not included in the school level tab but are included in the data for citywide, borough, and district. Programs and Pre-K NYC Early Education Centers (NYCEECs) are not included on the school-level tab. Due to missing demographic information in rare cases at the time of the enrollment snapshot, demographic categories do not always add up to citywide totals. Students with disabilities are defined as any child receiving an Individualized Education Program (IEP) as of the end of the school year (or March 7 for 2021-22). NYC DOE "Poverty" counts are based on the number of students with families who have qualified for free or reduced price lunch, or are eligible for Human Resources Administration (HRA) benefits. In previous years, the poverty indicator also included students enrolled in a Universal Meal School (USM), where all students automatically qualified, with the exception of middle schools, D75 schools and Pre-K centers. In 2017-18, all students in NYC schools became eligible for free lunch. In order to better reflect free and reduced price lunch status, the poverty indicator does not include student USM status, and retroactively applies this rule to previous years. "The school’s Economic Need Index is the average of its students’ Economic Need Values. The Economic Need Index (ENI) estimates the percentage of students facing economic hardship. The 2014-15 school year is the first year we provide ENI estimates. The metric is calculated as follows: * The student’s Economic Need Value is 1.0 if: o The student is eligible for public assistance from the NYC Human Resources Administration (HRA); o The student lived in temporary housing in the past four years; or o The student is in high school, has a home language other than English, and entered the NYC DOE for the first time within the last four years. * Otherwise, the student’s Economic Need Value is based on the percentage of families (with school-age children) in the student’s census tract whose income is below the poverty level, as estimated by the American Community Survey 5-Year estimate (2020 ACS estimates were used in calculations for 2021-22 ENI). The student’s Economic Need Value equals this percentage divided by 100. Due to differences in the timing of when student demographic, address and census data were pulled, ENI values may vary, slightly, from the ENI values reported in the School Quality Reports.     The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. School Districts are single-purpose administrative units within which local officials provide public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from State officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to States and school districts. TIGER/Line Shapefiles include separate shapefiles for elementary, secondary and unified school districts. The school district boundaries are those in effect for the 2020-2021 school year, i.e., in operation as of January 1, 2021.

In 2024, approximately 10.6 percent of the population was living below the national poverty line in the United States. This reflected a 0.5 percentage point decrease from the previous year. Most recently, poverty levels in the country peaked in 2010 at just over 15 percent. Poverty in the U.S. States The number of people living in poverty in the U.S. as well as poverty rates, vary greatly from state to state. With their large populations, California and Texas led that charts in terms of the size of their impoverished residents. On the other hand, Louisiana had the highest rates of poverty, standing at 20 percent in 2024. The state with the lowest poverty rate was New Hampshire at 5.9 percent. Vulnerable populations The poverty rate in the United States varies widely across different ethnic groups. American Indians and Alaska Natives are the ethnic group with the highest levels of poverty in 2024, with about 19 percent earning an income below the official threshold. In comparison, only about 7.5 percent of the White (non-Hispanic) and Asian populations were living below the poverty line. Children are one of the most poverty endangered population groups in the U.S. between 1990 and 2024. Child poverty peaked in 1993 with 22.7 percent of children living in poverty. Despite fluctuations, in 2024, poverty among minors reached its lowest level in decades, falling to 14.3 percent.
