    The area in which the Dept of Ecology's Dungeness (WRIA 18 East) Water Rule is in effect. It is bounded on the west by the actual drainage divide between Morse Creek and Bagely and Siebert Creeks, and on the south and east by the WRIA 18 boundary. The Water Rule Area boundary was originally derived by Department of Ecology from the drainage areas on the USGS Hydrolic Units dataset. Clallam County had previously delineated the drainage divide on the west using Lidar topography as part of its high accuracy stream mapping project, since this is also the western boundary of the Clean Water District. Ecology accepted this line on the west, but asserted that the eastern boundary was the legal boundary of WRIA 18, and could not be redrawn more accurately for this purpose. Existing WRIA datasets were not consistent, and so the one most closely aligned with the corresponding Lidar derived divide was chosen to map this layer.Mitigation is required for new water uses provided by wells within the Rule Area (inlcuding most Group B water systems). Mitigation is not required for projects that are served by Group A water systems. Clallam County will require proof of mitigation in order to issue permits, including building and land divisions.

    UGA is a derivative from the [Zoning_mstr] dataset within the [zoning_mstr.gdb]. Urban growth area means those areas designated by Clallam County pursuant to the polices in the County-wide Planning Policy and Comprehensive Plan. Urban growth refers to growth that makes intensive use of land for the location of buildings, structures, and impermeable surfaces to such a degree as to be incompatible with the production of food, other agricultural products, or fiber, or the extraction of mineral resources. When allowed to spread over wide areas, urban growth typically requires urban governmental services. Rural growth over the last twenty (20) years has made many rural residential areas incompatible with the production of food, etc. These areas, however, do not typically require urban governmental services, such as neighborhood parks, sanitary sewer systems, water systems and stormwater systems. Those areas where these urban governmental services are now provided, or are needed, should be considered for designation as urban growth areas. ---CCC 31.02.220 Urban Growth Areas

    Description

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System (MTS). The MTS represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Face refers to the areal (polygon) topological primitives that make up the MTS. A face is bounded by one or more edges; its boundary includes only the edges that separate it from other faces, not any interior edges contained within the area of the face. The Topological Faces shapefile contains the attributes of each topological primitive face. Each face has a unique topological face identifier (TFID) value. Each face in the shapefile includes the key geographic area codes for all geographic areas for which the Census Bureau tabulates data for both the 2020 Census and the annual estimates and surveys. The geometries of each of these geographic areas can then be built by dissolving the face geometries on the appropriate key geographic area codes in the Topological Faces shapefile.
