    This is a polygon dataset for county boundaries as well as for city, township and unorganized territory (CTU) boundaries in the Twin Cities 7-county metropolitan area. The linework for this dataset comes from individual counties and is assembled by the Metropolitan Council for the MetroGIS community. This is a MetroGIS Regionally Endorsed dataset https://metrogis.org/.

    is also included in this dataset and contains various data related to cities, townships, unorganized territories (CTUs) and any divisions created by county boundaries splitting them is also included in the dataset.

    This dataset is updated quarterly. This dataset is composed of three shape files and one dbf table.
    - Counties.shp = county boundaries
    - CTUs.shp = city, township and unorganized territory boundaries
    - CountiesAndCTUs.shp = combined county and CTU boundaries
    - CountyCTULookupTable.dbf = various data related to CTUs and any divisions created by county boundaries splitting them is also included in the dataset, described here: https://gisdata.mn.gov/dataset/us-mn-state-metc-bdry-counties-and-ctus-lookup

    NOTES:

    - On 3/17/2011 it was discovered that the CTU ID used for the City of Lake St. Croix Beach was incorrect. It was changed from 2394379 to 2395599 to match GNIS.

    - On 3/17/2011 it was discovered that the CTU ID used for the City of Lilydale was incorrect. It was changed from 2394457 to 2395708 to match GNIS.

    - On 11/9/2010 it was discovered that the CTU ID used for the City of Crystal was incorrect. It was changed from 2393541 to 2393683 to match GNIS.

    - Effective April 2008, a change was made in GNIS to match the FIPS place codes to the "civil" feature for each city instead of the "populated place" feature. Both cities and townships are now "civil" features within GNIS. This means that the official GNIS unique ID for every city in Minnesota has changed.

    - The five digit CTU codes in this dataset are identical to the Federal Information Processing Standard (FIPS) ''Place'' codes. They are also used by the Census Bureau and many other organizations and are proposed as a MN state data coding standard.

    - Cities and townships have also been referred to as ''MCDs'' (a census term), however this term technically refers to the part of each city or township within a single county. Thus, a few cities in the metro area that are split by county boundaries are actually comprised of two different MCDs. This was part of the impetus for a proposed MN state data standard that uses the ''CTU'' terminology for clarity.

    - The boundary line data for this dataset comes from each county.

    - A variety of civil divisions of the land exist within the United States. In Minnesota, only three types exist - cities, townships and unorganized territories. All three of these exist within the Twin Cities seven county area. The only unorganized territory is Fort Snelling (a large portion of which is occupied by the MSP International Airport).

    - Some cities are split between two counties. Only those parts of cities within the 7-county area are included.

    - Prior to the 2000 census, the FIPS Place code for the City of Greenwood in Hennepin County was changed from 25928 to 25918. This dataset reflects that change.

    Description

    This dataset indicates areas designated as eligible for resources provided through the Great Streets Neighborhood Business District Program. Eligible areas were designated in The Minneapolis Plan for Sustainable Growth and consist of Activity Centers, Commercial Nodes, Commercial Corridors, and LRT Station Areas. Exact parcel boundaries of Activity Centers and Commercial Nodes are identified in The Minneapolis Plan. Commercial Corridor areas are generally defined as a one block radius from designated corridors. LRT Station Areas are defined as a ½ mile radius from each LRT station outside of downtown. Some staff discretion was used in determining precise boundaries for Commercial Corridors and LRT Station Areas in cases where roadways or other natural boundaries made exact definitions unclear.

    Each area is categorized based on a number of metrics used to determine its economic health and opportunity. Varying levels of Great Streets program resources are available, based on this categorization. These categories are defined as:

    Intervene: Areas that are experiencing weak development interest or significant obstacles to attaining the City’s commercial development or business investment goals.

    Support: Areas showing signs of strength, but that remain fragile and have some barriers to market development and business investment.

    Monitor: Areas with strong market development and business activity.

    Description

    The MUSA Composite dataset depicts current and future boundaries of the Urban Service Areas (sewer service areas) based on communities' comprehensive plans for the seven-county metropolitan area of the Twin Cities of Minneapolis and Saint Paul. The dataset does not depict the precise location of current urban services (Sewer service). In other words, the Urban Service Areas designate areas that might be serviced, it does not represent the urban areas that are serviced. The depiction of Urban Service Areas provides a framework in which known urban development and anticipated future development can exist with adequate sewer capacity at efficient service levels. Seven other datasets are derived from these data: MUSA_2020, MUSA_2020_Outline, MUSA_2030, MUSA_2030_Outline, MUSA_2040, MUSA_2040_Outline, MUSA Undesignated_Reserve (see below). NOTE: As of August 2020, the derived dataset MUSA_Undesignated is no longer being used as a desingation but remain in the Attributes for an unknown period of time for historical comparison purposes but there will no longer be a designated layer as part of any download.

    Each community (city or township) in the seven-county Twin Cities metropolitan area is required to complete a comprehensive plan for approval by the Metropolitan Council per the Metropolitan Land Planning Act of 1995 (Minn. Stat 473.864, Subd 2 and 473.175, Subd 1). The comprehensive plan must include a depiction of current and future boundaries of the Urban Service Areas (i.e., 2030, 2040, Post-2040).

    As of March 2011, a new designation area was created specifically to address the agreed upon development plan for southeastern Scott County between the county, the city of Elko New Market and the town of New Market : 'Undesignated MUSA Reserve.' This is an area where an agreed upon acreage of urban sewer service can be added to the current MUSA by 2030 through their 2030 Comprehensive Plan. The distinction between 'Undesignated MUSA' and 'Undesignated MUSA Reserve' is that 'Undesignated MUSA' is an area within a municipal boundary defined by that municipality's comprehensive plan, whereas, 'Undesignated MUSA Reserve' is an area beyond the current municipal boundary (i.e., surrounding township) that is designated in a joint agreement by the city, town, and county to accommodate future municipal growth. Urban sewer services will not be provided to these areas until they have been annexed by the municipality (i.e., Elko New Market).

    Although the Metropolitan Council provides the majority of the urban sewer service in the seven-county metropolitan area, several smaller, free-standing rural communities in the region (primarily in Carver and Scott Counties), private systems, and independent nations (Shakopee Mdewakanton Sioux Community) provide their own urban services. Where information on their urban service areas are available, it is included in this dataset.

    Although the information included in this dataset is derived from the communities' 2008 and 2018 comprehensive plans, subsequent plan amendments are intended to be current within 4 months, for exact MUSA information, please contact the community.

    When referring to CURRENT MUSA extent, this includes areas up to 2025 MUSA. For communities who have had their 2040 Comprehensive Plan adopted (Benchmark 2040), this includes areas up to 2030 MUSA.

    These data were previously incorporated in the Comprehensive Plan Composite dataset.

The two main identifiers of data, with which users of the open data should converse with 311, are the Case ID and the Type Name field. Type name is the common used title for a service request among city staff, 311, and the community at large. Attribute DescriptionsCase ID - Gives a unique identifying number associated with each case. Subject - This is the top level hierarchy definition of a service request. It is most closely associated with a department designation. Enquiry Type ID - An additional identification number .Reason - This is the 2nd level classification of a service request and reflects a program name or a division assigned to perform the service request. Type - This is the 3rd level classification describing what the service request specifically is for. It is the most common designation description used in the city. Title - Similar to the Type column, this describes more details about the incident. Open Date Time - This is the date and time stamp when the department, program, or division assigned to complete the task in a service request starts working that service request. Case Status - If case status = "0", it means the case is closed. If case status = "1", the case is still considered open. All cases with a case status of "1" should not have a closed date.Closed Date Time - The date a resolving department, division or program completed the service request.     The data provided are public-facing service requests that were taken by 311 contact center agents, or through online and mobile applications, and entered the Lagan CRM system during 2017. The two main identifiers of data, with which users of the open data should converse with 311, are the Case ID and the Type Name field. Type name is the common used title for a service request among city staff, 311, and the community at large.

    Attribute Descriptions

    Case ID - Gives a unique identifying number associated with each case.

    Subject - This is the top level hierarchy definition of a service request. It is most closely associated with a department designation.

    Enquiry Type ID - An additional identification number .

    Reason - This is the 2nd level classification of a service request and reflects a program name or a division assigned to perform the service request.

    Type - This is the 3rd level classification describing what the service request specifically is for. It is the most common designation description used in the city.

    Title - Similar to the Type column, this describes more details about the incident.

    Open Date Time - This is the date and time stamp when the department, program, or division assigned to complete the task in a service request starts working that service request.

    Case Status - If case status = "0", it means the case is closed. If case status = "1", the case is still considered open. All cases with a case status of "1" should not have a closed date.

    Closed Date Time - The date a resolving department, division or program completed the service request.

    XCoord & YCoord - This is the coordinate the city provides of where the service request occurred in the WGS 84 web Mercator auxilliary sphere coordinate system.

    Abandoned Vehicle – a vehicle parked in a public right of way (street) that appears to have been left by its owner in excess of 72 consecutive hours or lacking vital component parts (City Ordinance 478.250).

    Abandoned Vehicle – Open311 – vehicle reported abandoned via the Minneapolis Mobile Application.

    Abandoned/Illegally Parked Bicycle – This is a report of an abandoned (or missing parts) bike by owner or someone else

    Air Pollution Complaint – air contaminants, fumes, or other offensive odors that occur outdoors and impacts the environment.

    Animal Complaint – Livability – nuisance conditions such as barking dog, stray pets

    Animal Complaint – Public Health – abandoned, mistreated or uncared for animal, excessive feces in yard causing health risks.

    Barricade Pickup/Placement – request for City staff to deploy or remove barricades from city street and or sidewalks.

    Bicycle Lane Issue – complaint for users of bike paths to report off-street bike path trail issues such as pavement, lighting, fencing, signs, debris, overgrown vegetation, etc. phones or other nuisance conditions on city bicycle paths.

    Bridge Complaint – structural issue that needs attention

    Chemical Spill – chemical contaminant spilled in any non-authorized location in the city.

    Commercial Food Safety/Sanitation Complaint – unclean or unhealthy conditions suspected at an eating establishment

    Exterior Nuisance – Self Service – nuisance conditions reportable on the 311 online applications on the website

    Fence or Guardrail Maintenance – report about a fence or guardrail along a city street that may be in disrepair

    Fire Hydrant Snow Issue – snow is impeding the normal operation of a fire hydrant….needs to be shoveled out.

    General Street Complaint – non-specific problem with a street that does not fit in any other type of street complaint

    Graffiti complaint/reporting – tagger or gang graffiti on properties, public signs, or any surface

    Graffiti – Open 311 – graffiti complaint made via Minneapolis Mobile Application

    Hydrant Issue – hydrant out of service, leaking water, damaged, etc

    Illegal Dumping Complaint – report of waste being disposed at a location other than where it was generated and there is proof of the dumping

    This is an interactive GIS map displaying the current FEMA Floodway line, and the 100 year and 500 year floodplains. FEMA Letters of Map Correction (LOMC) are also displayed. These include: Letters of Map Amendment (LOMA), and Letters of Map Revision (LOMR). Areas covered by Letters of Map Revision (LOMR) are based on fill or protection by levee, and are still required to follow City of Moorhead floodplain development requirements.
