    In 2023, the monetary damage caused by cybercrime reported to the United States' Internet Crime Complaint Center (IC3) saw a year-over-year increase of around 21 percent, amounting to a historical peak of 12.5 billion U.S. dollars. Cybercrime in the U.S. Cybercrime continues to be one of the biggest challenges for governments around the world. In the United States, phishing and personal data breaches were among the most reported categories of cybercrime in 2022, with over 300 thousand people falling victim to phishing attacks. Identity theft is a serious issue in the U.S. Along with other reported online crimes, identity theft was a prevalent issue that affected millions of people in the United States. The country ranked second globally in reported cases of identity theft, with an estimated 13.5 million Americans falling victim to this crime. As a result, millions of users had their lives turned upside down. In January 2023, 43 percent of identity theft victims reported wasting their time resolving issues, while 33 percent had no choice but to freeze their credit cards. Furthermore, sometimes threat actors targeted seniors, as in 2022, more than 4800 individuals over 60 reported being victims of identity theft.

    Cybercrime is a major challenge facing the world, with estimated costs ranging from the hundreds of millions to the trillions. Despite the threat it poses, cybercrime is somewhat an invisible phenomenon. In carrying out their virtual attacks, offenders often mask their physical locations by hiding behind online nicknames and technical protections. This means technical data are not well suited to establishing the true location of offenders and scholarly knowledge of cybercrime geography is limited. This paper proposes a solution: an expert survey. From March to October 2021 we invited leading experts in cybercrime intelligence/investigations from across the world to participate in an anonymized online survey on the geographical location of cybercrime offenders. The survey asked participants to consider five major categories of cybercrime, nominate the countries that they consider to be the most significant sources of each of these types of cybercrimes, and then rank each nominated country according to the impact, professionalism, and technical skill of its offenders. The outcome of the survey is the World Cybercrime Index, a global metric of cybercriminality organised around five types of cybercrime. The results indicate that a relatively small number of countries house the greatest cybercriminal threats. These findings partially remove the veil of anonymity around cybercriminal offenders, may aid law enforcement and policymakers in fighting this threat, and contribute to the study of cybercrime as a local phenomenon.

    Context

    Introduction: The dataset used for this experiment is real and authentic. The dataset is acquired from UCI machine learning repository website [13]. The title of the dataset is ‘Crime and Communities’. It is prepared using real data from socio-economic data from 1990 US Census, law enforcement data from the 1990 US LEMAS survey, and crimedata from the 1995 FBI UCR [13]. This dataset contains a total number of 147 attributes and 2216 instances.

    The per capita crimes variables were calculated using population values included in the 1995 FBI data (which differ from the 1990 Census values).

    Content

    The variables included in the dataset involve the community, such as the percent of the population considered urban, and the median family income, and involving law enforcement, such as per capita number of police officers, and percent of officers assigned to drug units. The crime attributes (N=18) that could be predicted are the 8 crimes considered 'Index Crimes' by the FBI)(Murders, Rape, Robbery, .... ), per capita (actually per 100,000 population) versions of each, and Per Capita Violent Crimes and Per Capita Nonviolent Crimes)

The Swiss property and casualty insurer wrote a total of 573.6 million U.S. dollars in cyber security premiums in 2023. It is predicted that the global cyber insurance market will exceed 22 billion U.S. dollars by 2025. The cost of a data breach varies by industry. For instance, a data breach in the healthcare sector cost twice as much as a data breach in the technology sector in 2023.
