    The California Health and Human Services Agency (CalHHS) has launched its Open Data Portal initiative in order to increase public access to one of the State’s most valuable assets – non-confidential health and human services data. Its goals are to spark innovation, promote research and economic opportunities, engage public participation in government, increase transparency, and inform decision-making. "Open Data" describes data that are freely available, machine-readable, and formatted according to national technical standards to facilitate visibility and reuse of published data. The portal offers access to standardized data that can be easily retrieved, combined, downloaded, sorted, searched, analyzed, redistributed and re-used by individuals, business, researchers, journalists, developers, and government to process, trend, and innovate. The CalHHS Open Data Handbook provides guidelines to identify, review, prioritize and prepare publishable CalHHS data for access by the public via the CalHHS Open Data Portal – with a foundational emphasis on value, quality, data and metadata standards, and governance. This handbook is meant to serve as an internal resource and is also freely offered to any party that may be interested in improving the general public’s online access to data and to provide an understanding of the processes by which CalHHS makes its publishable data tables available. The handbook focuses on general guidelines and thoughtful processes but also provides linked tools/resources that operationalize those processes. The CalHHS Open Data Handbook is based on and builds upon the New York State Open Data Handbook, and we would like to acknowledge and thank the New York staff who created that document and made it available for public use. The role of the California Health and Human Services Agency is to provide policy leadership and direction to the departments and programs it oversees, to reduce duplication and fragmentation and improve coordination among the departments, to ensure programmatic integrity, and to advance the Governor's priorities on health and human services issues. The Agency coordinates the administration of state and federal programs for public health, health care services, social services, public assistance, health planning and licensing, and rehabilitation. These programs touch the lives of millions of California's most needy and vulnerable residents. The Agency is responsible for balancing the twin imperatives of providing access to essential health and human services for California's most disadvantaged and at-risk residents and managing and controlling costs.     Description

    The dataset represents Emergency Medical Services (EMS) locations in the United States and its territories. EMS Stations are part of the Fire Stations / EMS Stations HSIP Freedom sub-layer, which in turn is part of the Emergency Services and Continuity of Government Sector, which is itself a part of the Critical Infrastructure Category. The EMS stations dataset consists of any location where emergency medical service (EMS) personnel are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Ambulance services are included even if they only provide transportation services, but not if they are located at, and operated by, a hospital. If an independent ambulance service or EMS provider happens to be collocated with a hospital, it will be included in this dataset. The dataset includes both private and governmental entities. A concerted effort was made to include all emergency medical service locations in the United States and its territories. This dataset is comprised completely of license free data. Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. At the request of NGA, text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. At the request of NGA, all diacritics (e.g., the German umlaut or the Spanish tilde) have been replaced with their closest equivalent English character to facilitate use with database systems that may not support diacritics. The currentness of this dataset is indicated by the [CONTDATE] field. Based upon this field, the oldest record dates from 12/29/2004 and the newest record dates from 01/11/2010.This dataset represents the EMS stations of any location where emergency medical service (EMS) personnel are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Homeland Security Use Cases: Use cases describe how the data may be used and help to define and clarify requirements. 1. An assessment of whether or not the total emergency medical services capability in a given area is adequate. 2. A list of resources to draw upon by surrounding areas when local resources have temporarily been overwhelmed by a disaster - route analysis can determine those entities that are able to respond the quickest. 3. A resource for Emergency Management planning purposes. 4. A resource for catastrophe response to aid in the retrieval of equipment by outside responders in order to deal with the disaster. 5. A resource for situational awareness planning and response for Federal Government events.

Orthorectified Aerial Imagery The following dataset provides access to the most current geometrically corrected (orthorectified) aerial photography for the City of Toronto. Previous year Orthoimagery is available through the links provided below. Historic Aerial Imagery These datasets are all sourced from scans of the original black and white aerial photography. These images have not gone through the same rigorous process that current aerial imagery goes through to create a seamless orthorectified image, corrected for the changes in elevation across the City. Due to this, the spatial accuracy of these datasets varies across the City. Be aware that there are known issues with some regions of data due to issues with the source data. These datasets intended use is to show land use changes over time and other similar tasks. It is not suitable for sub-metre level accuracy feature collection and is provided “as-is”. Aerial LiDAR - Hillshade A hillshade is a hypothetical illumination of a surface by determining illumination values for each cell in a raster. It is calculated by setting a position for a hypothetical light source and calculating the illumination values of each cell in relation to neighboring cells. It can be used to greatly enhance the visualization of a surface for analysis or graphical display, especially when using transparency.     The Open Data service is a further step in the commitment to open governance and transparency that the Municipality of Águeda undertakes. It is a further step in the cultural shift within the local public sector. The Municipality understands that opening up data is a value that will accelerate innovation and strengthen the community, considering the growing demand for free data and the technological evolution we are witnessing. The Open Data service aims to provide, free of charge, a large volume of data produced by the Municipality of Águeda to any citizen or organization that wishes to use it according to their interests. The Open Data are integrated into the Spatial Data Infrastructure of the municipality with access via Geoportal. They are organized by datasets under thematic groups. The data provided follows the provisions of the National Digital Interoperability Regulation, namely in the recommended or mandatory formats. We use a technological ecosystem supported by free and open-source technologies, ensuring interoperability between solutions. We seek to involve the community in this process, as well as schools, academia, research groups, technological communities, and companies, so that this territory, which the municipality promotes, can be analyzed more consistently and from various angles. It is from this perspective that we expect essential feedback from our peers, in the identification of new data that allows them to develop their projects and in the critical evaluation of the data we provide. On the other hand, we look forward to examples or even ideas for the development of applications that benefit the community, new ways of visualizing data, among other products that absorb the data made available. In the scrutiny of the data or in its mining, important information can be derived that allows us to reflect both on decision-making tasks, planning, or even immediate actions, in order to direct energy towards more responsible and simultaneously creative management. These are moments of synergy that are sought, oriented towards a constructive relationship that benefits the community as a whole. In the objectives we set for the provision of data, we want them to be comprehensive in the domain of geospatial information, respecting what is protected by the municipality. We foresee the possibility of integrating data from other organizations and citizens, local or regional, that enrich the data provided. We distribute the data in various formats and operate with a license that guarantees its free use and reuse so that more value is built. The distributed data guarantees privacy and protection of personal data. The technological solution adopted focused on the CKAN data management system. It is a web-based system that allows the storage and distribution of data, namely spreadsheets and content from the database. It is a solution maintained by the Open Knowledge Foundation. We have planned actions to disseminate open data and build based on open data, data that we also intend to inventory and disseminate in order to build levels of maturity that observe the state of the digital culture. The California Health and Human Services Agency (CalHHS) has launched its Open Data Portal initiative in order to increase public access to one of the State’s most valuable assets – non-confidential health and human services data. Its goals are to spark innovation, promote research and economic opportunities, engage public participation in government, increase transparency, and inform decision-making. "Open Data" describes data that are freely available, machine-readable, and formatted according to national technical standards to facilitate visibility and reuse of published data. The portal offers access to standardized data that can be easily retrieved, combined, downloaded, sorted, searched, analyzed, redistributed and re-used by individuals, business, researchers, journalists, developers, and government to process, trend, and innovate. The CalHHS Open Data Handbook provides guidelines to identify, review, prioritize and prepare publishable CalHHS data for access by the public via the CalHHS Open Data Portal – with a foundational emphasis on value, quality, data and metadata standards, and governance. This handbook is meant to serve as an internal resource and is also freely offered to any party that may be interested in improving the general public’s online access to data and to provide an understanding of the processes by which CalHHS makes its publishable data tables available. The handbook focuses on general guidelines and thoughtful processes but also provides linked tools/resources that operationalize those processes. The CalHHS Open Data Handbook is based on and builds upon the New York State Open Data Handbook, and we would like to acknowledge and thank the New York staff who created that document and made it available for public use. The role of the California Health and Human Services Agency is to provide policy leadership and direction to the departments and programs it oversees, to reduce duplication and fragmentation and improve coordination among the departments, to ensure programmatic integrity, and to advance the Governor's priorities on health and human services issues. The Agency coordinates the administration of state and federal programs for public health, health care services, social services, public assistance, health planning and licensing, and rehabilitation. These programs touch the lives of millions of California's most needy and vulnerable residents. The Agency is responsible for balancing the twin imperatives of providing access to essential health and human services for California's most disadvantaged and at-risk residents and managing and controlling costs. The following Departments and Offices are under the direct supervision of the California Health and Human Services Agency: The Agency Secretary also serves as Chair of Covered California, the health benefit exchange established pursuant to the Affordable Care Act. The CalHHS Open Data initiative encourages entrepreneurs, and civic coders and developers to use CalHHS data to create applications, products and services to better the health and lives of Californians.
