General health status was self-reported as 'fair' or 'poor' as opposed to 'good', 'very good', or 'excellent'.The estimate for each census tract represents an average that was derived from multiple years of Colorado Behavioral Risk Factor Surveillance System data (2014-2017).CDPHE used a model-based approach to measure the relationship between age, race, gender, poverty, education, location and health conditions or risk behavior indicators and applied this relationship to predict the number of persons' who have the health conditions or risk behavior for each census tract in Colorado. We then applied these probabilities, based on demographic stratification, to the 2013-2017 American Community Survey population estimates and determined the percentage of adults with the health conditions or risk behavior for each census tract in Colorado.The estimates are based on statistical models and are not direct survey estimates. Using the best available data, CDPHE was able to model census tract estimates based on demographic data and background knowledge about the distribution of specific health conditions and risk behaviors.The estimates are displayed in both the map and data table using point estimate values for each census tract and displayed using a Quintile range. The high and low value for each color on the map is calculated based on dividing the total number of census tracts in Colorado (1249) into five groups based on the total range of estimates for all Colorado census tracts. Each Quintile range represents roughly 20% of the census tracts in Colorado. No estimates are provided for census tracts with a known population of less than 50. These census tracts are displayed in the map as "No Est, Pop < 50."No estimates are provided for 7 census tracts with a known population of less than 50 or for the 2 census tracts that exclusively contain a federal correctional institution as 100% of their population. These 9 census tracts are displayed in the map as "No Estimate."

Summary File 3 contains sample data, which is the information compiled from the questions asked of a sample of all people and housing units in the United States. Population items include basic population totals as well as counts for the following characteristics: urban and rural, households and families, marital status, grandparents as caregivers, language and ability to speak English, ancestry, place of birth, citizenship status, year of entry, migration, place of work, journey to work (commuting), school enrollment and educational attainment, veteran status, disability, employment status, industry, occupation, class of worker, income, and poverty status. Housing items include basic housing totals and counts for urban and rural, number of rooms, number of bedrooms, year moved into unit, household size and occupants per room, units in structure, year structure built, heating fuel, telephone service, plumbing and kitchen facilities, vehicles available, value of home, and monthly rent and shelter costs. The Summary File 3 population tables are identified with a "P" prefix and the housing tables are identified with an "H," followed by a sequential number. The "P" and "H" tables are shown for the block group and higher level geography, while the "PCT" and "HCT" tables are shown for the census tract and higher level geography. There are 16 "P" tables, 15 "PCT" tables, and 20 "HCT" tables that bear an alphabetic suffix on the table number, indicating that they are repeated for nine major race and Hispanic or Latino groups. There are 484 population tables and 329 housing tables for a total of 813 unique tables.

TwitterThis census tract geography dataset was created in 2017 by the Colorado Department of Public Health and Environment. The lead exposure risk index is based on average neighborhood housing age and poverty rate, which are the two most common risk factors for lead poisoning. The index is calculated by combining three different types of U.S. Census demographic data: 1) estimates of the number of housing units built in different time periods, 2) estimates of the overall poverty rate, and 3) estimates of the population of children under age 6. All input data is taken from the U.S. Census American Community Survey’s (ACS) 2011-2015 five-year population estimates for census tracts in Colorado (B17001, B25034, & C17002 data files). The methodology is an adaptation of a method developed by the Washington State Department of Health. More details about this methodology can be found here.

Previously, they were labeled as "Within a Justice 40 Census Tract". While those areas are within Justice 40 Census Tracts, the most correct label based on HB23-1233 DI Definition is "Area under Tribal Jurisdiction". CO EnviroScreen does not provide or display environmental health data for areas under tribal jurisdiction (see FAQ page 4).Impacted Census Block Groups include: 080679404002, 080679403003, 080679403002, 080679403001, 080839411002, 080839411001, 080079404002, 080079404001, 080679404003, 080679404001Colorado EnviroScreen is an environmental justice mapping tool that uses population and environmental factors to calculate an EnviroScreen Score. A higher EnviroScreen Score means the area is more likely to be affected by environmental inequities. This dataset also includes variables for CBGs that qualify as a “Disproportionately Impacted Community” under Colorado law. House Bill 23-1233 adopted a definition that applies to all state agencies, including CDPHE in May 2023. The definition includes census block groups where more than 40% of the population are low-income (meaning that median household income is at or below 200% of the federal poverty line), 50% of the households are housing cost-burdened (meaning that a household spends more than 30% of its income on housing costs like rent or a mortgage), 40% of the population are people of color (including all people who do not identify as non-Hispanic white), or 20% of households are linguistically isolated (meaning that all members of a household that are 14 years old or older have difficulty with speaking English. Also included in this definition are mobile home communities, the Ute Mountain Ute and Southern Ute Indian Reservations, and all areas that qualify as disadvantaged in the federal Climate and Economic Justice Screening Tool. The definition also includes census block groups that experience higher rates of cumulative impacts, which is represented by an EnviroScreen Score (Percentile) above 80. This definition is not part of the EnviroScreen components or score, and does not influence the results presented in the map, charts or table.Prior to May 2023, “Disproportionately Impacted Community” was defined under the Colorado Environmental Justice Act (HB21-1266). The prior “DI Community” variable is also included in this dataset.Click here to access the data download field key. The tool includes scores for each county, census tract, and census block group in Colorado. CDPHE will improve and update the tool in response to feedback and as new data becomes available. Please note that EnviroScreen data for areas under Ute Mountain Ute and Southern Ute tribal jurisdictions are not currently provided though those areas are included in the May 2023 DI Community definition update. Although EnviroScreen provides a robust measure of cumulative environmental burden, it is not a perfect tool. The tool uses limited environmental, health, and sociodemographic data to calculate the EnviroScreen Score. Colorado EnviroScreen does: Show which areas in Colorado are more likely to have higher environmental health injustices. Identify areas in Colorado where government agencies can prioritize resources and work to reduce pollution and other sources of environmental injustice.Provide information to empower communities to advocate to improve public health and the environment. Identify areas that meet the updated definition of “Disproportionately Impacted Community” under House Bill 23-1233 adopted a definition that applies to all state agencies, including CDPHE.Identify areas where the Air Quality Control Commission (AQCC) Regulation (Reg.) Number 3, which governs permitting in disproportionately impacted communities, applies. Identify areas that meet the prior definition of “Disproportionately Impacted Community” under the Colorado Environmental Justice Act (HB21-1266).Colorado EnviroScreen does not: Define a healthy or unhealthy environment. Establish causal associations between environmental risks and health. Define all areas that may be affected by environmental injustice or specific environmental risks.
