    The City Survey asks residents to indicate their usage and satisfaction with city services and infrastructure like libraries, Muni, public safety, and street cleanliness. The City Survey was conducted every year from 1996 to 2004, and biennially from 2005 onward. The City Survey was not conducted in 2019 due to the COVID-19 pandemic, and resumed in 2023. Survey methodology was changed in 2015 from a mail to a phone survey, and expanded to include in-person and online options in 2023. Comparisons to previous years should be interpreted with caution. Results should be weighted using the column "weight" in order to adjust for demographic differences between the City Survey sample and San Francisco's population. Please note that survey results were originally reported as unweighted until 1997. From 1997 onward, all City Survey results were reweighted with the exception of data from 2011. For ease of use, the column "weight" has been coded with a value of one for these years. A code book is also attached to this dataset under About > Attachments. Neighborhood and Zip Code data have been hidden from this data set and are only available upon special request to citysurvey@sfgov.org. Cases are counted in a zip code based on residential or mailing address, or by healthcare provider or lab address if other addresses are missing.Q. The zip code data is supplied to a healthcare worker, case manager, or lab technician by each individual during intake when a test is first recorded. When entering a zip code, the system we use automatically produces a list of cities within that zip code for the individual to further specify where they live. Sometimes the individual uses the postal city, which may be Miami, when in reality that person lives outside the City of Miami boundaries in the jurisdiction of Coral Gables. Many zip codes contain multiple city/town jurisdictions, and about 20% of zip codes overlap more than one county. Q: How is the Zip Code data calculated and/or shown? If a COUNTY has five or more cases (total): β€’ In zip codes with fewer than 5 cases, the total number of cases is shown as β€œ<5”. β€’ Zip codes with 0 cases in these counties are β€œ0" or "No cases.” β€’ All values of 5 or greater are shown by the actual number of cases in that zip code. If a COUNTY has fewer than five total cases across all of its zip codes, then ALL of the zip codes within that county show the total number of cases as "Suppressed." Q: My zip code says "SUPPRESSED" under cases. What does that mean? IF Suppressed: This county currently has fewer than five cases across all zip codes in the county. In an effort to protect the privacy of our COVID-19-Positive residents, zip code data is only available in counties where five or more cases have been reported. Q: What about PO Box zip codes, or zip codes with letters, like 334MH? PO Box zip codes are not shown in the map. β€œFiller” zip codes with letters, like 334MH, are typically areas where no or very few people live – like the Florida Everglades, and are shown on the map like any other zip code. Key Data about Cases by Zip Code: ZIP = The zip code COUNTYNAME = The county for the zip code (multi-part counties have been split) ZIPX = The unique county-zip identifier used to pair the data during updates POName = The postal address name assigned to the zip code place_labels = A list of the municipalities intersecting the zip code boundary c_places = The list of cities cases self-reported as being residents of Cases_1 = The number of cases in each zip code, with conditions*LabelY = A calculated field for map display only.     This feature service is derived from the Esri "United States Zip Code Boundaries" layer, queried to only CA data.For the original data see: https://esri.maps.arcgis.com/home/item.html?id=5f31109b46d541da86119bd4cf213848Published by the California Department of Technology Geographic Information Services Team.The GIS Team can be reached at ODSdataservices@state.ca.gov.U.S. ZIP Code Boundaries represents five-digit ZIP Code areas used by the U.S. Postal Service to deliver mail more effectively. The first digit of a five-digit ZIP Code divides the United States into 10 large groups of states (or equivalent areas) numbered from 0 in the Northeast to 9 in the far West. Within these areas, each state is divided into an average of 10 smaller geographical areas, identified by the second and third digits. These digits, in conjunction with the first digit, represent a Sectional Center Facility (SCF) or a mail processing facility area. The fourth and fifth digits identify a post office, station, branch or local delivery area.As of the time this layer was published, in January 2025, Esri's boundaries are sourced from TomTom (June 2024) and the 2023 population estimates are from Esri Demographics. Esri updates its layer annually and those changes will immediately be reflected in this layer. Note that, because this layer passes through Esri's data, if you want to know the true date of the underlying data, click through to Esri's original source data and look at their metadata for more information on updates.Cautions about using Zip Code boundary dataZip code boundaries have three characteristics you should be aware of before using them:Zip code boundaries change, in ways small and large - these are not a stable analysis unit. Data you received keyed to zip codes may have used an earlier and very different boundary for your zip codes of interest.Historically, the United States Postal Service has not published zip code boundaries, and instead, boundary datasets are compiled by third party vendors from address data. That means that the boundary data are not authoritative, and any data you have keyed to zip codes may use a different, vendor-specific method for generating boundaries from the data here.Zip codes are designed to optimize mail delivery, not social, environmental, or demographic characteristics. Analysis using zip codes is subject to create issues with the Modifiable Areal Unit Problem that will bias any results because your units of analysis aren't designed for the data being studied.As of early 2025, USPS appears to be in the process of releasing boundaries, which will at least provide an authoritative source, but because of the other factors above, we do not recommend these boundaries for many use cases.     U.S. ZIP Code Areas (Five-Digit) represents five-digit ZIP Code areas used by the U.S. Postal Service to deliver mail more effectively. The first digit of a five-digit ZIP Code divides the United States into 10 large groups of states numbered from 0 in the Northeast to 9 in the far West. Within these areas, each state is divided into an average of 10 smaller geographical areas, identified by the second and third digits. These digits, in conjunction with the first digit, represent a sectional center facility or a mail processing facility area. The fourth and fifth digits identify a post office, station, branch or local delivery area.
