This dataset contains the Maricopa County, Arizona City Council District boundaries for those cities with council districts. This includes Phoenix, Surprise, Buckeye, Peoria, Glendale and Mesa.

The city of Phoenix is divided into 15 Urban Villages. Each Village has a Village Planning Committee that is appointed by the City Council. The Village Planning Committees assist the Planning Commission in the performance of its duties. Village Planning Committee activities include: identifying areas or provisions of the General Plan text that need refinement and updating; identifying problems and needs related to implementation of the General Plan; defining in greater detail the intended future function, density and character of subareas of the village; and commenting on proposals for new zoning districts or land use districts.Contact Information: zoning@phoenix.gov
The dashboard shows populations for council districts from 2015 to 2019. The population data is from American Census Survey and at census tract level. SInce census tract boundaries and city council district boundaries don't line up, GIS analysis was used to overlay council district layer with census tracts. The Resulting layer is the intersections of two layers. Total population of each council district is calculated as the sum of all population of each census tract and tract area weighted (percentage of the tract area in a district x total population of that census area ) if census tract is only part of a district.

Proposed Zoning data is intended to better inform residents of current rezoning activities in their community. Rezoning cases are typically requested from property owners to allow for a new use or to apply a different set of development standards (i.e. setbacks, building heights, and densities) that are not already permitted in the existing zoning district designated for their property.Zoning regulations are intended to protect existing land uses and assure that uses are compatible with each other and with available public facilities and services. Through the rezoning process, land use and other factors are evaluated to determine the appropriateness of a specific rezoning proposal. Plan submitted by: smacris on 11/28/2021 USER DESCRIPTION: East, Northeast Phoenix, Paradise Valley and surrounding Phoenix communities, Desert Ridge, Tatum Ranch, Tatum Corridor, SR 51 corridor. Respects those communities of interest, respects city and town boundaries, respects geographic boundaries with the Arizona Canal in the south, is compact and contiguous, achieves the target population for a legislative district, and falls within the Commission’s competitiveness parameters at 6.24 points. USER PLAN OBJECTIVE: This community of interest includes east and northeast Phoenix, the town of Paradise Valley, and the Tatum corridor. Paradise Valley is surrounded on three sides by the city of Phoenix and shares fire protection and water services and is a community of interest with the neighboring communities of Arcadia, Biltmore, and the Paradise Valley Village area of northeast Phoenix. It includes the Desert Ridge and Tatum Ranch communities which are closely linked to the areas of northeast Phoenix to the south through the Tatum corridor that extends from Tatum Ranch south through the town of Paradise Valley. This map also respects city boundaries through the eastern boundary of Scottsdale Road which separates Phoenix/Paradise Valley from Scottsdale (including the small section of the City of Scottsdale that is west of Scottsdale Road as seen in the municipal carve out on the map). Both sides of SR 51 north of Northern are communities of interest with school and city council boundaries and are kept united. Throughout this district voters share very similar suburban concerns about quality of life, crime, education, and the importance of suburban low density. This map respects those communities of interest, respects city and town boundaries, respects geographic boundaries with the Arizona Canal in the south, is compact and contiguous, achieves the target population for a legislative district, and falls within the Commission’s competitiveness parameters at 6.24 points.
